C. PROJECT PROPOSALS:

1Layout and Building plans proposal in respect of the Construction of the residential building at Plot no. 15, Rajpur Road, Civil Lines.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The building plan proposal for Youth transit hostels and facilitation Centre received (online) at the formal stage was scrutinised, and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held (online), and the submission made, the following observations are to be complied with:

a) It was observed that the proposal received at the formal stage comprising of a girl & boys’ hostel, and an Incubation centre but only one section & elevation of each block has been received. The submission at the formal stage shall be complete in all respect including all side elevations and an appropriate number of sections.

b) An appropriate nos. of site photographs shall be provided to get in-depth clarity of the site and surroundings. They need to be resubmitted with proper uncut views from all sides. A contextual plan is to be provided to show the site’s relationship with the surroundings with an appropriate number of annotated photographs.   

c) In addition to the above, the Commission observed that the proposal cannot be studied in isolation i.e., it needs to be reviewed in conjunction with the surrounding facilities, therefore, 3D views of the site (including aerial views, night-time views etc.) shall be superimposed with the existing context of the surroundings including road networks, structures around the site, for better understanding of the proposal in the actual environment to make it clearer.

d) The hostel blocks appear to have too many acute angles, the same needs to be relooked at and resolved appropriately including considering chamfering these points to maintain aesthetics. Also, too many columns have been added to the porch in the hostel which needs to be rationalised. The terraces on the porch above on the first floor be made accessible and utilised thoughtfully.

e) The elevation of the building could reflect more character/elements of the Rajasthan region.

f) All plans have been provided without functional furniture arrangements, typical areas (dining area with capacity, servicing of the kitchen, hostel rooms etc.) be provided with a functional furniture arrangement to understand their functioning better.

g) Also, a plan needs to be provided that shows the servicing of the kitchen, chimney, exhaust with appropriate screening mechanism along with a solid waste management plan to show effective means of waste disposal.

h) The elevations and sections need to be detailed clearly showing the architectural elements, sun shading mechanisms, plumbing details etc. The Plans and elevations for all drawings across the site shall be co-related and submitted. The elevation features in the buildings shall also be reflected in the sections. Detailed sections reflecting the elevation features (as shown in 3d views as well) shall be submitted.

i) The mechanism for air conditioning needs to be detailed i.e., location, areas of inflow/outflow in indoor areas and the appropriate treatments used to conceal/screen the air-conditioning system. Also, it shall be ensured that there is no leakage from the AC unit causing deterioration of spaces (indoor and outdoor).

j) The requisite parking arrangements have been envisaged in the two basements but the same is not clearly understood. It needs to be indicated including the location of no. of cars, car movement patterns, etc. in each parking lot. The structural arrangement of the basement has not been shown in the submission. It is understood that the structural arrangement in the basement may impact vehicular movement, and the parking arrangements need to be revised accordingly. All parking provisions shall adhere to all the applicable norms/guidelines/regulations etc.

k) Considering the usages of the building including the incubation centre and hostels, a combined mobility circulation plan showing seamless, conflict-free pedestrian and vehicular movement plans from outside to the various buildings is to be submitted, to understand the movement pattern within the site better. It shall be indicated clearly with clear segregation of pedestrian and vehicular movement.

l) In hostel block, balconies need to be screened appropriately along with the provision of screening of drying clothes.

m) The toilets design on each floor needs to be detailed. The arrangement for pipes (shafts) in the toilets is not shown in the plans. It needs to be indicated in the drawings. Screening of the plumbing/sanitary pipes shall be ensured on all the facades using appropriate screening mechanisms and to be indicated (with specifications of materials) in the design proposal.

n) The design of the gate and the boundary wall could have a bearing on the overall aesthetics of the complex, the same needs to be detailed for gate/grill detail/material applications coordinated with plans/elevations/sections/3D views etc.

o) Provisions be made for public toilets/washrooms as per prevailing norms/regulations/guidelines of the Unified Building Bye-laws for Delhi-2016 alongwith their detailed drawings (including screening mechanism, elevations, sections, 3D views etc.) as it has a bearing on the overall visual, urban, and aesthetic quality of the complex.

p) The elements of sustainability are missing in the design scheme. These shall be identified and marked on the plans.  Roof-top utilities are not shown in the plan/ 3D views and thus require to be shown on the relevant drawings. Solar photovoltaic panels shall be suitably accommodated in the design so as not to mar the aesthetics and help to reduce the carbon footprint. The screening for the same shall also be mentioned and marked clearly in the plans/3D views.

q) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

r) All service equipment, plumbing pipes, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the submission at the formal stage is not comprehensive, the same shall be relooked at and the revised submission be submitted for consideration by the Commission.
  2. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

