C. PROJECT PROPOSALS:

1Revised Layout and Building plan proposal for addition/alterations in respect of Palm Green Motel at Khasra no.21/16, 21/17, 21/18, 21/19 Min, 21/20, 21/23, 21/24, 21/25 Min, 21/30 Min Situated at Village Bakoli.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission accepted the Concept of the building plan proposal for additions/alterations at its meeting on April 06, 2023. The Commission approved the building plan proposal for additions/alterations at its June 23, 2023 meeting.
  3. The revised building plan proposal for additions/alterations (some additions in terms of additions of the covered verandah, staircases, rooms on the second floor of the existing building comprising of B+G+1, and additions in the new building block (includes of B+S+G+f+05 floors) in terms of extension of the basement under green area, stilt area, service floor, fifth and the sixth floor to make an overall height of 41.90m) received (online) at the formal stage was scrutinised, and a detailed discussion was held with the Architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations, it did not consider and cover the existing construction at the site. This concerns the proposal for additions/alterations only.

b) Discrepancies have been noted in the submitted submission received at the formal stage. Specifically, inaccuracies were found in the floor plans, where the upper ground floor was erroneously labelled as the ground floor, leading to misrepresentations of door placements at the upper level. Furthermore, the elevations depicting areas designated for ramps were found to be incorrect, failing to reflect the site conditions accurately.

c) Additionally, the planning for vehicular access to the basement via single ramps seems insufficiently developed. It was recommended that a detailed plan be provided, outlining the stilt areas and addressing vehicular access to both the basement and the stilt area from the outside. This comprehensive plan should incorporate vital elements such as floor plans, elevations, sections (longitude and cross sections through ramps, stilt area, etc.), and 3D views to enable a more comprehensive assessment of the design proposal.

d) The proposal includes a basement beneath the existing open green space; however, essential details, such as sections illustrating its operational functionality and the integration of green spaces with accessibility on the upper deck, have not been presented appropriately. It is imperative that comprehensive sections, including longitudinal and cross-sections, be provided to facilitate a better understanding for the Commission.

e) The parking arrangements for the stilt area and basement require comprehensive elaboration, incorporating specifics like vehicle movement patterns, to ensure a more thorough evaluation of their operational dynamics.

f) The North point appears to be missing in the relevant drawings including plans, all drawing (plans) shall carry the north point to understand its orientation better.

g) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

h) All plumbing pipes, outdoor air-conditioning units, service equipment, DG sets, DG exhaust pipes, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the revised proposal received at the formal stage has discrepancies and lacked the necessary details for understanding the proposal judiciously. The Architect is advised to adhere to all the above observations the Commission gave and furnish pointwise incorporation & reply.

Building plan proposal in respect of Socio-Cultural Building on Plot No. Nil, situated at Chittaranjan Park, for Buddha Tri-Ratna Mission (Regd.)

(Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The building plans proposal received (online) at the conceptual stage was scrutinised, and a detailed discussion was held with the Architect on Cisco WebEx meetings, who provided clarifications to the Commission's queries. Based on the discussion held online, and the submission made, the following observations are to be complied with:

a) The Commission noted that the proposal outlines a Socio-Cultural Centre comprising two distinct blocks, Block-1 and Block-2, each serving specific purposes. These blocks exhibit varying architectural vocabularies, forms, elements, and facade treatments. However, the facade appears to be cluttered with plentiful design elements, necessitating a simplification of architectural features.

b) Furthermore, the staircase section of Block-1 does not seem to align with the architectural character of the socio-cultural center and shall be thoroughly reviewed for coherence.

c) The positioning of the three Stone murals (Dharmachakras) of different sizes on the primary facade of Block-2 is recommended for reconsideration regarding their placement. Likewise, it is suggested to reconsider the presence of the two prominently featured rectangles alongside the ‘Dharmachakras’ on the boundary wall.

d) The design of the main gates and the grill on the main boundary wall seems discordant with the envisioned overall design for the center. Additionally, these elements lack adequate detailing for a comprehensive understanding of their design and material specifications etc. The same need to be elucidated with appropriate details for the Commission's review.

e) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

f) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the Commission noted that the proposal is in its conceptual stage but requires scrutiny regarding the excessive presence of architectural elements and coherence. Consequently, other essential aspects such as the air-conditioning mechanism and the provision of solid waste management etc. have not been addressed in this review.
  2. The Architect is advised to adhere to all the above observations the Commission gave and furnish pointwise incorporation & reply.

D. ADDITIONAL DETAILS:

1Completion (Part) plan proposal in respect of residential development at B-319, Okhla Industrial Area Phase-I, Okhla.
  1. The SDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 07, 2018, where specific observations were made. The revised layout and building plans proposal (Tower-1, Clubhouse and Swimming Pool) was approved by the Commission at its meeting held on December 11, 2020; specific observations were given.
  3. The Commission accepted the Concept of the revised building plans proposal (increase in floors of Tower-1 from 3B+G+33 to 3B+G+36 floors) at its meeting held on February 19, 2021.The Commission accepted the NOC for Completion (Part- for EWS Block, Tower-2 and Block-2) at its meeting held on June 23, 2023.
  4. The proposal for NOC for Completion (Part-Tower SB-1) received (online) at the completion stage was scrutinised. Based on the submission, the proposal for NOC for Completion (Part- Tower SB-1) is acceptable.

2Completion plans proposal in respect of Residence at Plot no. 86, Block no. 171, Sunder Nagar.
  1. The SDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal (Formal) at its meeting held on October 22, 2021, and NOC for completion was not accepted in the meeting of the Commission held on February 22, 2024; specific observations were given.
  3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised, along with the replies submitted by the Architect to the previous observations communicated via DUAC letter no: OL-21022458027 dated 27.02.2024. Based on the replies and the revised submission, the proposal for NOC for Completion is found acceptable.
NOC for completion accepted.
The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.
