C. PROJECT PROPOSALS:

Revised Layout and Building plan proposal for addition/alterations in respect of Daulat Ram College at Delhi University Enclave.

1. The proposal was forwarded by the North-DMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal (multipurpose hall G+01) at its meeting held on June 01, 1990.

3. The building plan proposal for additions/alterations was received (online) at the formal stage and a detailed discussion was held with the architect on Cisco WebEx Meetings, wherein the architect provided clarifications to the queries of the members of the Commission. Based on the detailed discussion held and the submission  made, the following observations are to be complied with:

a) All requisite parking requirements shall adhere to the applicable norms/regulations/guidelines etc.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All outdoor air conditioner units, plumbing pipes, service equipment, solar panels, water tanks etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

Building Plans (Demolition & Reconstruction) proposal in respect of Residential building 4270, Gali no. 03, Ansari Road Darya Ganj.

1. The proposal was forwarded by the South-DMC (online) for consideration by the Commission.

2. The building plan proposal for demolition and reconstruction received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect on Cisco WebEx Meetings, wherein the architect provided clarifications to the queries of the members of the Commission. Based on the detailed discussion held and the submission  made, the following observations are to be complied with:

a) The Commission observed that the proposal is located at a prominent area (Old Delhi) and cannot be studied in isolation i.e. it needs to be reviewed in conjunction with the surrounding facilities, therefore, 3D views of the site shall be superimposed with the existing context of the surroundings including road networks, structures around the site, for better understanding of the proposal in the actual environment to make it clearer.

b) The Commission observed that the building proposal is situated in the Old Delhi (Darya Ganj area) the façade of the building looks very contemporary and is not contextual to the surroundings i.e. does not match the heritage character of Old Delhi. Thus, the Commission suggested that elevation needs to be redesigned with better architectural features, elements, form, materials etc. by exploring the possibility of using natural materials similar to the character of Old Delhi (like exposed bricks, sandstone etc.).

c) All requisite parking requirements shall adhere to the applicable norms/regulations/guidelines etc.

d) It is suggested to house the Plumbing pipes in a shaft appropriately for better efficiency, economics, maintenance etc.

e) Outdoor air conditioning units could be an eye-sore to the building façade. Appropriate provisions with screening mechanisms shall be ensured so as not to mar the aesthetics. Outdoor air-conditioning units shown on the terrace adjacent to the water tanks shall be placed to ensure an appropriate gap (space) for better maintenance etc.

f) All service equipment, water tanks, solar panels, plumbing pipes etc. at the terrace should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

3. The architect is advised to adhere to all the above observations given by the Commission and resubmit the design proposal at the conceptual stage first along with pointwise incorporation & reply.

Building plans proposal in respect of Redevelopment of Kothi No. 06, Rajaji Marg.

1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.

2. The Commission did not approve the building plan proposal at its meeting held on October 14, 2021, specific observations were given.

3. The revised building plan proposal for redevelopment received (online) at the formal stage was scrutinised along with the observations of the Commission communicated vide DUAC observation letter no: OL-08102162014 dated 20.10.2021. Based on the revised submission, the proposal was found to be acceptable.

4Regularisation of British School at Chanakyapuri.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on September 30, 1994, and the NOC from completion was accepted in the meeting held on June 13, 2000. Later, the proposal for additions/alterations was approved in the meeting held on September 14, 2011, and the NOC for completion was accepted in the meeting held on January 18, 2017. The Commission did not accept the proposal for regularisation at its meeting held on September 02, 2021, specific observations were given.

3. The building plan proposal for regularisation and completion (for additional construction done, four book-shops, office, toilets etc. on the upper basement, two store rooms on 4th floor, canopy on the ground floor, toilet under Swachh Bharat  etc.) received (online) was scrutinised and the following observation is made:

a) The Commission observed that the case is for regularisation and Completion. Performa ‘C’ for “observations/suggestions, if any of the sanctioning authority while forwarding the matter to Delhi Urban Art Commission” and comments from the concerned local body i.e. NDMC were found to be missing in the submission.  However, Commission examined the proposal purely on the aesthetic aspects and found it to be acceptable.

b) The Concerned local body i.e. NDMC shall ensure adherence to the applicable rules/regulations/guidelines in the matter of regularisation/completion.

Completion plans proposal in respect of Servant Quarters of Naval Attaché, Royal Thai Embassy at Chanakyapuri.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal for additions/alterations in the Royal Thai Embassy at its meeting held on July 11, 2012, and the NOC was accepted in the meeting of the Commission held on October 17, 2018. The building plan proposal for servant quarters was approved in the meeting held on March 16, 2021, and the NOC for the completion plan was not accepted in the meeting held on January 06, 2022, specific observations were given.

3. The revised building plan proposal for NOC for completion for servant quarters received (online) at the completion stage was scrutinised along with the replies submitted. Based on the replies submitted and the submission made the proposal for NOC for completion was accepted.

Building plans proposal in respect of Operational Building for East Coast Railway at Lodhi Colony. (Conceptual stage).

1. The proposal was forwarded directly by the architect (online) at the conceptual stage for consideration by the Commission.

2. The building plan proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The Commission observed that the proposal cannot be studied in isolation i.e. it needs to be reviewed in conjunction with the surrounding facilities, therefore, 3D views of the site shall be superimposed with the existing context of the surroundings including road networks, structures around the site, for better understanding of the proposal in the actual environment to make it clearer. The context of the Railway track and properties nearby are required for a clearer understanding.

b) The layout shows surface parking (approximately 30 ECS) due to which the area for open green has been reduced. It is suggested by the Commission, if possible, to accommodate maximum parking in the stilt, so that the area is opened up for landscaped green surfaces.

c) The elevation shows a sunshade and a band running around which makes the elevation look cluttered. It is advised to simplify the elements in the façade. Also, the elements are not reflected in the layout drawing thus they need to be revised and submitted again.

d) The submitted sections are not detailed enough and shall be suitably revised with appropriate architectural details including doors/windows etc. and other architectural features to make the building details clearer.

e) Air-conditioners/ outdoor units could be an eye-sore to the building façade. To avoid the same, the provision shall be made in the design to accommodate the air-conditioners/ outdoor units in the design, at this stage, so as not to mar the urban aesthetics of the facade. Therefore, a scheme needs to be submitted to show the placement, screening and material of screening for the same in plans/elevations and 3d views.

f) The plumbing shaft for the toilets is not visible in the toilet layouts. It needs to be clearly marked in the respective layout along with the screening mechanisms for the pipes.

g) The design of the gate and the boundary wall would have a bearing on the overall aesthetics of the complex, the same needs to be detailed for gate/grill detail/material applications coordinated with plans/elevations/sections/3D views etc.

3. The architect is advised to adhere to all the above observations given by the Commission and resubmit the design proposal along with pointwise incorporation & reply.
