Revised Layout and Building Plans for Addition/Alteration in respect of Farmer’s CGHS Society at Plot No. 08, Sector-13 Rohini.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on March 20, 1985. No record of the NOC for Completion taken was found in the available record of the Commission.

3. The revised layout and building plans for addition/alterations  received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The 3d views submitted by the architect are from a far distance and do not clearly show the design scheme properly for the additions/alterations. A sufficient number of self-explanatory, annotated 3D views from various angles, clearly showing the design scheme with proper annotations should be submitted for a better understanding of the proposal. Also, the 3D layout and the parking layout plan do not correlate with each other thereby giving an unrealistic picture of the site, the same should be revised and correlated drawings be submitted.

b) The Commission has taken a note of the covering of almost all the balconies with temporary materials evident in the site pictures submitted by the architect, for consideration of the Commission, which should be removed and alternative options should be explored to address the issue in the revised scheme.

c) Also, the existing photographs indicate the outdoor air-conditioners all over the façade. It was suggested to prepare a scheme to make provisions for screening of the outdoor air conditioners in terms of point no. 11 (related to Method of Concealing Air Conditioning Equipments) of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in. in the proposed scheme for additions/alterations so as not to mar the aesthetics.

d) Discrepancies have been observed in the brief project report and the parking statement submitted in the parking plan, the same should be corrected and resubmitted in terms of point no. 18 (related to parking) of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

e) Overall, the drawings/design scheme submitted by the architect is not comprehensible i.e. they are not self-explanatory. Since the scheme is for additions/alterations it should be ensured that the changes made are marked (maybe in different colours) so that they can be identified/understood easily and commented upon. As of now, due to a lack of clarity of understanding, the scheme could not be appreciated by the Commission.

4. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

Building plan proposal for addition/alterations in respect of School Building for M/s Gyan Mandir Society at Josip Broz Tito Road, Mool Chand, Sadiq Nagar.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal (without basement) at its meeting held on December 15, 2006, and the NOC for Completion plan proposal (without basement) was accepted in the meeting held on May 02, 2012. The concept for the building plan proposal for additions/alterations (addition of 4th floor) was accepted in the meeting of the Commission held on April 22, 2021, very specific observations were given.

3. The revised building plan proposal for additions/alterations (addition of 4th floor) received (online) at the formal stage was scrutinised along with the previous observations of the Commissions (on the concept of the design proposal) communicated vide DUAC observations letter no: OL-08042127031 dated 27.04.2021, the following observations are to be complied with:

a) The Commission observed that no compliances on the observations of the Commission (during its conceptual stage) communicated vide DUAC observations letter no: OL-08042127031 dated 27.04.2021 have been given in the revised building plan proposal submitted at the formal stage for its consideration, which is not appreciated by the Commission.

b) The Commission is again reiterated that:

i) All external outdoor AC units, plumbing pipes, electrical conduits etc. clearly visible on the external façade spoiling the aesthetics of the façade shall be screened appropriately using architectural mechanisms.

ii) The Commission observed that with the addition of one more floor (4th floor) above the overall height of the building has been increased, for the convenience of the users (students/teachers etc.), thus lifts of appropriate sizes and numbers shall be added to the structure in accordance with the relevant guidelines/norms/statutory provisions in this regard. The addition of lifts may have a bearing on the visual, aesthetics of the elevational façade which may be reviewed in the subsequent submission.

iii) The fire staircase provided at the rear is standing out, it shall be such incorporated in the design and screened using exiting architectural design, elements etc. so as merge with it.

iv) The parking plan does not seem to be functional including the turning radius of the vehicular movement, the same shall be relooked at and reviewed in terms of point no. 18 (related to parking) of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in. Also, The Parking arrangements shall be as per applicable norms/guidelines/regulations etc.

v) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

vi) All service equipment including solar panels, plumbing pipes, outdoor air-conditioner units, DG Set its exhaust pipes, if any, should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval)) available on the DUAC website at www.duac.org.in.

4. The architect is again advised to revise the submission adhering to all the above observations given by the Commission and furnish pointwise incorporation & reply.

Building plan proposal in respect of Residential building at 49/6 Rajpur Road (Now Known as Bhiku Ram Jain Marg) Civil Lines, Delhi.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The building plan proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All service equipment including solar panels, plumbing pipes, outdoor air-conditioner units, DG Set its exhaust pipes, if any, should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval)) available on the DUAC website at www.duac.org.in.

Building plan proposal for additions/alterations in respect of plot no: 1889, 1890-1892 situated at Haveli Jugal Kishore main Bazar, Chandni Chowk, Delhi.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The Commission did not approve the building plan proposal at its meeting held on January 27, 2022, specific observations were given.

3. The building plan proposal received (online) at the formal stage was scrutinised and the following observation is to be complied with:

a) All service equipment including solar panels, plumbing pipes, outdoor air-conditioner units, if any, should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval)) available on the DUAC website at www.duac.org.in.

Completion plan proposal in respect of Cinema Cum Commercial at Kalkaji, District Centre, Nehru Place (Known as Paras Cinema).

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on July 29, 2009, and the scheme for additions/alterations were approved in the meeting of the Commission held on October 05, 2016. The proposal for NOC for Completion was not accepted by the Commission at its meeting held on December 30, 2021, specific observations were given.

3. The revised proposal for NOC for completion was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-28122158030 dated 05.01.2022 and found acceptable.

Building plans proposal for Addition/Alterations in respect of Motel building on Khasra No. 51/1 min, 51/10 min, 51/26 min, 51/6 min situated at village Bakoli.

2. The building plan proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) Mechanical (double stack parking) arrangements have been shown in all three basements to achieve the requisite car parking requirements. The architect/proponent should ensure its actual execution at the site and the same would be examined at the time of receiving the proposal for NOC at the completion stage.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All service equipment including solar panels, plumbing pipes, outdoor air-conditioner units, DG Set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval)) available on the DUAC website at www.duac.org.in.
