C. PROJECT PROPOSALS:

1Revised layout and building plans proposal for Addition/alteration in respect of Universal Brotherhood CGHS Ltd., plot no.11, Sector-12, Dwarka.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the layout and the building plan proposal at its meeting held on March 15, 1996, and the NOC for completion was approved in the meeting held on November 22, 2005. The proposal for additions/alterations was approved in the meeting held on September 08, 2018, specific observations were given. Further, the proposal for additions/alterations was not approved in the meeting held on September 16, 2021, specific observations were given.

3. The revised building plans proposal for additions/alterations (addition of an additional room, balconies, verandah) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-13092122033 dated 22.09.2021. Based on the revised submission and the replies submitted, the following observations are to be complied with:

a. The parking provisions shall adhere to all the applicable norms/regulations/guidelines.

b. The outdoor air-conditioners could be an eye-sore to the building façade. All outdoor air-conditioner units shall be appropriately screened so as not to mar the aesthetics.

c. The covering of all the balconies with temporary materials shall be removed.

d. Appropriate screening arrangements shall be made to ensure screening of clothes hanging in the balconies.

e. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

f. All plumbing pipes, service equipment should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

2Building plans proposal in respect of Commercial Complex at plot no. G4, Netaji Subhash Place, Wazirpur District Centre for M/s County Project (P) Ltd.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The building plan proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b. All plumbing pipes, service equipment should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Approved, observations given.
The Commission decided to take action in the matter without awaiting confirmation of the minutes of the meeting.

3Revised Layout and Building plans proposal in respect of Development project at Kathputli Colony, Near Shadipur Depot.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the layout and building plans proposal at its meeting held on January 15, 2014, January 29, 2014, and February 05, 2014, respectively. The revised layout and building plans proposal was approved in the meeting held on January 09, 2018, specific observations were given.

3. The revised layout and building plans proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) It has been observed while submitting the revised proposal for consideration of the Commission, the architect has indicated in the proforma as under:

“…….plot profile change/DU added at S.F. in EWS……..” 

Since no project report indicating the details of the revisions proposed in the current submission was received, the current proposal was compared with the previous approval (formal) given by the Commission. While comparing the two, the following was observed:

i. Revisions made in the plot boundary

ii. The form/shape/size of Tower-B (S+2) has been changed, its complete details shall be submitted.

iii. One EWS housing tower (G+15 floors) of 44.80 m height removed, its details thereof.

iv. Revised 3d views/elevations/sections etc. of the EWS block

v. One large area earmarked for the ESS has been converted into an activity area/parking area.

vi. Areas meant for essential retail outlets, site for religious, police post etc. has also been reshuffled.

It is evident that the details of the modifications as pointed above by DUAC secretariat and mentioned in the proforma by the architect are not matching each other. The proposal is at the formal stage and the Commission opines that the architect has submitted an incomplete submission for its consideration. In absence of sufficient information, the proposal could not be examined appropriately by the Commission and commented upon.

4. The architect was advised to adhere to the above observations and submit a detailed submission substantiated with a project report/documentation/drawings etc. as appropriate for consideration of the Commission and furnish a pointwise incorporation/reply.

4Layout and Building plans proposal in respect of Staff Quarters for Safdarjung Hospital at Sector-17, Dwarka.

1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.

2. The proposal for layout and building plan received (online) was scrutinised and the following observations are to be complied with:

a. The Commission observed that the proposal is at a Formal level, but the quality of submitted drawings is poor (scanned copies from a report), and found to be not comprehensible and unacceptable. The 3d views are unclear and do not provide a correct picture of the materials on the facade. The pictures are blurred and not easy to comprehend. The current submission lacks legibility & clarity thus is not appreciated by the Commission.

b. An appropriate number of annotated uncut rendered 3d views need to be submitted for the submission. The drawings/3D views etc. shall be resubmitted in an appropriate medium (ACAD/PDF) with adequate line thickness and colour code as prescribed by the local body/byelaws, for clarity and a better understanding of the proposal.

