1. The proposal was forwarded by the North-DMC (online) for consideration by the Commission.
2. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:
a. The Commission observed that the proposal is located at a prominent location in the city, but the quality of the submitted 3D views is not appreciated, they are very sketchy and do not correlate with the plans & elevations. The scale, proportion, materials etc. are not understood. They must be revised and submitted with clarity, enhanced visuals, and better viewing angles. A sufficient number of Self-explanatory annotated 3D views (including bird-eye views of the whole site at various angles, and night views to understand the lighting better) clearly show the proposed design scheme with proper annotations and correspond to the design proposal for a better understanding and its judicious examination.
b. Considering its location, the proposal cannot be studied in isolation i.e. it needs to be reviewed in conjunction with the surrounding facilities. Therefore, 3D views of the site shall be superimposed with the existing context of the surroundings including road networks, and structures around the site, for a better understanding of the proposal in the actual environment to make it clearer.
c. The entire elevation is suggested to be relooked to enhance the scale and grandness of the building with appropriate architectural elements and redesigned with better architectural features/ elements to add interest to the building's façade. Overall aesthetics to be improved, architectural elements to be simplified.
d. The design proposal is primarily a hostel block with provisions for a 484-seating capacity auditorium thereby creating a public interface area. Annotated 3D views of the public interface areas (including drop-off points, entrance porch & lobby, landscaped lawn, or other areas as well which architect finds suitable to elucidate its design scheme better etc.) must be supplemented to understand the overall design scheme with design elements, material specifications etc. better.
e. The vehicular circulation is to be relooked to avoid sharp turns at the entry point to the basement to be resolved efficiently. The Commission opines that the exit to the site is relatively close to the Ring Road which caters to a very high volume of vehicular traffic. Thus, ingress and egress of the site be planned to ensure encumbrance-free traffic movement on the Ring Road.
f. The proposal is at the formal stage and the basic elevations and sections have been provided. An appropriate number of detailed elevations and sections (longitudinal and cross-section across the site as well) must be submitted for a better understanding of the overall scheme clearly showing the architectural elements, sun shading mechanisms, plumbing details etc. Also, the skin sections (in detail) shall be submitted to understand the elevation of the façade with materials.
g. The provision of air-conditioning is not clear in the submission. The Commission opines that the outdoor air conditioner units on the façade could be an eye-sore to the building façade. To avoid the same, provisions should be made in the design to accommodate and screen the outdoor units appropriately, so as not to mar the aesthetics. The same shall be reflected in appropriate layouts and 3d views. The materials/finishes used for screening should be similar to the materials used in the elevation. Provision of water drainage from air-conditioning to be resolved so as to ensure it does not spoil the surfaces and walls.
h. To accommodate requisite parking requirements of the site triple stack parking provision has been shown in the basement, the architect/proponent must ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.
i. A very large kitchen and dining area have been planned on the ground floor. A plan needs to be provided which shows the servicing of the kitchen, associated services (including loading/unloading of raw materials, exhaust mechanism) along with a functional furniture arrangement of the dining area to understand their overall working effectively.
j. Utility provisions in the balconies need to be screened appropriately along with the provision of screening for drying of clothes. Innovative architectural features and materials shall screen utilities in the balconies.
k. A lot of waste (dry and wet, food items, etc.) is supposed to be generated in the complex, and a detailed solid waste management plan proposal along with its location on the site plan be submitted.
l. The location of public toilets under the Swachh Bharat Mission (SBM) must be provided as per applicable norms/regulations/guidelines with their detailed drawings (including screening mechanism, elevations, sections, 3D views etc.).
m. Appropriate signages/ graphics shall be installed in the building complex to ensure proper wayfinding.
n. Submitted landscape plans lack clarity in explaining the landscape scheme. Landscape details are incomplete for the proposal. Where ever possible peripheral greenery is to be maintained and needs to be shown clearly in the drawings, and 3D views. The sites’ landscaping to be improved with appropriate treatment (Hardscape & Softscape). They shall be submitted in the respective drawings in terms of the point nos. Six of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.
o. Details of the entrance gate and boundary wall have not been provided. Since the design proposal is at the formal stage the Commission opines that these components have a bearing on the overall visual, urban, and aesthetic quality of the complex. Thus, their detailed drawings (including plans/elevations/sections/3D views and material specifications etc.) must be submitted.
p. Roof-top utilities are not shown in the plan/ 3D views and thus require to be shown on the relevant drawings. A lot of spaces are available on the terraces which can be utilised for the installation of the Solar panels and help reduce the carbon footprint. The screening for the same shall also be mentioned and marked clearly in the plans/3D views. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
q. All service equipment, water tanks, DG Set, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.
3. The proposal is at the formal stage and inadequate information has been provided, thus Commission could not appreciate the overall proposal.
4. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.
