A.   The minutes of the 1700th meeting of the Delhi Urban Art Commission held on 13.04.2023 were confirmed and approved.

C. PROJECT PROPOSALS:

1Revised Layout/Master and Building plan proposal in respect of Integrated Campus of GB Pant Engineering College and Polytechnic at Okhla.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the revised layout plan at its meeting held on March 04, 2015, and the building plans were approved at its meeting held on January 04, 2019, and specific observations were given. The Commission did not approve the revised master plan and the building plan proposals (for Academic buildings (admin, academic, workshop, activity centre), residential buildings (faculty residences, hostel), ESS building etc.)  at its meeting held on January 25, 2023, specific observations were given.
  3. The revised proposal for the revised masterplan and building plan proposal (for Academic buildings (admin, academic, workshop, activity centre), residential buildings (faculty residences, hostel), ESS building etc.)  received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the DUAC observation letter no: OL-20012355008 dated 31.01.2023, and a detailed discussion was held with the architect (online) who provided clarifications to the queries of the Commission.  Based on the revised submission made, replies submitted by the architect, and the detailed discussion held (online), the following observations are to be complied with:

a) The architect has indicated in its report that revisions for the master plan have been proposed due to the unavailability of a portion of land measuring 9583.55 sqm.

b) The submission should also supplement the 3d views of the public interface areas like drop-off points, porch details, central courtyard areas (activity zone), and night-time views to understand the lighting mechanism better.

c) The porch envisaged for the admin & administrative building be elucidated with appropriate details including design, materials, protection from sun, rain etc. for better understanding.

d) A huge space frame has been provided over an open area in the admin & administrative building block but the details (shape, size, form, material, fixing details, termination points with the superstructure etc.) have not been provided, which could impact the visual and the urban aesthetics of the area. It was suggested to relook at the size of the space frame together with the area to be covered along with the provision for the inclusion of solar panels in the overall design.  

e) In case the entry to basement ramps needs to be covered in the future, it is suggested to provide their design and related details at this stage, so as not to mar the visual & urban aesthetics of the complex.

f) Discrepancies have been observed in the submission, solar panels have been shown on the terrace plan but the same appears to be found missing in the 3D views submitted thereby not presenting a coordinated view. The proposal is at the formal stage and needs to provide a complete, coordinated submission for the consideration of the Commission.

g) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

h) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

2Building plan proposal in respect of IOCL Petrol pump at Soami Nagar, Outer Ring Road.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The Commission did not approve that building plan proposal at its meeting held on March 29, 2023, specific observations were given.
  4. The building plan proposal (for the IOCL petrol pump) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-24032355031 dated 05.04.2023. Based on the previous observations and the revised submission made, the following observations are to be complied with:

a) The work of public art shown in one of the 3D views is not apricated by the Commission. Option-1 of public art appears to be fine.

b) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, DG set, DG exhaust pipes, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Building plans proposal in respect of Plot no. 4596/3, Situated at 11, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on March 29, 2023, specific observations were given.
  3.  The building plan proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter No: OL-23032355029 dated 05.04.2023. Based on the previous observations and the revised submission made, the following observations are to be complied with:

a) Two options of 3D views were presented, option-1 appears to be fine with some modifications to the extent that the balusters envisaged be replaced with the metal jaali work as shown in option-2 of the design proposal.

b) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Building plan proposal in respect of Motel building on Khasra no. 417/1 min, 421 min, 422 min, 423 min and 424 min at Village Ghitorni.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. No previous record of the approvals (formal) or the NOC taken has been found in the available record of the Commission.  The Commission accepted the concept of the building plan proposal (3 basements+G+7 floors) at its meeting held on February 26, 2020, and specific observations were given.
  3. The Commission did not accept the Concept of the building plan proposal at its meeting held on November 03, 2022, and did not approve the building plan proposal at its meeting held on December 08, 2022, respectively, specific observations were given.
  4. The building plan proposal (2 basements+Ground+10 floors) for demolition and reconstructions received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC observation letter no: OL-05122255076 dated 14.12.2022, and a detailed discussion was held (online) with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission.  Based on the replies submitted, the discussion held with the architect (online), and the revised submission made, the following observations are to be complied with:

a) The length and width of the vehicular ramp to the basement shall be as per applicable rules/regulations/guidelines etc.

b) The sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, DG set, DG exhaust pipes, transformers, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

D. ADDITIONAL DETAILS:

1Building plans proposal for Addition/alterations in respect of Property Bearing MPL No. 1789/VI, Situated at Zeenat Mahal, Bazar Lal Kuan.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The building plan proposal received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Building plans proposal in respect of the Residential building at 4401/5, Ansari Road, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on April 13, 2023, specific observations were given.
  3. The building plan proposal received (online) at the formal stage was scrutinised alongwith the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC observation letter no: OL-10042355033 dated 19.04.2023. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
