C. PROJECT PROPOSALS:

1Building plans proposal for additions/alterations in respect of 1149 (Old) 1834 (New) Ward No. VIII, Gali Shah Mubarak, Kucha Patiram, Bazar Sita Ram, Delhi.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The Commission did not approve the building plans proposal for additions/alterations (addition of the first floor and second floor) at its meeting held on December 16, 2021 specific observations were given.

3. The revised building plan proposal for for additions/alterations (addition of the first floor and second floor) received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The air-conditioners could be an eye-sore to the building façade thereby spoiling the aesthetics of the façade, it shall be ensured that the outdoor air conditioners and exposed plumbing pipes, if any, are suitably screened so that they are not exposed on the outer façade and mar the aesthetics.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, water tanks, solar panels etc. shall be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

2Completion plan proposal in respect of Museum of Hon’ble Prime Ministers of India at Teen Murti Bhawan.

1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on October 08, 2018, specific observations were given.

3. The proposal for NOC for completion received (online) was scrutinised and the following observations are to be complied with:

a) It was observed that synthetic grass has been used in important highly visible areas.  The Commission suggests using appropriate varietals of natural grass in these high visibility areas even if it takes greater effort, especially with such a significant horticulture team on site.

b) The visible services shall be screened with the landscaped elements.

3Regularization Plans proposal in respect of WTPBE CGHS Ltd., plot no. 5, Sector-9, Dwarka. 

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on January 29, 1998, and the NOC was approved in the meeting held on March 11, 2002, specific observations were given.

3. The Commission did not approve the building plan proposal for regularisation of building plans at its meeting held on September 16, 2021, specific observations were given.

4. The revised proposal for regularisation of building plans received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-11092122031 dated 22.09.2021. Based on the revised submission and the replies submitted, the following observation is to be complied with:

a) It was observed that in terms of one of earlier observations of the Commission communicated vide DUAC observation letter no. DUAC observation letter no: OL- OL-11092122031 dated 22.09.2021 indicated at sr. no. 4(a, b, c) & 5 inadequate compliance for this has been given.

5. The Commission again reiterated to remove the covering of all the balconies with temporary materials and restore the residential building to the position as indicated in the 3D views (submitted with the scheme for the regularisation) to enable the Commission to examine & make comments taking into consideration the overall aesthetic and visual quality of the complex, and adhere to all the above observations given by the Commission along with a pointwise incorporation & reply.

4Revised Building plans proposal in respect of Demolition and Reconstruction of Residential building at Plot no. 142, Golf Links.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on December 04, 2020, specific observations were given.

3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-24112024037 dated 09.12.2020. Based on the revised submission made the following observations are to be complied with:

a) The Commission observed that though the proposal meets minimum requirements, considering the location of the property (corner plot), the architect has lost the opportunity to design the elevations appealing in terms of materials, finishes, architectural elements etc. The architectural elevations including architectural design, materials etc. have the potential for improvement of visuals, environmental, and urban aesthetics.

b) The proposal shall adhere to all the applicable statutory provisions, and norms/regulations of the prevailing Lutyens Bungalow Zone (LBZ) guidelines.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, water tanks, solar panels etc. shall be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

Building plans proposal in respect of Banquet Hall at Sector 23 Dwarka for Navnirman Educational and Cultural Society. (Conceptual stage)

1. The proposal was forwarded directly by the architect (online) at the conceptual stage for consideration by the Commission.

2. The building plan proposal received (online) at the conceptual stage was scrutinised and the following observations are to be complied with:

a) The quality of 3d views is not appropriate. They are very sketchy and the scale, proportion, materials etc. are not understood, making it difficult to comprehend the materials etc. on the façade, which could have a bearing on the visual, urban aesthetics of the complex. Also, the quality of the 3d views shall be enhanced with better visuals. Annotated 3D views clearly specifying the materials to be used on the façade shall be provided.

b) Annotated 3D views of the proposed design scheme shall be superimposed on the existing context of the surroundings, including road networks, structures around the site, for a better understanding of the proposal in the actual environment to make it clearer.

c) The design of the gate and the boundary wall would have a bearing on the overall aesthetics of the complex, the same is missing in the submission. The gate and the boundary wall detail, including plans/elevations/sections/3D views, as appropriate, shall also be provided.

