  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The building plan proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plans in respect of IGL CNG Station at 4-Raj Road behind Safdarjung Hospital, Ring Road.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The building plan proposal (for the CNG station) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Completion plan proposal in respect of Bhartiya Janta Party (BJP) Headquarters-2 on Plot no. 3B, Pandit Deen Dayal Upadhyaya Road.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and the building plan proposal at its meeting held on October 17, 2018, and specific observations were given, and did not approve the NOC for Completion at its meeting held on November 24, 2022, specific observations were given.
  3. The revised proposal for NOC for Completion (for multipurpose hall block-A, residential Block-B, and research Block-C) received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-17112249018 dated 28.11.2022 and comments of the concerned local body i.e., North DMC in part ‘B’ & ‘C’ Proforma. A detailed discussion (online) was held with the architect who provided clarifications to the queries of the Commission and shared complete photographs of the constructed blocks including the basement, work of public art etc. Based on the comments received from the local body, the discussion held (online), and the revised submission made, the proposal for NOC for Completion is accepted.

4Building plan proposal for additions/alterations in respect of amalgamated plot of existing India Resident Mission for Asian Development Bank at Plot no. 4, San Martin Marg and Plot no. 5, Rizal Marg, Chanakyapuri.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on September 28, 2000, and the NOC for completion was accepted in the meeting held on January 31, 2002.
  3. The building plan proposal for additions/alterations was approved in the meeting of the Commission held on May 11, 2016, and subsequently accepted the proposal for NOC for Completion at its meeting held on October 14, 2021.
  4. The building plan proposal for additions/alteration (internal changes, proposed new entrance atrium, atrium café) in the existing building (comprising of B+G+4) India Resident Mission for Asian Development Bank at Plot no. 4, San Martin Marg, and a proposed new building block (B+S+G+05) at an amalgamated new Plot no. 5, Rizal Marg, Chanakyapuri received (online) at the formal stage was scrutinised along with the comments of the concerned local body i.e., NDMC. Based on the comments received, and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations, it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) Double and triple-stack parking provisions have been made in the design proposal to achieve the requisite parking requirements. The architect/proponent shall ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

5Completion plan proposal (part) in respect of Commercial Complex at Plot No. A-9, District Centre, Wazirpur, Netaji Subhash Place, Pitampura.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The proposal is deferred.

6Demolition and reconstruction plan proposal in respect of Residence at 9, Abul Fazal Road, Bengali Market.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal for demolition and reconstruction received (online) at the formal stage was scrutinised along with the comments of the concerned local body i.e., NDMC. Based on the comments received, and the submission made, the following observations are to be complied with:

a) The Commission observed that the quality of 3d views is not appropriate. They are very sketchy and the scale, proportion, materials etc. are not understood. Annotated 3D views specifying the materials to be used on the façade shall be provided.

b) Materiality and texture of the façade including the colour scheme have not been provided by the architect which could spoil the visual and urban aesthetics of the area. A sufficient number of Self-explanatory, annotated 3D views (from all sides) showing the proposed design scheme with proper annotations including materials and the texture on the façade shall be provided for a better understanding of the proposal.

c) Exposed outdoor air-conditioning units could spoil the visual and the urban aesthetics of the area, a design scheme to screen the same shall be submitted for the consideration of the Commission.

d) The terrace shall be used suitably for the installation of solar panels. The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, water tanks etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

7Building plans proposal for addition/alterations in respect of 16, Babar Road.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plan proposal for addition/alterations received (online) at the formal stage was scrutinised along with the comments of the concerned local body i.e., NDMC. Based on the comments received, and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Building plans proposal for Addition/Alterations in respect of the Motel building on Khasra No. 51/1 min, 51/10 min, 51/26 min, 51/6 min situated at village Bakoli. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. No previous record of the approval taken from the Commission has been found in the available record of the Commission.
  3. The Commission did not accept the concept of the building plan proposal for additions/alterations at its meeting held on November 10, 2022, specific observations were given, and did not approve the building plans proposal for additions/alterations at its meeting held on February 23, 2023, specific observations were given.
  4. The revised building plan proposal for addition/alteration (additions of a banquet hall, double height banquet, covered lounge (without wall), bakery, kitchen, covered verandah, restaurant area, connecting covered verandah, corridor, multipurpose hall) received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Observation letter no: OL-20022323006 dated 28.02.2023 and a detailed discussion (online) was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the replies submitted, the discussion held (online), and the revised submission made, the following observations are to be complied with:

a) The Commission observed that in terms of the previous observations of the Commission communicated vide DUAC observation letter no: OL-20022323006 dated 28.02.2023 unsatisfactory compliances (especially for the points 4 (c), (d), (f), (g), (h), (i)) have been given. The architect must ensure its compliance.

b) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

c) It is again observed & reiterated that considering open surface areas are available in abundance on the site, alternative parking arrangements (two-three options) including basements shall be made to accommodate the vast majority of required parking for the site and the freed-up spaces can be put to judicious use including open landscaped permeable greens etc.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

e) All service equipment, water tanks, DG sets, DG exhaust pipes, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the Commission and submit two-three options to accommodate the requisite car-parking requirements of the site and furnish pointwise incorporation & reply.

