A.   The minutes of the 1705th meeting and 1706th meeting (Extraordinary) of the Delhi Urban Art Commission held on 18.05.2023 and 24.05.2023 were confirmed and approved.

C. PROJECT PROPOSALS:

1Completion plans proposal in respect of School building on plot no.2, Rohini.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held   on January 09, 1989, specific observations were given.
  3. The Commission accepted the NOC for completion at its meeting held on August 25, 1995, specific observations were given.
  4. The Commission approved the building plans proposal for additions/alterations at its meeting held on March 01, 2017, specific observations were given.
  5. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval letter no: 23(1)/2017-DUAC dated 17.03.2017 and comments of the concerned local body i.e., North DMC in part ‘B’ & ‘C’ Proforma. Based on the previous observations given, comments received from the local body, and the submission made, the proposal for NOC for Completion is found acceptable.
NOC for Completion accepted.

2Completion plans proposal in respect of IGL CNG Station at Sector-3, R.K. Puram.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held   on February 12, 2020, specific observations were given.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-10022055019 dated 21.02.2020 and comments of the concerned local body i.e., South DMC in part ‘B’ & ‘C’ Proforma and a detailed discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held (online), comments received from the local body, and the submission made, the proposal for NOC for Completion is found acceptable.
NOC for Completion accepted.

3Layout and Building plan proposal in respect of Institution of Eminence and Auditorium at Plot no. 2 situated at Delhi University North Campus at Sant Kirpal Singh Marg, Maurice Nagar, Roop Nagar.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the Master plan in respect of Delhi University at its meeting held on January 06, 2010, specific observations were given.
  3. The Commission did not approve the layout and building plans proposal in respect of Institute of Eminence (IOE) and Auditorium at its meeting held on March 02, 2023, specific observations were given.
  4. The building plans proposal in respect of the Institute of Eminence (IOE) and Auditorium at Plot no. 2, Delhi University North Campus received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-27022323011 dated 09.03.2023. Based on the previous observations and the revised submission made, the following observations are to be complied with:

a) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG set, DG exhaust pipes, etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Building plans proposal in respect of Plot no. 2550 situated in Choori Walan, Bazar Sita Ram.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on April 06, 2023 and May 04, 2023, specific observations were given.
  4. The revised building plan proposal for additions/alterations received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-02052323028 dated 09.05.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

5Building plans proposal in respect of Plot no. 2786-A situated at Ward no. VI, Chatta Sufi, Peepal Mahadev, Hauz Qazi.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on April 13, 2023 and May 11, 2023, specific observations were given.
  4. The revised building plan proposal for additions/alterations (alteration at ground and addition of 3 floors) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-08042323023 dated 19.04.2023 and Observation letter no: OL-06052323031 dated 16.05.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

6Completion plans proposal in respect of Modern Convent School for Modern Charitable Foundation at Sector -4, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on March 09, 2000.
  3. The Commission approved the building plans proposal for additions/alterations (extension of basement and part 4th floor) at its meeting held on August 27, 2014, specific observations were given.
  4. The Commission approved the building plans proposal for additions/alterations (addition of staircase, toilets and 4th floor) at its meeting held on September 19, 2018, specific observations were given.
  5. The proposal for NOC for Completion (staircase, toilets- ground to 4th floor, and fourth floor) received (online) at the Completion stage was scrutinized along with the observations/recommendations given by the concerned local body i.e., DDA in part ‘B’ & ‘C’ Proforma. Based on the observations/recommendations received and the submission made, the proposal for NOC for Completion is found acceptable.

7Building plans proposal in respect of re-roofing of Existing Shiv Mandir, Schedule-B, President Estate.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission approved the proposal on December 11, 2013 in respect of Comprehensive Conservation Management Plan of Presidential Estate, specific observations were given.
  3. The building plan proposal for additions/alterations (re-roofing of Existing Shiv Mandir) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations (re-roofing of Existing Shiv Mandir) only.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

