C. PROJECT PROPOSALS:

1Building plans proposal for addition/alteration in respect of Chinmaya Vidyalaya Senior Secondary School at Vasant Vihar.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission accepted the conceptual plan proposal for additions/alterations at its meeting held on March 16, 1998. And, currently, the conceptual proposal for additions/alterations was accepted in the meeting of the Commission held on January 06, 2022, specific observations were given.

3. The revised proposal for additions/alterations (addition of a new block comprising of a basement (part for storerooms & part for parking), G+ three floors) received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarification to the queries of the Commission related to the creation of provisions for air-conditioners in the classrooms, detailing of GRC Jaali on the façade etc. Based on the discussion held and submission made, the following observations are to be complied with:

a) Ramp provided shall ensure to be as per applicable norms/regulations/guidelines.

b) All service equipment including solar panels, airconditioner units, DG Set its exhaust pipes, if any, should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

2Layout and Building plan proposal in respect of Residential Accommodation for faculty and staff (Phase-III) at Institute of Liver and Biliary Sciences (ILBS), D-1, Vasant Kunj.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the layout and the building plan proposal for the 100 bedded hospital building at its meeting held on December 26, 2001, and the revised proposal was approved in the meeting held on September 28, 2011. The NOC for completion was accepted in the meeting held on January 11, 2016.

3. The Commission accepted the layout and building plan proposal for residential accommodation for faculty and staff proposed in Phase-III at its meeting held on December 30, 2021, specific observations were given.

4. The layout and building plan proposal for residential accommodation for faculty and staff proposed in the Phase-III received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-11102155049 dated 20.10.2021. Based on the replies submitted and the submission made, the following observations are to be complied with:

a) The DG set and its exhaust pipes shall ensure to be screened appropriately using materials that do not mar the aesthetics of the area (including green cover).

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, DG set and its exhaust pipes, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

3Layout and building plan proposal for addition/alteration in respect of Vikram Nagar CGHS Ltd.  Plot no. 14, Sector-12, Dwarka.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on October 17, 1997. The proposal for additions/alterations was approved in the meeting held on March 20, 2019, specific observations were given. The Commission did not approve the revised proposal for additions/alterations in the Blocks for type-A, B, C and D (addition of a balcony, toilets, and extension of a basement) at its meeting held on November 03, 2021, specific observations were given.

3. The layout and building plan proposal for additions/alterations in the Blocks for type-A, B, C and D (addition of a balcony, toilets, and extension of a basement) received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarification to the queries of the Commission related to ongoing construction at the site, appropriate mechanisms to screen the outdoor air-conditioners etc. Based on the discussion held and submission made, the following observations are to be complied with:

a) The design proposal is for the additions/alterations and a lot of outdoor air- conditioners are visible on the façade of the existing superstructure. It was suggested to the architect to prepare and present a design scheme to screen all the outdoor air-conditioners so as not to spoil the visual, environmental, urban aesthetics of the area. But, an inadequate design scheme for the same was presented which was not accepted by the Commission.

b) It is again reiterated that the air-conditioners could be an eye-sore to the building façade. To avoid the same, provisions shall be made in the design to accommodate the outdoor units, at this stage, so as not to mar the aesthetics. A scheme needs to be submitted to show the placement, screening, and material of screening for the same in plans/elevations and 3d views.

c) All plumbing pipes, service equipment, DG set and its exhaust pipes, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

4. The architect is advised to adhere to all the above observations given by the Commission and furnish a pointwise incorporation & reply.

4Regularization Plans proposal in respect of WTPBE CGHS Ltd., plot no. 5, Sector-9, Dwarka. 

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on January 29, 1998, and the NOC was approved in the meeting held on March 11, 2002, specific observations were given.

3. The Commission did not approve the building plan proposal for regularisation of building plans at its meeting held on December 23, 2021, specific observations were given.

4. The revised proposal for regularisation of building plans received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-15122122046 dated 28.12.2021 and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarification to the queries of the Commission. Based on the revised submission, replies submitted, and discussion held, the following observation is to be complied with:

a) It was observed that in terms of one of earlier observations of the Commission communicated vide DUAC observation letter no. DUAC observation letter no: OL- OL-15122122046 dated 28.12.2021 indicated at sr. no. 4(a) & 5 inadequate compliance for this has been given.

