C. PROJECT PROPOSALS:

1Building plan proposal for additions/alterations in respect of plot no. 80-81, situated at Gali Siras Wali Naya Bans Khari Baoli.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal received (online) at the formal stage was scrutinised and the Commission intended to discuss the proposal with the architect (online) but he was not available. Based on the submission made, and the non-availability of the architect (online), the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) It was observed that there is a lack of provision for a shaft to incorporate plumbing pipes and ensure ventilation for the intended bathrooms and kitchen on the ground floor. All bathrooms and the kitchen must have shafts that enable natural light and airflow, as well as house plumbing arrangements, to prevent any negative impact on the visual and urban appearance.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to carefully follow and address all the observations provided by the Commission. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

2Revised Building plan proposal in respect of Residential building at plot no. 21, Rajpur Road, Civil Lines.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal at its meeting held on December 06, 2017, specific observations were given.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) All requisite parking arrangements adhere to the relevant rules, regulations, guidelines, and other applicable requirements.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Building plan proposal in respect of Redevelopment of NCUI hostel building in NCUI Complex at Siri Institutional Area, August Kranti Marg.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal in respect of NCUI Complex for Jawahar Lal Nehru Co-op Centre at its meeting held on October 06, 1976.
  3. The Commission returned the proposal of layout and building plans in respect of Auditorium-cum-office building in NCUI Complex at its meeting held on May 28, 1997, specific observations were given.
  4. The completion plans proposal in respect of Auditorium-cum-office building in NCUI Complex was considered in the Commission meeting dated February 21, 2007.
  5. The Commission approved the building plan proposal for demolition (existing G+3 building) and reconstruction (B+G+7) of the NCUI hostel building in NCUI Complex at its meeting held on July 06, 2023, specific observations were given.
  6. The revised building plan proposal for demolition (existing G+3 building and reconstruction (B+G+7) of the NCUI hostel building in NCUI Complex received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval letter no: OL-05072355055 dated 10.07.2023, and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the previous observations of the Commission, the discussion held with the architect (online), and the revised submission made, the following observations are to be complied with:

a) During an online conversation with the architect, it brought to notice that adjustments were made to the positioning of the proposed superstructure. These adjustments were implemented based on recommendations from the relevant local authority, the SDMC, to ensure compliance with the necessary setback requirements – 15 meters from the front and 12 meters from all other three sides.

b) It has been noted that while the layout plan includes the orientation of the intended building block, this orientation does not align with the content depicted in other drawings such as plans, elevations, and 3D views. As the proposal is at the formal stage, it is imperative to provide a well-coordinated and harmonious submission, encompassing consistent plans, elevations, sections, and 3D views for the review and consideration of the Commission.

c) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. In view of the discrepancies in the submission at the formal stage, the proposal could not be reviewed judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

4Demolition and reconstruction plan proposal in respect of plot no. 140, Block no. 171, Sunder Nagar.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on March 04, 2020, but did not approve the building plans proposal for addition/alteration at its meeting held on March 29, 2023, specific observations were given.
  3. The revised building plan proposal for demolition and reconstruction received (online) at the formal stage was scrutinised along with replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-25032355030 dated 05.04.2023.  Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The Commission took note that the work at the site is in progress.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

5Building plans proposal in respect of Residential building on 3538 Situated at Jatwara Street, Daryaganj.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, rainwater pipes, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

6Completion plan proposal in respect of Shivaji College Campus, Delhi University, Ring Road, Raja Garden.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal in respect of the Residential portion at its meeting held on April 03, 1992.
  3. The Commission approved the revised layout plan in respect of Shivaji College at its meeting held on January 23, 2015, specific observations were given and approved the building plans proposal in respect of Academic Block and Hostel Block at its meeting held on April 19, 2016.
  4. The proposal for NOC for completion (Part-Academic Block-G+2 Floors, Admin Block, Principal’s Residence-G+1 Floor, Staff Quarters-G+2 Floors, Staff Quarters II- G+3 Floors) received (online) at the completion stage was scrutinised along with the observations/recommendations given by the concerned local body i.e., South DMC in part ‘B’ & ‘C’ Proforma, and a detailed discussion was held with the architect online who provided clarifications to the queries of the Commission.  Based on the comments received in parts ‘B’ & ‘C’ Proforma, the discussion held online, and the submission made, the following observations are to be complied with:

a) During a discussion with the architect online, it was revealed that the proposal has been submitted for taking NOC for Completion for the whole campus including:

i) College building (Academic block)- G+2 floor

ii) Admin block - Ground only

iii) Principal’s Residence – G+1 floor

iv) Staff Quarters I – G+2 floor

v) Staff Quarters II – G+3 floor

But the cropped photographs of the built construction have been provided which are not appropriately delineated and presented. An appropriate number of existing site pictures of the building blocks (including the College building (Academic block), Admin block, Principal’s Residence, Staff Quarters I, Staff Quarters II etc.) for which completion has been required are to be provided to understand the existing site condition. They need to be resubmitted with proper uncut views from all sides including the terrace to comprehend the proposal judiciously.