d) Also, the skin sections (in detail) shall be submitted to understand the elevation of the façade with materials.

e) The air-conditioners could be an eye-sore to the building façade thereby spoiling the aesthetics of the façade, it shall be ensured that the outdoor air conditioners and exposed plumbing pipes, if any, are suitably screened so that they are not exposed on the outer façade and mar the aesthetics.

f) The elevations and sections need to be detailed clearly showing the architectural elements, sun shading mechanisms, plumbing details etc. The elevation features in the buildings are not reflected in the sections. Detailed sections reflecting the elevation features (as shown in 3d views as well) shall be submitted.

g) A car parking lift has been provided at the rear; the Commission opines that its location may be reconsidered for efficient functioning at the front. The requisite parking provisions shall be as per applicable norms/guidelines/regulations etc.

h) The proposal would function as a banquet hall, a lot of waste (dry and wet, food items, etc.) shall be generated, a detailed solid waste management plan shall also be submitted.

i) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

j) All plumbing pipes, service equipment, water tanks, solar panels etc. shall be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

3. The architect is advised to adhere to all the above observations given by the Commission and incorporate all the observations of the Commission in the subsequent submission (formal) and furnish pointwise incorporation & reply.

Building plans proposal for Addition/alteration in respect of a Motel building at Khasra No. 41/9 Min, 41/10/2, 41/12 Min, 40 /6 /3 /1 at Rajokri Intersection NH-8, Near Palam International Airport. (Conceptual stage)

1. The proposal was forwarded directly by the architect (online) at the conceptual stage for consideration by the Commission.

2. The Commission does not have the record of the previous approval (formal) taken, if any, in the available record of the DUAC. The building plan proposal for additions/alterations (2 basements + G + 8 floors) received (online) at the conceptual stage was scrutinised and the following owing observations are to be complied with:

a) The design of the gate and the boundary wall would have a bearing on the overall aesthetics of the complex. The gate and the boundary wall detail, including plans/elevations/sections/3D views, as appropriate, shall also be provided.

b) The proposal would function as a motel building, a lot of waste (dry and wet, food items, etc.) shall be generated, a detailed solid waste management plan shall also be submitted.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, water tanks, solar panels etc. shall be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

Layout and building plan proposal in respect of EWS Housing at Dev Nagar, Karol Bagh for Delhi Urban Shelter Improvement Board (DUSIB). (Conceptual stage)

1. The proposal was forwarded directly by the architect (online) at the conceptual stage for consideration by the Commission.

2. The layout and building plan proposal received (online) at the conceptual stage was scrutinised and the following observations are to be complied with:

a) The design proposal is first of a kind project for multi-storeyed Economic Weaker Section (EWS) in the capital city and may become a reference to similar projects in the city, the Commission opines to review it in conjunction with the surrounding facilities, therefore, 3D views of the site shall be superimposed with the existing context of the surroundings including road networks, structures around the site, for better understanding of the proposal in the actual environment to make it clearer.

b) The Commission observed that the proposal lacks consolidated green spaces since the density of the plot is very high (approximately 900 per hectare) thus, the users would need ample open spaces as common areas especially for the elderly, children etc. Thus, it is suggested to relook at the design to carve out maximum common areas. The same can be achieved by removing the dwelling units at the ground and first floor from the vertical arms and providing a large consolidated green area. The remaining dwelling units can be adjusted on the upper floors.

c) The main access to the EWS blocks shall be such designed that they are accessible from the Southern and Eastern outer periphery of the site enabling the consolidated green to remain free from vehicular movement thus making it pedestrian-friendly.

d) Only elevations have been provided for the main EWS unit blocks, but the sections are missing. An appropriate number of sections through end to end of the proposed scheme be submitted for better understanding of the overall scheme clearly showing the architectural elements, sun shading mechanisms, plumbing details etc. Also, the skin sections (in detail) shall be submitted to understand the elevation of the façade with materials.