c. An appropriate number of sections (longitudinal and cross-section across the site as well) shall be submitted for a better understanding of the overall scheme clearly showing the architectural elements, sun shading mechanisms, plumbing details etc.  Also, the skin sections (in detail) shall be submitted to understand the elevation of the façade with materials.

d. The site seems to be vehicle oriented rather than pedestrian-friendly. Therefore, the road network needs to be minimised by redesign and wherever possible shall be converted to a Hard green surface. Provisions shall be made for toilets and sitting areas for maids/guards/drivers in the stilt area.

e. A combined mobility plan showing a seamless, conflict-free pedestrian and vehicular movement plan from outside to the main entrance to every block shall be submitted. A lot of visitors, apart from the residents, would be visiting the complex, provisions shall also be explored for the long term/ short term parking, the taxi drops off points, its parking spaces, holding areas etc. be indicated in the parking/ site plan.

f. The air-conditioners could be an eye-sore to the building façade. To avoid the same, the provision shall be made in the design to accommodate the outdoor units, at this stage, so as not to mar the aesthetics. A scheme needs to be submitted to show the placement, screening and material of screening for the same in plans/elevations and 3d views.

g. The balconies need to be screened appropriately along with the provision of screening of drying clothes. Innovative architectural features and materials shall screen dish antennas in the balconies.

h. The internal functional arrangement shall be given in the submission to understand its functioning better.

i. Appropriate signages/ graphics shall be installed in the complex to ensure proper wayfinding.

j. The boundary wall and entrance gate would have a bearing on the overall aesthetics of the area and need to be designed appropriately and shown with relevant details (plans/elevations/sections/3D views etc.).

k. All plumbing pipes/sanitary pipes, outdoor AC units, and service equipment etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in. using the same architectural elements and materials.

l. A lot of waste (dry and wet, food items, etc.) is supposed to be generated in the complex; a detailed solid waste management plan to show effective means of waste disposal along with its location shall be submitted.

m. The work of art is missing in the submission.  Work of art of suitable scale, size and material, imparting character and identity to the building, at an appropriate level (human eye) which is also visible from the outside, to be installed.

n. Submitted landscape plans lack clarity in explaining the landscape scheme. The sites’ landscaping to be improved with appropriate treatment (Hardscape & Softscape). They shall be submitted in the respective drawings, shall indicate the details of the trees planted, types of species on an appropriate scale, (in terms of the point nos. six of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in. 

o. The complex should aim to maximise energy efficiency with the appropriate use of the solar panels on building rooftops etc. and screen them by using appropriate architectural mechanisms. The elements of sustainability are missing in the design scheme. These shall be identified and marked on the plans.  Roof-top utilities are not shown in the plan/ 3D views and thus require to be shown on the relevant drawings. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

p. It is observed that the location of the ATM, Ladies & Gents toilets etc. provided are also part of the formal submission but their detailed drawings (including screening mechanism, elevations, sections, 3D views etc.) have not been submitted. The Commission observed that these components have a bearing on the overall visual, urban and aesthetic quality of the complex. The same is to be revised appropriately and be incorporated for review by the Commission.

q. Overall, the design scheme submitted by the architect is not comprehensible i.e., they are not self-explanatory. The proposal is submitted for the formal stage needs to be complete and comprehensive. In absence of sufficient information provided by the architect, the proposal could not be examined appropriately by the Commission.

3. The architect was advised to adhere to the above observations and furnish a pointwise incorporation/reply.

5Completion plan proposal in respect of Bihar Sadan (State Guest House) at Sector-19, Phase-I, Dwarka, New Delhi.
      1.  

