A.   The minutes of the 1744th and 1745th meetings of the Delhi Urban Art Commission held on 08.02.2024 and 09.02.2024, respectively, were confirmed and approved.

C. PROJECT PROPOSALS:

1Revised building plan proposal in respect of Midtown Plaza Commercial complex at Plot 1 & 2, Najafgarh Road, Shivaji Marg.
  1. The North DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission accepted the concept of the building plans proposal at its meeting held on August 25, 2021. The Commission approved the building plans proposal (Formal) at its meeting held on January 13, 2022, where specific observations were made.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval Letter No.: OL-10012223002, F.No.-23(2)/2022-DUAC dated January 18, 2022. Based on the previous observations and the revised submission made, the following observations are to be complied with:

a) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

c) All service equipment, rainwater pipes, water tanks, DG set, DG exhaust pipes, transformers, air-conditioning units, solar panels etc., should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plans proposal in respect of Residential Building Property Bearing Municipal No. 4406, at 5-A/6 (Western Side), Ansari Road, Daryaganj.
  1. The South DMC forwarded (online) the proposal for consideration by the Commission.
  2.   The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) The Commission noted that the building plan proposal regarding Plot no. 4406 at 5-A/6 (Eastern Side), Ansari Road, was approved at its meeting on February 08, 2024.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Building plans proposal in respect of Residential Group Housing at Kh No. 1230/2, Sec-B, Pkt-1, Vasant Kunj (Part of Revenue Estate of Village Mehrauli).
  1.  The South DMC forwarded (online) the proposal for consideration by the Commission.
  2.  The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All water tanks, plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Building plans proposal in respect of Vertical Extension of Building of Agricultural Economics Research Centre in DSE Complex, Delhi University, North Campus.
  1. The CPWD forwarded (online) the proposal for consideration by the Commission.
  2. The proposal was deferred.

5Building plan proposal in respect of addition of Multilevel car parking (Phase- II), Barrack Campus, K.G. Marg.
  1. The CPWD forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal with respect to the Construction of Steel structure non-residential (GPOA). K.G. Marg, at its meeting held on June 04, 2020, specific observations were given. The Commission accepted the NOC for Completion at its September 09, 2021 meeting.
  3. The building plan proposal (for the addition of Multilevel car parking (Phase- II), Barrack Campus, K.G. Marg) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval Letter No.: OL-08092164003 dated 15.09.2021. Based on the previous observations given and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations (for the addition of Multilevel car parking (Phase- II), Barrack Campus), it did not consider and cover the existing built Construction at the site. This concerns the proposal for additions/alterations only.

b) The Commission suggests that, instead of installing a permanent mural on a portion of the largest and most visible facade, consideration should be given to cladding the bulk of the façade with thin film solar panels and a portion of the façade with the greatest visibility with a large screen display TV that can provide variable content. If the mentioned elements are not feasible, the Commission requires that details of the final image to be used on the facade, including dimensions, material, design, etc., must be submitted for pre-approval. This measure ensures that any visual elements added to the facade align with the Commission's guidelines and contribute positively to the overall aesthetic and contextual considerations.

c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

6Proposal in respect of Installation of Statue in Central Lawn of Jaisalmer House and Canopy at entry & exit gate of Jaisalmer House, Ministry of Law & Justice, Maan Singh Road.
  1. The CPWD forwarded (online) the proposal for consideration by the Commission.
  2. The proposal was deferred.

7Completion plan proposal in respect of Construction of 88 nos. GPRA Type-III Quarters at Probyn Road, Timarpur.
  1. The proposal was forwarded (online) by the CPWD for consideration by the Commission.
  2. The Commission accepted the concept of the building plans proposal at its meeting held on July 05, 2017. The Commission approved the building plans proposal (Formal) at its meeting held on February 09, 2018, and specific observations were made.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval letter no: F. No. 62(3)/2018 dated 22.02.2018 and found to be acceptable.
NOC for Completion accepted.

8Proposal in respect of Multi-sports arena at Sector-19 B, Dwarka.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on February 01, 2024; specific observations were given.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC observation letter no: F. No. 22(87)/2024-DUAC, OL-30012422087 dated 05.02.2024, and a detailed discussion was held with the architect online on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the replies submitted, the discussion held online, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that unsatisfactory compliances to the previous observations of the Commission communicated vide DUAC observation letter no:  F. No. 22(87)/2024-DUAC, OL-30012422087 dated 05.02.2024 has been given.

b) The proposal shall be supplemented with appropriate photographs of the surrounding context for better understanding and review of the proposal.

c) Given the project's magnitude, several additional suggestions have been proposed to assess the proposal and carefully establish forward-looking goals. This involves creating comparison sheets for the envisioned facilities, encompassing factors such as playground size (with dimensions), amenities, infrastructure requirements, utilities, and more. The aim is to benchmark these elements against domestic peers, regional availability, and global best practices, ensuring a comprehensive evaluation. Also, to study some very successful projects of similar or overlapping program to expand possibilities from just meeting basic program requirements.

d) The design of gates and boundary wall significantly impacts first impressions and external perception of the complex's overall aesthetics. This aspect should be elucidated with pertinent details, including the application of materials, and should be coordinated with plans, elevations, sections, and 3D views.

e) A matrix chart shall be presented detailing the projected electricity consumption, current usage achieved through sustainability mechanisms, arrangement of PV solar panels, and on-site wastewater treatment for non-potable purposes. This additional information is intended to enhance the overall understanding of the project's sustainability requirements.

f) Provisions for the space frame above the swimming pool in the indoor stadium areas shall be supplemented with alternative options. This includes considerations such as integrating solar PV panels and incorporating innovative design elements, materials, and other enhancements aimed at improving the area's overall visual appeal and sustainability provisions.

g) The landscaping plan shall be elaborated with appropriate details, covering both hardscape and softscape areas. It shall also include landscaping features around the canal passing through the proposal. The jogging tracks shall be appropriately extended around the canal area and elucidated with necessary details.

h) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

i) All water tanks, plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the     Commission and furnish pointwise incorporation & reply.
