C. PROJECT PROPOSALS:

1Completion (Part) plan proposal in respect of residential development at B-319, Okhla Industrial Area Phase-I, Okhla.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 07, 2018, specific observations were given. The revised layout and building plans proposal (Tower-1, Clubhouse and Swimming Pool) was approved by the Commission at its meeting held on December 11, 2020, specific observations were given.
  3. Further, the Commission accepted the concept of the revised building plans proposal (increase in floors of Tower-1 from 3B+G+33 to 3B+G+36 floors) at its meeting held on February 19, 2021, and specific observations were given.
  4. The proposal for NOC for Completion (Part-for EWS Block, Tower 2 and Block-2)  received (online) at the completion stage was scrutinised along with the comments given by the concerned local body i.e., South DMC. Based on the comments received from the concerned local body (South DMC) and the submission made, the following observations are to be complied with:

a) Cropped photographs of the completion plan proposal have been submitted which do not clearly indicate the required details. An appropriate number of existing site pictures are to be provided to understand the existing site condition. They need to be resubmitted with proper uncut views from all sides to comprehend the proposal evidently.

b) The proposal has been submitted for NOC for Completion. An appropriate number of photographs of the completed superstructure of each block (for which NOC for completion is required) shall be provided with proper labelling/delineation and uncut/clear photographs from all sides (including parking (also double stack parking provisions were sanctioned in B-2), landscape areas, boundary wall, gate, terrace etc.) to substantiate the actual work executed at the site and to get in-depth clarity of the site and surroundings.

c) From the photographs submitted by the architect/proponent, it is evident that the work on the buildings is yet to be completed. The proposal for the completion plan shall be submitted once all works including civil, landscape etc. are complete as per formal approval.

d) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over the actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan.

e) For a better understanding of the proposal side by side photographs ‘Before (submitted at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks is provided.

  1. In view of the insufficient information provided, the proposal for NOC for the completion plan could not be appreciated judiciously by the Commission.
  2. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

2Completion plan proposal in respect of Integrated plot at Malviya Nagar Metro Station situated at Malviya Nagar.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved that building plan proposal at its meeting held on January 17, 2018, and the revised building plan proposal was approved in the meeting held on April 05, 2018, and January 06, 2022, respectively, and specific observations were given.
  3. The Commission did not accept the NOC for Completion at its meeting held on October 27, 2022, specific observations were given.
  4. The revised building plan proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-21102258036 dated 31.10.2022 and the observations/recommendations given by the concerned local body i.e., South DMC in part ‘B’ & ‘C’ Proforma. Based on the replies submitted, observations/recommendations received, and the revised submission made, the proposal for NOC for Completion was found to be accepted.

3Revised Building plan proposal in respect of Samrat Cinema Building at Shakurpur, opposite Britania biscuit factory, Ring road, Shakurpur.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal (at the formal stage) at its meeting held on November 22, 2017, and approved the revised building plan proposal (for 2Basement + stilt + Ground + 5 floors) at its meeting held on March 21, 2018, specific observations were given.
  3. The Commission did not accept the concept of the revised building plan proposal at its meeting held on November 03, 2022, and on December 29, 2022, specific observations were given.
  4. The revised building plan proposal (for2 Basement+Ground+6 floors) received (online) at the formal stage was scrutinised along with the replies submitted by the architect to the previous observations of the Commission communicated vide DUAC observation letter no: OL-23122227059 dated 03.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission has taken note that work on site has already been completed till the plinth level based on previous approval taken by the architect/proponent.

b) Double Stack parking provisions have been taken (in basement 2)  in the design proposal to achieve the requisite parking requirements. The architect/proponent shall ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

c) All parking provisions shall be as per applicable norms/regulations/guidelines etc.

d) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG Sets, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Building plan proposal in respect of Residential building on plot no. 4580, situated at Aggarwal Road, 15 Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. No previous record of the approvals (Formal & Completion) taken was found in the available record of the Commission.
  3. The building plans proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

5Building plan proposal in respect of the Residential Building on Plot no.4324, situated at 03 Ansari Road, Gali Kayasthan, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on October 13, 2022, and on January 19, 2023, specific observations were given.
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide Observation letter no: OL-18012355006, 55(6)/2023-DUAC dated 25.01.2023, and the Commission intended to discuss the proposal with the architect/proponent (online) but he could not connect. Based on the previous observations made, and the revised submission made, the following observations are to be complied with:

a) It was disappointing to observe that the previous observations of the Commission communicated vide DUAC observation letter no: OL-18012355006, 55(6)/2023-DUAC dated 25.01.2023 remained non-compliant.

