A.   The minutes of the 1708TH meeting of the Delhi Urban Art Commission held on 01.06.2023 were confirmed and approved.

C. PROJECT PROPOSALS:

1Completion plan proposal in respect of Uppal Group Housing at Khasra no. 100/1, 100/2, 100/3, 100/4, 101/1, 101/2, 237/1 and 239/1, Village Chandanhaula Lal Dora Area, Tehsil Hauz Khas.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the layout plan proposal at its meeting held on February 11, 2016, and the building plans proposal at its meeting held on January 18, 2017.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised along with observations/recommendations given by the concerned local body i.e., South DMC in part ‘C’ of Proforma. Based on the comments received in part ‘C’ Proforma and the submission made, a detailed discussion was held with the architect (online) on Cisco Web Ex meetings wherein he shared photographs of the completed structure including the basement, landscaped areas, terrace, and provided clarifications to all the queries of the Commission. Based on documentation shared online, discussion (online) held, and the submission made, the proposal for NOC for Completion was found acceptable.
NOC for Completion accepted.
The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

2Building plans proposal in respect of DDA Zonal office building on Plot-B at LSC-02, Sector-10, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on May 11, 2023, and on September 15, 2022, specific observations were given.
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no. OL-26042322034 dated 16.05.2023. Based on the replies submitted and the submission made, the following observations are to be complied with:

a) The Commission noted the explanation furnished by DDA related to the portion denoted as ‘plot-A’ which has been disposed of and its possession letter issued to the selected party.

b) The elevation is perceived to be too active and noisy and it is suggested to simplify the elevations to have fewer elements of scale that enhance the aesthetic with appropriate architectural elements. The proposed architectural elements in the building do not have any consistency or pattern. The slender columns at the corner entrance do not even structurally continue all the way up and are not appropriately aligned with windows and masonry above.  The proposed elevation does not portray a cohesive picture of the façade. The proposed façade of the building does not suit the building of the stature of ‘Zonal Office DDA’ which is an opportunity to showcase what the DDA would like citizens and enterprises to emulate.

c) It is suggested to reduce the multiple elements to eliminate clutter.  Overall aesthetics to be improved, and present an example before the city of a zonal office.  The elevational features on the facade be adequately detailed & resubmitted with skin sections (in detail) to understand the elevation of the façade with materials.  It is not very clear what the rationale between having parapets and no parapets are on the terrace.  It is also suggested that DDA focus on materials and textures that are more representative of what Delhi should emulate and different from the composite panels that have been specified in the proposal.

d) The Commission observed that instead of providing fragmented green areas, the design shall be planned to open the central green and integrate it with the landscaped green outside the building to enhance the experience of the user.

e) The elements of sustainability are missing in the design scheme. These shall be identified and marked on the plans, and thus require to be shown on the relevant drawings. The screening for the same shall also be mentioned and marked clearly in the plans/3D views to understand the screening mechanism better.

f) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

g) All plumbing pipes, service equipment, DG sets, DG exhaust pipes, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

3Completion plans proposal in respect of the Community Centre at Sector-11, Rohini.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal in respect of the Multiplex at plot no. 6, Community Centre at Sector -11, Rohini at its meeting held on December 31, 2002, and the NOC for completion was accepted at its meeting held on May 31, 2006. The proposal for layout and building plans in respect of the extension of plot No.6, Community Centre was approved in the meeting held on January 17, 2018.
  3. The Commission did not accept the NOC for completion at its meeting held on November 03, 2021, and specific observations were given.
  4. The proposal for NOC for completion received (online) at the completion stage was scrutinised along with replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no. OL-22102148015 dated 13.11.2021 and observations/recommendations given by the concerned local body i.e., DDA in part ‘C’ of Proforma. Based on the comments received in part ‘C’ Proforma and the submission made, the proposal for NOC for completion is found to be accepted.

Demolition and Redevelopment plans proposal in respect of MEA Housing Complex for Ministry of External Affairs at K.G. Marg. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on October 16, 2020. The Commission did not accept the concept of the building plan proposal at its meeting held on January 08, 2020, specific observations were given.
  3.  The revised building plan proposal (demolition and reconstruction) received (online) at the conceptual stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-08102024033 dated 21.10.2020 and a detailed discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission.  Based on the discussion held (online), and the revised submission made the following observations are to be complied with:  

a) At the outset, the Commission appreciated the overall architectural vocabulary of the façade including its form, and selection of materials with a central green court facing the K. G. Marg.

