C. PROJECT PROPOSALS:

Layout and Building plan proposal in respect of Redevelopment of Residential Colony for AIIMS at Ayur Vigyan Nagar.

1. The proposal was forwarded by the South-DMC (online) for consideration by the Commission.

2. The Commission accepted the concept of the layout and building plan proposal at its meeting held on September 30, 2021, specific observations were given.

3. The layout and building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-28092127068 dated 06.10.2021, the following observations are to be complied with:

a) It is suggested to make provisions for the skylight in the central oval green area for natural light and ventilation in the first basement.

b) The Commission observed that the design of the gate and the boundary wall would also have a bearing on the overall aesthetics of the complex, accordingly the same shall ensure to be in harmony with the overall architectural vocabulary of the building design including gate/grill detail, material applications etc.

c) Appropriate provisions for screening shall be ensured in the toilets provided under Swachh Bharat Mission (SBM) for privacy etc.

d) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, outdoor air-conditioner units, DG set and its exhaust pipes, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

2Building plans proposal for additions/alterations in respect of Green Fields Primary School (A/2 block) at Safdarjung Enclave.

1. The proposal was forwarded by the South-DMC (online) for consideration by the Commission.

2. The Commission did not accept the concept of the addition/alterations at its meeting held on January 20, 2022, specific observations were given.

3. The revised building plan proposal for addition/alterations (addition of a lift & lobby from ground to the third floor, third floor above on an existing second floor) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-15012227005 dated 25.01.2022.  Based on the revised submission, and replies submitted, the following observation is to be complied with:

a) The building plan proposal is for the additions/alterations to the existing building. It is suggested that the new construction should be in harmony with the old building in terms of the elevation/façade/material/specifications etc. so as not to mar the aesthetics. Also, to mitigate the visual inconsistency between the old and new construction/additions, it is suggested to plan for an overall revamp scheme of the whole façade for better visual and aesthetics.

b) The Commission observed while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This formal approval concerns the proposal for additions/alterations only.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, outdoor air-conditioner units, DG set and its exhaust pipes, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

Layout and Building plan proposal in respect of EWS Housing at Dev Nagar, Karol Bagh for Delhi Urban Shelter Improvement Board (DUSIB). (Conceptual Stage)

1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The Commission did not accept the concept of the layout and building plans proposal at its meeting held on December 23, 2021, specific observations were given.

3. The layout and building plan proposal received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-20122127088, 27(88)/2021-DUAC dated 29.12.2021. Based on the revised submission made and the replies submitted, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, outdoor air-conditioner units, DG set and its exhaust pipes, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

4Building plans proposal in respect of Motel building on land bearing Khasra no. 38/17, 38/23/2, 38/24/1, 38/24/2, 38/25/1, 40/4/1, 40/4/2, 40/5/1, 40/6/1/2 at village Samalkha. (Conceptual Stage)

1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The building plan proposal received (online) at the conceptual stage was scrutinised and the following observations are to be complied with:

a) The extensive use of glass on the building façade to be rationalised and energy-efficient glass shall be used. It shall be ensured that the glazing is designed keeping in mind the climatic considerations and orientation of the building to ensure protection from harsh weather conditions, heat gain etc.

b) Appropriate provisions for screening shall be ensured in the toilets provided under Swachh Bharat Mission (SBM) for privacy etc.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

5Building plans proposal for Addition/Alteration in respect of Kushagra Nursery School at Plot No.02, OCF, B-11, Vasant Kunj. (Conceptual Stage)

1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on July 19, 2005. The Commission did not approve the proposal for additions/alterations at its meeting held on January 20, 2022, specific observations were given.

3. The building plan proposal for additions/alterations (addition of two more floors (second & third floor) above, fire staircase from ground to the third floor, lift & a lobby from ground to the third floor, physically handicapped toilet on GF, staff (G) toilet on FF, canopy in the side set back on GF etc.) received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-19012255003, dated 25.01.2022. Based on the revised submission made and the replies submitted, the following observations are to be complied with:

a) The guard room is obstructing the entry to the school building, the entry shall be designed to have hindrance free entry to the school premises.

b) The Commission observed while considering the case for additions/alterations it did not consider and cover the existing built construction at the site.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, outdoor air-conditioner units, DG set and its exhaust pipes, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

6Building plans proposal for addition/alterations in respect of Motel building on Khasra no.51/1 min, 51/10 min, 51/26 min, 51/6 min situated at village Bakoli. (Conceptual Stage)

1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The Commission did not approve the building plan proposal for additions/alterations at its meeting held on December 09, 2021, specific observations were given.

