C. PROJECT PROPOSALS:

1Building plan proposal in respect of Residential building on 4266/3, Gali Punjabian situated at Ansari Road, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on October 12, 2023 and specific observations were given.
  3. The building plan proposal for demolition & reconstruction received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no. OL-04102355007 dated 16.10.2023 and a detailed discussion was held with the architect online who provided clarifications to the queries of the Commission. Based on the previous observations made, discussion held online, and the submission made, the following observations are to be complied with:

a) The proposed MS section of the windows shall be replaced with the following material (in the preferred order) i.e., Teakwood, UPVC and Aluminium.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All service equipment, rainwater pipes, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plan proposal in respect of Residential building on 5-A/19, situated at Ansari Road, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal for demolition & reconstruction received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect online who provided clarifications to the queries of the Commission. Based on the discussion held online, and the submission made, the following observations are to be complied with:

a) The proposed MS section of the windows shall be replaced with the following material (in the preferred order) i.e., Aluminium, UPVC, Teakwood.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All service equipment, rainwater pipes, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Building plans proposal in respect of horizontal extension of Delhi University Social centre co-ed. Secondary School at Block C, Maurice Nagar.
  1. he proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission approved the Layout plan of residential flats for staff of Delhi University at Maurice Nagar at its meeting held on August 09, 1989.
  3. The building plan proposal for horizontal extension of social centre co-ed. Secondary school received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect on CISCO Webex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online, and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations/horizontal extensions only.

b) Grass pavers shall be used for surface parking.

c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Proposal in respect of Upgradation/renovation of District Centre at Nehru Place.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission did not accept the concept of a layout plan for the District Centre at Nehru Place-II at its meeting held on April 15, 2009, specific observations were given.
  3. Also, the Commission did not approve the proposal for the upgradation of the District Centre, Nehru Place at its meeting held on August 10, 2023, October 26, 2023 and November 23, 2023 respectively, specific observations were given.
  4. The revised proposal for the Upgradation of the District Centre at Nehru Place (Renovation of Plaza, parking areas, amphitheatre, tensile shading structures, development works of roads and footpaths etc.) received (online) at the formal stage was scrutinised along with replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: F. No. 22(73)/2023-DUAC, OL-20112322073 dated 28.11.2023. Based on the replies submitted, and the revised submission made, the proposal in respect of Upgradation/renovation of District Centre at Nehru Place is found acceptable.

5Building plan proposal in respect of Dimasa Bhawan at Plot No-12. Sector-13, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on January 11, 2024 and specific observations were given.
  3. The building plans proposal received (online) at the formal stage was scrutinised along with replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: F. No. 22(83)/2024-DUAC, OL-08012422083 dated 15.01.2024. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Building plan proposal for additions/alterations in respect of Fortis Hospital at AA Block, Shalimar Bagh. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on January 11, 2007, and accepted the NOC for Completion at its meeting held on June 23, 2010. The Commission approved the building plans proposal for additions/alterations at its meeting held on December 11, 2013, and subsequently accepted the NOC for Completion at its meeting held on October 18, 2017.
  3. The Commission did not approve the building plans proposal for additions/alterations {addition of rotunda (G+1 floors), new Hospital Block (B+G+7 floors), MLCP Block (G+7 floors)} at its meeting held on November 09, 2023 and specific observations were given.
  4. The revised building plans proposal for additions/alterations {addition of rotunda (G+1 floors), new Hospital Block (B+G+7 floors), MLCP Block (G+7 floors)} received (online) at the conceptual stage was scrutinised along with observations of the Commission communicated vide DUAC Observation letter no: F. No. 23(80)/2023-DUAC, OL-06112323080 dated 15.11.2023, and a detailed discussion was held with the architect of Cosco Web Ex meetings  who provided clarifications to the queries of the Commission. Based on the replies submitted, discussion held online,  and the revised submission made, the following observations are to be complied with:

a) The Commission noted that the proposal entails the addition of a rotunda (G+1 floors), a new Hospital Block (B+G+7 floors), and an MLCP Block (G+7 floors) within an already existing hospital block with (G+6 floors). In its deliberation, the Commission focused solely on the new additions and did not take into account the existing construction at the site.

b) Upon examination of the proposal, certain discrepancies have been noticed.  Notably, there is an inconsistency regarding the height of the Multi-Level Car Parking (MLCP) block, as indicated in the section, where it is stated as 24.5m, in contrast to the layout plans where it is mentioned as 27.5m. This discrepancy necessitates a correction, and the proposed height should be accurately marked in all relevant layouts. Coherence with other drawings (plans/elevations/sections/3D views etc.) is necessary to ensure clarity and correctness in the presented design proposal.

c) The submission received at the conceptual stage has been noted to lack clarity in elucidating the design scheme of the Multi-Level Car Parking (MLCP) block.

d) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

f) All service equipment, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the design proposal lacked a self-explanatory design scheme pertaining to the MLCP and connectivity with the main building, and have inconsistencies involved. The architect is advised to adhere to the above observations of the Committee and furnish a pointwise compliance & reply.

Building plans proposal in respect of Motel building on khasra no. 32/15/1/2, 32/16/1, 33/11, 33/19, 33/20, 33/21, 32/25/1 situated at Village Samalkha. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not accept the building plans proposal at its meeting held on December 28, 2023 and specific observations were given.
  3. The revised building plans proposal received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC Conceptually Unsuitable letter no: OL-20122327030 dated 02.01.2024. Based on the replies submitted and the submission made, the following observations are to be complied with:

a) The Commission observed that the proposal received at the conceptual stage has been considered primarily from a visual, aesthetic, and urban design perspective only. 

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All service equipment, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Found conceptually suitable (not limited to these observations).
‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

D. ADDITIONAL DETAILS:

1Building plans proposal in respect of Venkateshwar Hospital at PSP Area-4, Phase-II, Sector -16, Rohini.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on January 11, 2024 and specific observations were given.
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC letter F. No. 23(96)/2024-DUAC, OL-05012423096 dated 15.01.2024. Based on the replies submitted and the submission made, the following observations are to be complied with:

a) The DG set to be screened using climbers to merge it with the existing green cover in the site to look like its extended portion.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

d) All service equipment, rainwater pipes, water tanks, DG set, DG exhaust pipes, transformers, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plan proposal in respect of Residential building on plot no. 4249, 4250, 4251, 4248/2 (part), pvt. No. 2/9 situated at Ward no. XI, Ansari Road Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on December 06, 2023 and January 11, 2024, specific observations were given.
  3.  The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) At the meeting, the Commission addressed the matter concerning the building plan proposal (formal stage) submitted by the local body, MCD. It was noted that this proposal had been previously reviewed during the meetings held on December 06, 2023 and January 11, 2024. The Commission's decision to grant 'Approval' for the proposal was communicated to MCD through a DUAC OPAAS vide Approval Letter no. OL-03122355010 and OL-08012455001 dated December 08, 2023 and January 15, 2024 respectively.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.
