C. PROJECT PROPOSALS:

1Building plan proposal in respect of Residential building at 2793-2794, part, Mohalla Niyaariyan, G.B. Road, Delhi – 110006.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the Commission's available record.
  3. The building plan proposal received (online) at the formal stage was scrutinized, and a detailed discussion was held with the Architect online at Cisco WebEx meetings, who clarified the Commission's queries. Based on the discussion held online and the submission made, the following observation is to be complied with:

a) The Commission noted that the proposal is at the formal stage, and the submission lacks plot number, location, etc., in the subject on the Performa sheet. It is advisable to include this information when resubmitting the case for the Commission's consideration.

b) Furthermore, based on the provided submission, it seems to involve demolition and reconstruction. This should have been clarified with internal photographs of the existing structure and a demolition plan. Similarly, this aspect should have been reflected in the subject line. As the submission is formal, clarity and comprehensiveness are required.

c) The plumbing pipes for the toilets and the kitchen seem to have been concealed within the walls. It is recommended that they be accommodated by constructing plumbing shafts to enhance functionality and address issues during leakages more effectively.

  1. Overall, the proposal received at the formal stage lacks clarity and appears to be not comprehensible. The Architect is advised to address all the Commission's observations. It is requested that the Architect submit a detailed response, incorporating each point raised by the Commission in a clear and point-by-point manner.

2Revised Layout and Building plans proposal for Addition/alterations in respect of Palm Green Motel at Khasra no.21/16, 21/17, 21/18, 21/19 Min, 21/20, 21/23, 21/24, 21/25 Min, 21/30 Min Situated at Village Bakoli.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission accepted the Concept of the building plan proposal for additions/alterations at its meeting on April 06, 2023. The Commission approved the building plan proposal for additions/alterations at its June 23, 2023 meeting. Subsequently, the Commission did not approve the revised building plans proposal for additions/alterations at its February 29, 2024 meeting, observations were made.
  3. The revised building plan proposal for additions/alterations (some additions in terms of additions of the covered verandah, staircases, rooms on the second floor of the existing building comprising of B+G+1, and additions in the new building block (includes of B+S+G+f+05 floors) in terms of extension of the basement under green area, stilt area, service floor, fifth and the sixth floor to make an overall height of 41.90m) received (online) at the formal stage was scrutinized along with the replies submitted by the Architect in response to the previous observations of the Commission communicated vide DUAC letter no: OL-26022423105 dated March 01, 2024, and a detailed discussion was held with the Architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.

b) The turning radius of the vehicular ramp to the basement appears insufficient for smooth vehicle ingress and egress, particularly with only a single ramp. It should be appropriately increased to enhance vehicle manoeuvrability.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All water tanks, plumbing pipes, outdoor air-conditioner units, solar panels, DG Sets, DG exhaust pipes, etc. must be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Completion plans proposal in respect of EWS Block in Group Housing (SIEL Complex) 15, Shivaji Marg.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission accepted the Concept of the building plan proposal for EWS Block in Group Housing (SEIL Complex) at its meeting on April 23, 2020. The Commission approved the building plan proposal at its June 12, 2020 meeting.
  3. The proposal for NOC for Completion received (online) at the Completion stage was scrutinized. Based on the submission, the NOC for Completion proposal is found acceptable.
NOC for Completion accepted.
The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

4Building plans proposal in respect of Residential Building on Property Bearing No.- 3075, 3076 And 3077 Situated at Ward No. VII, Mohalla Shah Ganj, Kucha Pandit Delhi-110006.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the Commission's available record.
  3. The building plan proposal received (online) at the formal stage was scrutinized, and the following observation is to be complied with:

a) The Commission observed from the provided site photographs that it seems to involve a case of demolition and reconstruction.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, outdoor air-conditioner units, solar panels,  etc. must be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Building plans proposal for additions/alterations in respect of Mother International school at Aurobindo Marg. (Conceptual stage).