3. The revised building plan proposal for additions/alterations (independent banquet/convention facility, addition of rooms on the second floor, third and fourth floors for commercial/office space, double-stack parking in the side set-back, toilet under Swachh Bharat mission with ATM facility etc.) received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-06122123037 dated 14.12.2021. Based on the revised submission made and the replies submitted, the following observations are to be complied with:

a) The Commission observed that the design proposal is being considered for the third time. On two previous occasion a lot of observations were communicated in writing and a discussion was also held, but, the Commission did not see much improvement in the quality of design submission which is not appreciated.

b) The Commission did not appreciate the overall elevation of the design scheme. The entire elevation is suggested to be relooked to enhance the scale and grandness of the building with appropriate architectural elements.  Elevation needs to be redesigned with better architectural features/elements to add interest to the building façade. Overall aesthetics to be improved. It shall be submitted with proper detailing (including 3D views).The quality of the 3d views is not appreciated these shall be enhanced with better visuals.

c) It is suggested that the new construction should be in harmony with the old building in terms of the elevation/façade/material/specifications etc. so as not to mar the aesthetics. Also, to mitigate the visual inconsistency between the old and new construction/additions, it is suggested to plan for an overall revamp scheme of the whole façade for better visual and aesthetics.

d) Inconsistencies have been observed in the overall design scheme submitted, double stack parking proposed  at the rear not reflected in any of the drawings including sections, 3d views etc. Similarly, the slopping roof provided above the banquet hall in not reflected in the elevations/sections etc. All the drawings (including elevations/sections/3D views etc.) shall be well coordinated with each other and resubmitted for the review of the Commission.

e) Also, the quality of elevations and sections provided is not appreciated, they are very basic and incomplete sections have been provided for the examination of the Commission. The section clearly showing the architectural elements, sun shading mechanisms, plumbing details etc. Sections AA and BB have very basic mistakes and are incomplete (slopping roof is missing, section through ramp is not coordinated with the plans etc.). It shall be revised and coordinated drawings shall be submitted.

f) Also, an appropriate number of uncut photographs of the existing structure including interior areas, basement etc. shall be submitted to understand the existing site situation better and the overall design scheme holistically.

4. The architect is advised to revise the submission adhering to all the above observations given by the Commission and furnish a pointwise incorporation & reply.

Building plans proposal for Additions/Alterations in respect of Senior Secondary School for Sanatan Dharam Adarsh Sikshan Sansthan at Mayur Vihar, Phase-I. (Conceptual Stage)

1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The proposal was deferred.

Part completion plan proposal in respect of Hostel Building for Working Women at INA opposite Vikas Sadan. (Conceptual Stage)

1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on May 17, 1996, and approved the proposal for additions/alterations at its meeting held on January 3, 2014. The Commission did not approve the NOC (part) for completion plan proposal at its meeting held on August 05, 2021, specific observations were given.

3. The revised completion plan proposal (Part completion) for the additions/alterations made on the second & third floor received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-04082158018 dated 10.08.2021. Based on the revised submission and the replies submitted following observations are to be complied with:

a) The provision created by the Commission to consider design schemes (for the proposals where construction is yet to be initiated) at the Conceptual stage to facilitate the architect/proponent to discuss/share the design proposal at the inception stage and get feedback/inputs from the Commission and duly incorporate them in the design at elementary stages before they are routed through the concerned local bodies at the formal stage for consideration of the Commission.

b) Besides others, the Commission also considers the proposal based on the certification related to building bye-laws etc. furnished by the concerned local body. However, in this case the building has already been constructed at the site and the proposal is for NOC for completion (part). The Commission opines not to consider such proposal (at conceptual stage) where constructions has already been completed at site and decided to return the proposal to the concerned architect without consideration of the Commission.

Part completion plan proposal in respect of Senior Secondary School building (for DTEA) at Mayur Vihar Phase-III. (Conceptual Stage)

1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on January 23, 2015. The proposal for NOC for completion (Part) was not accepted in the meeting of the Commission held in the meeting held on April 22, 2021, specific observations were given.

3. The Completion plan proposal (part) for NOC received (online) at the conceptual stage was scrutinised along with the replies given by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-16042159001 dated 27.04.2021. Based on the replies submitted and the revised submission made, the  following observations are to be complied with:

a) The provision created by the Commission to consider design schemes (for the proposals where construction is yet to be initiated) at the Conceptual stage to facilitate the architect/proponent to discuss/share the design proposal at the inception stage and get feedback/inputs from the Commission and duly incorporate them in the design at elementary stages before they are routed through the concerned local bodies at the formal stage for consideration of the Commission.

b) Besides others, the Commission also considers the proposal based on the certification related to building bye-laws etc. furnished by the concerned local body. However, in this case the building has already been constructed at the site and the proposal is for NOC for completion (part). 1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The Commission approved the building plan proposal for additions/alterations (New Block) at its meeting held on October 26, 2016.

3. The completion plan proposal (Part) for New Block received (online) at the conceptual stage was scrutinised along with the list of deviations (from formal approval) received with the conceptual submission, the following observations are to be complied with:

a) The provision created by the Commission to consider design schemes (for the proposals where construction is yet to be initiated) at the Conceptual stage to facilitate the architect/proponent to discuss/share the design proposal at the inception stage and get feedback/inputs from the Commission and duly incorporate them in the design at elementary stages before they are routed through the concerned local bodies at the formal stage for consideration of the Commission.

b) Besides others, the Commission also considers the proposal based on the certification related to building bye-laws etc. furnished by the concerned local body. However, in this case the building has already been constructed at the site and the proposal is for NOC for completion (part). The Commission opines not to consider such proposal (at conceptual stage) where constructions has already been completed at site and decided to return the proposal to the concerned architect without consideration of the Commission.