b) The elevations & sections appear to be found missing in the submission. An appropriate number of sections (longitudinal and cross-section across the site as well) shall be submitted for a better understanding of the overall scheme clearly showing the architectural elements, sun shading mechanisms, plumbing details etc.  Also, the skin sections (in detail) shall be submitted to understand the elevation of the façade with materials.

c) Appropriate screening arrangements shall be made to ensure the screening of clothes hanging on the balconies. Appropriate arrangements/spaces shall be created to house air-conditioners, etc. so as not to mar the visual & urban aesthetics of the complex.

d) The complex has been designed for residents of all categories including the elderly & the children. A combined mobility circulation plan showing seamless, conflict-free pedestrian and vehicular movement plans from outside is to be submitted, to understand the movement pattern within the site better. It shall be indicated clearly with clear segregation of pedestrian and vehicular movement.

e) A provision needs to be made for toilets and sitting areas for maids/guards/drivers in the stilt area.

f) It was observed that the location of the public toilet and the guard room etc. are also part of the design submission but their detailed drawings (including screening mechanism, elevations, sections, 3D views etc.) have not been submitted. The Commission observed that these components have a bearing on the overall visual, urban, and aesthetic quality of the complex. The same is to be revised appropriately and incorporated for review by the Commission.

g) The services on the site including the provision of DG sets, DG exhaust pipes, STP details etc. shall be elucidated with appropriate information at this stage (conceptual) to avoid future discrepancies.

h) The elements of sustainability are missing in the design scheme. These shall be identified and marked on the plans (terrace), and thus require to be shown on the relevant drawings. The screening for the same shall also be mentioned and marked clearly in the plans/3D views to understand the screening mechanism better.

i) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

j) All service equipment, water tanks, outdoor air-conditioning units, DG set, DG exhaust pipes, plumbing pipes etc. should be camouflaged appropriately in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Building plans proposal in respect of Redevelopment of Boys Hostel and proposed Convention Centre at Hindu College, Delhi University. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the layout and the building plan proposal at its meeting held on September 30, 2009.
  3.  The Commission approved the building plans proposal for additions/alterations in respect of a library, the addition of a canteen, and the demolition & reconstruction of the principal bungalow was approved in the meeting held on February 26, 2020.
  4. The Commission approved the building plans proposal for the faculty block at its meeting held on April 28, 2022, specific observations were given.
  5. The Commission did not accept the concept of the building plans proposal for the redevelopment of the boys’ hostel and proposed convention centre at its meeting held on May 25, 2023, May 11, 2023, and April 27, 2023, specific observations were given.
  6. The building plan proposal for Boys’ Hostel {demolition and reconstruction of existing Boy’s Hostel (Stilt+Ground+4 floors) and Convention centre (3Basements+stilt+3 floors)} received (online) at the conceptual stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-23052327037 dated 30.05.2023 and a detailed discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission.  Based on the discussion held (online), and the submission made the following observations are to be complied with:  

a) Overall, the design scheme submitted by the architect was found to have improvements from the last design submission. The Commission underlines that the roof details & structural implications of the proposed convention centre appear to have challenges, the same need to be elucidated with appropriate details including parapet details, gutter details, material applications, weather protection (rain, sun etc.), rainwater pipes, plumbing details etc.

b) A lot of waste (dry and wet, food items, etc.) is supposed to be generated in the hostel and the convention centre, a detailed solid waste management plan proposal along with its location on the site plan be submitted. The internal arrangement of the kitchen shall also be elucidated for understanding its overall functionality.

c) The plumbing/rain water/sanitary pipes on all facades shall be ensured to be screened using appropriate screening mechanisms so as not to mar the aesthetics.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All service equipment, water tanks, outdoor air-conditioning units, DG set, DG exhaust pipes, plumbing pipes etc. should be camouflaged appropriately in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the Commission in the subsequent submission (formal) and furnish pointwise incorporation & reply.

Found conceptually suitable (not limited to these observations).

‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

D. ADDITIONAL DETAILS:

1Building plans proposal in respect of Motel building on Khasra No. 554, 555B, etc. at village Satbari.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission did not accept the concept of the layout and building plan proposal at its meeting held on December 29, 2022, and on January 12, 2023, specific observations were given. The Commission accepted the concept of the layout and building plan proposal at its meeting held on May 18, 2023.
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-10052327036 dated 23.05.2023.  Based on the submission made the following observations are to be complied with:  

a) Double-stack parking provisions have been shown in the design proposal to achieve the requisite parking requirements. The architect/proponent shall ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All service equipment, water tanks, outdoor air-conditioning units, DG set, DG exhaust pipes, plumbing pipes etc. should be camouflaged appropriately in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.
