C. PROJECT PROPOSALS:

1Completion plans proposal in respect of UIDAI Residential Complex at Pocket-3, DDU Marg.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission accepted the Concept of the building plan proposal at its meeting held on February 19, 2020.
  3. The Commission approved the building plans proposal at its meeting held on August 28, 2020.
  4. The proposal for NOC for completion (Part-Tower-1 and Tower-2) received (online) at the completion stage was scrutinised along with observations/recommendations given by the concerned local body i.e., North DMC in parts ‘B’ & ‘C’ of Proforma, and a detailed discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission including not constructing Tower-3. Based on the comments received in parts ‘B’ & ‘C’ Proforma, the discussion held (online), and the submission made, the proposal for NOC for Completion (Part-Tower-1 and Tower-2) is accepted.

2Layout and building plans proposal for additions/alterations in respect of Karuna Vihar CGHS at plot no. 9, Sector-18A, Papankala, Dwarka.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on May 15, 2002, and accepted the NOC for Completion at its meeting held on May 26, 2005.
  3. The building plan proposal for additions/alterations (addition of bedroom, balcony, extension of balconies and bedroom) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) Appropriate screening arrangements for the screening of clothes hanging on the balconies be ensured. Appropriate arrangements/spaces shall also be ensured to house air-conditioners, etc. so as not to mar the visual & urban aesthetics of the complex.

c) The added structure shall be designed so that it withstands weather effects, impacts from calamities like earthquakes etc. as it is an additional structure added to the existing superstructure. It shall be ensured it is braced firmly to the building and does not impact the safety of the superstructure.

d) All encroachments/extensions/corrugated sheets etc. in the building structures shall be removed.

e) All parking provisions shall adhere to all the applicable norms/guidelines/regulations etc.

f) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

g) All plumbing pipes, service equipment, rainwater pipes, DG sets, DG exhaust pipes, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Completion plan proposal in respect of the Expansion of the Sports Injury Centre at Safdarjung Enclave.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on November 22, 2017.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised along with observations/recommendations given by the concerned local body i.e., NDMC in parts ‘B’ & ‘C’ of Proforma. Based on the comments received in parts ‘B’ & ‘C’ of the Proforma, and the submission made, the proposal for NOC for Completion is accepted.

4Completion plan in respect of Residential building at Plot No.30, Block no. 10 Golf Links.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on January 01, 2021.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised along with observations/recommendations given by the concerned local body i.e., NDMC in parts ‘B’ & ‘C’ of Proforma.  Based on the comments received in parts ‘B’ & ‘C’ of the Proforma, and the submission made, the proposal for NOC for Completion is accepted.

5Building plan proposal (for upgradation/modification of facade and minor internal changes) in respect of the Commercial building at C-2 Saket District Center.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission accepted the concept of the building plan proposal for addition/alteration (addition of the 5th & 6th floor above) at its meeting held on April 08, 2021, specific observations were given.
  3. The Commission accepted the concept of the revised building plan proposal (for upgradation/modification of the facade and minor internal changes on the 4th, 5th & 6th floors) received (online) at its meeting held on December 22, 2022, specific observations were given.
  4. The building plan proposal (for upgradation/modification of facade and minor internal changes) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Conceptually Suitable Letter no. OL-1912227056 dated 28.12.2022. Based on the previous observations and the submission made, the following observation is to be complied with:

a) The Commission observed that while considering the case upgradation/modification of facade and minor internal changes it did not consider and cover the existing built construction at the site. This submission concerns the proposal for the upgradation/modification of the facade and minor internal changes only.

Layout and Building plan proposal in respect of Residential Accommodation 350 flats for Govt. of India at Mayur Vihar (Chilla Village). (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not approve the layout and building plan proposal at its meeting held on November 13, 2020, and on May 21, 2021, specific observations were given.
  3. The Commission did not accept the concept of the building plans proposal at its meeting held on October 22, 2021, specific observations were given.
  4. The revised building plan proposal received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Conceptually Unsuitable letter no: OL-06102127070 dated 28.10.2021. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All service equipment, water tanks, outdoor air-conditioning units, plumbing pipes etc. should be camouflaged appropriately in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Found conceptually suitable (not limited to these observations).
‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

Layout and Building plans proposal in respect of Residential Accommodation 150 flats for Govt. of India at Ghitorni (Aya Nagar). (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The building plan proposal received (online) at the conceptual stage was scrutinised, and the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations etc.

b) In housing blocks, balconies need to be screened appropriately along with the provision of screening of drying clothes.

c) Screening of the plumbing/sanitary pipes shall be ensured on all the facades using appropriate screening mechanisms.

d) The design of the gate and the boundary wall could have a bearing on the overall aesthetics of the complex, the same needs to be detailed for gate/grill detail/material applications coordinated with plans/elevations/sections/3D views etc.

e) Provisions be made for public toilets/washrooms as per prevailing norms/regulations/guidelines of the Unified Building Bye-laws for Delhi-2016 along with their detailed drawings (including screening mechanism, elevations, sections, 3D views etc.) as it has a bearing on the overall visual, urban, and aesthetic quality of the complex.

f) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

g) All service equipment, plumbing pipes, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Revised Building plan proposal in respect of Residential building at plot no. 111, Block no. 171, Sunder Nagar. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on November 17, 2022.
  3. The revised building plan proposal received (online) at the conceptual stage was scrutinised, and the following observations are to be complied with:

a) The Commission observed that the proposal has already been approved at the meeting of the Commission held on November 17, 2022. But, the reasons for resubmission at the conceptual stage are not understood, the same shall be elucidated appropriately for better understanding.

b) Moreover, the façade of the building already approved by the Commission appears to be more acceptable in terms of visibility, aesthetics, architectural elements, forms, materiality etc. as compared to the design scheme submitted at the conceptual stage.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

D. ADDITIONAL DETAILS:

1Building plan proposal in respect of Redevelopment of NCUI hostel building at in NCUI Complex at Siri Institutional area, August Kranti Marg.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal in respect of NCUI Complex for Jawahar Lal Nehru Co-op Centre at its meeting held on October 06, 1976.
  3. The Commission returned the proposal of layout and building plans in respect of Auditorium-cum-office building in NCUI Complex at its meeting held on May 28, 1997, specific observations were given.
  4. The completion plans proposal in respect of Auditorium-cum-office building in NCUI Complex was considered in the Commission meeting dated February 21, 2007.
  5. The Commission did not approve the building plan proposal for demolition (existing G+3 building) and reconstruction (B+G+7) of the NCUI hostel building in NCUI Complex at its meeting held on April 27, 2023, specific observations were given.
  6. The revised building plan proposal for demolition (existing G+3 building and reconstruction (B+G+7) of the NCUI hostel building in NCUI Complex received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-20042355039 dated 02.05.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  3. The revised building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:
