C. PROJECT PROPOSALS:

1Completion plans proposal in respect of Office Building for Dental Council of India at Plot No-14, Sector 9, R.K. Puram.
  1. The proposal was forwarded by the SDMC (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on August 14, 2020.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the previous observations of the Commission Communicated vide DUAC Approval letter no: OL-12082055049 dated 19.08.2020 and found to be acceptable.
NOC for Completion accepted.
The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

2Layout and Buildings plan proposal in respect of c/o Police station and Multi storeyed staff quarters at Paschim Vihar.
  1. The proposal was forwarded by the PWD-GNCTD (online) for consideration by the Commission.
  2. The Commission did not approve the layout and building plans proposal at its meeting held on December 14, 2023 and January 18, 2024, specific observations were given.
  3. The revised layout and building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission Communicated vide DUAC observation letter   no: OL-10012461010 dated 23.01.2024. Based on the replies submitted and the submission made, the following observations are to be complied with:

a) The design proposal incorporates provisions for four stacks parking on surface, and double stack parking arrangements in the basement to meet the necessary parking requirements. Architect or proponent to ensure the proper implementation of these arrangements on-site, which will be examined during the proposal's completion stage. All parking arrangements should adhere to the relevant rules, regulations, guidelines, and other applicable requirements.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Proposal in respect of Multi-sports arena at Sector-19 B, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The layout and building plans proposal in respect of Integrated Multi-sports arena (Indoor stadium, Outdoor stadium, Club facilities, Retail facilities) received (online) at the formal stage was scrutinised, and a detailed discussion was held with the architect on Cisco WebEx meetings who provided clarifications to the queries of the Commission. Based on the discussion held online and the submission made, the following    observations are to be complied with:

a) The Commission observed that the proposal is large campus with existing development in the vicinity. The Commission observed that the proposal cannot be studied in isolation i.e., it needs to be reviewed in conjunction with the surrounding facilities, therefore, 3D views of the site (including aerial views, night-time views etc.) shall be superimposed with the existing context of the surroundings including road networks, structures around the site, for better understanding of the proposal in the actual environment to make it clearer. In particular, proximity to Convention Center, Railway Station, Najafgarh drain, Airport, public transport, roads beyond 30m ROW and other facilities and infrastructure facilities should be reflected in a site plan clearly. 

b) The proposal is of great importance and is in proximity to world-class infrastructure; is being developed as a Multi-sports arena. Case studies and best practices of world-class stadiums and sports facilities should be studied and submitted to ensure being adopted.

c) The proposal needs to clearly explain the traffic movement of all users including the general public, media, VIP, players, staff, etc. to ensure it is seamless and does not disrupt pedestrian movement. Also, the transport strategy should be well integrated with the parking provisions in the site (including bus parking), to explain the traffic movement and parking in detail.

d) The proposal shows a Canal passing through the site, which seems to end abruptly in the 3d views. The same needs to be continued as per alignment.

e) A detailed strategy showing the integration of the canal and the STP wherein it is being used as an advantage into the design be provided.

f) Provision of facilities like jogging, walking and cycling track are suggested to be incorporated in the design program, as they would be adding to the asset base of the city’s infrastructure.

g) The swimming pools are suggested to be designed to be all-weather for use around the year.  Also spaceframe for covering pools that are open at the sides may be unsuitable due to birds and their droppings becoming a hygiene issue.  Other solutions may be considered. Possibilities could include glass house/crystal palace like vaults or other modulation of surface without providing perch for birds.

h) The details of the facade control for the retail area need to be provided showing details of materiality etc. to better explain the design scheme.

i) Details of placement, size, material etc. of the video screens/scoreboard to be provided in the submission.

j )Details of the high mast lighting around the stadium to be provided including the height, distance from the building etc. along with details of lighting mechanism for the stadium in appropriate sections and layout plans.

k) Details of street furniture including benches (suitable for all age groups), signages, street light poles, garbage bins, bollards etc. to be provided in the submission.

l) The cleaning and maintenance mechanism of the roof for the indoor stadium and other facilities to be clear in respective layout plans, sections etc. Also, alternatives to conventional PV cells could be explored.

m) Sections through areas including VIP lounge to be supplemented in the submission to explain their functioning.

n) Overall, the project offers potential for more innovation as it is designed to be a world class sports facility for the capital city, and can contribute to add a landmark to the urban fabric of the city, thus it is suggested to prepare a comprehensive design scheme to ensure all components function efficiently.

o) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

p) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

q) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

Revised Master/Layout and Building plans proposal in respect of Multi-Speciality Hospital and Research Centre at Jamia Hamdard University formerly known as IHMMR and IIIS, Hamdard Nagar. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the masterplan layout at its meeting held on October 11, 1996. Specific observations were given, and also considered & approved the proposal in respect of the revised Master plan and layout plan at its meeting held on June 24, 1999, specific observations were given.
  3. The Commission did not accept the building plans proposal in respect of Multi-Speciality and Research Centre at its meeting held on November 23, 2023 and specific observations were given.
  4. The revised building plan proposal in respect of Multi-Speciality and Research Centre received at Conceptual stage was scrutinised alongwith the previous observations of the Commission. Based on the compliances made, and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case concerning the Multi-Speciality Hospital and Research Centre it did not consider and cover the existing construction at the site.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Found conceptually suitable (not limited to these observations).
‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

D. ADDITIONAL DETAILS:

1Layout and Building plans in respect of Group Housing (Marvel Alvista) at plot no. pocket 2(A), Block A, Sector 32, Rohini.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The layout and building plans proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plans proposal for additions/alterations in respect of Modern CGHS Ltd., at plot no. 5, Sector-XV, Rohini.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. Earlier, the Commission approved the layout and building plans at its meeting held on January 21, 1987. No record of NOC for Completion taken has been found in the available record of the Commission.
  3. The building plan proposal for additions and alterations (addition of a new building block (S+09) 18 new DU) received (online) at the formal stage was scrutinised alongwith the D.O.No: 29, Addl. Cm.(Engg.)/MCD/2024 dated 31.01.2024 from Additional Commissioner (Engg), MCD. Based on the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations (addition of a new building block (S+09) 18 new DU) it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) All requisite car parking requirements shall be as per applicable norms/regulations/guidelines etc. 

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Completion plans in respect of East Delhi Campus, Guru Govind Singh Indraprastha University at Surajmal Vihar, Shahdara.
  1.  The proposal was forwarded by the EDMC (online) for consideration by the Commission.
  2. The Commission approved the buildings plans proposal at its meeting held on January 23, 2015.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised and following observations are to be complied with: 

a) The Commission observed that the Campus comprised of many blocks on the site from block A to J, Director’s residence, and residential staff quarters from Type-II to V. But photographs of only a few has been provided. The proposal being at the Completion stage needs to provide uncut/clear photographs (all sides terrace, basement) of every block for which completion has been applied to substantiate an actual work executed at site including boundary wall, gate, parking, landscape, elevational façade, and screening of services etc.

b) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extent of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.

c) For a better understanding of the proposal side by side photographs ‘Before (submitted at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks to be provided.

  1. In view of the insufficient information provided, the proposal for NOC for the completion plan could not be appreciated judiciously by the Commission.
  2. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.
Not accepted, observations given.
