A.   The minutes of the 1748th meeting of the Delhi Urban Art Commission held on 29.02.2024 were confirmed and approved.

C. PROJECT PROPOSALS:

1Regularisation plan proposal in respect of Group Housing for Government of India, Cabinet Secretariat, Near Chilla Village, Mayur Vihar.
  1. The EDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the layout and building plan proposal at its meeting held on November 13, 2020, and May 21, 2021 and did not accept the concept of layout and building plan proposal at its meeting held on October 22, 2021 respectively. Subsequently, the Commission accepted the concept of the layout and building plan proposal at its meeting held on July 06, 2023, where specific observations were made.
  3. No record of approval (Formal) taken has been found in the Commission's available record.
  4. The building plan proposal received (online) for the regularisation of already constructed residential flats was scrutinised along with the previous observations of the Commission communicated vide DUAC conceptually suitable Letter No.: OL-28062327045 dated July 10, 2023. Based on the observations given, submission made, the following observation is to be complied with:

a) The Commission observed that residential building blocks of various types have already been constructed on the site. Additionally, the proposal was submitted by the concerned local authority, the MCD, without detailed comments, necessary forms, or essential details for the Commission's consideration.

  1. Overall, the proposal submitted at the formal stage lacked comprehensive documentation. It is recommended that the Architect address all the aforementioned observations provided by the Commission, ensuring that the proposal is complete in all aspects, including drawings and documentation. A point-by-point incorporation and response shall be provided accordingly.

2Building plan proposal in respect of Group Housing on Khasra no. 219/220 part at Sindhora Kalan Village Near Gulabi Bagh.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal (Formal) at its meeting held on August 12, 2021, where specific observations were made.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation Letter No.: OL-10082123029 dated August 23, 2021, a detailed discussion was held with the Architect online on Cisco WebEx meetings, who clarified the Commission's queries. Based on the discussion held online and the submission made, the following observations are to be complied with:

a) Given the proposal's scale, it is suggested that nighttime 3D views be incorporated to understand the lighting mechanism better.

b) The Commission noted the provisions of three basements intended to fulfil all parking needs. However, the clarity of vehicular circulation and accessibility from the ground to the basements is lacking. It is recommended that enlarged details, particularly concerning vehicular circulation from the ground to the third basement, be provided to understand the proposal better.

c) The service area depicted in the layout for the 4th floor is enclosed by walls on all sides, lacking doors, windows, or other architectural elements for access. Additionally, the openings in this area on the facade could impact the elevation and thus require detailed consideration in the drawings. 

d) The 5th-floor plan indicates the presence of a swimming pool. However, the absence of a corresponding 6th-floor plan, which would typically show the swimming pool below and other associated elements, was noted. It is recommended that a detailed 6th-floor plan, including all pertinent details below, be provided to enhance comprehension of the design scheme.

e) Furthermore, clearly delineating the swimming pool's structural arrangement in the corresponding layout is required. Given its proposed location within the superstructure of the building on the upper floors, its weight could potentially impact the lower floors.

f) Service utilities such as solar panels and water tanks are depicted in the 3D views on the terrace but are absent in the terrace plan. The submission at the formal stage shall include coordinated drawings, etc.

  1. The Architect is advised to adhere to all the above observations the Commission gave and furnish pointwise incorporation & reply.

3Revised Building plans proposal in respect of IGL CNG Station Khasra no. 45/15, village Karala.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal (Formal) at its meeting held on March 11, 2020, where specific observations were made.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval Letter No.: OL-05032323019 dated March 17, 2020. Based on the earlier observations and the revised submission made, the following observations are to be complied with:

a) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

c) All service equipment, rainwater pipes, water tanks, DG set, DG exhaust pipes, transformers, air-conditioning units, solar panels etc., should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Building plans proposal in respect of CISF Headquarter at CGO Complex, Lodhi Road.
  1. The CPWD forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal (Formal) at its meeting held on November 30, 2023, where specific observations were made.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised, and the replies submitted by the Architect in response to the previous observations of the Commission were communicated vide DUAC Observation Letter No.: OL-28112362023 dated December 05, 2023. Based on the earlier observations and the revised submission made, the following observations are to be complied with:

a) The Commission does not appreciate the artwork depicted in the right-side view and recommends its removal.

b) The rear view, which features full-height glazing, shall incorporate double glazing to enhance insulation.

c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

D. ADDITIONAL DETAILS:

1Building plans proposal in respect of Motel building on khasra no. 32/15/1/2, 32/16/1, 33/11, 33/19, 33/20, 33/21, 32/25/1 situated at Village Samalkha.
  1. The SDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not accept the building plans proposal (conceptual) at its meeting held on December 28, 2023, but accepted the concept of building plans proposal at its meeting held on January 25, 2024, observations were made.
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the conceptually suitable observation letter no: OL-22012427002 dated 30.01.2024. The Commission intended to discuss the proposal with the Architect online, but he was unavailable for online discussion. Based on the previous observations given, the unavailability of the Architect for discussion online, and the submission made, the following observation is to be complied with:

a) The Commission observed that the proposal, currently at the formal stage, was forwarded by the MCD via email, lacking 3D views. Given the formal stage of the proposal, it is imperative for it to be comprehensive in all aspects, including drawings, documentation, etc., for the review of the Commission.

  1. Due to the incomplete nature of the proposal at the formal stage and the Architect's unavailability for online discussion, the Commission did not examine the proposal further.
  2. The Architect is advised to ensure completeness of the submission, adhere to all the above observations given by the Commission, and furnish pointwise incorporation & reply.

2Proposal in respect of Installation of Statue in Central Lawn of Jaisalmer House and Canopy at entry & exit gate of Jaisalmer House, Ministry of Law & Justice, Maan Singh Road.
  1. The CPWD forwarded (online) the proposal for consideration by the Commission.
  2. The 'Jaisalmer House and Campus' is a listed Grade-II heritage building at Serial No. 53 in the Gazette notification no. F. No. 4/2/2009/UD/16565 dated 01.10.2009, issued by the Department of Urban Development, Govt. of NCT of Delhi.
  3. The Commission did not approve the proposal at its meeting held on February 22, 2024, where specific observations were made.
  4. The revised proposal for the Installation of a Statue in the Central Lawn of Jaisalmer House and a Canopy at the entry & exit gate of Jaisalmer House received (online) at the formal stage was scrutinised along with replies submitted by the Architect in response to the previous observation of the Commission communicated vide DUAC Observation Letter No.: OL-09022462003 dated February 27, 2024, and a detailed discussion was held with the Architect (online), who provided clarifications to the queries of the Commission. Based on the discussion held online and the revised submission made, the following observation is to be complied with:

a) Grills, potted plants, additional paved surfaces, and extra landscaping such as plantations shall not be added along the park's periphery to maintain visibility and ensure uninterrupted access.  Existing pots and grills visible in photographs may be removed to provide an unhindered visibility of and access to the main lawn.