b) It was observed that while forwarding the proposal to the Commission at the completion stage following observations/recommendations have been made in Part-C (completion stage) by the South DMC:

“……. Observations/recommendations of the sanctioning authority while forwarding the matter to DUAC for consideration in the Performa Part-C of the Completion stage from serial no 1 to 4 indicate the following:

“...… NO...…”

However, the Commission considers the proposals based on the certification related to building byelaws etc. furnished by the concerned local body.

c) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over the actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan.

d) For a better understanding of the proposal side-by-side photographs ‘Before (submitted at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks to be provided.

  1. In view of the insufficient information provided, the proposal for NOC for the completion plan could not be appreciated judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.
NOC for Completion not accepted, observations given.

7Layout and Building plan proposal in respect of the addition of building blocks 2 and 3 at Campus for Asian Institute for Transport Development (AITD) at Sector-9, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on October 31, 2012, specific observations were given and accepted the NOC for Completion at its meeting held on August 09, 2017.
  3. The Commission did not approve the building plans proposal {addition of Block-2(Office) and Block-3(Servant)} at its meeting held on July 13, 2023, specific observations were given.
  4. The revised building plan proposal {addition of Block-2(Office) and Block-3(Servant)} received (online) at the formal stage was scrutinised along with replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-11072322050 dated 18.07.2023, and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the replies submitted, the discussion held online, and the revised submission made, the following observations are to be complied with:

a) The Commission has noted that the previous observations communicated via DUAC observation letter no: OL-11072322050 dated 18.07.2023 have not been satisfactorily addressed and complied with. The architect needs to take these observations seriously and make the necessary amendments to ensure full compliance with the Commission's requirements.

b) To one of the previous observations of the Commission:

“……..i) All parking provisions (for existing as well as proposed development) appear to have been envisaged on the surface, the Commission opines that these requisite surface parking requirements not only spoil the visual & urban aesthetics of the area but also create a lot of hard-paved surfaces creating a heat island effect. Alternative parking arrangements shall be explored including basement footprints under other proposed developments and the freed-up spaces be put to judicious use including open landscaped permeable green spaces etc.

j)  All requisite parking provisions are to be as per applicable norms/regulations/guidelines etc…...”

The architect has replied that:

“……. For proposed building block parking is proposed on surface which will have grass pavers blocks to avoid hard surface as well as it will reduce heat island effect…...”

The response provided by the architect was not accepted by the Commission. Instead, recommended to explore alternative solutions to fulfil the necessary parking requirements (including current, proposed and the future).

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, outdoor air-conditioner units, DG set, DG exhaust pipes, solar panels etc. should be camouflaged appropriately in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, due to not addressing & resolving previous observations of the Commission, the proposal received at the formal stage, could not be reviewed judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission in a clear and point-by-point manner.

8Layout and Building plans proposal for Additions and alterations in respect of Delhi transporters CGHS Ltd. at Plot no. 2, Sector-2, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 02, 2000, but did not accept the NOC for Completion at its meeting held on June 19, 2008.
  3. The Commission did not approve the building plans proposal for additions/alterations (regularization of the area under enhanced FAR & construction of two balconies) at its meeting held on August 03, 2023, specific observations were given.
  4. The building plan proposal for additions/alterations (extension of living rooms, bedrooms, servant rooms and balconies) received (online) at the formal stage was scrutinised along with the replies submitted by the Architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-28072322055 dated 09.08.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) Some of the balconies show unauthorised covering with temporary materials. As per the architect's commitment in their response, it shall be ensured that any unauthorized enclosures of the balconies using temporary materials shall ensure to be removed. This will be verified during the proposal submission at the completion stage.

c) All requisite parking requirements shall be as per applicable norms, regulations, guidelines etc.

d) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

e) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

9Demolition and reconstruction plan proposal in respect of Residential building on plot no. 155, Golf Links.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The building plan proposal for demolition and reconstruction received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, rainwater pipes, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

10Completion plan proposal in respect 7, K.G. Marg, New Delhi.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the layout and the building plan proposal for multi-storied group housing after demolishing the existing single-story structure in the premises vide DUAC letter no: 24(6)/98-DUAC dated November 18, 1998 specific observations were given. But the same was not constructed by the proponent.
  3. The Commission approved the building plans proposal for addition/alteration at its meeting held on January 22, 2021.
  4. The proposal for NOC for completion received (online) at the completion stage was scrutinised along with the observations/recommendations given by the concerned local body i.e., NDMC in part ‘B’ & ‘C’ Proforma. Based on the comments received in parts ‘B’& ‘C’ Proforma and the submission made, the following observations are to be complied with:

a) The proposal has been submitted at the NOC for the completion stage but cropped photographs of the structure applied for completion have been provided which do not indicate the required details. The proposal being at the Completion stage needs to provide uncut/clear photographs for which completion has been applied to substantiate the actual work executed at the site including boundary wall, gate, parking, landscape, elevational façade, and screening of services (placed on terrace including solar panels etc.) etc.

b) Some of the photographs indicate construction material lying scattered on the site including scaffoldings etc. establishing that some kind of construction activity is in progress for a proposal that is under consideration by the Commission for NOC is not appreciated by the Commission. The proposal for NOC for completion must be submitted once all the work on the site is complete.

c) Also, approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over the actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.

  1. Overall, the proposal for NOC for Completion has been submitted without acceptable clarity. In view of the above, the proposal for NOC for completion could not be examined judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.
NOC for Completion not accepted, observations given.

D. ADDITIONAL DETAILS:

1Building plans proposal in respect of Residential building on plot no. IX/1915, Situated at Turkman Gate, Mohalla Qabristan.

  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  1. The Commission approved the revised layout plans proposal for Sir Ganga Ram Hospital at its meeting held on March 23, 2011.
  1. The Commission approved the building plans proposal in respect of additions/alterations {Hospital Building Block B1-(2B+G+8 floors) and MLCP Block- (03B+G+10 floors)} at its meeting held on March 21, 2014, specific observations were given.
  1. The Commission did not approve the building plans proposal for additions/alterations (addition of 2 floors over the existing Hospital Block-2B+G+8) at its meeting held on July 27, 2023, specific observations were given.
  1. The building plan proposal for additions/alterations (addition of 2 floors over the existing Hospital Block-2B+G+8) received (online) at the formal stage was scrutinised along with previous observations of the Commission communicated vide DUAC Observation Letter No. OL-21072323052 dated 02.08.2023, and a detailed discussion was held with the architect online who provided clarifications to the queries of the Commission. Based on the previous observations given, the discussion held online, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The proposal is currently in a formal stage; however, the submission is incomplete. It is noted that the submission lacks all the plans, encompassing the current layout (basement+ground floor+8 floors) as well as the envisioned ninth and tenth floors.

c) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, due to the incompleteness of the proposal, for additions/alterations, received at the formal stage, it could not be examined judiciously by the Commission.

4Revised Building plan proposal in respect of Saral Scheme at property no. 1958, situated at Neela Wali Gali, Bazar Sita Ram.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on July 20, 2023, specific observations were given.
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-03072323002 dated 02.08.2023.  Based on the previous observations of the Commission and the revised submission made, the following observations are to be complied with:

a) The proposal is currently in a formal stage; however, the submission is incomplete, and the requisite sections in the submission seem to have been found missing in the submission. The proposal being at the formal stage needs to have a complete submission including plans/elevations/sections/3D views etc.

b) Furthermore, the photographs of the present façade indicate the presence of heritage-style elements. It is necessary to provide a detailed description of the property's current condition, including its architectural form, constituent elements, and heritage notified building status.

c) Moreover, the photographs portraying the current property location for the intended plan lack clarity. Notably, internal images have been excluded from the submission, highlighting the need to include an appropriate array of unedited photographs that effectively depict both the external and internal aspects of the existing property.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All service equipment, solar panels, DG sets, DG exhaust pipes, water tanks, outdoor air-conditioning units, plumbing pipes etc. should be camouflaged appropriately in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

  1. Overall, due to the incompleteness & lack of clarity of the proposal submitted at the formal stage, it could not be examined judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission in a clear and point-by-point manner.
