C. PROJECT PROPOSALS:

Building plans proposal in respect of plot no. 2138-39 Old 1685-86 New Ward no. XI situated at Kucha Dakhni Rai, Daryaganj.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The building plan proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a. The Commission observed that the building proposal is situated in Old Delhi (Darya Ganj area) the colour scheme proposed for the façade appears to be not contextual to the surroundings i.e. does not match the heritage character of Old Delhi. Thus, the Commission suggested that the colour scheme for the façade needs to be revised by exploring the possibility of using colours similar to the character of Old Delhi (predominantly dholpur, beige, terracotta, mud, exposed sandstone, bricks etc.). White shade or Monochrome colour can also be explored by using one of these colours. Textured or long lasting exterior grade paints shall be explored along with three alternative options for the façade and presented through revised 3D views for the consideration of the Commission.

b. No photograph of the site has been given to understand the existing site condition better – the photos provided have been primarily context of surrounding area. An appropriate number of photographs of the vacant site should be given.

c. All the drawings have been submitted without a ‘North Point’. All drawings must carry a ‘North Point’ to understand the orientation of the building better.

d. Stilt plan has been submitted without presenting the numbers of cars, their movement etc. the same should be corrected and resubmitted.

e. The Solar panels etc. should be as per applicable norms/regulations/guidelines etc. and should be screened appropriately so as not to mar the aesthetics.

f. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

g. All service equipment, solar panels, water tanks, outdoor air-conditioning units, plumbing pipes etc. should be camouflaged appropriately in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

3. The architect is advised to adhere to all the above observations given by the Commission and submit three alternative options for the façade at the conceptual stage first along with pointwise incorporation & reply.

Building plan proposal for Addition/Alterations in respect of School Building for M/s Gyan Mandir Society at Josip Broz Tito Road, Mool Chand, Sadiq Nagar.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal (without basement) at its meeting held on December 15, 2006, and the NOC for Completion plan proposal (without basement) was accepted in the meeting held on May 02, 2012. The Commission did not approve the building plan proposal for additions/alterations (addition of 4th floor) at its meeting held on March 10, 2022, specific observations were given.

3. The revised building plan proposal for additions/alterations (addition of 4th floor, a lift, lift lobby and a fire escape staircase) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commissions communicated vide DUAC observations letter no: OL-04032255010 dated 16.03.2022. Based on the replies submitted and the submission made the following observations are to be complied with:

a. All requisite parking requirements of the proposal should adhere to the applicable norms/regulations/guidelines etc.

b. The provisions of the lift should adhere to the applicable norms/regulations/guidelines etc.

c. The building plan proposal is for the additions/alterations to the existing building. From the photographs submitted by the architect, it is observed that a lot of exposed outdoor air conditioners, exposed plumbing pipes etc. are spoiling the facade of the superstructure. It is suggested that an overall revamp scheme of the whole façade should be envisaged for better visual & aesthetics and to avoid mitigating the visual inconsistency between the old and new construction/additions.

d. The Commission observed while considering the case for additions/alterations, it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

e. The proposal has been submitted for the addition of the 4th floor above the existing superstructure. A lot of live/dead load is being added to the existing building. The structure shall be designed so that it can withstand weather effects, impacts from calamities like earthquakes etc. and can withstand the additional load.

f. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

g. All service equipment, solar panels, water tanks, outdoor air-conditioning units, plumbing pipes etc. should be camouflaged appropriately in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Building plans proposal in respect of plot no. 89, Khasra No. 216/137-139, ward no. XI, Ansari Road, Daryaganj.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission did not approve the building plan proposal at its meeting held on December 30, 2021, specific observations were given.

3. The revised building plan proposal for demolition of an existing building and reconstruction of a new proposed building (B+S+G+03 floors) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-23122155060 dated 05.01.2022. Based on the revised submission made, the following observations are to be complied with:

a. All requisite parking requirements of the proposal should adhere to the applicable norms/regulations/guidelines etc.

b. The Solar panels etc. should be as per applicable norms/regulations/guidelines etc. and should be screened appropriately so as not to mar the aesthetics.

c. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d. All service equipment, solar panels, water tanks, outdoor air-conditioning units, plumbing pipes etc. should be camouflaged appropriately in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in

Building plans proposal in respect of Proposed construction of Extension at Madhyanchal Bhawan, Plot No-12, IHC Pocket, Vasant Kunj, N Delhi.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on June 19, 2004. NOC for completion plan proposal was accepted in the meeting of the Commission held on March 09, 2011. The Commission did not approve the building plan proposal for an extension at Madhyanchal Bhawan at its meeting held on October 07, 2021. But the concept was accepted in the meeting held on November 25, 2021, specific observations were given.