8Completion plans proposal in respect of Office of Registrar General and Census Commission of India at Plot no. 2A, Mansingh Road.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved building plans proposal in respect of office of Registrar General and Census Commissioner of India, Ministry of Home Affairs at Plot no.- 2A, Man Singh Road at its meeting held on September 21, 2016, specific observations were given.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the comments given by the concerned local body i.e., NDMC in Proforma parts ‘B’ and part ‘C’. Based on the comments received from the concerned local body (NDMC) and the submission made, the following observations are to be complied with:

a) The Commission observed that the proposal has been received for NOC for Completion, and the photographs submitted for the built construction do not elucidate the actual site conditions, an appropriate number of uncut photographs of the buildings from all sides including terrace, set-back areas, area covered under transformers in set-back, gate & boundary wall etc., shall be submitted for judicious consideration of the proposal.

b) Also, an appropriate number of photographs of area under stilt parking, basement parking provisions and car lift shall be submitted to provide clarity on parking.

c) For a better understanding of the proposal side by side photographs ‘Before (submitted at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks is to be provided.

d) Work of Art is missing in the submission. The proposal being at the Completion stage needs to provide an actual Artwork executed at the site. The same shall be provided with an appropriate number of photographs of actual works of public art executed at the site. The Work of art shall ensure to be in terms of the public art provisions as stipulated under point no. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received for NOC for Completion did not provide the necessary details. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

9Building plans proposal in respect of Godown for Government of India Press, Pocket II, DDU Marg, Minto Road, Connaught Place.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans in respect of Govt. of India Press, Minto Road at its meeting held on May 18, 2018, and approved the revised building plans proposal at its meeting held on August 16, 2019.
  3. The Commission accepted the NOC for Completion at its meeting held on October 14, 2021, specific observations were given.
  4. The building plans proposal in respect of godown building received (online) at the formal stage was scrutinised, and a detailed discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission.  Based on the discussion held (online), comments received from the local body, and the submission made, the following observations are to be complied with:

a) The location of the godown building in the complex is such that it would be visible from main building. The godown building shall visually be better integrated with the existing buildings and the proposed built form shall be contextual to existing buildings within the complex.

b) The submitted elevations need to be simplified and improved to match the character of other existing buildings in the complex. 

c) The lift machine room and mumty to be better resolved so that it does not mar the aesthetics.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

10Demolition and reconstruction plans proposal in respect of (Revised) residential building on plot no. 49, Block-48, Diplomatic Enclave, 18, Kautilya Marg.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal for additions/alterations at its meeting held on April 28, 2022, specific observations were given.
  3. The building plan proposal for demolition and reconstruction received (online) at the formal stage was scrutinised along with the comments received from the concerned local body, i.e., NDMC. Based on the comments received and the submission made, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Building plans proposal in respect of Redevelopment of Boys Hostel and proposed Convention Centre at Hindu College, Delhi University. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the layout and the building plan proposal at its meeting held on September 30, 2009.
  3.  The Commission approved the building plans proposal for additions/alterations in respect of a library, the addition of a canteen, and demolition & reconstruction of the principal bungalow was approved in the meeting held on February 26, 2020.
  4. The Commission approved the building plans proposal for the faculty block at its meeting held on April 28, 2022, specific observations were given.
  5. The Commission did not accept the concept of the building plans proposal for additions/alterations of boys hostel and proposed convention centre at its meeting held on May 11, 2023, specific observations were given.
  6. The building plan proposal for addition/alterations {demolition and reconstruction of Boy’s hostel (Stilt+Ground+4 floors) and Convention centre (3Basements + stilt+3 floors)} received (online) at the conceptual stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-08052327035 dated 16.05.2023 and a detailed discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission.  Based on the discussion held (online), comments received from the local body, and the submission made the following observations are to be complied with: 

a) The roof detail of the convention centre is not clear i.e., there is a mismatch in the submitted drawings and the 3d views specifically in terms of sloping roof. Also, the working of the services, air-conditioning mechanism etc. is not clear from the submitted sections and 3d views, thus need to be revised and resubmitted.

b) Building sections of the proposed convention centre are missing in the submission.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All service equipment, water tanks, outdoor air-conditioning units, DG set, DG exhaust pipes, plumbing pipes etc. should be camouflaged appropriately in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

Building plans proposal in respect of Family Courts Building at plot no. PSP-2A, Sector-14, Rohini. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal received (online) at the conceptual stage was scrutinised, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All service equipment, water tanks, outdoor air-conditioning units, DG set, DG exhaust pipes, plumbing pipes etc. should be camouflaged appropriately in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Found conceptually suitable (not limited to these observations).

‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.
