C. PROJECT PROPOSALS:

1Building plan proposal for Addition/alteration in respect of Motel building on Khasra no. 51/16, 51/17 Min, 51/18 Min, 51/19 Min, 51/20 Min,51/23 Min, 51/24. 51/25, 57/4 Min, 57/5, 57/6 Min, 57/26, 50/20 at Village Bakoli (for Krish Developers (P) Ltd.)
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission did not accept the concept of the building plan proposal for additions/alterations at its meeting held on November 10, 2022, March 16, 2023, and October 04, 2023, respectively, specific observations were given. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on August 17, 2023, July 27, 2023, July 13, 2023, May 04, 2023, and February 23, 2023, respectively, specific observations were given.
  3. The Commission accepted the Concept of the Building plan proposal for addition/alterations at its meeting held on April 06, 2023, specific observations were given.
  4. The revised building plan proposal for addition/alteration (additions of a banquet hall, double height banquet, covered lounge (without wall), bakery, kitchen, covered verandah, restaurant area, corridor, multipurpose hall) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC Conceptually Unsuitable Letter No: OL-29092327006 dated 11.10.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations (additions of a banquet hall, double height banquet, covered lounge (without wall), bakery, kitchen, covered verandah, restaurant area, corridor, multipurpose hall) only.

b Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All water tanks, plumbing pipes, service equipment, DG set, DG exhaust pipes, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plan proposal in respect of Residential building on plot no. 130, old no. 71, Ward no VII, Gali Bandook wali, Ajmeri Gate
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All service equipment, water tanks, rainwater pipes, outdoor air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Building plan proposal for additions/alterations in respect of Residential building on Plot no. 1773 situated at ward no. XII, Kucha Dakhni Rai, kala Mahal, Daryaganj.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal for additions/alterations received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

4Building plans proposal in respect of Saral Scheme at property no. 1958, situated at Neela Wali Gali, Bazar Sita Ram.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on September 21, 2023, August 24, 2023, on July 20, 2023, respectively, and did not accept the Concept of the building plan proposal at its meeting held on September 06, 2023, specific observations were given.
  3. The revised building plan proposal received (online) at the Formal stage was scrutinised along with replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no: OL-16092323007 dated 26.09.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission took note of the comments made by the Assistant Engineer (Bldg)-II, Office of the Executive Engineer (Building)-II, City – SP Zone, Municipal Corporation of Delhi vide their letter no. D-1156/AE(B)-II/C-SPZ/2023 dated December 13, 2023, on the heritage status of the proposal under consideration.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

5Completion Plan proposal in respect of Resident Doctor Hostel block at PGIMER RML Hospital.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal for additions/alterations in the new Resident Hostel Block and Automated Multilevel Car Parking for PGIMER at Dr. Ram Manohar Lohia Hospital at its meeting held on October 05, 2016.
  3. The Commission approved the revised building plan proposal for Resident Doctor Hostel Block at its meeting held on January 15, 2021 and did not accept the NOC for Completion (Part- Resident Doctor Hostel Block) at its meeting held on September 06, 2023, specific observations were given.
  4. The revised proposal for NOC for completion (Part- Resident Doctor Hostel Block) received (online) at the completion stage was scrutinised along with previous observations of the Commission communicated vide DUAC Observation letter no: F. No. 50(15)/2023-DUAC, OL-23082350015 dated 12.09.2023 and observations/recommendations given by the concerned local body i.e., NDMC in parts ‘B’ & ‘C’ of Proforma. Based on the comments received in parts ‘B’ & ‘C’ Proforma and the revised submission made, the proposal for NOC for completion was found acceptable.
NOC for Completion accepted.

6Completion plan proposal in respect of IES Officers Co-operative Group Housing Society at Plot no. 9, Sector-4, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 26, 1995 and did not accept the NOC for Completion at its meeting held on June 01, 2023, and October 19, 2023, respectively, specific observations were given.
  3. The revised proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: F. No. 48(22)/2023-DUAC, OL-16102348022 dated 26.10.2023. Based on the previous observations and the revised submission made, the following observations are to be complied with:

a) The Commission has observed that its earlier recommendations communicated through DUAC observation letter number F. No. 48(22)/2023-DUAC, OL-16102348022 dated 26.10.2023 have not been addressed satisfactorily. These specific issues require the attention of the architect and the compliances shall be made in the entirety.

b) The Commission asserts that, given the proposal's nature of seeking NOC for completion, it is observed that numerous temporary additions have been made by residents subsequent to formal approval which are spoiling the visual & overall aesthetics of the complex. Emphasizing the utmost importance of restoring the property to its original conditions as per the formal approval. Accordingly, the Commission insists on the removal of all temporary additions. It is imperative to present the proposal for the Commission's reconsideration only after reverting to the initial sanctioned state (formal approval).

