A.   The minutes of the 1738th meeting of the Delhi Urban Art Commission held on 28.12.2023 were confirmed and approved.

C. PROJECT PROPOSALS:

1Building plan proposal in respect of Office building for CBSE at Plot no. 8, PSP Pocket (FC-16), Sector-30, Rohini.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission did not accept the concept of the building plans proposal at its meeting held on November 02, 2023, but accepted the concept of the building plans proposal at its meeting held on November 30, 2023, specific observations were given.
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Conceptually Suitable Letter No: OL-23112327022 dated 05.12.2023. Based submission made, the following observations are to be complied with:

a) The Commission noted that the proposal has been forwarded by the concerned local body, MCD, at the formal stage. However, the proforma for the conceptual stage was attached along with the submission.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

d) All service equipment, rainwater pipes, water tanks, DG set, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plan proposal in respect of Residential building, property no. 2807 situated at ward no. VI, Peepal Mahadev, Hauz Qazi.
  1.   The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2.   No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3.    The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All service equipment, rainwater pipes, plumbing pipes, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Approved, observations given.
The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

3Building plans in respect of the Petrol Pump at Khasra No-79/2, Khata No-80, village Ibrahimpur, Burari, Nathupura Road for Bharat Petroleum Corporation Ltd.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The layout and building plan proposal received (online) at the formal stage was scrutinized, and a detailed discussion was held with the architect on CISCO Webex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online, and the submission made, the following observations are to be complied with:

a) The Commission observed that, unlike most petrol pumps which typically include provisions for air-filling and pollution-checking kiosks, these elements appear to be missing in the current submission. Given that the proposal is at the formal stage, it is suggested to be comprehensive and incorporate these important utilities. The Commission recommends revisiting the proposal to ensure the inclusion of necessary facilities for air-filling and pollution checking.

b) The Commission noted the absence of elements related to sustainability in the current proposal. There is a significant opportunity to enhance sustainability by utilizing the large rooftop areas for housing solar panels. The Commission recommends the incorporation of sustainable features into the design, including the installation of solar panels with proper screening mechanisms. Additionally, it is suggested that the rooftop of the toilet facilities should have provisions for water tanks with appropriate screening.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All service equipment, plumbing pipes, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

4Building plan proposal in respect of Residential building at Plot no. 8-A, Commissioner Lane, Civil Lines.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on December 06, 2023, specific observations were given.
  3. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) At the meeting, the Commission addressed the matter concerning the building plan proposal (formal stage) submitted by the local body, MCD. It was noted that this proposal had been previously reviewed during the meeting held on December 06, 2023. The Commission's decision to grant 'Approval' for the proposal was communicated to MCD through a DUAC e-mail dated December 08, 2023.

b) The Commission was informed that the resubmission with a new ID was necessitated due to the previous ID, from which the proposal had been forwarded by the MCD earlier, being locked. However, the architect has indicated in his letter that the rest of the submission remains unchanged.

5Building plan proposal in respect of the Construction of a New Building in the existing premises of CPCB at Parivesh Bhawan, East Arjun Nagar.
  1. The proposal was forwarded by the East DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans at its meeting held in 1986 and accepted the NOC for Completion at its meeting held on July 06, 2007, specific observations were given.
  3. The Commission accepted the concept of the building plans proposal at its meeting held on November 09, 2023, specific observations were given.
  4. The building plan proposal for the construction of a new building adjoining the existing premises of CPCB at Parivesh Bhawan, East Arjun Nagar received (online) at the formal stage was scrutinised, along with the previous observations of the Commission communicated vide DUAC Conceptually Suitable Letter No: OL-31102327018 dated 15.11.2023. Based on the previous observations, and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations (construction of a new building adjoining the existing premises of CPCB) it did not consider and cover the existing built construction at the site. This concerns the proposal for the construction of a new building adjoining the existing premises of CPCB only.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

6Completion plans proposal in respect of Jan Vikas CGHS Ltd., at plot no. 3, Sector-19, Dwarka, Phase-1.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 26, 2005, and did not accept the NOC for Completion at its meeting held on February 16, 2023, and October 19, 2023, specific observations were given.
  3. The revised proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: F. No. 48(21)/2023-DUAC, OL-13102348021 dated 26.10.2023. Based on the replies submitted, and the revised submission made, the building plan proposal for NOC for Completion was found acceptable.
NOC for Completion accepted.

7Revised Building plans proposal for additions/alterations in respect of Residential building on plot no. 26, Prithviraj Road.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on April 08, 2015, specific observations were given.
  3. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on November 09, 2023, and December 14, 2023, respectively, specific observations were given.
  4. The revised building plan proposal for the additions/alterations to four residential blocks A, B, C & D, as separate residential units received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission, communicated vide DUAC Observation Letter No: F. No. 24(39)/2023-DUAC, OL-12122324039 dated 18.12.2023. Based on the replies submitted to its previous observations, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction on the site. This proposal concerns the proposal for additions/alterations only.

b) The architect, in response to the previous observations of the Commission, has indicated the following:

“………four residential blocks A, B, C & D have also been constructed on site.

Subsequent to sanction of our existing plans in November 2015, Unified Building Bye Laws for Delhi (UBBL), 2016 were implemented in February 2016, which necessitated revision in our existing plan to incorporate Provisions for Green Buildings, Rooftop Solar PV Panels, Staircase, Elevator, Retractable roof, increased pergola area etc.

We have incorporated the provisions allowed by UBBL, 2016, in our revised plans and submitting for approval, otherwise overall scheme remained the same…..”

c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

8Completion plan proposal in respect of Plot no. 142, Golf Links.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the demolition and reconstruction plan proposal at its meeting held on December 04 2020, and approved the revised building plans proposal at its meeting held on December 23, 2021 specific observations were given.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the comments of the concerned local body, i.e., NDMC. Based on the comments received, and the submission made, the proposal for NOC for Completion was found acceptable.
NOC for Completion accepted.

D. ADDITIONAL DETAILS:

1Proposal in respect of Location of Lift at Council for Social Development, Sangha Rachna, at 53 Lodhi Estate.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission did not accept the concept of the building plans proposal at its meeting held on September 14, 2023, and did not approve the building plans proposal at its meeting held on December 06, 2023, specific observations were given.
  3. The building plan proposal for additions/alterations (addition of a lift and a connecting bridge) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no: F. No. 24(37)/2023-DUAC, OL-05122324037 dated 08.12.2023. Based on the previous observations given, and the revised submission made, the following observation is given:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations (addition of a lift and connecting bridge) only.