e) The design seems to be laden with long corridors which do not provide enough spaces for escape/exit in case of fire, social problems like safety and security especially for females thus openings provided at regular intervals would provide relief to the users. The development is very dense should have enough open and exit spaces connected to the outdoors for maintaining the quality of life. The provision of appropriate exits/openings at regular intervals is highly recommended by the Commission to improve the quality of life of the users.  This can be achieved by making appropriate provisions for widening the lobby at the ground floor (by removing 2 dwelling units) to make the entry wide and welcoming. The same is to be replicated on the upper floors where it can be open to sky terrace to induce open spaces for the users.

f) As the length of the corridors is long, considering the safety, security and economical conditions of the residents especially the females, it is advised to increase the width of the same substantially to provide/cater for the appropriate light and ventilation also.

g) It is suggested to stagger the entry of the dwelling unit in such a way that the main entrance to the individual units does not face each other.

h) The bathroom, WC and the kitchen of the DU’s do not have a provision of the shaft, the plumbing pipes could be visible on the façade which would mar the aesthetics. Shafts shall be designed at this stage itself to avoid future distortions in the elevation. The plumbing arrangement and screening mechanism for the pipes etc. on the facade need to be indicated on appropriate plans.

i) The site seems to be vehicle oriented rather than pedestrian-friendly. Considering the dense occupancy in the proposal, it needs to be designed taking into consideration the convenience of the pedestrians/residents.

j) All of the stilt areas has been utilised for accommodating the requisite parking requirements of the proposal. Considering the lack of public spaces for the residents/users. It is suggested to adjust the requisite parking requirements either by creating provisions for a basement or on the western edge of the plot where it can be used be provided as basement parking/podium on the lower floors and community hall on the upper floors. This would ensure that the site achieves maximum open spaces and the circulation is reduced to the minimum thus reducing the heat island effect.  

k) The pedestrian and vehicular circulation in the site is not shown properly. A combined mobility plan showing seamless, conflict-free pedestrian and vehicular movement plans from outside to be submitted, to understand the movement pattern within the site better. It shall be indicated clearly with clear segregation of pedestrian and vehicular movement.

l) The provision of air-conditioning units on the façade is not given in the proposal (drawings/3d views). The air-conditioners could be an eye-sore to the building façade. To avoid the same, the provision shall be made to accommodate the outdoor units, so as not to mar the aesthetics. The Provision of air-conditioning shall be embedded in the design at this stage itself as there could be the possibility of AC units coming up at later stages.

m) Appropriate provisions shall be made to screen the balconies for drying clothes. Innovative architectural features and materials shall screen dish antennas in the balconies so as not to mar the aesthetics.

n) It was observed that a Community hall has also been proposed but, necessary drawings (plans/elevations/sections/3D views etc.) are missing, the same shall be provided for the consideration of the Commission.

o) The design of the gate and the boundary wall would have a bearing on the overall aesthetics of the complex, thus a detailed section complete in all respect shall be provided including gate/grill detail, material applications etc.

p) ESS and STP provided shall be appropriately screened using appropriate architectural mechanisms so as not to remain visible, and mar the aesthetics of the complex.

q) Landscape details are missing/ incomplete for the proposal. They shall be submitted in the respective drawings, shall indicate the details of the trees planted, existing trees, levels, types of species on an appropriate scale, (in terms of the point nos. Six of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

r) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

s) All plumbing pipes, service equipment, water tanks, solar panels etc. shall be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

3. Overall, the design scheme submitted by the architect is not comprehensible i.e., they are not self-explanatory. The proposal submitted for the consideration of the Commission needs to be complete and comprehensive. In absence of sufficient information provided by the architect, the proposal could not be examined appropriately by the Commission.

4. The architect is advised to revise the submission adhering to all the above observations given by the Commission and submit a complete revised submission (with complete drawings/documentation etc.) for the consideration of the Commission and furnish a pointwise incorporation/reply.

2. The Commission did not accept the concept of the building plan proposal at its meeting held on December 09, 2021, specific observations were given.

3. The revised building plan proposal received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-29102127083 dated 14.12.2021. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

The revised building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-29092155045 dated 06.10.2021. Based on the replies submitted and the revised submission made, the following observations are to be complied with: 

a) The air-conditioners could be an eye-sore to the building façade thereby spoiling the aesthetics of the facade it shall be ensured that the outdoor air conditioners and exposed plumbing pipes, if any, are suitably screened so that they are not exposed on the outer façade and mar the aesthetics.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
