C. PROJECT PROPOSALS:

1Building plan proposal for additions/alterations in respect of Motel building at Khasra no. 5 min, 6, 7 min, 8, 9, 10, 11, 14 min at village Shahoorpur.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission accepted the concept of the building plan proposal for addition/alterations at its meeting held on March 27, 2019, specific observations were given.
  3. The Commission approved the building plan proposal for addition/alterations at its meeting held on January 04, 2019, May 15, 2019, and July 03, 2019, respectively, specific observations were given.
  4. The revised building plan proposal for additions/alterations (addition of first to sixth floors above on an existing building comprising of B+G, and a new building block (3B+G+7)) of the motel building received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect (online) who provided clarifications to the queries of the Commission including some of the requisite requirements of the submission (elevations & sections are found to be missing in the submission) received by the Commission. Based on the discussion held (online) and the submission made, the following observations are to be complied with:

a) The Commission observed that the proposal for additions/alterations of a motel building has been received at the formal stage but some of the requisite  requirements of the submission of elevations & section drawings have not been received by the DUAC OPAAS from the online system of MCD. Though, during the discussion (online) with the architect he has shown the whole documentation/drawings etc. including missing elevations & sections to the satisfaction of the Commission which might have been lost in the online transmission from MCD.

b) The Commission decided to accept the submission for their examination and consideration on the basis of 3D views and other drawings submitted by the architect.

c) The Commission observed while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

d) The proposal has been submitted for the addition of six more floors (first to sixth floors) on an old construction of B+G building. A lot of live/dead load is being added to the existing building. The structure shall be designed so that it can withstand weather effects, impacts from calamities like earthquakes etc. and can withstand the additional load.

e) Double-stack parking provisions are shown in the proposed basements (B1, B2, B3) to achieve the requisite parking requirements. The architect/proponent shall ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal for NOC for Completion.

f) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

g) All service equipment, plumbing pipes, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plans in respect of Admin/Academic building, Faculty of Technology at plot no.-1, North Campus, University of Delhi.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the Master plan in respect of Delhi University at its meeting held on January 06, 2010, specific observations were given.
  3. The building plans proposal in respect of the Academic/administrative building, Faculty of Technology at Plot no.-1, Delhi University North Campus received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The elevations appear to be not in harmony with the 3D views presented for consideration of the Commission, however, the same (3D views) are accepted by the Commission. Therefore, the 3D views should supersede the elevations in terms of form, materials, architectural elements etc.

b) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Completion plans proposal in respect of Institutional building on Plot no. B-17, Qutab Institutional Area (For Indian Archaeological Society).
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal for additions/alterations at its meeting held on January 23, 2013, and specific observations were given.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with comments of the concerned local body i.e., South DMC in part ‘B’ & ‘C’ Proforma. The Commission intended to discuss (online) the proposal with the architect because some of the requisite statutory requirements of the submission (including elevations, sections, parking plan, landscape plan, basement photographs, and the completed work of art appear to be missing from the submission) but he was travelling.  Based on the comments received from the concerned local body, in absenteeism of the discussion (online) held with the architect, and submission made, the following observations are to be complied with:

a) The proposal received for NOC for Completion is not self-explanatory, moreover, the overall quality of the submission is not suitable (scanned black & white cropped photographs of the built constructions have been provided) to make observations by the Commission.

b) Cropped photographs of the completion plan proposal have been submitted which do not clearly indicate the required details. An appropriate number of existing site pictures are to be provided to understand the existing site condition. They need to be resubmitted with proper uncut views from all sides to comprehend the proposal evidently.

c) The proposal has been submitted for NOC for Completion. An appropriate number of photographs of the completed superstructure (for which NOC for completion is required) shall be provided with proper labelling/delineation and uncut/clear photographs from all sides (including parking, landscape areas, terrace etc.) to substantiate the actual work executed at the site and to get in-depth clarity of the site and surroundings.

d) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over the actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan.

e) For a better understanding of the proposal side by side photographs ‘Before (submitted at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks be provided.

  1. In view of the insufficient information provided, the proposal for NOC for the completion plan could not be appreciated judiciously by the Commission.
  2. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.
NOC for Completion not accepted, observations given.

