C. PROJECT PROPOSALS:

1Building plans in respect of Group Housing (TARC Tripundra) in village Kapashera, Tehsil Vasant Vihar.
  1. he proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission accepted the Concept of building plans proposal at its meeting held on February 12, 2020, and specific observations were given
  3. The Commission approved the layout and building plans proposal at its meeting held on March 11, 2020, specific observations were given.
  4. The revised building plans received (online) at the formal stage were scrutinised along with the previous observations of the Commission communicated vide DUAC Approval Letter No: OL-06032055030 dated 17.03.2020, and a detailed discussion was held with the architect on Zoho Web EX (online) who provided clarifications to the queries of the Commission. Based on the previous observations, the discussion held online, and the revised submission made, the following observations are to be complied with:

a) The architect did not fill out the Performa that includes information on Development Control Regulations (DCR). The proposal is in its formal stage and lacks details regarding DCR applicable to the proposal.

b) Submitted photographs depicting the current state of the site seem to be not updated and do not accurately represent the current site conditions. The Commission recommended providing updated photographs from all angles, including ongoing work at the site, to enhance the understanding of the existing site situation.

c) The Commission observed that the design proposal encompasses various elements, including towers A, B, C, club & amenities, EWS+CSP, etc. Substantial modifications have been incorporated into the design proposal compared to the previous approval given. These elements were depicted on a small scale (plans, elevations, sections, 3D views, etc.), not clearly depicting their distinct characteristics. Consequently, it was suggested to present these components separately under specific headings, on a larger scale, on separate sheets that include detailed plans, elevations, sections, skin sections, 3D views etc. for the comprehensive and judicious review by the Commission.

  1. Overall, the proposal received at the formal stage appears to be not self-explanatory, for reviewing & make judicious recommendations by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

2Building plans in respect of the Residential building on plot no.- 4020 to 4025, Ward no.- XI, situated at Gali Khan Khana, Urdu Bazar, Jama Masjid.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plans proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Building plans proposal in respect of Residential building on 501, Gali Bahar Wali, Chatta Lal Mian, Daryaganj.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission did not accept the concept of the building plans proposal at its meeting held on November 30, 2023, specific observations were given.
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Conceptually Unsuitable Letter No: OL-27112327024 dated 05.12.2023. Based on the previous observations, and the revised submission made, the following observations are to be complied with:

a) As suggested previously, it is reiterated to provide the option of recessed Windows in the building façade.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All service equipment, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Completion plans proposal (part) in respect of Redevelopment of GPRO, Nauroji Nagar.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal in respect of the redevelopment of the GPRA colony at Nauroji Nagar at its meeting held on June 14, 2017.

a) The proposal for NOC for completion (Towers- A, B, C, D, E, & F and substation block) received (online) at the completion stage was scrutinised and a detailed discussion was held with the architect on Zoho Web EX (online) who provided clarifications to the queries of the Commission. Based on the discussion held online, and on the submission made, the proposal, NOC for Completion (Part – Tower B, C, D and E only) is found to be accepted.

5Revised Layout and Building plans proposal in respect of Himachal Niketan – State Guest House at Plot no. 1 & 2, Sector – 19, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission accepted the concept of the building plans proposal at its meeting held on October 26, 2023, specific observations were given.
  3. The revised building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC Conceptually Suitable Letter No: OL-24102327015 dated 27.10.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, service equipment, DG set, DG exhaust pipes, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

6Completion plan proposal in respect of Ratnakar CGHS Ltd. Plot no. 21, Sector-4, Dwarka
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal at its meeting held on August 23, 1996, and the revised building plans proposal for additions/alterations was approved at its meeting held on April 05, 2018.
  3. The Commission did not accept the NOC for Completion at its meeting held on January 25, 2023, April 27, 2023 and October 19, 2023, respectively, specific observations were given.
  4. The revised proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: F.No. 48(20)/2023-DUAC, OL-11102348020 dated 26.10.2023. The Commission intended to discuss the proposal with the architect online, but he was not available. Based on the replies submitted, the unavailability of the architect online, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that in terms of the previous observations of the Commission communicated vide DUAC observation letter no: F.No. 48(20)/2023-DUAC, OL-11102348020 dated 26.10.2023 unsatisfactory compliances for the same have been made.

