  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plans proposal for additions/alterations (alterations in the existing ground floor) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plan proposal in respect of Residential building on plot no. 4249, 4250, 4251, 4248/2 (part), Pvt. No. 2/9 situated at Ward no. XI, Ansari Road Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plans proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Demolition and reconstruction in respect of the Residential Building at Plot no. 3, Bhagwan Das Road.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on September 06, 2023, specific observations were given.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC Observation Letter No: F. No. 24(23)/2023-DUAC, OL-31082324023 dated 12.09.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The Commission noted that the proposal falls in the LBZ (Lutyens Bungalow Zone) area, and all applicable norms/regulations/guidelines shall be adhered to.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All water tanks, plumbing pipes, service equipment, DG sets, DG exhaust pipes, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Completion plan proposal (part) in respect of the Redevelopment of Nauroji Nagar.

Revised Building plan proposal in respect of Motel building on Khasra no. 697/1/2, 697/2/2, 696/1/2, 696/2/2, 696/2/1, 664/1, 675/1, 684/1, 698/1, 664/2, 675/2, 684/2, 698/2, 664/3min., 675/3min., 698/3min., 684/3min., 664/3min., 675/3min., 684/3min., 698/3min. situated in Village Ghitorni, Tehsil Vasant Vihar. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission accepted the concept of the building plans proposal at its meeting held on May 18, 2023, specific observations were given. The Commission approved the building plan proposal at its meeting held on August 19, 2021, specific observations were given.
  3. The revised building plan proposal received (online) at the conceptual stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Conceptually Suitable letter no: OL-29042327032 dated 23.05.2023, and a detailed discussion was held with the architect online on Zoho web ex meetings who provided clarifications to the queries of the Commission. Based on the previous observations given, detailed discussion held online, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that the architect has made some specific alterations to the design proposal following the Commission's acceptance of the concept design proposal since its meeting on May 18, 2023. However, these modifications lack sufficient explanatory details, for a better understanding of the design proposal. To enhance comprehension and enable a thorough review, it is recommended that these modifications be more comprehensively elucidated with appropriate details, including before-and-after sheets for clarity.

b) The Commission also observed that specific elements pertaining to the design proposal, public toilets under the Swachh Bharat Mission, a guard room, etc., have been incorporated into the space designated for road expansion. This approach seems inappropriate for a project of this scale. Consequently, the design shall be revised, and these elements should be integrated within the plot itself to pre-empt potential challenges in the future.

c) The envisaged 3D views shall be supplemented by the addition of night-time views, public interface zones, entrance lobbies, retail spaces, landscaped terraces, etc., to provide a more comprehensive understanding of these areas.

d) Sections appear to have been missing in the submission. An appropriate number of sections (longitudinal and cross-section across the site as well) shall be submitted for a better understanding of the overall scheme clearly showing the architectural elements, sun shading mechanisms, plumbing details etc. Also, the skin sections (in detail) shall be submitted to understand the elevation of the façade with materials.

e) The elevations have been composed in a single sheet making it difficult to understand clearly. The blow-up elevations must be provided, clearly showcasing the architectural elements, sun shading mechanisms, and other pertinent features.

f) Discrepancies have been noticed in the submission, notably the absence of first-floor plans for the two-story retail block. It is imperative to ensure that a comprehensive and complete submission is provided for the thorough review of the Commission.

g) Three basement levels have been designated to facilitate requisite car parking, yet comprehensive details, including the movement patterns via ramps within the basements, have not been illustrated properly. The same shall be elucidated with appropriate details for a clearer understanding.

h) A detailed plan needs to be provided which shows the servicing of the kitchen, along with a solid waste management plan to show effective means of waste disposal. The plans are to be supplemented with details of the loading/unloading of raw materials.

i) The area accommodating the DG set, AC plant etc. shall be suitably screened, including DG exhaust pipes, using appropriate architectural mechanisms so as not to remain visible, and mar the aesthetics of the complex.

j) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

k) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the design proposal received at the conceptual stage lacks clarity in explaining the design scheme which could not be examined judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

D. ADDITIONAL DETAILS:

1Proposal in respect of Location of Lift at Council for Social Development, Sangha Rachna, at 53 Lodhi Estate.
  1. The proposal was forwarded directly by the NDMC (online) for consideration by the Commission.
  2. The Commission did not accept the concept of the building plans proposal at its meeting held on September 14, 2023, specific observations were given.
  3. The building plan proposal for additions/alterations (addition of a lift and a connecting bridge) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Conceptually Unsuitable letter no: OL-07092327004 dated 19.09.2023, and a detailed discussion was held with the architect online on Zoho Web Ex meetings who provided clarifications to the queries of the Commission. Based on the previous observations given, detailed discussion held online, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations (addition of a lift and connecting bridge) only.

b) The Commission observed that the proposed lift is situated on the ground floor, outside, allowing direct access without any visitor checks, which seems to be an inadequate solution. Instead, the recommendation is to channel entry through the reception area, ensuring proper checks for visitors accessing the upper floors.

  1. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on November 23, 2023, specific observations were given.
  3. The building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC Observation Letter No: F. No. 23(82)/2023-DUAC, OL-16112323082 dated 28.11.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