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on June 09, 2018, specific observations were given.​​​​​​​

3. The proposal for NOC for completion received (online) was scrutinised and the following observations are to be complied with:

a. The proposal has been submitted at the completion stage but an appropriate number of photographs (including interior areas) of the actual built construction, to substantiate the actual work executed at the site, has not been provided. Cropped photographs of the complete proposal have been submitted which do not indicate the required details. The proposal being at Completion stage needs to provide uncut/clear photographs to substantiate actual work executed at the site including both the main gates, boundary wall, toilets provided at the entry/exit, DG-I, DG-2, transformers, guardrooms, parking, landscape, screening of services etc. They need to be resubmitted with proper uncut views from all sides to comprehend the proposal.

b. The Commission observed that while approving the proposal at the formal stage, the stack parking provisions were shown in the basement.  But no photograph of that area has been submitted to substantiate its actual construction at the site. The Commission opines that since the proposal is for NOC for completion, an appropriate number of uncut photographs of the parking area (including basement for stack parking) shall be submitted.

c. Outdoor air-conditioning ducting with a temporary structure is visible in the photographs at the first-floor level spoiling the visual and aesthetics of the complex, needs to be screened appropriately and the temporary structure be removed.

d. It was observed that while forwarding the proposal to the Commission at the completion stage following observation/recommendations has been made in Part-C (completion stage) by the DDA:

“……. Observations/recommendations of the sanctioning authority while forwarding the matter to DUAC for consideration in the Performa Part-C of the Completion stage for serial no 1 & 4 indicates the following:

“…… NO...…”

 The Commission considers the proposals based on the certification related to building bye-laws etc. furnished by the concerned local body. Taking into consideration the observations/recommendations made and forwarded by the concerned local body i.e., DDA, the proposal is not acceptable.

e. It was observed that certain observations were given while approving the proposal at the meeting of the Commission held on June 09, 2018, communicated vide DUAC observation letter no: OL-29051822152 dated 12.06.2018 but its compliances at the completion stage has not been given. Since the proposal is at the completion stage, its compliances shall be also submitted.

f. In absence of sufficient information provided by the architect/proponent, the proposal could not be examined appropriately by the Commission.

4. The architect was advised to adhere to the above observations and furnish a pointwise incorporation/reply including observations communicated at the time of formal approval communicated vide DUAC observation letter no: OL-29051822152 dated 12.06.2018.

Building plans proposal in respect of Flats for Hon’ble MP’s at Baba Kharak Singh Marg. (Conceptual stage)

      1.  

1. The proposal was forwarded directly by the architect (online) at the conceptual stage for consideration by the Commission.

2. The building plan proposal received (online) was scrutinised and the following observations are to be complied with:

a. The 3D views have been submitted without annotations thus making it difficult to comprehend the materials etc. on the façade, which could have a bearing on the visual, urban aesthetics of the complex. A sufficient number of Self-explanatory, annotated 3D views, at various angles, clearly showing the proposed design scheme with proper annotations for each block and corresponding to proposal drawings be submitted for a better understanding of the proposal.

b. The scheme has been proposed by demolishing the existing development on the site. The demolition plan with superimposition of the design scheme shall be presented for a better understanding of the proposal.

c. An appropriate number of sections (longitudinal and cross-section across the site as well) shall be submitted for a better understanding of the overall scheme clearly showing the architectural elements, sun shading mechanisms, plumbing details etc.  Also, the skin sections (in detail) shall be submitted to understand the elevation of the façade with materials.

d. A combined mobility plan showing a seamless, conflict-free pedestrian and vehicular movement plan from outside to the main entrance and to every block shall be submitted. g. Provisions of two ramps have been given for vehicular access to the basement. If it is to be covered, the provisions for material, fabric etc. shall be planned at this stage so as not to spoil the visual and aesthetics of the complex at a later stage.

h. The structural arrangement of the building is not shown in the submission. The structural arrangement in the basement may impact the vehicular movement and the parking arrangements needs to be reconsidered with structural arrangements.

i. Provisions shall be made for toilets and sitting areas for maids/guards/drivers in the stilt area.

j. Appropriate signages/ graphics shall be installed in the complex to ensure proper wayfinding.

k. The boundary wall and entrance gate would have a bearing on the overall aesthetics of the area and need to be designed appropriately and shown with relevant details (plans/elevations/sections/3D views etc.).

l.