2Revised Building plans proposal in respect of Motel Building at Khasra no. 23/14/2, 23/17, 23/18, 23/19/2, 23/13/2 at Village Samalkha Tehsil Vasant Vihar.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on August 03, 2016, specific observations were given. The Commission accepted the concept of the revised building plans at its meeting held on May 11, 2023.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC conceptually suitable letter no: OL-02052327034 dated 16.05.2023. Based on the revised submission made, the following observations are to be complied with:

a) All service equipment, plumbing pipes, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in

b) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in

3Building plan proposal in respect of Polyclinic at plot no. 150, Sector-12, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on June 15, 2023, June 01, 2023, and April 13, 2023, and specific observations were given.
  3. The building plans proposal received (online) at the Formal stage was scrutinised along with the replies submitted by the architect in response to DUAC observation letter no: OL-10062322044 dated 20.06.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) It shall be ensured that all plumbing pipes, rainwater pipes etc. shall ensure to be screened appropriately so that they do not mar the aesthetics of the façade.

b) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, transformers, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Layout and Building plans proposal for additions and alterations in respect of Khosla Compressor CGHS Ltd. on Plot no. 16, Sector -5, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 17, 1996, and did not approve the building plan proposal for additions/ alterations at its meeting held on November 24, 2022, December 29, 2022, January 19, 2023, February 16, 2023, March 02, 2023, March 23, 2023, April 06, 2023, and April 27, 2023, respectively, specific observations were given.
  3. The revised building plan proposal for additions/alterations (balconies, extension of drawing rooms & kitchen, parking provisions) received (online) at the formal stage was scrutinised along with the replies submitted by the architect to the previous observations of the Commission communicated vide DUAC observation letter no: OL-22042322032 dated 02.05.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) In terms of the previous observations of the Commission communicated vide DUAC observation letter no: OL-22042322032 dated 02.05.2023 unsatisfactory compliances for the same have been made. Double stack parking along the front boundary wall is not acceptable.

  1. Overall, due to unsatisfactory compliance with its earlier observations, the proposal for additions/alterations could not be examined judiciously by the Commission.
  2. The architect is advised to adhere to the above observations of the Commission and furnish pointwise compliance & reply.

Building plans proposal in respect of the residential building at 3B Maharaja Lal Lane, Civil Lines. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The Commission did not approve the building plan proposal at its meeting held on April 13, 2023, and specific observations were given.
  4. The building plans proposal received (online) at the conceptual stage was scrutinised along with the observations of the Commission communicated vide DUAC observation letter no: OL-06042323022 dated 19.04.2023 and a detailed discussion was held with the architect (online) on Cisco Web-Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held (online), and the revised submission made, the following observations are to be complied with:

a) ​​​​​​​The requisite arrangements of the proposal have been accommodated in the two basements but without structural arrangements. The Commission opines that the structural arrangement in the basement may impact parking/vehicular movement, so the parking arrangements need to be revised accordingly. All parking provisions shall adhere to all the applicable norms/guidelines/regulations etc.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to the above observations of the Commission and furnish pointwise compliance & reply.

Demolition and Redevelopment plans proposal in respect of MEA Housing Complex for Ministry of External Affairs at K.G. Marg. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on October 16, 2020. The Commission did not accept the concept of the building plan proposal at its meeting held on January 08, 2020, specific observations were given.
  3. The Commission did not accept the concept of the revised building plan proposal at its meeting held on June 08, 2023, specific observations were given.
  4.  The revised building plan proposal (demolition and reconstruction) received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect to the previous observations of the Commission communicated vide DUAC Observation letter no: OL-30052327040 dated 09.06.2023 and a detailed discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission.  Based on the discussion held (online), and the revised submission made the following observations are to be complied with:  

a) Negative spaces are suggested to be relooked at (as discussed during online discussion) and avoided to the extent possible.  Consolidation of light wells between building are an opportunity.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All service equipment, water tanks, outdoor air-conditioning units, DG set, DG exhaust pipes, plumbing pipes etc. should be camouflaged appropriately in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Found conceptually suitable (not limited to these observations).

‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

Building plans in respect of Residential building at property no. 4405 (part 1), situated at Ward XI, 5 no. Ansari Road. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on September 15, 2022, specific observations were given.
  3. The revised building plan proposal (part 1) received (online) at the conceptual stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval letter no: OL-14092255054 dated 19.09.2022. Based on the revised submission made, the following observations are to be complied with:  

a) The architect in the proforma at Sr. no. 13 has indicated that:

“…. DUAC Vide No. (Ol-14092255054). Got approved from DUAC but could not get the approval from MCD as a Whole Project, they suggested to submit the proposal in two parts, therefore we will now be submitting the proposal to you in two parts. Out of which one part is being submitted now. The other part will be submitted later….”

No such suggestion received from the MCD appears to have been attached to this submission to substantiate this assertion.  However, while comparing the submission already approved by the Commission and the submission received at the conceptual stage there appears to be a substantial change in the proposed design.

b) The Commission opines that the proposed design scheme can not be studied in parts, accordingly suggested to forward the overall design proposal through the concerned local body i.e., MCD for the consideration of the Commission.

  1. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.
