  3. The building plan proposal for additions/alterations received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) At the meeting, the Commission addressed the matter concerning the building plan proposal (formal stage) submitted by the local body, MCD. It was noted that this proposal had been previously reviewed during the meeting held on December 14, 2023. The Commission's decision to grant 'Approval' for the proposal was communicated to MCD through a DUAC email dated December 18, 2023.

  3. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) At the meeting, the Commission addressed the matter concerning the building plan proposal (formal stage) submitted by the local body, MCD. It was noted that this proposal had been previously reviewed during the meeting held on December 14, 2023. The Commission's decision to grant 'Approval' for the proposal was communicated to MCD through a DUAC email dated December 18, 2023.

5Completion plan proposal in respect of Academic and Hostel cum Auditorium Block at Rajkumari Amrit Kaur College of Nursing at Lajpat Nagar.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. Earlier, the Commission approved the building plan proposal for additions/alterations at its meeting held on September 2, 2015.
  3. The Commission accepted the concept of the proposal at its meeting held on July 24, 2020, and approved the building plans proposal for additions/alterations at its meeting held on September 18, 2020.
  4. The Commission did not accept the NOC for Completion (Part-Academic Block, Hostel cum Auditorium) at its meeting held on February 16, 2023, specific observations were given.
  5. The revised proposal for NOC for completion received (online) at the completion stage was scrutinised along with previous observations of the Commission communicated vide DUAC Observation letter no. OL-15022358003 and OL-15022358004 dated 20.02.2023 respectively and a detailed discussion was held with the architect on CISCO Webex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online, and the submission made, the proposal for NOC for Completion was found to be accepted.

6Revised Layout and Building plans proposal for additions/alterations in respect of Vishrantika CGHS Ltd. at plot no. 5A, Sector 3, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal at its meeting held on April 10, 2001, and accepted the NOC for Completion at its meeting held on July 04, 2005.
  3. The Commission approved the building plan proposal for additions/alterations at its meeting held on November 30, 2023, and specific observations were given.
  4. The revised building plans for additions/alterations (extension of drawing room and balcony, addition of servant room, toilet and balcony) received (online) at the formal stage was scrutinised, and a detailed discussion was held with the architect on CISCO Webex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online, and the submission made, the following observations are to be complied with:

a) The Commission identified a discrepancy in the submission received at the formal stage, it was noted that the 3D views depicting the proposed additions and alterations were missing from the submission. The absence of these visual elements poses difficulty in thoroughly analyzing the potential impact on the visual and urban aesthetics of the complex. Due to the incompleteness of the proposal, the proposal could not be examined judiciously by the Commission in its current form.

b) The Commission noted that the temporary extensions are visible in the site photographs submitted. It was, accordingly, suggested that all such temporary extensions must be removed to ensure adherence to the approved plans and maintain the integrity of the design proposal.

c) All requisite parking provisions shall be as per applicable norms/regulations/guidelines etc.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All service equipment, water tanks, rainwater pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to carefully follow and address all the observations provided by the Commission above and ensure completeness of the proposal in the next submission along with a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

7Building plan proposal for additions/alterations in respect of Nav Bharat Cooperative Group Housing Society Ltd. at Pocket A-4, Paschim Vihar.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on July 19, 1979.
  3. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on November 09, 2023, specific observations were given.
  4. The revised building plan proposal for additions/alterations (addition of bedroom, toilet, and balcony) received (online) at the formal stage was scrutinised along with the replies submitted by the Architect in response to previous observations of the Commission communicated vide DUAC Observation letter no: F. No.- 22(70)/2023-DUAC, OL-07112322070 dated 15.11.2023, and a  detailed discussion was held with the architect/proponent on CISCO Webex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online, and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations (addition of bedroom, toilet, and balcony) only.

b) All requisite parking provisions shall be as per applicable norms/regulations/guidelines etc.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All service equipment, water tanks, rainwater pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

8Building plans proposal for additions/alterations in respect of Mass CGHS at Plot no. 24, Sector 10, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the revised building plans proposal at its meeting held on February 2, 2001 and subsequently accepted the NOC for Completion at its meeting held on January 21, 2003, respectively, specific observations were given.
  3. The Commission did not approve the building plan proposal for addition/alterations at its meeting held on November 09, 2023, specific observations were given.
  4. The revised building plan proposal for additions/alterations (addition of bedroom, toilet and extension of balcony) received (online) at the formal stage was scrutinised along with the replies submitted by the Architect in response to previous observations of the Commission communicated vide DUAC Observation letter no. 01112322066 dated 15.11.2023 and a detailed discussion was held with the architect/proponent on CISCO Webex who provided clarifications to the queries of the Commission. Based on the discussion held online, and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations (addition of bedroom, toilet and extension of balcony) only.

b) All requisite parking provisions shall be as per applicable norms/regulations/guidelines etc.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project           Assessment and Approval) available on the DUAC website at www.duac.org.in.