  1. In view of the non-compliances of its previous observations, the revised proposal could not be appreciated judiciously by the Commission.
  2. The architect is advised to adhere to the above observations of the Commission and furnish a pointwise compliance & reply.

6Proposal in respect of Delhi Cyclewalk (Phase-1 Leg-A, Nilgai Line).
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission did not accept the concept of the proposal for the Delhi Cyclewalk at its meeting held on December 12, 2019.
  3. The revised proposal in respect of Delhi Cyclewalk (Phase-1 Leg-A, Nilgai Line) received (online) at the formal stage was scrutinised, following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

7Completion plan proposal in respect of Vishal Cinema at Site no. 1, District Centre, Najafgarh Road, Rajouri Garden.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on July 05, 2017, and did not accept the NOC for Completion at its meeting held on December 22, 2022, specific observations were given.
  3. The revised proposal for NOC for Completion received (online) at the Completion stage was scrutinized along with the replies submitted by the architect to the previous observations of the Commission communicated vide DUAC observation letter no: OL-15122248023 dated 28.12.2022 and the observations/recommendations given by the concerned local body i.e., DDA in parts ‘B’ & ‘C’ Proforma. Based on the replies submitted, observations/recommendations received and the revised submission made, the proposal for NOC for Completion is found to be accepted.

8Layout and Building plan proposal in respect of Residential Group Housing Complex at Plot no. 254 VII, Sector-19B, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission did not approve the layout and building plans proposal at its meeting held on January 19, 2023, specific observations were given.
  3. The revised layout and the building proposal received (online) at the formal stage were scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-13012322008 dated 25.01.2023, and the following observations are to be complied with:

a) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

9Building plans proposal for additions/alterations in respect of Educational Society of Professionals and Vocationals at Plot No. 2, PSP pocket, Sector-8, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal at its meeting held on February 27, 2003, and subsequently accepted the NOC for completion (basement, ground+ 03 floors) at its meeting held on October 07, 2009.
  3. The Commission did not accept the building plans proposal for additions/alterations {for the addition of two floors (4th & 5th floor over an existing building comprising of B+G+3 floors)}  at its meeting held on January 05, 2023, and specific observations were given.
  4. The revised building plans proposal for additions/alterations {for the addition of two floors (4th & 5th floor over an existing building comprising of B+G+3 floors)} received (online) at the formal stage was scrutinised along with the replies submitted by the architect to the previous observations of the Commission communicated vide DUAC observation letter no: OL-02012322001 dated 11.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, water tanks, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

10Completion plan (Part-for plot A) proposal in respect of Warehouse and Commercial Development at Sarita Vihar for NDRAVG Business Park.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and the building plan proposal for plots no-A, C, and D at its meeting held on March 18, 2020, specific observations were given.
  3. The Commission did not accept the NOC for completion (part- for plot A) at its meeting held on September 29, 2022, October 13, 2022, and November 03, 2022, respectively, specific observations were given.
  4. The revised proposal for NOC for completion (part-for plot A) received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no: OL-26102248013 dated 07.11.2022 and comments given by the concerned local body i.e., DDA. Based on the replies submitted, comments received from the local body and revised submission made, the proposal for NOC for Completion is found to be accepted.
NOC for Completion accepted.

11Completion plans proposal in respect of Surya Cooperative Group Housing Society Ltd. at Plot no. 14, Sector-6, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held in 1995. NOC for completion was accepted in the meeting held on August 24, 2005. The proposal for additions/alterations was approved in the meeting held on October 3, 2012.
  3. The Commission did not accept the part NOC for Completion at its meeting held on July 14, 2022, and December 01, 2022, and specific observations were given.
  4. The revised proposal for NOC for Completion (Part-for the proposal for additions/alteration approved in the meeting held on October 3, 2012) received (online) at the Completion stage was scrutinized along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter No. OL-22112248017 dated 07.12.2022 and the observations/recommendations given by the concerned local body i.e., DDA in part ‘B’ & ‘C’ Proforma. Based on the replies submitted, observations/recommendations received and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for the areas for which NOC for completion has been applied.

b) The Commission took note of letter no: F23(43)/Bldg/01 dated 09.01.2023 from the Director (Building), DDA about DUAC observation letter no: OL-22112248017 dated 07.12.2022.

c) Taking into consideration the letter from DDA dated 09.01.2023, the Commission again reiterated that a lot of temporary extensions (later additions)  have been made by the users on the areas for which NOC for completion has been applied, which is not appreciated by the Commission. All temporary coverings/extensions must be removed, and bring back the façade to its original condition (at the time of formal approval) and follow the same architectural vocabulary at the time of formal approval. The façade in its current form is spoiling the overall visual and urban aesthetics of the complex.

