1Building plans proposal for additions/alterations in respect of Plot no. 4346-4347 and 4348 situated at ward No. XIV, Main Road Pahari Dhiraj Sadar Bazar.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal for additions/alterations received (online) at the formal stage was scrutinised, and a detailed discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. The following observations are to be complied with:

a) The box of the rolling shutter shall be concealed inside and should not be exposed on the façade to ensure it does not mar the aesthetics.

b) The red sandstone band to be continued around the door similar to the band provided around the window.

c) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Revised Layout and Building plans for Addition/Alteration in respect of Farmer’s CGHS Society at Plot No. 08, Sector-13, Rohini.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on March 20, 1985. No record of the NOC for Completion taken was found in the available record of the Commission.
  3. The Commission did not approve the proposal for additions/alterations (extension of kitchen and balcony) at its meeting held on March 10, 2022, and did not accept the concept of the proposal for additions/alterations at its meeting held on July 21, 2022, September 08, 2022, February 02, 2023, and March 02, 2023, respectively, specific observations were given.
  4. The Commission accepted the concept of the building plan proposal for additions/alterations at its meeting held on March 23, 2023, specific observations were given.
  5. The building plan proposal for additions/alterations (extension of kitchen and balcony) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Conceptually Suitable letter no: OL-20032327020 dated 27.03.2023. Based on the replies submitted and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) All unauthorised coverings should be removed.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Building plans proposal in respect of Residence at 4348/B-2 Western Part Gali No.4C, Madan Mohan Street, Ansari Road, Daryaganj. 
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The Commission did not approve the building plans proposal at its meeting held on May 04, 2023, specific observations were given.
  4. The revised building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-30042355044 dated 10.05.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) Considering the location of the manhole in the stilt area, provision of a clear height in the basement under the manhole, to be ensured as per appropriate norms and guidelines.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Part Completion plans proposal in respect of Redevelopment of Pragati Maidan Complex for Exhibition Hall A2 and Admin Block into Integrated Exhibition Cum Convention Centre, Pragati Maidan.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal in respect of Redevelopment of Integrated Exhibition cum Convention Centre (IECC) at its meeting held on June 14, 2017.
  3. The Commission accepted the Part- NOC for exhibition hall (nos. A3, A4 and A5) for completion at its meeting held on October 12, 2021, specific observations were given.
  4. The proposal for NOC for completion (part- Exhibition Hall A2 and Admin block) received (online) at the completion stage was scrutinised along with the observations/recommendations given by the concerned local body i.e., South DMC in part ‘C’ Proforma. Based on the comments received in part ‘C’ Proforma and the submission made ,  a detailed discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. The following observations are to be complied with:

a) From the photographs provided by the architect/proponent it is observed that the work on the site is still in progress. Also, it has been observed that some submitted photographs were of December, 2022 ie. old photographs. Latest photographs showing the current site status should be submitted. 

b) The proposal for completion shall be sent only if all the work including civil work, landscaping, cladding, façade finishing etc. is complete in all respect.

c) Photographs of the basement to be submitted showing the complete work along with the provision of parking as approved.

d) Uncut photographs from all sides including areas like terrace, basement etc. to be submitted for judicious consideration of the Commission.

e) Public Art shall be as per point no. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

f) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

g) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

5Completion plans proposal in respect of Commercial building on Plot No. 2048 to 2056 situated at Dr. H.C. Sen Road, Near Kauria Pul (Notified Commercial Road) Delhi -06.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on January 04, 2019, and the revised building plan proposal was approved at its meeting held on September 12, 2019, and specific observations were given.
  3. The Commission did not approve the NOC for Completion at its meeting held on November 17, 2022 and November 10, 2022, specific observations were given.
  4. The revised proposal for NOC for Completion received (online) at the completion stage was scrutinised along with previous observations of the Commission communicated vide DUAC Observation Letter No. OL-15112249017 dated 21.11.2022 and the observations/recommendations given by the concerned local body i.e., North DMC in part ‘C’ Proforma. Based on the observations/recommendations received, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that in terms of the previous observations of the Commission communicated vide DUAC observation letter no: OL-15112249017 dated 21/11/2022, point no. (f) has not been complied with and thus the Commission is unable to scrutinise the proposal judiciously.

b) To ensure the proposal is reviewed and appreciated, it shall be resubmitted by providing Before (3 D views submitted at the time of DUAC formal approval) and After (current actual built construction), uncut photographs from all sides for all areas including the main gate, boundary wall, roof with services, basement, double stack parking, and night-time photographs etc.