4Layout and Building plans proposal in respect of the Development of a Sports Hostel for School Boys & Girls, Pitampura.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on December 28, 2020, and on March 09, 2019, specific observations were given. The concept of the proposal was also not accepted in the meeting held on January 05, 2023, and November 06, 2020, and on August 14, 2020, specific observations were given.
  3. The Commission accepted the concept of the building plans proposal at its meeting held on February 16, 2023, specific observations were given.
  4. The revised building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Conceptually Suitable Letter no: OL-08022327008 dated 20.02.2023 and a detailed discussion was held with the architect (online) who provided clarifications to the queries of the Commission as the submission (formal) had blurred drawings/documentation etc. which do not clearly elucidate the proposed design scheme sufficiently.  Though, during the discussion (online) the architect showed complete documentation/drawings etc. in high resolution to the satisfaction of the Commission. Based on the revised submission made, a discussion held & complete submission in high resolution showed (online), the following observations are to be complied with:

a) ​​​​​​​Triple-stack parking provisions are shown in the proposed design scheme to achieve the requisite parking requirements. The architect/proponent shall ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal for NOC for Completion.

b) All service equipment, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

5Building plans proposal in respect of Facilities Hospital Staff Accommodation for National Heart Institute at Plot no. 49-50, Community Centre, B Block, East of Kailash.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on July 07, 2022, and on January 05, 2023, specific observations were given.
  3. The building plans proposal in respect of Hospital Staff Accommodation received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-02012355001 dated 11.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All service equipment, plumbing pipes, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

6Building plans proposal in respect of 4343, situated at Ward no XI, Madan Mohan, Street No. 4, Ansari Road, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The building proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

7Completion plan proposal (part) in respect of Commercial Complex at Plot No. A-9, District Centre, Wazirpur, Netaji Subhash Place, Pitampura.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal for additions/alterations at its meeting held on September 20, 2017, and specific observations were given.
  3. The proposal for NOC for Completion (Part) received (online) at the completion stage was scrutinised along with comments of the concerned local body i.e., DDA in parts ‘B’ & ‘C’ Proforma. Based on the comments received from the local body and the submission made, the following observations are to be complied with:

a) It was disappointing to observe that, this submission has fudged, graphically modified photographs and distorted data related to the proposal, which exaggerated the actual site conditions. It was independently verified by the Commission and it was confirmed that fudged, graphically modified photographs and distorted data indeed have been used in a submission submitted for NOC for Completion. Also, it is against the letter and spirit of the Ease of Doing Business (EoDB). It has been viewed seriously by the Commission and cautioned the concerned architect to not submit such misleading submissions in future and to submit only the truthful submission for the consideration of the Commission.

  1. In view of the fudged, untruthful submission submitted for the consideration of the         Commission at the completion stage, it was not examined and no comments were offered.
NOC for Completion (part) not accepted, observations given.

8Plans proposal in respect of Demolition and reconstruction of Residential Building at Plot no. 14 Hailey Road.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. No previous record of the approval (Formal/Completion) from the Commission has been found in the available record of the Commission.
  3. The Commission did not approve the building plans proposal for demolition and reconstruction at its meeting held on June 02, 2022, specific observations were given.
  4. The revised building plan proposal for demolition and reconstruction (Basement+Stilt+Ground+03 floors) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation Letter no: OL-28052224014 dated 08.06.2022 and the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All service equipment, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

9Layout and Building plans proposal for Additions and alterations in respect of Khosla Compressor CGHS Ltd. on Plot no. 16, Sector-5, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 17, 1996, and did not approve the building plan proposal for additions/ alterations at its meeting held on November 24, 2022, December 29, 2022, January 19, 2023, February 16, 2023, and March 02, 2023, respectively, specific observations were given.
  3. The revised building plan proposal for additions/alterations (balconies, extension of drawing rooms & kitchen, and double stack parking) received (online) at the formal stage was scrutinised along with the replies submitted by the architect to the previous observations of the Commission communicated vide DUAC observation letter no: OL-23022322023 dated 09.03.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) In terms of the previous observations of the Commission communicated vide DUAC observation letter no: OL-23022322023 dated 09.03.2023 unsatisfactory compliances for the same has been made. The Commission also took note that the proposal for additions/alterations has been rejected five times in the past on a similar ground, the casual attitude of the architect in addressing these observations is not appreciated by the Commission.

c) The Commission observed that to accommodate the requisite requirements of the car parking ‘Pit parking” with -2400 mm level below the ground has been provided at several places including the front set-back area. But, its feasibility in the open area, protection from rain, harsh weather conditions, working mechanism, overall functioning etc. has not been elucidated properly.

  1. Overall, due to unsatisfactory compliance with its earlier observations, the proposal for additions/alterations could not be examined judiciously by the Commission.
  2. The architect is advised to adhere to the above observations of the Commission and furnish pointwise compliance & reply.

10Completion plans proposal in respect of Office Building for the Ministry of Skill Development and Entrepreneurship, Kaushal Bhawan, Moti Bagh.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on September 12, 2019, specific observations were given.
  3. The proposal for NOC for completion received (online) at the Completion stage was scrutinised along with the comments of the concerned local body i.e., NDMC in part ‘B’ & ‘C’ Proforma. Based on the comments received from the local body and the submission made, the proposal for NOC for Completion is found to be accepted.
NOC for Completion is accepted.