  1. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

12Completion plans proposal in respect of Multilevel Car Parking block at Indraprastha Cancer and Research Hospital (Rajiv Gandhi Cancer Hospital) at PSP area sector-5, Rohini.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal (for Block D and MLCP)  at its meeting held on April 16, 2014. The Commission approved the revised building plans proposal at its meeting held on January 13, 2016, and accepted the NOC for Completion (for Block D) at its meeting held on May 02, 2019.
  3. The proposal for NOC for Completion (Part-MLCP Block only) received (online) at the Completion stage was scrutinized along with the observations/recommendations given by the concerned local body i.e., DDA in part ‘B’ & ‘C’ Proforma. Based on the observations/recommendations received and the submission made, the following observations are to be complied with:

a) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over the actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.

b) The proposal has been submitted for NOC for Completion. 13Building plan proposal for additions/alterations in respect of DPS CGHS Ltd., Plot No. 16, Sector-4, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission accepted the NOC for Completion at its meeting held on November 14, 2002, and approved the proposal for additions/alterations at its meeting held on May 07, 2018, specific observations were given.
  3. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on December 08, 2022, December 22, 2022, January 05, 2023, and January 19, 2023, respectively, specific observations were given.
  4. The revised building plans proposal for additions/alterations received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-17012322011 dated 25.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that in terms of the previous observations of the Commission communicated vide DUAC observation letter no: OL-17012322011 dated 25.01.2023 unsatisfactory compliances for the same have been made.

  1. In view of the unsatisfactory compliances provided to the Commission, the proposal could not be appreciated judiciously by the Commission.
  2. The architect is advised to adhere to the above observation of the Commission and furnish a pointwise compliance & reply.

Revised Layout and Building Plans for Addition/Alteration (Extension of kitchen and balcony) in respect of Farmer’s CGHS Society at Plot No. 08, Sector-13 Rohini. (Conceptual Stage)

  1. The proposal was forwarded directly by the architect (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on March 20, 1985. No record of the NOC for Completion taken was found in the available record of the Commission.
  3. The Commission did not approve the proposal for additions/alterations (Extension of kitchen and balcony) at its meeting held on March 10, 2022, and did not accept the concept of the proposal for additions/alterations at its meeting held on July 21, 2022, and September 08, 2022, respectively, specific observations were given.
  4. The revised building plan proposal for additions/alterations (Extension of kitchen and balcony) received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no: OL-17082227044 dated 12.09.2022. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The Commission did not accept the design scheme for double stack parking provisions made along the boundary wall facing the main road and strongly observe that the same shall spoil the visual and aesthetics of the area, alternative options must be explored to fulfil the requisite parking requirements.

c) All parking requirements must be as per applicable norms/regulations/guidelines.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Building plan proposal for additions/alterations in respect of Senior Secondary school for Seth Sagarmal Bagrodia Charitable Trust at Sector-17, Dwarka.(Conceptual Stage)

  1. The proposal was forwarded directly by the architect (online) for consideration by the Commission.
  2. The Commission approved the layout and the building plan proposal at its meeting held on January 11, 2007, and accepted the NOC for Completion at its meeting held on July 05, 2017, specific observations were given.
  3. The building plan proposal for additions/alterations (addition of a 4th floor over an existing construction of G+3) received (online) at the conceptual stage was scrutinised and the following observations are to be complied with:

a) The Commission observed that all three side areas of the building block have been encroached upon by the surface parking provisions (current + proposed) leaving the users (students) in a dangerous situation wherein the pedestrians’ conflict with vehicular circulation around the site. All parking requirements must be as per applicable norms/regulations/guidelines.

b) A combined mobility plan showing seamless, conflict-free pedestrian and vehicular movement plan from outside be submitted, to understand the movement pattern within the site better.

c) The two rectangular open areas are proposed to be covered with fibre sheets, the same be elucidated with appropriate details including fixing details, and material fabrics as these elements could impact the visual and urban aesthetics of the area.

d) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

e) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
