A.   The minutes of the 1687th meeting of the Delhi Urban Art Commission held on 12.01.2023 were confirmed and approved.

C. PROJECT PROPOSALS:

1Revised Building plan proposal in respect of Phase-1B National Institute of Technology, Delhi Campus, Narela.
  1. The proposal was forwarded by North DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal at its meeting held on January 17, 2018, and specific observations were given.
  3. The Commission accepted the NOC for Completion (Phase-I-comprising of mini campus, admin block, and startup block) at its meeting held on September 22, 2022.
  4. The Commission did not approve the building plan proposal (plot no. A-7 (Phase-1B-comprising of Hostel Block, 4BHK residential tower, Director’s Residence) at its meeting held on November 24, 2022, specific observations were given.
  5. The revised building plan proposal (Phase-1B-comprising of Academic Block (Block A & B), Hostel block, 4 BHK residential tower, Director’s residence) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC observation letter no: OL-17112223071 dated 28.11.2022 and OL-17112223072 dated 28.11.2022 respectively. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG sets, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

2Building Plan proposal in respect of Residential Building on Plot No. 32, Block-171, Sunder Nagar.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on November 10, 2022, and December 15, 2022, respectively, specific observations were given.
  3. The Commission accepted the concept of the building plan proposal at its meeting held on January 05, 2023, specific observations were given.
  4. The revised building plan proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

3Layout and Building plan in respect of Commercial complex at CSC/OFC-1, Sector 25 Rohini.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on October 13, 2022, and January 05, 2023, respectively, specific observations were given.
  3. The revised proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no: OL-03012322004 dated 11.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

4Layout and Building plan proposal in respect of Residential Group Housing Complex at Plot no. 254 VII, Sector-19B, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The building proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Commission observed that the proposal is at the formal stage but the elevations and the sections of the proposed design scheme have not been submitted. In view of the incomplete submission received at the formal stage, it is returned to the concerned local body without consideration of the Commission.

  1. In view of the insufficient information provided to the Commission, the proposal could not be appreciated by the Commission.
  2. The architect is advised to adhere to the above observation of the Commission and ensure submission complete in all respect (plans/elevations/sections/3D views etc.) be submitted for the consideration of the Commission and furnish pointwise compliance & reply.

5Building plan proposal for additions/alterations in respect of Hotel for M/s. Indo Green International at Plot no. 6C, Community Centre, Mandawali Fazalpur.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on January 19, 2011, and accepted the proposal for NOC for Completion at its meeting held on December 19, 2012.
  3. The Commission did not approve the building plan proposal for additions/ alterations at its meeting held on December 22, 2022, and specific observations were given.
  4. The revised building plan proposal for additions/alterations (addition of 3 floors (7th, 8th & 9th floors) over an existing building comprising of 2B+G+6 floors) received (online) at the formal stage were scrutinised along with replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no: OL-19122222074 dated 28.12.2022. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) Double Stack parking provisions have been proposed in the existing basement to achieve the requisite parking requirements. The architect/proponent shall ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

c) All parking requirements shall be as per applicable rules/regulations/guidelines etc.

d) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG Sets, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

6Layout and Building plan proposal for additions/alterations in respect of Khosla Compressor CGHS Ltd. on Plot no. 16, Sector-5, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 17, 1996.
  3. The Commission did not approve the building plan proposal for additions/ alterations at its meeting held on November 24, 2022, and December 29, 2022, respectively, specific observations were given.
  4. The revised building plan proposal for additions/alterations (balconies, extension of drawing rooms & kitchen, and double stack parking) received (online) at the formal stage was scrutinised along with the replies submitted by the architect to the previous observations of the Commission communicated vide DUAC observation letter no: OL-24122222076 dated 03.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The Commission observed that in terms of the previous observations of the Commission communicated vide DUAC observation letter no: OL-24122222076 dated 03.01.2023 unsatisfactory compliances for the same have been made.

  1. In view of the unsatisfactory compliances provided to the Commission, the proposal could not be appreciated by the Commission.
  2. The architect is advised to adhere to the above observation of the Commission and furnish a pointwise compliance & reply.

7Building plan proposal for additions/alterations in respect of DPS CGHS Ltd., Plot No. 16, Sector-4, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission accepted the NOC for Completion at its meeting held on November 14, 2002, and approved the proposal for additions/alterations at its meeting held on May 07, 2018, specific observations were given.
  3. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on December 08, 2022, December 22, 2022, and January 05, 2023, respectively, specific observations were given.
  4. The revised building plans proposal for additions/alterations received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-02012322003 dated 11.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) ​​​​​​​The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The Commission observed that in terms of the previous observations of the Commission communicated vide DUAC observation letter no: OL-02012322003 dated 11.01.2023 unsatisfactory compliances for the same have been made.

  1. In view of the unsatisfactory compliances provided to the Commission, the proposal could not be appreciated by the Commission.
  2. The architect is advised to adhere to the above observation of the Commission and furnish a pointwise compliance & reply.

D. ADDITIONAL DETAILS:

1Building plan proposal in respect of the Residential Building on Plot no.4324, situated in 03 Ansari Road, Gali Kayasthan, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on October 13, 2022, specific observations were given.
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide Observation letter no: OL-12102255061 dated 18.10.2022, the following observations are to be complied with:

a) The design of the main gate (zig-zag) is not appreciated by the Commission instead it is suggested to keep it simple in context to the surroundings. Similarly, the semi-circular arched windows proposed on the façade be reconsidered and instead windows with a straight lintel are preferred. Also, the sill of the windows, ventilators etc. is considered to be of stone but the vertical sides can be of exposed bricks.  

b) Screening wall (Jaali) around the solar panels is not required the same shall be removed. The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to the above observations of the Commission and furnish a pointwise compliance & reply.

  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The building plan proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
