C. PROJECT PROPOSALS:

1Completion plans proposal in respect of commercial building at plot no.86, Khasra No.175/110, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on February 19, 2014. Earlier, the Commission returned the proposal for NOC for completion received at the conceptual stage at its meeting held on November 30, 2023 specific observations were given.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised and found to be acceptable.
NOC for Completion accepted.
The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

2Revised Building plans proposal in respect of Residence at Plot no. 5C, Rustamji Sehgal Marg, Civil Lines.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2.  The Commission accepted the concept of the building plan proposal at its meeting held on May 15, 2020, specific observations were given and approved the building plan proposal at its meeting held on June 26, 2020.
  3.  The Commission accepted the concept of the revised building plans proposal at its meeting held on April 13, 2023, but did not approve the building plan proposal at its meeting held on July 20, 2023.
  4.  The building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission Communicated vide DUAC observation letter no: OL-17072323001 dated 02.08.2023. Based on the replies submitted and the submission made at the formal stage, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Completion Plans in respect of Office Building at Plot no. 9A, Kotla Road (for All India Congress Committee).
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on September 22, 2010, and the proposal for addition/ alteration was approved in the meeting held on June 14, 2017.
  3. The Commission did not accept the NOC for Completion at its meeting held on August 11,2022, specific observations were given.
  4. The proposal for NOC for Completion received (online) at the completion stage was scrutinised and found to be acceptable.

4Completion plan proposal in respect of Atal Akshaya Urja Bhawan, CGO Complex Area, Lodhi Road.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission approved building plans proposal at its meeting held on February 09, 2018 and the scheme of public art was approved at its meeting held on May 18, 2018.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised and found to be acceptable.
NOC for Completion accepted.

5Layout and Buildings plan proposal in respect of c/o Police station and Multi storeyed staff quarters at Paschim Vihar.
  1. The proposal was forwarded by the PWD-GNCTD (online) for consideration by the Commission.
  2. The Commission did not approve the layout and building plans proposal at its meeting held on December 14, 2023 and specific observations were given.
  3. The revised layout and building plan proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) A discrepancy has been found in the formal submission. The layout plans in the submitted proposal show four-level stack parking at the rear edge of the site, whereas the 3d views do not reflect the same, thus portraying an incorrect picture of the proposal received at the formal stage. The same shall be revised with co-related drawings along with relevant details to be clearly marked in all 3D views. The working mechanism of the four-level stack parking at the rear edge of the site shall be submitted for the understanding of its functioning better.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

6Building plan proposal in respect of c/o Gamma Knife Lab in Neurosurgery Department, GIPMER.
  1.  The proposal was forwarded by the PWD-GNCTD (online) for consideration by the Commission.
  2. The building plan proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The Commission carefully observed that the proposed laboratory is an integral part of a larger campus with surrounding developments. Emphasizing the interconnected nature of the campus, it is inappropriate to review the proposal in isolation. Therefore, the Commission suggests that the proposal shall be superimposed into the existing context, ensuring a comprehensive evaluation by the Commission.

b) The Commission noted that the quality of the submitted 3D views is inappropriate for a submission received at the formal stage. The scale, proportion, and materiality on the facade are not clearly visible, and the views appear distorted, presenting an inaccurate representation of the proposed building. In order to enhance clarity in the submission, it is imperative that actual drawings, in PDF format, be submitted instead of photographs of the drawings and 3D views.

c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All service equipment, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

7Completion plans (part) proposal in respect of Old Sikkim House at Plot no. 32 situated at 12, Panchsheel Marg, Chanakyapuri.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal for additions and alterations at its meeting held on April 28, 2010.
  3. The proposal for NOC for Completion (Part – additional area of first and second floor of Guest Block) received (online) at the completion stage along with the observations/recommendations given by the concerned local body i.e., NDMC. Based on the observations/recommendations received from the concerned local body i.e., NDMC, and the submission made, the proposal for NOC for Completion was found to be acceptable.