3. The revised building plan proposal for an extension at Madhyanchal Bhawan received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-17112127078 dated 03.12.2021. Based on the revised submission made, the following observations are to be complied with: 

a. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b. All service equipment should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Building plans proposal in respect of Plot no. 2590-30 situated at Chaman Wara Phatak Habash Khan Ward No. III, Tilak Bazar, Khari Baoli.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The building plan proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a. The Commission observed that some of the rooms, kitchen, bathrooms etc. on the ground floor are not getting light and ventilation. Appropriate provisions should be made that every room/bath/kitchen etc. should get the light & ventilation as per applicable norms/regulations/guidelines etc.

b. The jharokhas/arch architectural features provided over the windows, from the first to third floor, appear obstructive to the overall opening area of the windows, thereby hindering the direct ventilation to the rooms. The jharokhas/arch over windows should be designed so that windows openings shall remain unhindered.

c. The architectural features provided over windows, from the first to third floor, should be replicated on the ground floor as well to maintain uniformity and harmony to the façade. The same shall be revised and resubmitted.

d. All requisite parking requirements of the proposal should adhere to the applicable norms/regulations/guidelines etc.

e. The Solar panels etc. should be as per applicable norms/regulations/guidelines etc. and should be screened appropriately so as not to mar the aesthetics. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

f. All service equipment, solar panels, water tanks, outdoor air-conditioning units, plumbing pipes etc. should be camouflaged appropriately in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

3. The architect is advised to adhere to all the above observations given by the Commission and submit pointwise incorporation & reply.

Completion plans proposal in respect of Sai Sports Hostel for Sports Authority of India at Jawaharlal Nehru Stadium Complex, East Gate, Lodhi Road.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The building plan proposal for the sports hostel was approved by the Commission at its meeting held on March 31, 2017, and specific observations were given.

3. The building plan proposal for NOC for Completion (G+3 floors) received (online) at the completion stage was scrutinised and the following observations are to be complied with:

a. The Commission observed that while considering and giving approval (formal approval) to the building proposal at its meeting held on March 31, 2017, the following observations were given:

“….Zoning for Public Art to be indicated in the drawings.

* No service equipments should be visible at terrace for which proper screening need to be done.

* There should be no hangouts on elevations.

* Hard top surfaces to be minimised and consolidated open green spaces to be increased……”

b. The photographs of the superstructure (under consideration) provided by the architect bear the date as September 24, 2020 (approx. 19 months old) and it is evident from the photographs provided that the work on-site is still in progress including the landscape work. The proposal for the completion plan shall be submitted once all the works including civil, landscape etc. is complete as per formal approval.

c. Existing site photographs submitted do not provide a clear understanding of the site, thus difficult to appreciate the work completed at the site. An appropriate nos. of updated (current date) site photographs should be provided to get in-depth clarity of the completed structure (including interior areas) to substantiate the completion of work at the site. They need to be resubmitted with proper uncut views from all sides.

d. The proposal is for NOC for completion, approval received from DUAC (at the formal stage) should be superimposed on the plans/elevations/sections etc., over actual built structure on the site, existing & proposed changes done, if any, in the design from the approval (by DUAC), to understand the extents of deviations, if any, made.

e. The proposal being at the Completion stage needs to provide an actual Artwork executed at the site (one of the observations while approving the proposal at the formal stage). The same shall be provided with an appropriate number of photographs of actual works of public art executed at the site.

4. In absence of sufficient information provided by the architect/proponent, the proposal could not be examined appropriately by the Commission.

5. The architect is advised to adhere to all the above observations given by the Commission and the proposal for NOC for completion plan approval should be submitted once all the works including civil, landscape etc. is complete at the site and furnish pointwise incorporation & reply.

Revised Building plans in respect of Commercial building on plot no. A, Adjoining block-H, Netaji Subhash Place, Wazirpur District Centre.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the building plan proposal (comprising 4B+G+31 floors) at its meeting held on March 04, 2020, specific observations were given.

3. The revised building plan proposal (for 2B+G+22 floors) received (online) at the formal stage was scrutinised and the following observations were given:

a. The Commission observed that the proposal cannot be studied in isolation i.e. it needs to be reviewed in conjunction with the surrounding facilities, therefore, 3D views of the site shall be superimposed with the existing context of the surroundings including road networks, structures around the site, for better understanding of the proposal in the actual environment to make it clearer. A sufficient number of Self-explanatory, annotated 3D views (including interior areas, birds' eyes, nighttime views etc.) at various angles, clearly showing the proposed design scheme with proper annotations and corresponding to proposal drawings be submitted for a better understanding of the scale, proportion, materials etc.

b. Only one section of the building proposal has been submitted. The project is submitted at the Formal stage and should submit detailed drawings of sections (longitudinal and cross-section across the site as well) and elevations.

c. Not all aspects and details of the glass façade at various points of the building could be understood. Additional skin sections (in detail) at various points should be submitted to understand the elevation of the façade with materials. An appropriate number of sections from end to end of the proposed scheme be submitted for a better understanding of the overall scheme clearly showing the architectural elements, sun shading mechanisms, plumbing details etc.

d. Glass has been used extensively on the façade. It is suggested to rationalise its use, provide the exact specification, and a proper understanding of its maintenance issues keeping in mind the climatic considerations and orientation of the building.

e. The Commission observed that provisions have been made for the restaurants on various floors, but their capacity has not been indicated on the plans. The capacity of the Restaurants/food courts etc. including its internal functional arrangements and potential impact visible externally, kitchen etc. (chimney ducts, exhausts etc.) should be shown to understand the scheme better.

f. A lot of waste (dry, wet) would be generated in the complex from office/dining/eating areas therefore, a detailed solid waste management plan to depict effective means of waste disposal along with their location shall be submitted.

g. Solar photovoltaic panels shall be suitably accommodated in the design so as not to mar the aesthetics and help to reduce the carbon footprint. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in. The screening for the same shall also be mentioned and marked clearly in the plans/3D views.

h. All water tanks, DG sets, DG exhaust pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

4. Considering the facts enumerated above, the architect is advised to adhere to the above observations of the Commission and furnish pointwise incorporation & reply.
