C. PROJECT PROPOSALS:

1Building plan proposal for additions/alterations in respect of 102, Baird Road.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal for additions/alterations (re-roofing, alterations on the ground floor) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Demolition and Reconstruction plans proposal in respect of Residential Building on Plot no. 64 at Babar Road, Bengali Market.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal for Demolition and Reconstruction received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Layout and Building plan proposal for Additions and alterations in respect of Elephant head CGHS Ltd., at plot no. 41, Sector-10, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on March 19, 1997, specific observations were given.
  3. The Commission did not approve the building plan proposal for additions/alterations at its meeting held on August 17, 2023, specific observations were given.
  4. The revised building plan proposal for additions/alterations (addition of room, balcony, toilet & extension of living room in type-B, and addition of bedroom, balcony, and toilet in type-B, addition of bedroom, balcony & toilet in type-A & type-L flats) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-11082322058 dated 21.08.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) All unauthorised covering of balconies with temporary materials should be removed which shall be checked at the time of the proposal received at the completion stage.

c) A lot of live/dead load is being added to the existing building. Considering structural changes in the existing building structure shall be designed that it can withstand weather effects, impacts from calamities like earthquakes etc.

d) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

e) All water tanks, plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

D. ADDITIONAL DETAILS:

1Layout and Building plans proposal in respect of Construction of Nehru Youth Transit Hostel and Facilitation Centre at Plot no. 15, Rajpura Road, Civil Lines.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal in respect of Youth transit hostels and facilitation Centres at its meetings held on September 14, 2023, and June 30, 2023, specific observations were given.
  3. The revised building plan proposal for the demolition of an existing building (Udaipur House) and proposed construction of Youth transit hostels and facilitation Centre received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC Observation Letter No: OL-11092323069 dated 20.09.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All service equipment, plumbing pipes, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Revised Building plans proposal in respect of Residence at Plot no. 206, Golf Links.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal for demolition and reconstruction at its meeting held on June 17, 2021, and also approved the revised building plans proposal at its meeting held on January 27, 2022.
  3. The revised building plan proposal for demolition and reconstruction received (online) at the formal stage was scrutinised, the following observation is to be complied with:

a) It was brought to the notice of the Commission that the architect intended to submit the application for NOC for Completion but inadvertently uploaded a submission (at the formal stage) which had already been approved by the Commission at its meeting held on January 27, 2022.  

  1. In view of the above, the proposal received at the formal stage is returned to the concerned local body i.e., NDMC for further necessary action.

Revised Layout and Building plan proposal in respect of Himachal Niketan- State Guest House at Plot no. 1 & 2, Sector-19, Dwarka. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal in respect of State Guest House (Himachal Pradesh) on Plot no. 2, Sector 19, Dwarka at its meeting held on October 14, 2021, specific observations were given.
  3. The revised layout and building plans proposal in respect of Himachal Niketan-State Guest House at Plot no. 1 and 2, Sector 19, Dwarka received (online) at the conceptual stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval Letter No: OL-06102122037 dated 20.10.2021, and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the previous observations, discussion held online, and the revised submission made, the following observations are to be complied with:

a) The Commission took note that the work on site is in process based on previous approval given by the Commission at its meeting held on October 14, 2021.

b) It was also noted by the Commission that while approving the case at its meeting held on October 14, 2021, it approved the proposed elevation for the design proposal after carefully considering elements such as art, architecture, architectural components, form, and materials that depict the essence of the State of Himachal Pradesh.

c) The art and architecture of the building must align with the region's culture and traditions, allowing it to encapsulate the spirit of the area. A comprehensive re-evaluation of the entire elevation is recommended (including some of the appended sloping surfaces, beams, and roofs), aiming to augment the building's scale and grandeur by incorporating appropriate architectural elements and integrating natural architectural elements that resonate with the region's character.

d) Comprehensive skin sections that provide a detailed understanding of the facade's elevation, including the materials employed. By providing these detailed elements, a comprehensive overview of the architectural design and facade can be obtained.

e) A signage policy should be adopted on the site to maintain uniformity. They need to be appropriately located to ensure that they do not mar the aesthetics of the façade.

f) The flow of vehicular traffic on the site, as well as the accessibility to the basements via ramps, appear to be causing disruptions in the smooth movement of vehicles. This situation warrants a reassessment, with a focus on making necessary adjustments to the vehicular access to the basements. Additionally, an integrated mobility plan that illustrates harmonious and conflict-free coordination of pedestrian and vehicular movement from external areas needs to be submitted. This plan should be presented clearly, with a distinct separation between pedestrian and vehicular pathways.

g) A lot of waste (dry and wet, food items, etc.) is supposed to be generated in the complex, and a detailed solid waste management plan proposal along with its location on the site plan be submitted.

h) The area accommodating the DG set shall be suitably screened, including DG exhaust pipes, using appropriate architectural mechanisms so as not to remain visible, and mar the aesthetics of the complex.

i) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

j) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

k) All service equipment, solar panels, DG sets, DG exhaust pipes, water tanks, outdoor air-conditioning units, plumbing pipes etc. should be camouflaged appropriately in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

  1. Overall, in general, because the proposal submitted at the conceptual stage lacks clarity and comprehensiveness, the Commission could not undertake a thorough review.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.