8Completion plan proposal in respect of 159, Golf Links.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. Earlier, the Commission approved the building plan proposal at its meeting held on August 05, 2021 specific observations were given.
  3. The Commission did not accept the NOC for Completion at its meeting held on December 14, 2023, specific observations were given.
  4. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: F. No. 50(25)/2023-DUAC, OL-111122350025 dated 18.12.2023. Based on the replies submitted and the submission made, the proposal for NOC for Completion is found to be acceptable.

9Revised building plans proposal in respect of 165, Golf Links.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. Earlier, the Commission approved the demolition and reconstruction plan proposal at its meeting held on April 28, 2022 specific observations were given.
  3. The revised building plan proposal (for some changes in the internal arrangements) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction on the site. This proposal concerns the proposal for additions/alterations (for some changes in the internal arrangements) only.

b) The entire proposal shall adhere to all the applicable statutory provisions, and norms/regulations of the prevailing Lutyens Bungalow Zone (LBZ) guidelines.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All service equipment, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

10Building plans proposal for additions/alterations in respect of Shop at plot no. 9/48, Diplomatic Enclave, Malcha Marg.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plans proposal for additions/alterations (Internal & external changes including demolition and reconstruction of existing staircases, construction of new dumb waiter lift from ground to first floor, proposed new MS staircase and lift in the open courtyard, internal changes and pergola at above the first floor & terrace level) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction on the site. This proposal concerns the proposal for additions/alterations (Internal & external changes including demolition and reconstruction of existing staircases, construction of new dumb waiter lift from ground to first floor, proposed new MS staircase and liftin the open courtyard, internal changes and pergola at above the first floor & terrace level) only.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

11Building plan proposal for additions/alterations (addition of Multilevel Car Parking (MLCP Phase 2)) in respect of GPOA Building at Africa Avenue near Sarojini Nagar Depot.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal in respect of the GPOA Building at Africa Avenue at its meeting held on May 29, 2020, specific observations were given and accepted the proposal for NOC for Completion at its meeting held on September 09, 2021.
  3. The Commission did not approve the building plans proposal for additions/alterations {addition of MLCP (Phase-2)} at its meeting held on November 30, 2023, specific observations were given.
  4. The revised building plans proposal for additions/alterations {addition of MLCP (Phase-2)} received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission Communicated vide DUAC observation letter no: OL-22112362022 dated 05.12.2023, Based on the submission made at the formal stage, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations (addition of Multilevel Car Parking (MLCP Phase 2)) it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The Commission suggests that, instead of installing a permanent mural on a portion of the largest and most visible facade, consideration should be given to cladding the bulk of the façade with thin film solar panels and a portion of the façade with greatest visibility with a large screen display TV that can provide variable content. If the mentioned elements are not feasible, the Commission requires that details of the final image to be used on the facade, including dimensions, material, design, etc., must be submitted for pre-approval. This measure ensures that any visual elements added to the facade align with the Commission's guidelines and contribute positively to the overall aesthetic and contextual considerations.

c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All service equipment, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

12Building plan proposal in respect of building for facilities of Office Training Complex for ISTM and Office accommodation for DoPT at Old JNU Campus.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on January 11, 2024 and specific observations were given.
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission Communicated vide DUAC observation letter no: F. No. 62(25)/2024-DUAC, OL-10012462025 dated 15.01.2024. Based on the replies submitted and the submission made at the formal stage, the following observations are to be complied with:

a) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

13Proposal in respect of Earth Globe Sculpture for The Ministry of Earth Science at Prithvi Bhawan, Lodhi Road.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The proposal in respect of Earth Globe Sculpture for The Ministry of Earth Science at Prithvi Bhawan, Lodhi Road received (online) at the formal stage was scrutinised and a detailed discussion (online) was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held (online), and the submission made, the following observations are to be complied with:

a) The Commission notes that annotations in the 3D views reference the back panel as 'flamed polished.' This terminology appears to be inconsistent and needs to be reviewed for accuracy. The Commission recommends refining the description to either 'flamed' or 'polished' based on the design details, ensuring clarity and correctness in the terminology used.

b) The Commission advises that the raised base below the globe and the steps should be finished in the same colour tone, specifically in black. This recommendation is made to ensure uniformity and harmony in the design, creating a cohesive visual appearance for the proposed elements.
