A.   The minutes of the 1664th meeting of the Delhi Urban Art Commission held on 18.08.2022 were confirmed and approved.

C. PROJECT PROPOSALS:

1Building plan proposal in respect of BPCL Petrol Pump at G.T. Karnal Road, Alipur.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The building plans proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a. The Commission observed that a lot of vacant spaces are available on the terraces of the office block & terrace above dispensing units and opine that these spaces must be put to maximum use by installing solar photovoltaic panels and help to reduce the carbon footprint and be shown in the 3D views submitted. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

b. The 3D views submitted must be appropriately rendered to understand the materials used. Also, to understand the lighting arrangements properly night-time 3D views must be submitted for the consideration of the Commission.

c. All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

3. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

2Revised building Plan proposal for addition/alterations (addition of balconies, room) in respect of Bharat Jagriti CGHS Ltd., Plot no. 22, Sector-12, Dwarka.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on August 24, 2001, and the NOC for the completion plan proposal was accepted in the meeting held on June 18, 2014.

3. The Commission did not approve the building plan proposal for additions/alterations (addition of balconies, room) at its meeting held on August 04, 2022, specific observations were given.

4. The revised building plan proposal for additions/alterations (addition of balconies, room) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-03082255045 dated 10.08.2022. Based on the replies submitted and the submission made, the following observations are to be complied with:

a. The Commission observed that the proposal is for (the addition of balconies, room) and it is rejected on six previous occasions by the Commission (meetings dated 15.03.2022, 07.04.2022, 26.05.2022, 07.07.2022, 21.07.2022, and 04.08.2022 respectively) on some very basic observations given in a detailed manner in the observation’s letters issued by the DUAC. But the architect has been unsuccessful in complying with these observations satisfactorily.

b. The Commission observed that mostly all the balconies and rooms have been proposed in a building which is already occupied by the residents and is 32.72 m high. The structural arrangement addition of column arrangements in the proposed balconies/rooms has not been clearly indicated/shown in the proposal. Thus, it is difficult to comprehend the scheme holistically. The absence of the visible structure arrangement in the elevations could impact the overall aesthetic, environmental, and visual quality of the complex, it needs to be relooked at, revise and resubmit.

c. The design scheme presented to screen the air-conditioners etc. is not self-explanatory, and the materials used for screening and the mechanism adopted are not presented expressively. The material details and its design scheme must be presented in a detailed manner for the review of the Commission.

d. All temporary coverings/extensions must be removed.

e. All parking requirements must be as per applicable norms/regulations/guidelines.

f. The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

5. Considering the facts enumerated above, the architect is advised to adhere to the above observations of the Commission and resubmit the revised design scheme adhering to the above observations along with pointwise incorporation & reply.

3Building plan proposal in respect of Scouts and training & Cultural Centre at 3/7, Jogabai, Near Escort Hospital

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission accepted the concept of a building plan proposal at its meeting held on January 28, 2020, and specific observations were given.

3. The building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-21012027006 dated 05.02.2020, and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the replies submitted, the discussion held and the submissions made, the following observations are to be complied with:

a. The Commission observed that proposal is at the formal stage and is located at an important road junction with high visibility from all sides. To understand the proposal in the right context, urban environment, scale, proportions, material applications on the façade etc., night-time 3D views (including boundary wall, main gate, boundary wall, toilet proposed under SBM etc.) must be supplemented to understand the overall lighting mechanism in the right environment.

b. The Commission also observed that some of the areas (including vertical shaft provided for ventilation in the front set-back, toilet under Swachh Bharat Mission, guard room, main gate & boundary wall, large terrace green provided on the third & fourth floor, public interface areas, entrance lobby, drop off areas etc.), which are also critical to the design proposal have not been comprehended sufficiently in the design proposal for examination by the Commission.

c. Double stack parking provisions have been shown in the basements (B-1 & B-2) to achieve the requisite parking requirements. The architect/proponent must ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

d. The sections have been provided without incorporating the architectural elements, sun shading mechanisms etc., as shown in the plans/elevations. The solar panels, VRV units etc., proposed on the terrace are missing in the submission.  The Commission opines that the proposal is at the formal stage all the drawings including 3D views/plans/elevations/sections etc., must be coordinated with each other.  

e. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

f. Location of DG Set, DG exhaust pipes etc. should be provided with a screening mechanism. All service equipment, plumbing pipes, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

4. Overall, the design scheme submitted by the architect is not fully comprehensible i.e., they are not self-explanatory. In absence of sufficient information provided by the architect, the proposal could not be examined appropriately by the Commission.

5. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

4Completion plans proposal (part) in respect of Delhi Public School (M.P. Hall and addition of 3rd floor on Block C) at pocket -5, Sector-C, Vasant Kunj.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on January 20, 1992, and the NOC for Completion was accepted at its meeting held on May 02, 2012.

3. The Commission approved the building plan proposal for additions/alterations (Canteen Block, M.P. Hall and addition of 3rd floor on Existing block C) at its meeting held on May 18, 2018.

4. The proposal for NOC for Completion (M.P. Hall and addition of 3rd floor on Block C) received (online) at the completion stage was scrutinised along with the observations/recommendations given by the concerned local body i.e., South DMC in part ‘C’ Proforma. The Commission intended to discuss some of the issues related to the proposal with the architect online, but he was not available. Based on the observations/recommendations given by the concerned local body, and the submissions made, the following observation is to be complied with:

a. It was observed that exposed plumbing pipes including rain water pipes are clearly visible on the façade, which should have been screened appropriately, spoiling the overall aesthetics of the site and surroundings. All service equipment, exposed plumbing pipes, rainwater pipes etc., should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

NOC for completion (part) for (M.P. Hall and addition of 3rd floor on Block C) not accepted, observations given.

5Building plans proposal for additions/alterations (extension of Bedroom, toilet and balcony) in respect of Management Alumni at Plot No. 17, Sector-5, Dwarka.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on February 02, 2001, and the NOC for the completion plan proposal was accepted in the meeting held on November 10, 2008.

3. The Commission did not approve the building plan proposal for addition/alterations (extension of Bedroom, toilet and balcony) at its meeting held on July 21, 2022, specific observations were given.

4. The building plan proposal for additions/alterations (extension of the bedroom, toilet and balcony) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-19072222038 dated 26.07.2022. Based on the replies submitted and the submission made, the following observations are to be complied with:

a. It was observed that the proposal had been submitted for addition/ alteration. The added structures shall be designed so that it withstands weather effects, impacts from calamities like earthquake etc. as it is an additional structure added to the existing superstructure. It shall be ensured it is braced strongly to the building and does not impact the safety of the superstructure while addition/alteration.

b. All temporary coverings/extensions must be removed.

c. All parking requirements must be as per applicable norms/regulations/guidelines.

d. The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

Approved, observations given.

6Layout and Building plan proposal for additions/alterations (extension of 3 balconies & construction of a toilet in type-A & type-A1 units, and extension of 2 balconies & construction of a toilet in type-B units) in respect of Shama CGHS Ltd. On plot no. 32, Sector-10, Dwarka.

1. The proposal was forwarded directly by the DDA (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on May 31, 1996, and did not approve the building plan proposal for additions/alterations at its meeting held on August 11, 2022, specific observations were given.

3. The building plans proposal for additions/alterations (extension of 3 balconies & construction of a toilet in type-A & type-A1 units, and extension of 2 balconies & construction of a toilet in type-B units) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the DUAC observation letter no: OL-05082222041 dated 18.08.2022. Based on the replies submitted and the submission made, the following observations are to be complied with:

a. It was observed that the proposal is for the addition/alteration of the existing superstructure. The addition of column arrangements in the balconies has been shown in the proposal. But the same has not been indicated in the elevations/3D views etc. The Commission opines that the absence of the visible structure arrangement in the elevations/sections could impact the overall aesthetic, environmental, and visual quality of the complex. The proposal is submitted at the formal stage and must be submitted with coordinated drawings 3d views/plans/elevations/sections etc.

b. In addition to the above, some of the other drawings of unit plans (A-1 units) have been shown without column arrangements in the balconies. The proposal being at the formal stage must have coordinated submission including 3D views/plans/elevations/sections etc.

c. The design scheme presented to screen the air-conditioners etc. is not self-explanatory, and the materials used for screening and the mechanism adopted are not presented expressively. The material details and its design scheme must be presented in a detailed manner for the review of the Commission.

d. All temporary coverings/extensions must be removed.

e. All parking requirements must be as per applicable norms/regulations/guidelines.

f. The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

4. Overall, the design scheme submitted by the architect is not comprehensible i.e., the compliances of the previous observations of the Commission are not resolved sufficiently.

5. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.
