A.   The minutes of the 1666th and 1667th meeting (Extra-ordinary) of the Delhi Urban Art Commission held on 01.09.2022 and 07.09.2022 respectively were confirmed and approved.

C. PROJECT PROPOSALS:

1Building plan proposal for Hostel Block in respect of Indira Gandhi Technical University for Women, Kashmere Gate.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The Commission did not approve the building plan proposal at its meeting held on June 30, 2022, specific observations were given.

3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-28062223038 dated 06.07.2022. Based on the replies submitted and the submission made, the following observations are to be complied with:

a. Triple Stack parking provisions have been shown in the design proposal to achieve the requisite parking requirements. The architect/proponent shall ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

b. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

c. All service equipment, water tanks, DG sets, DG exhaust pipes, outdoor air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

2Completion plans proposal in respect of Middle School at Sector C-8, Vasant Kunj for Sundawn Education Society.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the layout and building plans proposal at its meeting held on December 18, 1992, and did not accept the proposal for NOC for completion at its meeting held on August 04, 2022, specific observations were given. 

3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-29072258014 dated 10.08.2022 and the observations/recommendations given by the concerned local body i.e., SDMC in part ‘C’ Proforma. Based on the replies submitted, observations/recommendations received, and the submission made, the proposal for NOC for completion is found acceptable.

3Completion plans proposal in respect of IGL CNG Station at Plot no. 267/2, Khasra No. 142, Khata No. 583/2, Village Kanjhawala.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The Commission approved the layout and building plans proposal at its meeting held on August 25, 2021, and specific observations were given.

3. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the observations/recommendations given by the concerned local body i.e., North DMC in part ‘C’ Proforma. Based on the observations/recommendations received, and the submission made, the following observations are to be complied with:

a. It was observed that due thought had been given by the Commission while approving the scheme (at the formal stage) in terms of visual & urban aesthetics, materials, finishes, architectural elements, façade, signages, flooring pattern etc. But, the actual photographs of the area submitted appear to be not in harmony with the approval (formal) given including signages, hoardings, Works of Public art, flooring pattern, screening of services etc. The same need to be modified to bring in consonance with the approval (formal) given and submitted for review by the Commission.

b. In view of the unsatisfactory information provided to the Commission, the proposal for NOC for the completion plan could not be appreciated by the Commission.

4. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

4Building plan proposal in respect of Residential building at property no. 4405, situated at 5 no. Ansari Road.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission did not approve the building plans proposal at its meeting held on July 14, 2022, specific observations were given.

3. The building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no: OL-08072223043 dated 20.07.2022, and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the replies submitted, discussion (online) held, and the revised submission made, the following observations are to be complied with:

a. It was observed that the location of the Car lift provided for vehicular access to the basement is causing a hindrance to the smooth vehicular movement around the site. Moreover, the width of the road has been narrowed at this stretch to the extent that disrupts smooth vehicular movement. It must be ensured that the car lift is secured with railing from three sides for the safety and security of the users.

b. It is again reiterated that the parking plan is not understood clearly, and the Car lift is appropriately relocated to allow smooth vehicular movement on site.

c. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

d. All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

5Revised building Plan proposal for addition/alterations (addition of balconies, room) in respect of Bharat Jagriti CGHS Ltd., Plot no. 22, Sector-12, Dwarka.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on August 24, 2001, and the NOC for the completion plan proposal was accepted in the meeting held on June 18, 2014.

3. The Commission did not approve the building plan proposal for additions/alterations (addition of balconies, room) at its meeting held on August 25, 2022, specific observations were given.

4. The revised building plan proposal for additions/alterations (addition of balconies, room) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-23082255049 dated 02.09.2022, and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the replies submitted, discussion (online) held, and revised submission made, the following observations are to be complied with:

a. The Commission observed that the proposal is for (the addition of balconies, room) and it is rejected on seven previous occasions by the Commission (meetings dated 15.03.2022, 07.04.2022, 26.05.2022, 07.07.2022, 21.07.2022, 04.08.2022 and 25.08.2022 respectively) on some very basic observations given in a detailed manner in the observation’s letters issued by the DUAC. But the architect has been unsuccessful in complying with these observations satisfactorily.

