A.   The minutes of the 1720th meeting of the Delhi Urban Art Commission held on 24.08.2023 were confirmed and approved.

C. PROJECT PROPOSALS:

1Completion plans proposal in respect of India International Convention & Expo Centre (for Phase 1) at Sector-25, Dwarka.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal in respect of Exhibition-cum-Convention Centre, Sector 25, Dwarka at its meeting held on June 20, 2018.
  3. The proposal for NOC for completion (Phase1- Convention Centre, Exhibition Hall-1, Exhibition Hall-2, common basement, DG yard, Electrical substation, Fire station, disaster management, medical care and security building) received (online) at the completion stage was scrutinised along with observations/recommendations given by the concerned local body i.e., South DMC in parts ‘B’ & ‘C’ of Proforma, and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the comments received in parts ‘B’ & ‘C’ Proforma, discussion held online, and the submission made, the proposal for NOC for Completion (Phase1- Convention Centre, Exhibition Hall-1, Exhibition Hall-2, common basement, DG yard, Electrical substation, Fire station, disaster management, medical care and security building) found acceptable.
NOC for Completion (Phase-I) accepted.
The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

2Completion plan proposal in respect of Smog Tower Site, ISBT Anand Vihar, New Delhi.
  1. The proposal was forwarded by the East DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on      December 04, 2020, and on January 29, 2021, respectively specific observations were   given.
  3. The Commission did not accept the NOC for completion at its meetings held on April 27, 2023, and March 02, 2023, respectively specific observations were given.
  4. The revised proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the replies submitted by the Architect in response to previous observations of the Commission communicated vide DUAC Observation letter no: OL-20042359002 dated 02.05.2023, comments of the concerned local body i.e., East DMC in part ‘B’ & ‘C’ Proforma, and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the replies submitted, comments received from the local body, discussion held online, and the revised submission made, the following observations are to be complied with:

a) The Commission noted that the proposal for Smog Tower, ISBT Anand Vihar, New Delhi has been built at the site without formal approval taken from the Commission.

b) It was observed that in terms of the earlier observations of the Commission communicated vide DUAC observation letter no. OL-01032359001 dated 09.03.2023 inadequate/unsatisfactory compliances have been given.  

  1. In view of the unsatisfactory information compliance to the previous observations of the Commission, the proposal for NOC for the completion plan could not be appreciated judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the previous observations of the Commission. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.
NOC for Completion not accepted, observations given.
The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

3Building plans proposal in respect of plot no. 4405 (part 1), 5, Ansari Road, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on September 15, 2022, specific observations were given.
  3. The Commission did not approve the revised building plans proposal at its meeting held on July 27, 2023, specific observations were given.
  4. The revised building plan proposal (part-1) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC Observation Letter No: OL-21072355002 dated 02.08.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a)  It is recommended to reconsider the internal arrangement of the kitchen space to enhance both efficiency and functionality. All plumbing pipes should be positioned in a manner that prevents them from being visible from the exterior, preserving the visual and aesthetic quality of the complex.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Building plans proposal in respect of plot no. 4405 (part 2), 5, Ansari Road, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on September 15, 2022, specific observations were given.
  3. The Commission did not approve the revised building plans proposal at its meeting held on July 27, 2023, specific observations were given.
  4. The revised building plan proposal (part-2) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC Observation Letter No: OL-21072355001 dated 02.08.2023, and a detailed discussion was held with the architect who provided clarifications to the queries of the Commission. Based on the replies submitted, the discussion held online, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that in terms of its previous observations communicated vide DUAC letter no: OL-21072355001 dated 02.08.2023 unsatisfactory compliances have been made.

b) It is again reiterated that the large toilets have been envisaged without considering plumbing shafts & their screening mechanism. Exposed plumbing arrangements could spoil the overall visual & aesthetics of the complex.  It needs to be resolved at this stage.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