11Building plan proposal for additions & alterations in respect of Commercial Building at Plot no. 4,5,6 at District Centre Wazirpur.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout of Wazirpur District Centre at its meeting held on September 21, 2016, specific observations were given and considered the concept of the building plans proposal (Plot no. 4,5,6) at its meeting held on May 31, 2006, and specific observations were given.
  3. No record of formal approval or NOC for Completion has been taken from the Commission has been found in the available record of the Commission.
  4. The building plan proposal for additions/alterations (addition of second floor above tower-A, and addition of floors (partial on 4th & 5th) 6th to 10th above on Tower-B) in respect of Commercial Building at Plot no. 4,5,6 at District Centre Wazirpur received (online) at the formal stage was scrutinized.  Based on the submission made, the following observations are to be complied with:

a) The Commission observed that the proposal is for additions/alterations over an existing built construction, but no information on the approvals taken (formal & Completion) has been provided. All previous requisite approvals taken from the Commission shall be submitted for the judicious consideration of the proposal.

b) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

c) The uncut photographs of the existing built construction from various angles over which these additional floors have been proposed have not been provided sufficiently. The same shall be provided appropriately with proper labelling/delineation and uncut/clear photographs from all sides including the existing basement, DG set, DG exhaust pipes, air-conditioning mechanism etc. to get in-depth clarity of the site in context to the proposal for additions/alterations proposed.

d) The architect in its report has indicated to have provided mechanical parking to accommodate requisite statutory car parking requirements of the site including current + proposed, but its locations in the layout and other requisite details including 3d views, plans etc. have not been provided, the same shall be provided for better understanding of the proposal.

e) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

f) All water tanks, plumbing pipes, outdoor air-conditioner units, solar panels, DG Sets, DG exhaust pipes, etc. must be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. In view of the insufficient information provided the proposal for additions/alterations could not be appreciated judiciously by the Commission.

Revised Layout and Building Plans for Addition/Alteration in respect of Farmer’s CGHS Society at Plot No. 08, Sector-13, Rohini. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on March 20, 1985. No record of the NOC for Completion taken was found in the available record of the Commission.
  3. The Commission did not approve the proposal for additions/alterations (extension of kitchen and balcony) at its meeting held on March 10, 2022, and did not accept the concept of the proposal for additions/alterations at its meeting held on July 21, 2022, September 08, 2022, February 02, 2023, and March 02, 2023, respectively, specific observations were given.
  4. The revised building plan proposal for additions/alterations (extension of kitchen and balcony) received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Conceptually unsuitable letter no: OL-20022327012 dated 09.03.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The covering of balconies with temporary materials needed to be removed.

c) All parking requirements must be as per applicable norms/regulations/guidelines.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Found conceptually suitable (not limited to these observations).

‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

Building plan proposal for additions/alterations in respect of Holy family hospital at Okhla Road.  (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal for additions/alterations (layout plan) at its meeting held on January 14, 2009, and specific observations were given.
  3. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on March 09, 2023, specific observations were given.
  4. The building plan proposal for additions/alterations (addition of a new super speciality block B+G+10) received (online) at the Conceptual stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-02032327015 dated 14.03.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) Details of the materiality of the façade on the MLCP along with the skin sections (in detail), detailed plans/elevations/sections, and other details as appropriate shall be submitted in the next submission (formal) to understand the elevation of the façade with materials.

c) All parking is to be as per applicable norms/regulations/guidelines etc.

d) The site has diverse use, a combined mobility plan showing seamless, conflict-free pedestrian and vehicular movement plans from outside to the various buildings is to be submitted, to understand the movement pattern within the site better. It shall be indicated clearly with clear segregation of pedestrian and vehicular movement.

e) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

f) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

D. ADDITIONAL DETAILS:

1Building plans proposal for additions/alterations in respect of Plot no.3, Jasola District Centre.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. Originally, the Commission approved the layout and building plans proposal at its meeting held on January 07, 2005. Subsequently, in 2006, the DDA forwarded the revised scheme which was considered at Commission's meeting held on December 15, 2006. 
  3. Later, the Commission did not accept the proposal for NOC for Completion at its meetings held on June 12, 2009, and July 29, 2009, respectively, specific observations were given.
  4. The Commission did not approve the building plan proposal for additions/alterations at its meeting held on December 29, 2022, specific observations were given.
  5. The building plan proposal for the additions/alterations (addition of four more floors (6th, 7th, 8th & 9th) above an existing building of 3B+G+5) received (online) at the formal stage was scrutinised along with the observations of the Commission communicated vide observation letter no: OL-26122255084 dated 03.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/ alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The proposal has been submitted for the addition of four more floors (6th, 7th, 8th & 9th) over an existing building of 3B+G+5). A lot of live/dead load is being added to the existing building (3B+G+5). The structure shall be designed so that it can withstand weather effects, impacts from calamities like earthquakes etc. and can withstand the additional load.

2Building plan proposal in respect of residential building at 2072, ward no-viii, Katra gokul shah, Bazar sita ram, Delhi.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The building proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