  1. The architect is advised to adhere to the above observations of the Commission and furnish a pointwise compliance & reply.

6Completion plans proposal in respect of existing office building on Plot No. 06, Pocket -04, (DDU), Deen Dayal Upadhyay Marg.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the layout plan at its meeting held on May 30, 2018, specific observations were given.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised along with the observations/recommendations given by the concerned local body i.e., North DMC in part ‘C’ Proforma. Based on the comments received in part ‘C’ Proforma and the submission made, the following observations are to be complied with:

a) The proposal received at completion stage, contains cropped photographs of the site, which is not appreciated by the Commission.

b) To ensure the proposal is reviewed and appreciated, it shall be resubmitted by providing Before (3ds submitted at the time of DUAC formal approval) and After (current actual built construction), uncut photographs of all sides including the terrace.

c) Alongwith, superimposed drawings, showing deviation from the approved (if any) to be clearly marked and documented in the submission.

d) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

7Proposal for additions/alterations in respect of Central Vista Avenue at Kartavyapath.

8Demolition and Reconstruction in respect of Residential building at Plot No-21, Todar Mal Lane, Bengali Market.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. No previous record of approvals (formal/completion) taken from the Commission has been found in the available record of the Commission.
  3. The building plan proposal for demolition and reconstruction received (online) at the formal stage was scrutinised along with comments of the concerned local body, i.e., NDMC, the following observations are to be complied with:

a) The air-conditioning units be ensured to be screened appropriately so as not to mar the aesthetics of the façade.

b) Car parking area specifically the area in front of the main gate to be soft paved to ensure provision of car parking inside the plot. 

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

9Building plans proposal in respect of Residential building on plot no. 3, Block – 88 known as no. 10, Lady Hardinge Road (Now Shaheed Bhagat Singh Marg).
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The Commission did not approve the building plans proposal at its meeting held on April 06, 2023, specific observations were given.
  4. The revised building plan proposal for demolition and reconstruction received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-27032324006 dated 11.04.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) Some 3d views which Commission did not accept in the earlier submissions, have also been submitted and thus have not been considered for review by the Commission. However, the updated 3d views were accepted.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

10Completion plans proposal in respect of Hotel Plot No.1 at Community Centre Motia Khan.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on October 08, 2007, specific observations were given. The Commission approved the building plans proposal for addition/alteration at its meeting held on July 05, 2017.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the observations/recommendations given by the concerned local body i.e., DDA in parts ‘B’ and ‘C’ Proforma. Based on the observations/recommendations received, and the submission made, the following observations are to be complied with:

a) The proposal is received at the Completion stage with cropped photographs not elucidating its current status.

b) To ensure the proposal is reviewed and appreciated, it shall be resubmitted by providing Before (3ds submitted at the time of DUAC formal approval) and After (current actual built construction) with uncut photographs from all sides for all areas including landscaping, services like DG sets, transformers, basement with stack parking, roof with services, and night-time photographs etc. for judicious consideration by the Commission.

  1. The architect is advised to adhere to the above observations of the Commission and furnish a pointwise compliance & reply.

11Completion plans proposal in respect of Plot no. 10, Bazar Lane, Bengali Market.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the layout and the building plan proposal at its meeting held on August 25, 2021, and specific observations were given.
  3. The Commission did not accept the NOC for completion at its meeting held on April 13, 2023, specific observations were given.
  4. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-05042350004 dated 19.04.2023 and comments of the concerned local body i.e., NDMC in part ‘B’ & ‘C’ Proforma. Based on the replies submitted, comments received from the local body and the revised submission made, the following observations are to be complied with:

a) The proposal is received at the Completion stage but the documentation is mislabelled thus making it difficult for the Commission to review and examine. At some places the 3d views are labelled as before photographs and existing photographs are replaced by proposed 3d views making the submission unclear.

b) To ensure the proposal is reviewed and appreciated, it shall be resubmitted by providing Before (3ds submitted at the time of DUAC formal approval) and After (current actual built construction) with uncut photographs from all sides for all areas including façade, boundary wall and gate, services, parking etc.

  1. The architect is advised to adhere to the above observations of the Commission and furnish a pointwise compliance & reply.

