C. PROJECT PROPOSALS:

1Building plan proposal for Hostel Block in respect of Indira Gandhi Technical University for Women, Kashmere Gate.

1. The proposal was forwarded by the North-DMC (online) for consideration by the Commission.

2. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a. The Commission observed that the proposal is located at a prominent location in the city, but the quality of the submitted 3D views is not appreciated, they are very sketchy and do not correlate with the plans & elevations. The scale, proportion, materials etc. are not understood. They must be revised and submitted with clarity, enhanced visuals, and better viewing angles.  A sufficient number of Self-explanatory annotated 3D views (including bird-eye views of the whole site at various angles, and night views to understand the lighting better) clearly show the proposed design scheme with proper annotations and correspond to the design proposal for a better understanding and its judicious examination.

b. Considering its location, the proposal cannot be studied in isolation i.e. it needs to be reviewed in conjunction with the surrounding facilities. Therefore, 3D views of the site shall be superimposed with the existing context of the surroundings including road networks, and structures around the site, for a better understanding of the proposal in the actual environment to make it clearer.

c. The entire elevation is suggested to be relooked to enhance the scale and grandness of the building with appropriate architectural elements and redesigned with better architectural features/ elements to add interest to the building's façade. Overall aesthetics to be improved, architectural elements to be simplified.

d. The design proposal is primarily a hostel block with provisions for a 484-seating capacity auditorium thereby creating a public interface area. Annotated 3D views of the public interface areas (including drop-off points, entrance porch & lobby, landscaped lawn, or other areas as well which architect finds suitable to elucidate its design scheme better etc.) must be supplemented to understand the overall design scheme with design elements, material specifications etc. better.

e. The vehicular circulation is to be relooked to avoid sharp turns at the entry point to the basement to be resolved efficiently. The Commission opines that the exit to the site is relatively close to the Ring Road which caters to a very high volume of vehicular traffic. Thus, ingress and egress of the site be planned to ensure encumbrance-free traffic movement on the Ring Road.

f. The proposal is at the formal stage and the basic elevations and sections have been provided. An appropriate number of detailed elevations and sections (longitudinal and cross-section across the site as well) must be submitted for a better understanding of the overall scheme clearly showing the architectural elements, sun shading mechanisms, plumbing details etc.  Also, the skin sections (in detail) shall be submitted to understand the elevation of the façade with materials.

g. The provision of air-conditioning is not clear in the submission. The Commission opines that the outdoor air conditioner units on the façade could be an eye-sore to the building façade. To avoid the same, provisions should be made in the design to accommodate and screen the outdoor units appropriately, so as not to mar the aesthetics. The same shall be reflected in appropriate layouts and 3d views. The materials/finishes used for screening should be similar to the materials used in the elevation. Provision of water drainage from air-conditioning to be resolved so as to ensure it does not spoil the surfaces and walls. 

h. To accommodate requisite parking requirements of the site triple stack parking provision has been shown in the basement, the architect/proponent must ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

i. A very large kitchen and dining area have been planned on the ground floor. A plan needs to be provided which shows the servicing of the kitchen, associated services (including loading/unloading of raw materials, exhaust mechanism) along with a functional furniture arrangement of the dining area to understand their overall working effectively.

j. Utility provisions in the balconies need to be screened appropriately along with the provision of screening for drying of clothes. Innovative architectural features and materials shall screen utilities in the balconies.

k. A lot of waste (dry and wet, food items, etc.) is supposed to be generated in the complex, and a detailed solid waste management plan proposal along with its location on the site plan be submitted.

l. The location of public toilets under the Swachh Bharat Mission (SBM) must be provided as per applicable norms/regulations/guidelines with their detailed drawings (including screening mechanism, elevations, sections, 3D views etc.).

m. Appropriate signages/ graphics shall be installed in the building complex to ensure proper wayfinding.

n. Submitted landscape plans lack clarity in explaining the landscape scheme. Landscape details are incomplete for the proposal. Where ever possible peripheral greenery is to be maintained and needs to be shown clearly in the drawings, and 3D views. The sites’ landscaping to be improved with appropriate treatment (Hardscape & Softscape). They shall be submitted in the respective drawings in terms of the point nos. Six of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

o. Details of the entrance gate and boundary wall have not been provided. Since the design proposal is at the formal stage the Commission opines that these components have a bearing on the overall visual, urban, and aesthetic quality of the complex. Thus, their detailed drawings (including plans/elevations/sections/3D views and material specifications etc.) must be submitted.

