A.   The minutes of the 1694th meeting of the Delhi Urban Art Commission held on 02.03.2023 were confirmed and approved.

C. PROJECT PROPOSALS:

1Building plan proposal for additions/alterations in respect of Modern School at Block F, Poorvi Marg, Vasant Vihar.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on July 02, 1981. No previous record of approval (Completion) taken has been found in the available record of the Commission.
  3. The Commission did not approve the building plan proposal for addition/alterations (addition of a Golden Jubilee block (A), Canteen & Class Room block (B)) at its meeting held on January 05, 2023, specific observations were given.
  4. The building plan proposal for additions/alterations (addition of a Golden Jubilee block (A), Canteen & Class Room block (B)) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-02012355002 dated 11.01.2023, and a detailed discussion (online) was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the previous observations of the Commission given, a detailed discussion held (online), and the revised submission made, the following observations are to be complied with:

a) The Commission observed while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) All requisite car parking norms should adhere to the applicable norms/regulations/guidelines etc. The architect/proponent must ensure its compliance at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, water tanks, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Revised Building plans for additions/alterations in respect of Shanti Mukand Hospital, Karkardooma.
  1. The proposal was forwarded by the East DMC (online) for consideration by the Commission.
  2. The Commission approved the revised layout plan of the proposal at its meeting held on February 13, 2015. The Commission did not accept the concept of the proposal for additional construction at its meeting held on November 06, 2020, specific observations were given.
  3. The Commission approved the building plan proposal for additions/alterations at its meeting held on March 16, 2021, specific observations were given.
  4. The revised building plans proposal for additions/alteration (addition of 4 floors over the existing 2B+G+3 floors in Block-B), the addition of new Block-C (2B+G+9 floors)) received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held and the revised submission made, the following observations are to be complied with:

a) The Commission observed that the proposal for additions/alteration has been received at the formal stage but an insufficient number of 3D views of the proposed design scheme has been submitted. Annotated 3D views of the design scheme from all sides with better viewing angles (including the birds' eye views, terrace, public interface areas, night-time views to understand the lighting mechanism better etc.) shall be submitted for its judicious consideration.

b) Also, elevations, sections, and other detailed drawings of the design scheme appear to be missing in the submission. Since the proposal is at the formal stage it shall be complete in all respect with elevations/sections/3D views etc.   

c) The area accommodating the DG set, DG exhaust pipes, AC plant etc. shall be suitably screened using appropriate architectural mechanisms so as not to remain visible, and mar the aesthetics of the complex, a design scheme in this regard shall be submitted.

d) Extensive modifications have been envisaged for the hospital complex; the existing photographs show a lot of exposed outdoor air-conditioners protruding out from the façade spoiling the external façade. The air-conditioners could be an eye-sore to the building façade. To avoid the same, the provision shall be made to screen all those outdoor air-conditioning units, so as not to mar the aesthetics. A comprehensive design scheme (drawings/elevations/3d views etc.) shall be submitted for the review of the Commission.

e) Installation of Solar photovoltaic panels shall be maximised and help reduce the carbon footprints. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

f) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, due to the incompleteness of the proposal received at the formal stage, it could not be appreciated by the Commission.
  2. The architect is advised to adhere to the above observations of the Commission and ensure completeness of the formal submission and furnish pointwise compliance & reply.

3Building plan proposal for additions/alterations in respect of DPS CGHS Ltd., Plot No. 16, Sector-4, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission accepted the NOC for Completion at its meeting held on November 14, 2002, and approved the proposal for additions/alterations at its meeting held on May 07, 2018, specific observations were given.
  3. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on December 08, 2022, December 22, 2022, January 05, 2023, January 19, 2023, and February 02, 2023, February 23,2023 respectively, specific observations were given.
  4. The revised building plans proposal for additions/alterations received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-10022322022 dated 28.02.2023. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The Commission observed while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The architect/proponent has submitted three options to fulfil requisite car parking requirements, the Commission finds option no-1 to be more appropriate, wherein double stack parking provisions have been made to fulfil requisite car parking requirements of the proposal (current + proposed). The architect/proponent shall ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Building plan proposal for additions/alterations in respect of Holy family hospital at Okhla Road. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal for additions/alterations (layout plan) at its meeting held on January 14, 2009, and specific observations were given.
  3. The building plan proposal for additions/alterations (addition of a new super speciality block B+G+10) received (online) at the Conceptual stage was scrutinised, and a detailed discussion (online) was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion (online) held and the submission made, the following observations are to be complied with:

a) The Commission observed that a New Superspeciality block has been proposed (B+G+10). The architect has envisaged providing requisite car parking requirements (1281 ECS) out of which 1019 cars have been accommodated in the 4 levels of fragmented open puzzle parking and the rest 262 ECS on the surface both of these options covering a substantial part of the open surface which could otherwise be put to judicious use including open landscaped permeable green spaces etc.   Also, considering the visual & urban aesthetics this option appears to be not acceptable to the Commission.

b) In view of the above, it was suggested to explore two/three alternative options to accommodate statutory requisite car parking requirements including the possibility of creating basements for parking and the freed-up open spaces being put to judicious use including open landscaped permeable green spaces etc.

c) The Commission opines that not addressing parking requirements realistically & futuristically could spoil the overall visual, urban, environmental, and aesthetic quality of the hospital campus. Existing parking and parking from additional FAR (proposed) are to be shown clearly on the layout plan with a bifurcation of two (current + proposed).

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the provisions given to accommodate the requisite car parking requirements (current + proposed) for the hospital complex received at the conceptual stage could not be appreciated by the Commission.
  2. The architect is advised to adhere to the above observations of the Commission and submit two/three alternative options to accommodate requisite car parking requirements including the possibility of creating basements and furnish a pointwise compliance & reply.

D. ADDITIONAL DETAILS:

1Completion plans proposal in respect of GPOA-2 (General Pool Office Accommodation) Building at K.G. Marg.
  1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal for Gramin Vikas Bhawan at its meeting held on January 18, 2019, specific observations were given.
  3. The Commission approved the building plan proposal in respect of GPOA-2, KG Marg at its meeting held on September 30, 2021, specific observations were given.
  4. The proposal for NOC for completion received (online) at the Completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Approval letter no: OL-20092162012 dated 06.10.2021 and comments of the concerned local body i.e., CPWD in part ‘B’ & ‘C’ Proforma. Based on the comments received from the local body and the submission made, the proposal for NOC for Completion is found to be accepted.