b) It was observed that the layout & the building plan proposal in respect of the Ratnakar CGHS Ltd. was approved (at the formal stage) by the Commission at its meeting held on August 23, 1996, and the additions & alterations were approved (at the formal stage) at its meeting held on April 05, 2018, but no NOC for Completion was taken.

c) It is again reiterated that the delineation is not clear as to which areas are submitted for review by the Commission (the whole building complex as per formal approval given on August 23, 1996, April 05, 2018, or both). The submission needs to demarcate the areas which have been modified or transformed as previously approved. Comprehensive, uncut photographs of the entire superstructure must be submitted, along with appropriate delineations, to facilitate the Commission's better understanding of the areas under consideration for NOC.

d) The Commission insists on removing all the temporary coverings/extensions before applying the case for NOC for Completion.

e) Plumbing pipes are visible on the facade which is marring the aesthetics. The pipes need to be concealed with appropriate screening mechanisms to ensure the maintenance of aesthetics. 

  1. In view of the inadequate compliance given to its previous observations, the proposal for NOC for the completion plan could not be appreciated judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission above including observation letter nos: OL-19012348002 dated 31.01.2023, OL-21042348012 dated 02.05.2023, and F.No. 48(20)/2023-DUAC, OL-11102348020 dated 26.10.2023. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission in a clear and point-by-point manner.

7Completion plans proposal in respect of National Referral & Research Institute for Higher Dental Studies at AIIMS.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. Earlier, the Commission approved the building plan proposal at its meeting held on April 23, 2020, specific observations were given.
  3. The Commission did not accept the NOC for Completion at its meeting held on October 19, 2023, specific observations were given

a) The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: F. No. 50(19)/2023-DUAC, OL-13102350019 dated 26.10.2023. Based on the previous observations of the Commission, and the submission made, the proposal for NOC for Completion is found to be accepted.

8Layout and Buildings plan proposal in respect of c/o Police station and multi-storeyed staff quarters at Paschim Vihar.
  1. he proposal was forwarded by the PWD-GNCTD (online) for consideration by the Commission.
  2. The building plan proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The proposed green wall acting as a buffer between the police station building and the residential building is not appreciated by the Commission. It is suggested to provide an alternative visual barrier between the two buildings like Ashoka pendula trees at 8-10 feet spacing or oter more stable structure with low maintenance greenery.

b) The site has abundance of surface parking that could be avoided to improve the overall aesthetic and environment while also considering future reuirements.  It is suggested to provide basement parking to accommodate the parking requirement at the site. The space carved out from the removed parking can be used as a green and recreational area for the users.

c) The access to the stilt parking from the ground floor is not clear in the drawings and shall be clearly marked in the respective drawings.

d) Areas be demarcated to park confiscated vehicles to avoid them lying outside the police station and spoiling the visual & aesthetics of the area.

e) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

f) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

9Building plan proposal in respect of Service block at AIIMS, Masjid Moth.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the Master plan of AIIMS, Ansari Nagar at its meeting held on July 10, 2013.
  3. The Commission did not approve the building plans proposal in respect of the addition of Service Block at AIIMS, Masjid Moth at its meeting held on October 19, 2023, specific observations were given.
  4. The building plan proposal for the addition of a Service Block at AIIMS, Masjid Moth received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation Letter No: F.No. 24(30)/2023-DUAC, OL-17102324030 dated 26.10.2023, and a detailed discussion was held with the architect on Zoho Web EX (online) who provided clarifications to the queries of the Commission. Based on the previous observations, the discussion held online, and the revised submission made, the following observations are to be complied with:

a) Access to the Proposed Service block at ground level is not clear in the submission i.e., entry/exit to the block. It needs to be detailed in the respective drawings to provide clarity. Complete photographs of the existing site from all sides be given.

b) 3d views of the buildings from all sides are to be submitted to ensure the proposal is appreciated by the Commission. Details like solar panels etc. on the terrace are not depicted and need to be incorporated in the submission.

c) The materiality of the façade is not clear from the submitted 3d views. Annotated 3d views with details of materials used to be provided to ensure clarity in the submission.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