12Layout and Building plans proposal for additions/alterations in respect of gold croft CGHS Ltd. At Plot no. 4, Sector -11, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 23, 2000.
  3. The Commission accepted the NOC for completion at its meeting held on June 05, 2007, specific observations were given.
  4. The Commission did not approve the building plans proposal for additions/alterations in respect of Gold Croft CGHS ltd. at its meeting held on April 27, 2023, specific observations were given.
  5. The building plan proposal for additions/alterations (bedroom, toilet, extension of drawing room & balconies) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-19042322031 dated 02.05.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that in terms of the previous observations of the Commission communicated vide DUAC observation letter no: OL-19042322031 dated 02/05/2023 point no. (g) has not been complied with i.e. The design scheme for screening of plumbing, rainwater pipes and air-conditioning outdoor units has not been provided .

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

13Building plans proposal for Additions/alterations in respect of Meghdoot CGHS at Plot No. 19 Sector-7, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on December 8, 1995.
  3. The Commission accepted the NOC for completion at its meeting held on October 12, 2001, and specific observations were given.
  4. The building plan proposal for additions/alterations (addition of room, toilet and extension of balconies) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-26042322033 dated 16.05.2023. Based on the replies submitted and the revised submission made, a detailed discussion was held with the architect (online) at Cisco Web Ex meetings who provided clarifications to the queries of the Commission. The following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

15Completion plans proposal in respect of New Parliament Building.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on June 05, 2020, specific observations were given.
  3. The Commission approved the revised building plan proposal at its meeting held on July 01, 2020, and specific observations were given.
  4. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the observations/recommendations given by the concerned local body i.e., CPWD in parts ‘B’ and ‘C’ Proforma. Based on the observations/recommendations received, and the submission made a detailed presentation based on documentation, photographs etc. was made by the architect (online) on Cisco Web Ex meetings who also provided clarifications to the queries of the Commission and the NOC for completion was found acceptable.

Layout and Building plans proposal for additions/alterations in respect of Saroj Super Speciality Hospital at Block A, Sector -14, Rohini. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The Commission did not accept the Concept of the building plans proposal for addition/alterations at its meeting held on April 13, 2023, specific observations were given.
  4. The revised layout and building plan proposal in respect of additions/alterations (alterations to existing superstructure comprising of B+G+4, proposed block-A (2B+G+11), block-B (B+G+4), and tower parking) received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Conceptually Unsuitable letter no: OL-12042327028 dated 19.04.2023. Based on the previous observations and the revised submission made, a detailed presentation based on documentation, photographs etc. was made by the architect (online) on Cisco Web Ex meetings who also provided clarifications to the queries of the Commission and the following observations are to be complied with:

a) The Commission observed that for the proposal no previous record (formal/completion) was found with DUAC and thus approvals received from the Local body to be submitted for all past records.

b) The proposal shows stack parking in the front setback which is not acceptable to the Commission. It shall be re-examined to be relocated to basement parking to fulfil the requisite parking requirements.

c) A revised circulation scheme showing the vehicular circulation, provision of parking in MLCP and basement along with clear fire tender movement to be provided to make the scheme self-explanatory.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Building plans proposal in respect of Motel on Khasra No. 697/1/2, 697/2/2, 696/1/2, 696/2/2, 696/2/1, etc. situated in Village Ghitorni, Tehsil Vasant Vihar (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on August 19, 2021, specific observations were given.
  3. The revised building plan proposal received (online) at the conceptual stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval letter no: OL-17082155038 dated 25.08.2021. Based on the previous observations and the revised submission made, the following observations are to be complied with:

a) It shall be ensured at the formal stage, that the submission includes screening of all services including drying of clothes in balcony, plumping and rain water harvesting pipes, air conditioning, services at roof etc. along with incorporation of the elements in the respective drawings.

b) The requisite width and slope of all the ramps for turning of vehicles to be ensured as per applicable regulations and guidelines.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Building plans proposal for additions/alterations in respect of Air India Employee CGHS Ltd. at Plot no. 9, Sector -3, Dwarka. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on November 20, 2001 and subsequently accepted the NOC for Completion at its meeting held on May 27, 2009.
  3. The building plan proposal for additions/alterations (addition of bedroom, balcony & toilet) received (online) at the conceptual stage was scrutinised, a detailed presentation based on documentation, photographs etc. was shown by the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission and the following observations are to be complied with:

a) All unauthorised coverings should be removed.

b) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

c) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in

Building plans proposal in respect of Motel building on Khasra No. 554,555B, etc. at village Satbari. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not accept the concept of the layout and building plan proposal at its meeting held on December 29, 2022, January 12, 2023, specific observations were given.
  3. The revised layout and building plan proposal received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC observation letter no: OL-03012327002 dated 18.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, DG sets, DG exhaust pipes, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
