- The SDMC forwarded (online) the proposal for consideration by the Commission.
- The Commission did not approve the building plans proposal at its meeting held on January 04, 2019, and December 28, 2020. However, the Commission approved the building plan proposal at its meeting held on April 08, 2021; specific observations were given. The Commission did not accept the concept of the building plans proposal at its meeting held on January 25, 2023, specific observations were made.
- The revised building plan proposal received (online) at the formal stage was scrutinized along with the previous observations of the Commission communicated vide DUAC Conceptually Unsuitable Letter No.: OL-20012327005 dated January 31, 2023. Based on the previous observations made and the revised submission made, the following observations are to be complied with:
a) The design proposal incorporates provisions for double-stack parking arrangements in basement-2 and basement-3 proposed to meet the necessary parking requirements. Nevertheless, the Architect or proponent must ensure the proper implementation of these arrangements on-site, which will be examined during the proposal's completion stage. All parking arrangements must adhere to relevant rules, regulations, and other applicable requirements.
b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
d) All water tanks, rainwater pipes, plumbing pipes, DG-set, DG exhaust, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in. | | Approved. - The North-DMC forwarded (online) the proposal for consideration by the Commission.
- No previous record of approval (Formal/Completion) taken has been found in the Commission's available record. The Commission did not approve the building plans proposal (Formal) at its meeting held on March 21, 2024, where specific observations were made.
- The building plan proposal for additions/alterations received (online) at the formal stage was scrutinized along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC Observation Letter No.: 23(109)/2024-DUAC, OL-20032423109 dated March 28, 2024, and a detailed discussion was held with the Architect online on Cisco WebEx meetings, who clarified the Commission's queries. Based on the discussion held online and the submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) All the proposed changes to be clearly shown in the plans, sections, and elevations to make the proposal self-explanatory. In case the existing is retained, it shall be clearly marked in the respective plans/sections/elevations and superimposed on the proposed to show existing vs proposed.
c) The top and bottom of the jaali and the glazing must be matched in the elevation to ensure they are aligned.
d) As per the submission, the shaft shown on the upper floors seems to be terminating on the first floor. The mechanism for pipe termination at the ground floor is also to be shown in the respective plans and elevations.
e) The wall edges in the superimposed 3d views with the site photographs are incomplete and end abruptly. It shall be ensured that the illustrated view is complete in all respects and does not give a misleading representation.
f) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
g) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc., should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- No previous record of approval (Formal/Completion) taken has been found in the Commission's available record. The Commission did not approve the building plans proposal (Formal) at its meeting held on February 08, 2024, and March 21, 2024, respectively, where specific observations were made.
- The building plan proposal for additions/alterations (for balconies and jaali to screen plumbing pipes) received (online) at the formal stage was scrutinized along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC Observation Letter No.: 23(110)/2024-DUAC, OL-20032423110 dated March 28, 2024. Based on the replies submitted and the revised submission made, the following observations are to be complied with:
a) The Commission noted that the building has already been constructed at site and the MCD has regularised the plans. The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This only concerns the proposal for additions/alterations (for balconies, and jaali to screen plumbing pipes).
b) The Commission observed that unsatisfactory compliances had been given to the previous observations of the Commission communicated via DUAC observation letter No.: 23(110)/2024-DUAC, OL-20032423110 dated March 28, 2024.
c) The proposed railing does not appear to be aesthetically pleasing and durable. Multiple options of the railing to be provided, which are simpler, well-articulated and more durable in strength to ensure the safety of users.
d) Jaali is a screening element that screens utilities, including outdoor AC units. The screening mechanism for the same also needs to be shown to ensure that the Air conditioning outdoor units do not mar the aesthetics of the facade in future.
e) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

- The Commission did not accept the NOC for Completion at its meeting held on August 10, 2023, May 18, 2023, November 17, 2022, and November 10, 2022, respectively, specific observations were given. Subsequently, the concept of the proposal for additions/alterations regarding the front façade was accepted at its meeting held on October 19, 2023.
- The proposal for NOC for Completion received (online) at the completion stage was scrutinized along with the previous observations of the Commission communicated vide DUAC Conceptually Suitable Letter No: OL-11102327011 dated 26.10.2023. Based on the Commission's previous observations and the submission, the proposal for NOC for Completion is found acceptable.

- The building plan proposal for the Redevelopment of the IMA headquarters received (online) at the conceptual stage was scrutinized, and a detailed discussion was held with the Architect at Cisco WebEx meetings, who clarified the Commission's queries. Based on the discussion held (online), and the submission made, the following observations are to be complied with:
a) The building holds significance due to its usage and prime location. The Commission noted that the proposed parking requirements have been accommodated on the surface and in the stilt area, leaving minimal space for landscaped greenery. The Commission suggests that, as the building is being redeveloped, the parking needs should be addressed to free up the prime surface area. Parking could be relocated to either the basement or lower floors to ensure that the surface area is available for open green spaces.
b) The green area is vital to prevent rainwater from flooding the premises and to facilitate percolation. The design of open spaces should prioritize the provision of ample soft areas to fulfil these objectives.
c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

- The building plan proposal received (online) at the conceptual stage was scrutinized along with the previous observations of the Commission communicated vide DUAC Observation Letter No.: OL-28032423002 dated April 10, 2024, and a detailed discussion was held with the Architect on Cisco WebEx meetings, who clarified the Commission's queries. Based on the discussion held (online) and the submission made, the following observations are to be complied with:
a) The Commission observed that unsatisfactory compliances had been given to the previous observations of the Commission communicated via DUAC observation letter No.: OL-28032423002 dated April 10, 2024.
b) Discrepancy was observed in the submission. There appears to be a mismatch in the address, i.e. the address provided in the proforma and the one provided in the 3d view are not the same. The same needs to be rectified to ensure that the submission is accurate so that the Commission can appreciate it judiciously.
c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

- The building plan proposal for additions/alterations received (online) at the conceptual stage was scrutinized along with the previous observations of the Commission communicated vide DUAC Observation Letter No.: OL-16042423117 dated April 23, 2024, and a detailed discussion was held with the Architect on Cisco WebEx meetings, who clarified the Commission's queries. Based on the discussion held (online) and the submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) The band proposed around the windows shall be removed as it is not in harmony with the exposed brickwork provided in the façade.
c) All the jaali work, except those proposed for screening, to be removed from the facade as it does not serve any purpose and does not look aesthetically appealing. Also, access to service the plumbing shafts behind the jaali to be shown in the respective layout plans.
d) Access to the ground floor through steps/ramps is missing in the plan, as well as elevations and 3D views. The same needs to be clearly marked to ensure clarity.
e) The existing and proposed plan to be corrected keeping in mind the above-mentioned changes.
f) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