p. Roof-top utilities are not shown in the plan/ 3D views and thus require to be shown on the relevant drawings. A lot of spaces are available on the terraces which can be utilised for the installation of the Solar panels and help reduce the carbon footprint. The screening for the same shall also be mentioned and marked clearly in the plans/3D views. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

q. All service equipment, water tanks, DG Set, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

3. The proposal is at the formal stage and inadequate information has been provided, thus Commission could not appreciate the overall proposal.

4. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

2Building plan proposal for Pucca School Building at Sector-16, Dwarka.

1. The proposal was forwarded by the PWD-GNCTD (online) for consideration by the Commission.

2. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a. The site seems to be vehicle oriented rather than pedestrian-friendly. Two entries to the site have been planned, the main entrance is from the 30.0 m wide road and another is from a service road adjoining a 60.0 m wide road.  The vehicular entry is creating conflict with the pedestrian (students) movement. Thus, it is suggested that conflict-free vehicular and pedestrian movement must be designed.

b. A lot of surfaces have been occupied by vehicular parking, and need to be relooked and alternative arrangements must be explored including the provision of a basement. The freed-up spaces can be suitably converted into the green. Parking provided, at the rear, right in front of the student entries must be removed and relocated elsewhere.

c. The entry to the site is close to the junction of two roads is not appreciated by the commission and needs reconsideration. Similarly, the location of the proposed public toilet under the Swachh Bharat Mission at the junction also needs to be resolved.

d. The Commission observed that the building plan proposal is at the formal stage and the architect has submitted only one elevation which is not appreciated. The design proposal must be complete in all respect including elevations from all sides of the proposed building façade for its examination judiciously.

e. A lot of discrepancies have been observed in the drawings of a proposal which is at the formal stage, the areas demarcated in plans on the terrace for installation of Solar panel has been shown as sports facilities in the 3D views. Similarly, the area shown as green & parking, at the rear, has been shown as playground courts in 3D views. All drawings must be corrected and the coordinated drawings including plans/elevations/sections/3D views etc. must be submitted for judicious examination & consideration.

f. The pickup & drop-off points of the school buses have not been shown in the submission, it must be clearly indicated in the design proposal including its parking areas, circulation pattern etc. Conflict-free vehicular drop-off points and pedestrian (students) movement must be planned and shown in the relevant drawings.

g. Provisions made for the Skylight over the green area must be supplemented with other details including materials, form, applications, working, and maintenance aspects as well.

h. Some of the sports facilities have been planned on the terrace itself. Students' accessibility to the terrace is such that swift dispersal movement can be facilitated including the installation of additional lifts if required.

i. Details of the entrance gate and boundary wall have not been provided sufficiently. Since the design proposal is at the formal stage & considering their impact on the overall visual, urban, and aesthetic quality of the complex, detailed drawings (including plans/elevations/sections/3D views and material specifications etc.) must be submitted.

j. A lot of waste (dry and wet etc.) is supposed to be generated in the complex, a detailed solid waste management plan proposal along with its location on the site plan be submitted.

k. The location of public toilets under the Swachh Bharat Mission has been provided but its detailed drawings (including screening mechanism, elevations, sections, 3D views etc.) have not been provided.   Since the design proposal is at the formal stage & considering their impact on the overall visual, urban, and aesthetic quality of the complex, detailed drawings (including plans/elevations/sections/3D views and material specifications etc.) must be submitted.

l. Appropriate signages/ graphics shall be installed in the building complex to ensure proper wayfinding.

m. It is understood that most of the classrooms may not be air-conditioned but can preplan for potential additions in future including the administrative areas, principal rooms etc. which could be using separate air-conditioning units. Air-conditioners could be an eye-sore to the building façade. To avoid the same, the provision shall be made in the design to accommodate the outdoor units, at this stage, so as not to mar the aesthetics. A scheme needs to be submitted to show the placement, screening and material of screening for the same in plans/elevations and 3d views.

n. A lot of spaces are available on the terraces which can be utilised for the installation of the Solar panels and help reduce the carbon footprint. The screening for the same shall also be mentioned and marked clearly in the plans/3D views. 3. Overall, the design scheme submitted by the architect is not comprehensible i.e., the details are not sufficiently provided for a proposal at the formal stage. The proposal needs to be detailed and comprehensive.