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on August 06, 2002. The Commission accepted the NOC for Completion (Part-Auditorium Block) at its meeting held on July 23, 2021, and specific observations were given.
  3. The Commission did not accept the Concept of the building plan proposal for additions/alterations (addition of a new Block) at its meeting on November 30, 2023, observations were made.
  4. The revised building plans proposal for additions/alterations (addition of a new Block comprising of Ground+4 floors) received (online) at the conceptual stage was scrutinized along with the replies submitted by the Architect in response to the previous observations of the Commission communicated vide DUAC letter no: OL-28102327021 dated December 05, 2023, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations (addition of a new block comprising ground+4 floors), it did not consider and cover the existing construction at the site. This concerns the proposal for additions/alterations only.

b) The Commission observed that the existing primary block is slated for demolition, with the new proposed primary block set to be constructed in the front courtyard of the existing primary school.

c) The brick Jaali proposed for screening on the ground floor appears unstable at the edges with two-thirds of bricks projecting.  On impact to exposed edge the bricks are likely to get dislodged and the brick jalis could fall apart.  It would be better to have a solid vertical edge to brick jalis on ground floor.  Current configuration is not advised.

d) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

f) All service equipment, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Found conceptually suitable (not limited to these observations).
'The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website. It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

Building plans proposal in respect of Federation of India Chamber of Commerce & Industry Centre at Tansen Marg. (Conceptual stage).

  1. The Architect forwarded the proposal (online) for consideration by the Commission.
  2. The Commission did not accept the Concept of the building plans proposal at its meeting held on March 21, 2024, observations were made.
  3. The revised building plan proposal received (online) at the conceptual stage was scrutinized, along with the replies submitted by the Architect in response to the previous observations of the Commission communicated vide DUAC Conceptually unsuitable letter no: OL-16032427010 dated March 28, 2024, and detailed presentation was made by the Architect who provided clarifications to the queries of the Commission. Based on the presentation made by the Architect, replies submitted, and revised submission made, the following observations are to be complied with:

a) The Commission observed that the proposed building height is 38.90 meters, with the upper portion of the proposed facade (beyond 19.80 meters) consisting of a 'Dia Grid Glazing System'. The Commission intends to comprehend its cleaning, operation, and maintenance mechanism and has suggested that this be elucidated with appropriate references at the formal stage for its consideration.

b) The glass panel shading and folding stone mechanism installed in the front set-back area shall include sufficient provision for rainwater management to prevent future rain dripping issues. This aspect shall be explained with appropriate details to facilitate a better understanding in the formal submission.

c) Treating the main entrance, including material selections and fixing details, requires greater attention. This aspect shall be appropriately detailed during the formal stage of submission.

d) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

e) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

f) All service equipment, rainwater pipes, water tanks, DG set, DG exhaust pipes, transformers, air-conditioning units, solar panels etc., should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

D. ADDITIONAL DETAILS:

1Building plan proposal in respect of Group Housing on Khasra no 219/220 parts at Sindhora Kalan Village Near Gulabi Bagh.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal (Formal) at its meeting held on March 07, 2024, and August 12, 2021, where specific observations were made.
  3. The revised building plan proposal received (online) at the formal stage was scrutinized along with the previous observations of the Commission communicated vide DUAC Observation Letter No.: OL-04032423106 dated March 08, 2024, the Commission intended to discuss the proposal with the Architect online, but he was not available. Based on previous observations made, the unavailability of the Architect for discussion online, and the submission made, the following observation is to be complied with:

a) The Commission observed that the proposal is currently at the formal stage, and it seems that the previous submission has been resubmitted without addressing the Commission's observations as communicated in DUAC Observation Letter No.: OL-04032423106 dated March 08, 2024.

  1. In view of the above, the proposal received at the formal stage is returned to the concerned local body without consideration of the Commission. The Architect is advised to address all the Commission's observations as communicated in DUAC Observation Letter No.: OL-04032423106 dated March 08, 2024, and submit a detailed response, incorporating each point raised by the Commission in a clear and point-by-point manner.

2Demolition and reconstruction plan proposal in respect of Residential building at 3 Flag Staff Road, Civil Lines.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission accepted the Concept of building plans proposal at its meeting held on October 19, 2023.
  3. The building plan proposal received (online) at the formal stage was scrutinized, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

b) All service equipment, rainwater pipes, water tanks, DG set, DG exhaust pipes, transformers, air-conditioning units, solar panels etc., should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
