C. PROJECT PROPOSALS:

1Building plan proposal for additions/alterations in respect of plot no. 52, Block no. 171, Sunder Nagar.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The building plans proposal for additions/alterations received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a. It was observed that the railing designs of the first floor, second floor and the boundary wall are all different, to maintain uniformity a harmonious railing design be ensured.

b. The Cornices appear to have been proposed in plaster, to maintain durability & robustness it is suggested to make cornices in stone.

c. The entire proposal shall adhere to all the norms/regulations of the prevailing LBZ guidelines.

d. The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

2Building plan proposal in respect of Residential building no. 410 & 410/1, Gali Pahar wali, Chatta Lal Mian, Darya Ganj.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The building plans proposal received (online) at the formal stage was scrutinised, and the following observation is to be complied with:

a. All service equipment, plumbing pipes, outdoor air-conditioner units etc. should be suitably screened using appropriate architectural mechanisms so as not to remain visible, and mar the aesthetics of the complex (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

3Revised building Plan proposal for addition/alterations in respect of Bharat Jagriti CGHS Ltd., Plot no. 22, Sector-12, Dwarka.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on August 24, 2001, and the NOC for the completion plan proposal was accepted in the meeting held on June 18, 2014.

3. The Commission did not approve the building plan proposal for additions/alterations (addition of balconies, room) at its meeting held on May 26, 2022, specific observations were given.

4. The revised building plan proposal for additions/alterations (addition of balconies, room) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-22052255031 dated 01.06.2022 and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held and the submission made, the following observations are to be complied with:

a. No point-wise reply to the previous observations of the Commission communicated vide DUAC observation letter no: OL-22052255031 dated 01.06.2022 has been submitted which is not appreciated.

b. It is again reiterated that all rainwater pipes from the proposed balconies are screened appropriately so as not to spoil the visual, urban aesthetics of the area. A design scheme should be submitted for its review by the Commission.

c. Furthermore, new rooms added along with the balconies must show the provision of outdoor air conditioners with appropriate screening to understand its design scheme better.

d. All requisite parking requirements should be as per applicable norms/regulations/guidelines etc.

e. The added structure shall be such designed that it withstands weather effects, impacts from calamities like earthquakes etc. as it is an additional structure added to the existing superstructure. It shall be ensured that it is braced firmly to the building and does not impact the safety of the superstructure.

f. All temporary coverings/extensions must be removed.

g. The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

5. Overall, the design scheme submitted by the architect is not comprehensible i.e., they are not self-explanatory. The proposal needs to be complete and comprehensive.

6. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

4Building plans proposal in respect of Facilities Hospital Staff Accommodation for National Heart Institute at Plot no. 49-50, Community Centre, B Block, East of Kailash.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The building plans proposal in respect of Hospital Staff Accommodation received (online) at the formal stage was scrutinised, and the specific observations were given:

a. It was observed that the incomplete submission (3d views, parking plan, landscaped plan, project report etc. found to be missing in the submission) have been uploaded for consideration of the Commission which is not appreciated.

b. Submission complete in all respect including drawings, documentation etc. must be submitted for consideration by the Commission.

3. The proposal is at the formal stage and incomplete information has been provided, thus Commission could not appreciate the overall proposal and returned it to the concerned local body without consideration of the Commission.

4. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

5Building plans proposal in respect of Residential Building at 388 Chatta Lal Mian, Behind Delite Cinema, Darya Ganj.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The building plans proposal received (online) at the formal stage was scrutinised, and the following observation is to be complied with:

a. All service equipment, outdoor air-conditioner units, plumbing pipes etc. should be suitably screened using appropriate architectural mechanisms so as not to remain visible, and mar the aesthetics of the complex (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

6Building plans proposal in respect of Group Housing at Khasra no. 112/2 (5-9), Extended Lal Dora Abadi, Dhoolsiras, Dwarka.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The building plans proposal received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission including inadequate information related to the design proposal received by the DUAC OPAAS, but the architect responded immediately and presented (online) the complete information of the proposal. Based on the discussion held and the submission made, the following observations are to be complied with:

a. Double stack parking provisions have been shown (basement-1 & basement-2) in the design proposal to achieve the requisite parking requirements. The architect/proponent must ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

b. The balconies need to be screened appropriately along with the provision of screening of drying clothes. Innovative architectural features and materials shall screen dish antennas in the balconies.

c. All requisite parking requirements should be as per applicable norms/regulations/guidelines etc.

d. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

e. All service equipment, water tanks, DG Set, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