4. Considering the facts enumerated above, the architect is advised to adhere to the above observations of the Commission and furnish pointwise incorporation & reply.

3Building plans proposal in respect of Regularization (part) of Existing Completion of The India International Center, 40 Max Mueller Marg.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission approved the building plans at its meeting held on August 10, 2006, and the NOC for completion was accepted in the meeting held on January 23, 2015.

3. The Commission did not approve the building plan proposal for regularisation (part) at its meeting held on June 16, 2022, specific observations were given.

4. The revised building plan proposal for regularisation (part-change of roofing from fabric to metal sheet of the dining facility on the second floor, passage on the first floor, Electrical panel room on the ground floor) and the proposal for proposed toilet under Swachh Bharat Mission (SBM) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-04062224015 dated 21.06.2022 and the comments were given by the concerned local body i.e. NDMC. Based on the previous observations made, comments received from the local body (NDMC), and the submission made, the following observations are to be complied with:

a. The façade of the proposed toilet under the Swachh Bharat Mission (SBM) must be in harmony with the existing building of the India International Centre in terms of form, material application etc.

b. All service equipment, water tanks, air-conditioning units etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Regularization (part) change of roofing from fabric to metal sheet of the dining facility on the second floor, passage on the first floor, Electrical panel room on the ground floor is accepted, and proposed toilet under Swachh Bharat Mission (SBM) approved, observations given.

4Building plans proposal for addition/alteration in respect of Vasundhara CGHS Ltd at Plot No. 01B, Sector-22, Dwarka.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on September 27, 2003, and the NOC for completion was accepted in the meeting held on August 12, 2009. The proposal for regularisation/completion was approved in the meeting held on October 29, 2018.

3. The Commission did not approve the building plan proposal for additions/alteration at its meeting held on May 19, 2022, specific observations were given.

4. The building plan proposal for additions/alterations (extension of balconies) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-13052222029 dated 26.05.2022, and the following observations are to be complied with:

a. It must be ensured that all rainwater pipes from the proposed balconies be screened appropriately so as not to spoil the visual, urban aesthetics of the area.

b. The added structure shall be such designed that it withstands weather effects, impacts from calamities like earthquakes etc. as it is an additional structure added to the existing superstructure. It shall be ensured it is braced firmly to the building and does not impact the safety of the superstructure.

c. From the photographs of the existing superstructure submitted by the architect, it is evident that a lot of balconies are covered with temporary material, the same should be removed.

d. Appropriate screening of the outdoor air-conditioners, drying of clothes, dish antennas etc. must be ensured so as not to mar the urban aesthetics of the facade.

e. All requisite parking requirements should be as per applicable norms/regulations/guidelines etc.

f. The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

5Revised Building plans proposal in respect of addition/alterations in Tamil Nadu Guest House at plot no. 9, Chanakyapuri.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal for the guest house and staff quarters of Tamil Nadu house at its meeting held on February 21, 2000, and the NOC for completion was accepted in the meeting held on January 29, 2004.

3. The Commission did not approve the building plan proposal for additions/alteration at its meeting held on May 26, 2022, specific observations were given.

4. The revised building plan proposal for additions/alterations (construction of two canopies (one in front & one at the rear) on the ground floor, one Gas plant structure on the ground floor in the side set-back, and one LT Panel room on the ground floor) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-24052224012 dated 01.06.2022, and the following observation is to be complied with:

a. All service equipment, water tanks, DG Set, DG exhaust pipes, air-conditioning units etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Approved, observations given.

D. ADDITIONAL DETAILS:

1Completion plan proposal in respect of Residential building at plot no. 76, Block No. 171, Sunder Nagar.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on October 29, 2014. The Commission approved the revised building plan proposal at its meeting held on December 28, 2018.

3. The proposal for NOC for completion was not accepted in the meeting of the Commission held on June 02, 2022, specific observations were given.
4. The revised proposal for NOC for Completion received (online) at the completion stage was scrutinised and found acceptable

1. The proposal was forwarded by the South-DMC (online) for consideration by the Commission.
