A.   The minutes of the 1691st meeting of the Delhi Urban Art Commission held on 09.02.2023 were confirmed and approved.

C. PROJECT PROPOSALS:

1Layout and Building plans proposal for additions/alterations in respect of Entrepreneurs CGHS Ltd. On Plot no. 9, Sector-22, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on March 09, 2000. Later, the revised building plan proposal was approved at its meeting held on May 31, 2001, specific observations were given. The proposal for NOC for Completion was accepted in the meeting held on May 08, 2006.
  3. The Commission did not approve the building plan proposal for additions/alterations at its meeting held on January 05, 2023, and January 25, 2023, respectively specific observations were given.
  4. The revised building plans proposal for additions/alterations (addition of a room, toilet and balcony) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-18012322012 dated 31.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) All temporary coverings/extensions must be removed.

c) All parking requirements shall be as per applicable rules/regulations/guidelines etc.

d) It shall be ensured that the rainwater pipes (RWP) shall be appropriately screened so that not to remain visible and spoil the façade.

e) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

f) All service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Layout and Building plans proposal for Additions/alterations in respect of Khosla Compressor CGHS Ltd. on Plot no. 16, Sector-5, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 17, 1996, and did not approve the building plan proposal for additions/ alterations at its meeting held on November 24, 2022, December 29, 2022, and January 19, 2023, respectively, specific observations were given.
  3. The revised building plan proposal for additions/alterations (balconies, extension of drawing rooms & kitchen, and double stack parking) received (online) at the formal stage was scrutinised along with the replies submitted by the architect to the previous observations of the Commission communicated vide DUAC observation letter no: OL-17012322010 dated 25.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) Inconsistencies have been observed in the proposed design scheme, and mechanical (double stack) parking arrangements have been envisaged at three places but the same is found to be missing in the proposed 3D views submitted for the consideration of the Commission. The Commission observed that since the proposal is at the formal stage, the submission should be complete and the coordinated drawings (plans/elevations/sections/3D views) should be submitted for the judicious consideration of the Commission.

  1. In view of the inconsistencies found in the formal submission, the design scheme could not be appreciated judiciously by the Commission.
  2. The architect is advised to adhere to the above observation of the Commission and furnish a pointwise compliance & reply.

3Building plan proposal for additions/alterations in respect of DPS CGHS Ltd., Plot No. 16, Sector-4, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The proposal was deferred.

4Completion plans in respect of Jan Vikas CGHS Ltd., at plot no. 3, Sector-19, Dwarka, Phase-I.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 26, 2005.
  3. The building plan proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the observations/recommendations given by the concerned local body i.e., DDA in part ‘B’ & ‘C’ Proforma. Based on the observations/recommendations received, and submission made, the following observations are to be complied with:

a) The Commission observed that the proposal is for the NOC for Completion and only two cropped photographs of the built construction have been provided. There are four blocks (A,B,C, and D), ESS, and Guardroom that exist on the site. The proposal being at the Completion stage needs to provide uncut/clear photographs of every block (all sides)  for which completion has been applied to substantiate the actual work executed at the site including the stilt area, boundary wall, gate, guard room, terrace area, parking, landscape, elevational façade, and screening of services etc.

b) Also, approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over the actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.

c) All requisite parking provisions are to be as per applicable norms/regulations/guidelines etc.

d) For a better understanding of the proposal side by side photographs ‘Before (submitted at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks is provided.

  1.  In view of the insufficient information provided to the Commission, the proposal for NOC for the completion plan could not be appreciated fully by the Commission.
  2. The architect is advised to adhere to the above observations of the Commission and furnish a pointwise compliance & reply.

Building plans proposal in respect of Sports Hostel for School Boys & Girls, Pitampura. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on December 28, 2020, and on March 09, 2019, specific observations were given. The concept of the proposal was also not accepted in the meeting held on January 05, 2023, and November 06, 2020, and on August 14, 2020, specific observations were given.
  3. The revised building plan proposal received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no: OL-28122227062 dated 11.01.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed that to accommodate the requisite car parking provisions two options for parking arrangements have been proposed. Option-I is found to be more appropriate. It was suggested to relocate parking adjacent to the gymnasium and girls' hostel block and the freed-up spaces shall be used judiciously (green landscaped spaces).  

b) All service equipment, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to the above observations of the Commission in the subsequent submission (formal submission) and furnish pointwise compliance & reply.