b. It was observed that in terms of the earlier observations of the Commission communicated vide DUAC observations letter no: OL-23082255049 dated 02.09.20222 inadequate compliances for this have been given.

c. The Commission desired that the proposal for fixing aluminium strips to screen the outdoor air conditioners be appropriately detailed including its fixing and resubmitted for the review of the Commission.

d. The location of structural columns in plans is appropriately coordinated in elevations/sections/3D views etc. All drawings must be coordinated with each other and resubmitted.

e. All temporary coverings/extensions must be removed.

f. All parking requirements must be as per applicable norms/regulations/guidelines.

g. The added balcony structure shall be designed so that it withstands weather effects, impacts from calamities like earthquakes etc. as it is an additional structure added to the existing superstructure. It shall be ensured it is braced strongly to the building and does not impact the safety of the superstructure while addition/alteration.

h. The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

5. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

6Building plan proposal in respect of Construction of additional building of NIFT at Hauz Khas Institutional Area.

1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.

2. The building plans proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a. Automated parking provisions have been shown in the design proposal to achieve the requisite parking requirements. The architect/proponent shall ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

b. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

c. 1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

8Completion plan proposal in respect of Redevelopment of General Pool Residential Colony at Thyagraj Nagar.

1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.

2. The Commission approved the layout and building plans proposal at its meeting held on December 01, 2018, and specific observations were given.

a. The proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the comments given by the concerned local body i.e., CPWD. Based on the comments received and the submission made, the proposal for NOC for completion is found acceptable.

9Layout and Building plan proposal for additions/alterations (extension of 3 balconies & construction of a toilet in type-A & type-A1 units, and extension of 2 balconies & construction of a toilet in type-B units) in respect of Shama CGHS Ltd. On plot no. 32, Sector-10, Dwarka.

1. The proposal was forwarded directly by the DDA (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on May 31, 1996.

3. The Commission did not approve the building plan proposal for additions/alterations at its meeting held on August 25, 2022, specific observations were given.

4. The building plans proposal for additions/alterations (extension of 3 balconies & construction of a toilet in type-A & type-A1 units, and extension of 2 balconies & construction of a toilet in type-B units) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the DUAC observation letter no: OL-22082222043 dated 02.09.2022. Based on the replies submitted and the submission made, the following observations are to be complied with:

a. It was observed that in terms of the earlier observations of the Commission communicated vide DUAC observations letter no: OL-22082222043 dated 02.09.2022 inadequate compliances for this have been given.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on December 12, 2018.

3. The Commission accepted the revised concept of the building plan proposal at its meeting held on June 25, 2021, and specific observations were given.

4. The Commission did not approve the building plan proposal at its meeting held on August 04, 2022, specific observations were given.

5. The building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-29072222040 dated 10.08.2022. Based on the replies submitted and the submission made, the following observations are to be complied with:

a. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

Revised Layout and Building Plans for Addition/Alteration (Extension of kitchen and balcony) in respect of Farmer’s CGHS Society at Plot No. 08, Sector-13 Rohini. (Conceptual Stage)

1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on March 20, 1985. No record of the NOC for Completion taken was found in the available record of the Commission.

3. The Commission did not approve the proposal for additions/alterations at its meeting held on March 10, 2022, and did not accept the concept of the proposal for additions/alterations at its meeting held on July 21, 2022, respectively, specific observations were given.

4. The revised building plan proposal for additions/alterations (extension of kitchen and balcony) received (online) at the conceptual stage was scrutinised along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC observation letter no: OL-19072227039 dated 26.07.2022. Based on the replies submitted and the submission made, the following observations are to be complied with:

a. The double stack parking provisions made along the boundary wall facing the main road spoiling the visual and aesthetics of the areas, alternative options must be explored to fulfil the requisite parking requirements including relocating the proposed double stack parking.

b. The location of structural columns in plans is appropriately coordinated in elevations/sections/3D views etc. All drawings must be coordinated with each other and resubmitted.

c. All temporary coverings/extensions must be removed.

d. All parking requirements must be as per applicable norms/regulations/guidelines.

e. The added balcony structure shall be designed so that it withstands weather effects, impacts from calamities like earthquakes etc. as it is an additional structure added to the existing superstructure. It shall be ensured it is braced strongly to the building and does not impact the safety of the superstructure while addition/alteration.

f. The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.