Layout and Building plans proposal in respect of Fire Station and Residential Quarters at Okhla, Phase-1. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not accept the concept of the building plan proposal at its meeting held on July 01, 2021, specific observations were given.
  3. The revised layout and building plan proposal received (online) at the Conceptual stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Conceptually Unsuitable letter no: OL-18062127048 dated 07.07.2021. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The basement drawings including structural details i.e., column locations, vehicular circulation, number of parking etc. have not been provided in the design scheme. It should be ensured to provide all details in the subsequent submission i.e., at the formal design stage.

b) Elevations, architectural elements etc. be further improved and simplified.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Found conceptually suitable (not limited to these observations).

‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

Revised Building plans in respect of Residence at Plot no. 5C, Rustamji Sehgal Marg, Civil Lines. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission accepted the concept of the building plan proposal at its meeting held on May 15, 2020, specific observations were given, and approved the building plan proposal at its meeting held on June 26, 2020.
  3. The revised building plans proposal received (online) at the Conceptual stage was scrutinised along with the replies submitted by the architect in response to observations of the Commission communicated vide DUAC Approval letter no: OL-25062023030 dated 03.07.2020. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) The services including water tanks, Dish antennas, and VRV are only mentioned and not shown in the 3d views and the drawings along with their location and screening mechanism. Same needs to be presented through the design scheme.

b) The design of the gates & boundary wall has the external public interface for the complex and will have a bearing on the overall public perception of the aesthetics, the same needs to be detailed for gate/grill detail/material applications coordinated with plans/elevations/sections/3D views

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

D. ADDITIONAL DETAILS:

1Completion (Part) plan proposal in respect of residential development at B-319, Okhla Industrial Area Phase-I, Okhla.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on May 07, 2018, specific observations were given. The revised layout and building plans proposal (Tower-1, Clubhouse and Swimming Pool) was approved by the Commission at its meeting held on December 11, 2020, specific observations were given.
  3. The Commission accepted the concept of the revised building plans proposal (increase in floors of Tower-1 from 3B+G+33 to 3B+G+36 floors) at its meeting held on February 19, 2021.
  4. The Commission did not accept the NOC for Completion (Part- for EWS Block, Tower-2 and Block-2) at its meeting held on February 02, 2023, specific observations were given.
  5. The revised proposal for NOC for Completion (Part-for EWS Block, Tower 2 and Block-2) received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-25012358001 dated 07.02.2023 and comments given by the concerned local body i.e., South DMC in Performa ‘B’ & ‘C’. Based on the comments received from the concerned local body (South DMC) and the revised submission made, the following observation is to be complied with:

a) The Commission observed that in terms of the previous observations of the Commission communicated vide DUAC observation letter no: OL-25012358001 dated 07.02.2023 unsatisfactory compliances (especially for the points 4 (a), (b), (c), (d) and (e)) have been given. The architect must ensure its compliance.

  1. In view of the insufficient Compliances furnished to its previous observations, the proposal for NOC for the completion plan could not be appreciated judiciously by the Commission.
  2. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

2Building plans proposal in respect of National facility for Online Continuous Emission Monitoring (OCEMS) and Continuous Ambient Air Quality Monitoring System (CAQMS) at CSIR-NPL, Pusa, Delhi.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission approved the layout plan in respect of NPL Residential Colony, Pusa at its meeting held on December 17, 1986. And approved the building plan proposal in respect of Standard Block of the National Physical Laboratory at its meeting held on June 12, 2009, and subsequently accepted the NOC for Completion at its meeting held on May 01, 2015.
  3. The building plan proposal in respect of the National Facility to provide certification of OCEM and CAAQMS at CSIR-NPL, received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) A detailed site plan (showing the location of the entire campus) and a detailed landscape plan have not been provided in the submission.

b) Annotated 3D views of the site shall be superimposed with the existing context of the surroundings including road networks, and structures around the site, for a better understanding of the proposal in the actual environment.

c) Details of the materiality of the façade have not been provided. Also, the skin sections (in detail) shall be submitted to understand the elevation of the façade with materials.

d) A parking plan along with the number of parking, location and circulation etc. is not provided. All parking requirements must be as per applicable norms/regulations/guidelines.

e) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

f) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, DG Sets, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage is not self-explanatory and sufficiently detailed, due to which it could not be examined judiciously by the Commission.
  2. The architect is advised to adhere to the above observations of the Commission and furnish a pointwise compliance & reply.