Found conceptually suitable (not limited to these observations).

The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

Building plans proposal for additions/alterations in respect of Senior Secondary school for Seth Sagarmal Bagrodia Charitable Trust at Sector-17, Dwarka. (Conceptual Stage)

  1. The proposal was forwarded directly by the architect (online) for consideration by the Commission.
  2. The Commission approved the layout and the building plan proposal at its meeting held on January 11, 2007, and accepted the NOC for Completion at its meeting held on July 05, 2017, specific observations were given.
  3. The Commission did not accept the concept of the building plan proposal for additions/alterations at its meeting held on February 02, 2023, specific observations were given.
  4. The building plan proposal for additions/alterations (addition of a 4th floor over an existing construction of G+3) received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no: OL-30012327007 dated 07.02.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) A combined mobility plan showing seamless, conflict-free pedestrian and vehicular movement plan from outside be submitted (at the formal stage), to understand the movement pattern within the site better.

c) All requisite parking provisions are to be as per applicable norms/regulations/guidelines etc.

d) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to the above observations of the Commission in the subsequent submission (formal submission) and furnish pointwise compliance & reply.

Found conceptually suitable (not limited to these observations).

The conceptual suitability is only with reference to the mandate of the Commission. D. ADDITIONAL DETAILS:

1Completion plans proposal (part) in respect of Academic Block at Rajkumari Amrit Kaur College of Nursing at Lajpat Nagar.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. Earlier, the Commission approved the building plan proposal for additions/alterations at its meeting held on September 2, 2015. The Commission accepted the concept of the proposal at its meeting held on July 24, 2020.
  3. The Commission approved the building plans proposal for additions/alterations at its meeting held on September 18, 2020.
  4. The proposal for NOC for Completion (Part-Academic block) received (online) at the completion stage was scrutinised along with the observations/recommendations given by the concerned local body i.e., South DMC in part ‘B’ & ‘C’ Proforma. Based on the observations/recommendations received and the submission made, the following observations are to be complied with:

a) The Commission observed that the proposal is for the NOC for Completion (Part-Academic block) but only one cropped site photograph has been received. Further, as-built drawings (completion drawings) and the superimposed drawings are found to be missing in the submission including plans, elevations, sections, parking and landscape drawings. The proposal being at the Completion stage needs to provide uncut/clear photographs from all sides of the academic block for which completion has been applied to substantiate actual work executed at the site. Simultaneously, photographs of the basement area, work of completed public art, terrace area, parking, landscape, elevational façade, and screening of services etc. shall also be provided to substantiate its actual executions at the site.

b) Also, approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over the actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.

c) All requisite parking provisions are to be as per applicable norms/regulations/guidelines etc.

d) For a better understanding of the proposal side by side photographs ‘Before (submitted at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks are provided.

3Proposed Kiran Nadar Museum of Art & Kiran Nadar Centre on Plot no. 3-4-5, Mustatil no.19, Killa no.17(4-16),18(4-16),19(4-16),20(4-16) & Mustatil no. 19, Killa no. 11/2min(3-19),12(4-16),13(4-16) ,14(5-14) at Village Samalkha, Tehsil Vasant Vihar.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission accepted the concept of the building plan proposal at its meeting held on April 07, 2022, and approved the layout and building plans proposal in the meeting held on April 28, 2022, specific observations were given.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC observation letter no: OL-26042255026 dated 05.05.2022. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, diesel tank location, water tanks, solar panels, DG Set, DG exhaust pipes etc. shall be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Building plan proposal in respect of Motel at khasra no. 34/23/2, 34/24, 34/25 at village Kapashera.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The layout and building plan proposal received (online) at the formal stage was scrutinized and a detailed discussion was held with the architect at Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held (online) and the submission made, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) The location of the DG Set, DG exhaust pipes etc. shall be provided. All service equipment, plumbing pipes, rainwater pipes, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