10Building plans proposal for additions/alterations in respect of Mass CGHS at Plot no. 24, Sector 10, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the revised building plans proposal at its meeting held on February 2, 2001 and subsequently accepted the NOC for Completion at its meeting held on January 21, 2003, respectively, specific observations were given.
  3. The Commission did not accept the building plans proposal for additions/alterations at its meeting held on November 09, 2023, specific observations were given.
  4. The building plan proposal for additions/alterations (addition of bedroom, toilet and extension of balcony) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC Observation Letter No: F.No. 22(69)/2023-DUAC, OL-01112322066 dated 15.11.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) An incomplete proforma has been submitted which does not provide the necessary details to ensure the project is scrutinized efficiently. A complete proforma needs to be submitted with all fields duly filled.

c) As previously observed, the submitted 3d views do not portray the additions/alterations clearly. The proposed modifications are to be superimposed on the existing building to ensure the integration of the proposed elements is understood in conjunction with the existing building design. Revised annotated 3d views from all sides to be submitted with details of materials.

d) The photographs of the existing superstructures (building blocks) appear to have been missing in the submission.  An appropriate nos. of site photographs of the existing building blocks shall be submitted to get in-depth clarity of the existing site conditions. They need to be resubmitted with uncut views from all sides.

e) Arrangements for the screening of rainwater pipes shall be elucidated with appropriate details so as not to remain exposed and spoil the visual & aesthetics of the façade.

f) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

g) All water tanks, plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the design proposal for additions/alterations received at the formal stage lacks clarity in explaining the design scheme which could not be examined judiciously by the Commission.

11Completion plans proposal in respect of 159, Golf Links.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on August 05, 2021, specific observations were given.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the comments of the concerned local body, i.e., NDMC. Based on the comments received and the submission made, the following observations are to be complied with:

a) The screening at the terrace does not look aesthetically pleasing. It needs to be treated appropriately to ensure it does not mar the aesthetics of the front façade.

b) The built structure on the terrace level at the location of the proposed pergola (as approved) seems different and gives the impression of a covered room. The same needs to be clarified with better site photographs (from all sides) clearly showing the photographs at the terrace level.

  1. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

12Revised Building plans proposal in respect of Residential building on plot no. 26, Prithviraj Road.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on April 08, 2015, specific observations were given.
  3. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on November 09, 2023, specific observations were given.
  4. The revised building plan proposal for the addition of four residential blocks A, B, C & D as separate residential units, after demolishing some existing development on the site received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation Letter No: F. No. 24(34)/2023-DUAC, OL-03112324034 dated 15.11.2023. Based on the previous observations, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction on the site.

b) The Commission observed that in terms of the previous observations of the Commission communicated vide DUAC observation letter no: F. No. 24(34)/2023-DUAC, OL-03112324034 dated 15.11.2023 unsatisfactory compliances for the same have been made. Also, no point-wise reply has been submitted by the architect.

c) The Commission observed that the proposal has been received at the formal stage but the quality of 3d views is not appropriate, and the scale, proportion, materials etc. are not understood, they shall be revised and submitted with clarity, better visuals, and better viewing angles from all sides clearly showing the used materials on the façade to elucidate the design scheme in detail. The 3d views shall be superimposed in the existing site context to show all the existing/retained features to gain clarity in the submission.

  1. In view of the non-compliance to its previous of the Commission communicated vide DUAC observation letter no: F. No. 24(34)/2023-DUAC, OL-03112324034 dated 15.11.2023, the proposal received at the formal stage could not be appreciated judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission vide DUAC observation letter no: F. No. 24(34)/2023-DUAC, OL-03112324034 dated 15.11.2023 & above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

Layout and Building plans proposal in respect of DTC Group Housing at Shadipur. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The layout and building plan proposal received (online) at the conceptual stage was scrutinised, the following observations are to be complied with:

a) The nomenclature of the project name, site location etc. varies at certain parts in the submission and needs to be corrected to ensure correctness in project details.

b) The 3d views look very sketchy, i.e., details like the materiality of the façade, details of architectural elements etc. need to be provided to ensure clarity in the design. Annotated 3d views from all sides, to be submitted depicting all the architectural details to explain the scheme better.

c) It was observed that the necessary drawings in respect of the tower 1, 2, 3, 4, Club House, Amphitheatre, Swimming Pool etc. appears to have been missing in the submission. The same ensures to be provided for the review of the Commission.

d) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

e) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

f) All service equipment water tanks, plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

  1. Overall, due to the incompleteness of the proposal received at the conceptual stage and lack of clarity and comprehensiveness, the Commission could not undertake a thorough review. The architect shall ensure the completeness of the proposal before sending it to the review of the Commission.