  1. In view of the inadequate compliance given to its previous observations, the proposal for NOC for the completion plan could not be appreciated judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission above including F. No. 48(22)/2023-DUAC, OL-16102348022 dated 26.10.2023, and remove all the temporary extensions done after formal approval. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission in a clear and point-by-point manner.
NOC for Completion not accepted, observations given.

7Building plan proposal for additions/alterations in respect of Appu Enclave CGHS at Plot 3D, Sector-11, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on October 04, 2023, and November 09, 2023, respectively, specific observations were given.
  3. The building plan proposal for additions/alterations (addition of balcony, and the extension of drawing room) received (online) at the formal stage was scrutinised along with the replies submitted by the Architect in response to previous observations of the Commission communicated vide DUAC Observation letter no: F. No-22(68)/2023-DUAC, OL-01112322068 dated 15.11.2023, and a detailed discussion was held with the architect online on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the replies submitted, the discussion held (online), and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations (addition of the balcony, and the extension of the drawing room) only.

b) It was observed that in terms of the previous observations of the Commission communicated vide DUAC observation letter no: F. No-22(68)/2023-DUAC, OL-01112322068 dated 15.11.2023 unsatisfactory compliances for the same have been made.

c) It is again reiterated that the current site photographs lack the clarity to fully comprehend and visualize the proposed changes within the current setting. To address this, it is recommended to submit an adequate number of site photographs that offer a detailed understanding of the site and its surroundings. The resubmitted photographs should include uncut views from all sides, encompassing the basement, ramp accessing the basement, stilt areas, main gate & boundary wall, and terraces etc. Additionally, it is suggested to capture photographs of all set-backs from the terraces to assess the availability of spaces within the existing set-backs.

d) In the virtual discussion with the Commission, the architect mentioned plans for extending rooms and balconies, as well as constructing a podium. However, adequate details, such as plans, elevations, sections, etc., regarding the podium, were not provided for the Commission's consideration. The same shall be submitted with appropriate details (plans/elevations/sections/3D views etc.) for consideration of the Commission.

e) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

f) All water tanks, plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the design proposal for additions/alterations received at the formal stage lacks clarity in explaining the design scheme which could not be examined judiciously by the Commission.
  2. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

8Proposal in respect of Open-Air Theatre at Schedule-B, Football Ground, Rashtrapati Bhawan (President’s Estate).
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission approved the proposal in respect of the Comprehensive Conservation Management Plan of President Estate at its meeting held on December 11, 2013, specific observations were given.
  3. The Commission did not approve the proposal in respect of Open-Air Theatre at Schedule-B, Football Ground, Rashtrapati Bhawan (President’s Estate) at its meeting held on May 11, 2023, specific observations were given.
  4. The revised building plan proposal in respect of the Open-Air Theatre at Schedule-B, Football Ground, Rashtrapati Bhawan (President’s Estate) received (online) at the formal stage was scrutinised along with the replies submitted by the Architect in response to previous observations of the Commission communicated vide DUAC Observation letter no: OL-04052362008 dated 16.05.2023 and a detailed discussion (online) was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held (online), and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations Open-Air Theatre at Schedule-B, Football Ground, Rashtrapati Bhawan (President’s Estate) only.

b) The Commission took note of the “The Comprehensive Conservation Management Plan (CCMP) of the President’s Estate (Phase-I)” approved by the Commission at its meeting held on December 11, 2013.

c) It was recommended to remove the proposed water fountains on both sides of the stage.

d) The existing design proposal features small steps on both sides for accessing the stage. To enhance accessibility for physically challenged users, it is suggested that one side of the steps be replaced with a ramp for stage access.  The other set of steps also has to be better/suitably detailed.

e) The plan includes a shared passage to access toilets for both genders. To enhance privacy, it is suggested to install a screen wall in the gent’s washroom.

f) In the vicinity of the proposed OAT there is a water body/display which is in dire need of upgrading with better details, especially for stonework and tilework, that mars the visuals of the existing buildings. The Commission recommends simultaneous suitable upgrades to this body/display.

g) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

h) All service equipment, water tanks, plumbing pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Building plans proposal for additions/alterations in respect of NCEE Building at NCUI Campus, 3 August Kranti Marg, Hauz khas. (Conceptual Stage)

  1. The proposal was forwarded directly by the architect (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal in respect of NCUI Complex for Jawahar Lal Nehru Co-op Centre at its meeting held on October 06, 1976.
  3. The Commission returned the proposal of layout and building plans in respect of Auditorium-cum-office building in NCUI Complex at its meeting held on May 28, 1997, specific observations were given.
  4. The completion plans proposal in respect of Auditorium-cum-office building in NCUI Complex was considered in the Commission meeting dated February 21, 2007.
  5. The Commission approved the building plan proposal in respect of the Redevelopment of the NCUI hostel building in NCUI Complex at its meeting held on September 14, 2023, specific observations were given.
  6. The building plan proposal for additions and alterations in respect of the NCEE Building at NCUI Complex received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Found conceptually suitable (not limited to these observations).
‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.