5. The Commission again reiterated to remove the covering of all the balconies with temporary materials and restore the residential building to the position as indicated in the 3D views (submitted with the scheme for the regularisation) to enable the Commission to examine & make comments taking into consideration the overall aesthetic and visual quality of the complex, and adhere to all the above observations given by the Commission along with pointwise incorporation & reply.

5Building plans proposal for  addition/alteration in respect of Nehru CGHS Ltd. Plot no.16, Sector-7, Dwarka

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on July 17, 1998, and the NOC for completion plan proposal was approved in the meeting held on May 26, 2005. The Commission did not approve the building plan proposal for additions/alterations at its meeting held on December 09, 2021, specific observations were given.

3. The revised building plan proposal for additions/alterations (expansion of the kitchen, store area and balcony area in various dwelling units, construction of a public toilet) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-06122122044 dated 14.12.2021. Based on the replies submitted and revised submission made, the following observations are to be complied with:

a) It was observed that in terms of the earlier observations of the Commission communicated vide DUAC observations letter no: OL-06122122044 dated 14.12.2021 inadequate compliances for this has been given.

b) The Commission observed that not addressing parking requirements for the site would spoil the visual, environmental, urban aesthetics of the area. Accordingly, it is suggested to provide alternate solutions to accommodate requisite parking requirements (existing + proposed) and shown clearly on the relevant plans with the bifurcation of the two.

4. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

6Building plans proposal for additions/alterations in respect of Green Fields Primary School (A/2 block) at Safdarjung enclave.

1. The proposal was forwarded directly by the architect (online) at the conceptual stage for consideration by the Commission.

2. The Commission did not accept the concept of the addition/alterations (addition of one new block (G+3), and a third floor above on existing second floor) at its meeting held on July 16, 2021, specific observations were given.

3. The revised building plan proposal for addition/alterations (addition of a third floor above on an existing second floor) received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-06072127053 dated 20.07.2021, and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarification to the queries of the Commission related to the parking provisions, provision of air conditioners along with its screening etc. Based on the revised submission, replies submitted, and discussion held, the following observation is to be complied with:

a) The Commission observed that the proposed parking area takes up an immense green space. To carve out optimum green/open spaces for the users, it was accordingly, suggested to consolidate the requisite parking by exploring the options of double-stack parking/puzzle parking at the rear.

b) The staircase proposed in the existing block has blocked the direct light and ventilation of the classrooms, it shall be such designed/incorporated to allow direct light & ventilation.

c) It is understood that most of the classrooms may not be air-conditioned, but preplanning can be done for potential additions in future. Air-conditioners/outdoor units could be an eye-sore to the building façade. To avoid the same, the provision shall be made in the design to accommodate the outdoor units, at this stage, so as not to mar the aesthetics. A scheme needs to be submitted to show the placement, screening, and material of screening for the same in plans/elevations and 3d views.

d) With the addition of one more floor (third floor), the total height of the building would be increased. Considering universal accessibility provisions for the users, it is suggested to make provisions for an appropriate number of lifts.

e) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

f) All plumbing pipes, DG Set (including its exhaust pipes), service equipment, solar panels, water tanks etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

4. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

7Building plans proposal in respect of Operational Building for East Coast Railway at Lodhi Colony.

1. The proposal was forwarded directly by the architect (online) at the conceptual stage for consideration by the Commission.

D. ADDITIONAL DETAILS:

1Building plan proposal for additions/alterations in respect of Kushagra Nursery School on plot no-2, OCF, B-11, Vasant Kunj, New Delhi.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on July 19, 2005.

3. The building plan proposal for additions/alterations (addition of two more floors (second & third floor) above) received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The Commission observed that a lift provision has been made from the ground floor onwards, but the access has been provided from the side set back outside the building block on the ground floor, which needs to be relooked at. Entry shall ensure to be from inside the building for the safety and convenience of the users and ensuring universal accessibility throughout. Also, the size of the lift may be increased for better usability.

b) It is understood that most of the classrooms may not be air-conditioned, but preplanning can be done for potential additions in future. Air-conditioners/outdoor units could be an eye-sore to the building façade. To avoid the same, the provision shall be made in the design to accommodate the outdoor units, at this stage, so as not to mar the aesthetics.
