C. PROJECT PROPOSALS:

1Revised Building plan proposal in respect of Residence at Plot no. 5C, Rustamji Sehgal Marg, Civil Lines.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission accepted the concept of the building plan proposal at its meeting held on May 15, 2020, specific observations were given and approved the building plan proposal at its meeting held on June 26, 2020.
  3. The Commission accepted the concept of the revised building plans proposal at its meeting held on April 13, 2023, specific observations were given.
  4. The building plans proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission Communicated vide DUAC observation letter no: OL-07042327027 dated 19.04.2023, and a detailed discussion was held with the architect on Cisco Web Ex meeting who provided clarifications to the queries of the Commission. Based on the discussion held (online), and the submission made at the formal stage, the following observations are to be complied with:

a) The Commission observed that the project is at the formal stage, but the submission lacked any existing site photographs. The architect during online discussion shared a few site photographs showing that demolition activity is currently taking place there. The Commission advised the architect to submit a sufficient number of updated uncut photos of the site so that it is possible to comprehend the current state of the site and any tree-cutting information.

b) Furthermore, the design includes five independent residential units, however the vehicular drop-off at the +300 level has not been efficiently planned. Considering the fragmented green spaces in such a vast property, it was proposed to transform the drop-off area into a huge consolidated green space, which would also add to the overall visual & aesthetics of the complex.  A softer driveway with grass pavers where possible could also be considered. 

c) Additionally, there is an overall level difference of 3.6 m between the front set-back and the side set-back area, but this has not been anticipated or presented thoughtfully since the proposal is at the formal stage it needs to be elucidated with appropriate details, sections, and views etc. for judicious consideration of the Commission. Because rear-side parking in the basement looks to be impractical in the existing layout, the entire basement area, including the position of required parking arrangements, shall be relooked at and a revised parking plan with proper labelling, levels, location of ramps etc. shall be resubmitted for the review of the Commission.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage is not comprehensive and lacks appropriate details for the judicious review of the Commission.
  2. The architect is advised to adhere to the above observation given by the Commission and furnish pointwise incorporation & reply.

2Building plan proposal in respect of Plot no. 2807, situated at Shankar Gali, Bazar Sita Ram.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal for additions/alterations (alterations in the existing ground floor and addition of 1st, 2nd and 3rd floor) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The architectural features around windows should be kept simple and in accordance with the surroundings. The actual site must be overlaid with the proposed 3D images to better understand the context.

c) The size of the staircase/lift landing shall be as per applicable norms/regulations etc.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, rainwater pipes, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Building plans proposal in respect of plot no. 3149 to 3152 and 3148 ½ Ward no. III Ram Bazar Road, Mori Gate.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, rainwater pipes, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Regularization Plans proposal in respect of WTPBE CGHS Ltd., plot no. 5, Sector-9, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission Commission approved the building plan proposal at its meeting held on January 29, 1998, and the NOC was approved in the meeting held on March 11, 2002, specific observations were given.
  3. The Commission did not approve the building plan proposal for regularisation of building plans at its meeting held on January 20, 2022, and on December 23, 2021, specific observations were given.
  4. The revised proposal for regularisation of building plans received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-12012222004 dated 25.01.2022. Based on the revised submission and replies submitted, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) It was observed that in terms of earlier observations of the Commission communicated vide DUAC observation letter no. DUAC observation letter no: OL- OL-12012222004 dated 25.01.2022 inadequate compliance for this has been given.

c) The Commission again reiterated to remove the covering of all the balconies with temporary materials and restore the residential building to the position as indicated in the 3D views (submitted with the scheme for the regularisation) to enable the Commission to examine & make comments taking into consideration the overall aesthetic and visual quality of the complex and adhere to all the above observations given by the Commission along with pointwise incorporation & reply.

5Building plan proposal for Additions/alterations in respect of existing building on plot no. 173, Block no. 205C, No. 1 Abdul Fazal Road, Bengali Market.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal for addition/alteration (alterations in the existing Basement+Ground+2floors building) received (online) at the formal stage was scrutinise, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, rainwater pipes, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

6Proposal in respect of Construction of Main Gate at Prime Minister Museum at Teen Murti Marg.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal in respect of the Museum of Prime Ministers of India at Teen Murti Bhawan at its meeting held on October 08, 2018. The Commission accepted the NOC for completion at its meeting held on December 23, 2021 specific observations were given.
  3. The Commission did not approve the proposal for the construction of the main gate at the Prime Minister Museum at Teen Murti Marg at its meeting held on June 15, 2023, specific observations were given.
  4. The revised proposal in respect of the Construction of the Main Gate at the Prime Minister Museum at Teen Murti Marg received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-09062362012 dated 20.06.2023. Based on the revised submission and previous observation given, the following observation is to be complied with:

a) It is suggested that the emblem, which will be mounted on the front wall facade, be made of the highest-quality brass or stainless steel with appropriate illumination/lighting design.

7Building plan proposal in respect of construction of Computer Centre Building, University of Delhi, North Campus.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission approved the Master plan in respect of Delhi University, North Campus at its meeting held on January 06, 2010, specific observations were given.
  3. The Commission did not approve the building plans proposal in respect of the Computer Centre Building at its meeting held on June 01, 2023, specific observations were given.
  4. The revised building plans proposal in respect of the Computer Centre Building received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-30052326011 dated 07.06.2023. Based on the revised submission and previous observation given, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All service equipment including solar panels, outdoor air-conditioning units, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

D. ADDITIONAL DETAILS:

1Building plans proposal in respect of Saral Scheme at property no. 1958, situated at Neela wali Gali, Bazar Sita Ram.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal received (online) at the formal stage was scrutinised, and a detailed discussion was held with the architect on Cisco Web Ex meetings (online) who provided clarifications to the queries of the Commission, including not submitting complete submissions. Based on the discussion held (online), and the submission made, the following observations are to be complied with:

a) The Commission noted the architect's admission during an online conversation that they had not provided the 3D visuals of the design proposal, which precluded the Commission from thoroughly assessing the proposed design proposal. The entire plans, elevations, sections, and 3D views of the design proposal from all angles, including the terrace, shall be submitted for the review of the Commission.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. In view of the incomplete submission, the proposal could not be appreciated by the Commission.
  2. The architect is advised to adhere to the above observation given by the Commission and furnish pointwise incorporation & reply.

  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
