C. PROJECT PROPOSALS:

1Building plans proposal in respect of Residential building on 4793/23, situated at Ansari Road Daryaganj.
  1.  The proposal was forwarded by the SDMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal received (online) at the formal stage was scrutinised. Based on the submission made, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All service equipment, rainwater pipes, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Revised Building plans in respect of Group Housing (Tarc Tripundra) in village Kapashera, Tehsil Vasant Vihar.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission accepted the Concept of building plans proposal at its meeting held on February 12, 2020 and approved the layout and building plans proposal at its meeting held on March 11, 2020, specific observations were given.
  3. The Commission did not approve the revised building plans at its meeting held on December 14, 2023, specific observations were given.
  4. The revised building plans received (online) at the formal stage were scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC observation Letter No: OL-07122355072 dated 18.12.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, service equipment, DG set, DG exhaust pipes, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Completion (part) plan proposal in respect of Muthoot Hospital Pvt Ltd, Plot No. 1, Sector-10, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal (hospital block-A-3B+G+7; Nurse hostel: B+G+6; Dormitory: B+G+5; Mortuary: B+G+1; Dr Residence: B+G+6, and Guest house) at its meeting held on November 18, 2009.
  3. The Commission approved the revised building plans proposal (hospital:3B + G + 8 floors) at its meeting held on March 31, 2017. The Commission approved the building, plans proposal for additions/alterations for addition of two floors (9th &10th floor over existing hospital building B+G+8 floors), proposed new Hospital Block (3B + G +1 floor) and Utility Block (3B+G floor) at its meeting held on December 15, 2022 specific observations were given.
  4. The proposal for NOC for completion (part-Block A and ESS) received (online) at the Completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval letter no: OL-08122222072 dated 21.12.2022. Based on the submission made, the following observations are to be complied with:

a )The Commission noted that the proposal is for part-completion of Block-A and ESS block of the hospital complex.

b) Photographs of the basement of the hospital block and ESS block are missing. The submission being at Completion stage, shall include complete site photographs of all sides/areas showing the current status in basement.

c) The photographs of stack parking in basement shall be shown with cars stacked to show the functioning of car parking.

d) Superimposed drawings, proforma B & C have not been received in the submission.

e) Photographs of Public art are missing in the submission. Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, due to incomplete information provided for the proposal received at the Completion stage, the proposal for NOC for Completion was found to be not acceptable.

4Building plans proposal in respect of Vertical Extension of Building of Agricultural Economics Research Centre in DSE Complex, Delhi University, North Campus.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The proposal was deferred.

5Building plans proposal in respect of Service block at AIIMS, Masjid Moth.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the Master plan of AIIMS, Ansari Nagar at its meeting held on July 10, 2013.
  3. The Commission did not approve the building plans proposal in respect of the addition of Service Block at AIIMS, Masjid Moth at its meeting held on October 19, 2023 and December 14, 2023 specific observations were given.
  4. The building plan proposal for the addition of a Service Block at AIIMS, Masjid Moth received (online) at the formal stage was scrutinised along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC Observation Letter No: F.No. 24(38)/2023-DUAC, OL-0812232324038 dated 18.12.2023. Based on the revised submission made, the following observations are to be complied with:

a) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

6Building plan proposal in respect of Group Housing Building on kh. no.1279, 1280, 1283, 1284, 1286/2 situated at Extended Abadi Lal Dora of Village Kapashera. (Conceptual stage)
  1. The proposal was forwarded directly by the architect (online) at the conceptual stage for consideration by the Commission.
  2. The building plans proposal in respect of the Group Housing received (online) at the conceptual stage was scrutinised, the following observations are to be complied with:

a) Details including plans, sections, elevations and detailed 3d views are missing for the EWS block and need to be provided in the submission.

b) The interaction of the building complex with the main road i.e., Kapashera Samalkha road is not understood which needs to be explained by a layout highlighting the circulation to and around the site.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner.

Building plans proposal for additions/alterations in respect of Fortis Hospital at AA Block, Shalimar Bagh. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on January 11, 2007 and accepted the NOC for Completion at its meeting held on June 23, 2010. The Commission approved the building plans proposal for additions/alterations at its meeting held on December 11, 2013, and subsequently accepted the NOC for Completion at its meeting held on October 18, 2017.
  3. The Commission did not approve the building plans proposal for additions/alterations {addition of rotunda (G+1 floors), new Hospital Block (B+G+7 floors), MLCP Block (G+7 floors)} at its meeting held on November 09, 2023 and did not accept the concept of the building plans proposal for additions/alterations at its meeting held on January 25, 2024, specific observations were given.
  4. The revised building plans proposal for additions/alterations {addition of rotunda (G+1 floors), new Hospital Block 2 (B+G+7 floors), MLCP Block (G+10 floors)} received (online) at the conceptual stage was scrutinised along with the replies submitted in response to the observations of the Commission communicated vide DUAC conceptually unsuitable letter no: OL-18012427001 dated 30.01.2024. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The Commission noted that the proposal entails the addition of a rotunda (G+1 floors), a new Hospital Block 2 (B+G+7 floors), and an MLCP Block (G+10 floors) within an already existing hospital block with (G+6 floors). In its deliberation, the Commission focused solely on the new additions and did not take into account the existing construction at the site.

b) Complete details including sections, materiality and 3d views of the connecting bridge between Proposed block (G+7) and proposed MLCP to be given at the time of formal submission to ensure clarity.

c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All service equipment, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to carefully follow and address all the observations provided by the Commission above. It is requested that the architect submit a detailed response, incorporating each point raised by the Commission above in a clear and point-by-point manner in the next submission (formal stage).

Found conceptually suitable (not limited to these observations).

‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

D. ADDITIONAL DETAILS:

1Building plans in respect of residential building property bearing municipal no. 4406 at 5-A/6 (Eastern side), situated at Ansari Road, Daryaganj.
  1. The proposal was forwarded by the SDMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal received (online) at the formal stage was scrutinised. Based on the submission made, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plans proposal for additions/alterations in respect of PSP Facilities Building on Plot No.- 2-A, Club Road, situated at Civil Line, Delhi-110054
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plans proposal for additions and alterations received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The proforma has been submitted for both formal approval and NOC for completion; clarification is required from the architect/proponent about the submission.  

b) The title of proposal mentions PSP whereas the plans show residential use of building. The same needs clarification.

c) The submitted site photographs show already constructed building. Submitted photographs depicting the current state of the site seem to be not updated and do not accurately represent the current site conditions. Complete photographs of the existing site from all sides should be provided.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Building plans proposal for additions/alterations in respect of Plot no.-1541, situated at Kashmere Gate, Delhi - 110006
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plans proposal for additions and alterations received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The proforma has been submitted for both formal approval and NOC for completion; clarification is required from the architect/proponent about the submission.  

b) The project needs to be reviewed in conjunction with the surrounding facilities, therefore, 3D views of the site (including aerial views, night-time views etc.) shall be superimposed with the existing context of the surroundings including road networks, structures around the site, for better understanding of the proposal in the actual environment to make it clearer.

c) The elevations and sections must be detailed, clearly showcasing the architectural elements, sun shading mechanisms, and other pertinent features. By providing these detailed elements, a comprehensive overview of the architectural design and facade can be obtained.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