7Building plans proposal in respect of the AMLCP Building at plot no. 2, M-Block Market, Greater Kailash-I.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The building plans proposal in respect of Automated multi-level car parking received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held and the submission made, the following observations are to be complied with:

a. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

b. All service equipment, DG set, DG exhaust pipes, plumbing pipes etc. should be suitably screened using appropriate architectural mechanisms so as not to remain visible, and mar the aesthetics of the complex (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

8Building plans proposal in respect of Property no. 2750-2751, Cheera Khana, Nai-Sarak.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The building plans proposal received (online) at the formal stage was scrutinised, and the following observation is to be complied with:

a. All service equipment, outdoor air-conditioner units, plumbing pipes etc. should be suitably screened using appropriate architectural mechanisms so as not to remain visible, and mar the aesthetics of the complex (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

9Completion plans proposal in respect of Kailash Deepak Hospital at plot no. 5 & 6, Karkardooma Institutional Area.

1. The proposal was forwarded by the East DMC (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on January 23, 2015.

3. The proposal for NOC for completion was not accepted in the meeting held on June 02, 2022, specific observations were given.

4. The proposal for NOC for completion received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-11062259005 dated 21.06.2022 and found acceptable.

NOC for completion accepted.

10Completion plans proposal in respect of office building for the combined office of CLC and RLC at G-4, Sector -10, Dwarka.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on January 23, 2015.

3. The proposal for NOC for completion received (online) at the completion stage was scrutinised and the following observations are to be complied with:

a. The proposal being at the Completion stage needs to provide an appropriate nos. of uncut/clear photographs to substantiate an actual work executed at the site including boundary wall, gate, parking, landscape, elevational façade, screening of services like DG set etc. and to get in-depth clarity of the site and surroundings.

b. Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made concerning the sanctioned plan.

4. In view of the insufficient information provided to the Commission related to building construction at the site, the proposal for NOC for the completion plan could not be appreciated by the Commission.

5. The architect is advised to submit the completion plan proposal for NOC with an appropriate number of uncut photographs of the built construction (including civil works, landscaped areas, parking, screening of services (including DG Set, Exhaust pipes) etc. to substantiate the built construction at the site.

6. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

NOC for completion not accepted observations given.

11Proposal for Installation of Statue of Netaji Subhash Chandra Bose under the canopy behind India Gate.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission took note that the same proposal, forwarded through CPWD, has already been approved at its meeting held on February 24, 2022.

3. Taking into consideration the fact enumerated above, the proposal is returned to NDMC for taking further necessary action.

Returned to NDMC without consideration of the Commission.

12Demolition and Reconstruction plan proposal in respect of Plot No.41, Prithvi raj Road.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission did not approve the building plan proposal for demolition and reconstruction at its meeting held on April 28, 2022, specific observations were given.

3. The building plans proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-25042224011 dated 05.05.2022, the following observations are to be complied with:

a. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

b. All service equipment, outdoor air-conditioner units etc. should be suitably screened using appropriate architectural mechanisms so as not to remain visible, and mar the aesthetics of the complex (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Building plans proposal for addition/alteration in respect of a Motel building at Khasra No. 41/9 Min, 41/10/2, 41/12 Min, 40 /6 /3 /1 at Rajokri Intersection NH-8, Near Palam International Airport. (Conceptual stage)

1. The proposal was forwarded by the Architect (online) for consideration by the Commission.

2. The Commission does not have the record of the previous approval (formal) taken, if any, in the available record of the DUAC. The Commission accepted the concept of the additions/alterations (2 basements+G+8 floors) over an existing building of (basement+Ground+Partial first floor) at its meeting held on December 23, 2021, and specific observations were given.

3. The Commission did not approve the building plan proposal for additions/alterations received (online) at the Formal stage at its meeting held on May 26, 2022, specific observations were given.

4. The revised building plan proposal for additions/alterations (2 basements+Ground+9 floors) received (online) at the conceptual stage was scrutinised along with the replies submitted in response to previous observations of the Commission communicated vide DUAC observation letter no: OL-23052255032 dated 01.06.2022. Based on the replies submitted and the submission made, the following observations are to be complied with:

a. Stack parking provisions have been shown (basement 2) in the design proposal to achieve the requisite parking requirements. The architect/proponent must ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

b. Considering diverse use of the building, public access areas and service areas including loading/unloading areas for the Kitchen (including service areas), circulation patterns for the vehicular & pedestrian movement inside the complex etc. must be planned thoughtfully and represented in a detailed manner in the next submission (formal stage).

c. Spaces available on the terraces to be optimally utilised for the installation of the Solar panels and help reduce the carbon footprint. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

d. All service equipment, water tanks, DG Set, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

5. The architect is advised to incorporate the above observations given by the Commission in the next submission (formal stage) and furnish pointwise incorporation & reply.

Found conceptually suitable (not limited to these observations).

The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.