Layout and Building plans proposal for additions/alterations in respect of Hansraj College, University Enclave at Malka Ganj. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal in respect of Hansraj College at its meeting held on July 29, 2009, specific observations were given.
  3. The Commission did not accept the building plans proposal for additions/alterations at its meeting held on October 19, 2023, specific observations were given.
  4. The revised building plan proposal for additions/alterations [{(addition of 3rd floors over the existing college main building (G+2 Floors), Science Block (G+2 Floors), Zoology and botany dept. building (G+2 Floors), Library Block (G+2 Floors)}, {addition of 2nd and 3rd Floors over the existing Canteen building (G+1 Floors), addition of 1st Floor over the existing Principal’s Residence (Single Floor), addition of Girls hostel (B+G+5 Floors), the addition of Warden’s residence cum Guest House (G+3 Floors), addition of Staff housing (G+3 Floors), addition of Servant housing (G+3 Floors), demolition and reconstruction of Boy’s Hostel(B+G+5) and demolition of Teacher’s Housing}]  received (online) at the conceptual stage was scrutinised along with the replies submitted by the Architect in response to previous observations of the Commission communicated vide DUAC Conceptually Unsuitable letter no. 04102324014 dated 26.10.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) As the proposal is for addition/alteration onto an existing structure, it is required from the architect/proponent to clearly mention details of the material and architectural elements of the facade and ensure that the existing architectural character is maintained when submitted later for formal approval.

b) It was noted that the swimming pool, changing block, and the toilet block etc. are also part of the submission but their details appear to be missing in the submission. The same shall be ensured in the formal submission.

c) Structural safety of the entire structure is to be ensured, as the addition/alteration is proposed onto an existing structure which is an old building. A lot of live/dead load is being added to the existing building. Considering structural changes in the existing building structure shall be designed so that it can withstand weather effects, impacts from calamities like earthquakes etc.

d) All requisite parking provisions shall be as per applicable norms/regulations/guidelines etc.

e) All plumbing shafts, rainwater pipes etc. to be appropriately screened to ensure they are not visible and do not mar the aesthetics of the façade.

f) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

g) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

h) All service equipment, plumbing pipes, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in

  1. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect ensure their compliance in the next submission (formal stage) incorporating each point raised by the Commission above in a clear and point-by-point manner.

Found conceptually suitable (not limited to these observations).

‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

Building plans proposal in respect of Motel building on Khasra no. 32/15/1/2, 32/16/1, 33/11, 33/19, 33/20, 33/21, 32/25/1 situated at Village Samalkha. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The building plan proposal received (online) at the conceptual stage was scrutinised, and a detailed discussion was held with the architect on CISCO Webex who provided clarifications to the queries of the Commission. Based on the discussion held online, and the submission made, the following observations are to be complied with:

a) The Commission took note of the letter from Delhi Development Authority (DDA) to South Delhi Municipal Corporation (SDMC), Town Planning Department dated 7.7.2015 vide letter no. F10(12) 2005-MP /219. The contents of the letter were duly considered as part of the deliberations during the meeting.

b) The Commission reviewed the submitted proforma, noting several key parameters of the proposed project. The ground coverage, as indicated in the proforma, stands at 18.8 percent out of the permissible 40 percent. Similarly, the Floor Area Ratio (FAR) is reported at 16.26 percent, within the permissible limit of 175 percent. It was observed that the proposed height is limited to the ground floor only, with a discrepancy noted in the height restriction column indicating 'NR' (No Restriction), while the architect highlighted a height restriction due to the proximity of the airport. Additionally, the entire parking is proposed on the surface. These aspects were thoroughly discussed and considered in the Commission's assessment of the project proposal.

c) Considering the figures presented, it was recommended to make alternative options for the inclusion of basement parking, with the aim to free up the surface area from parking, creating opportunities for future expansion at a later stage. The suggestion was discussed as a means to optimize the use of space and accommodate potential growth and development in the project.

d) In addition to the parking considerations, the Commission addressed the issue of Floor Area Ratio (FAR) not yet reaching the permissible limit (16.26 percent out of 175). To accommodate potential future expansion and to maximize the utilization of the permissible FAR, it was suggested to plan the proposal with the foresight of achieving the full FAR at a later stage. This proactive approach would allow for the incorporation of additional requirements in the proposal as needed, aligning with the long-term development goals of the project.

e) A lot of waste (dry and wet, food items, etc.) is supposed to be generated in the motel, a detailed solid waste management plan proposal along with its location on the site plan be submitted.

f) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

g) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
