MINUTES OF THE 1614th MEETING OF THE DELHI URBAN ART COMMISSION (DUAC) HELD ON THURSDAY, SEPTEMBER 30, 2021.

A.   The minutes of the 1613th meeting of the Delhi Urban Art Commission held on 23.09.2021 were confirmed and approved.

C. PROJECT PROPOSALS:

1Completion plans in respect of Research and Innovation Park at IIT-D, Hauz Khas.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on August 31, 2016. NOC for completion plan proposal was accepted in the meeting of the Commission held on August 25, 2021.

3. The building plan proposal for NOC of completion received (online) at the completion stage was scrutinised and found acceptable.

NOC accepted.The Commission decided to take action in the matter without awaiting confirmation of the minutes of the meeting.

2Revised Building plans proposal in respect of GPOA – 2 (General Pool Office Accommodation) Building at K.G. Marg.

1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.

2. The Commission approved the building plan proposal for Gramin Vikas Bhawan at its meeting held on January 18, 2019, specific observations were given. The Commission did not approve the building plan proposal in the meeting of the Commission held on July 29, 2021, specific observations were given.

3. The revised building plan proposal (renamed as General Pool Office Accommodation-2) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-22072162010 dated 03.08.2021. Based on the revised submission and the replies submitted, the following observations are to be complied with:

a) Consistency and the uniformity of the structural frame, to support the globe at the main entrance, shall be ensured so as not to spoil the visual appearance and mar the aesthetics.

b) The parapet wall shown in the 3D views shall be co-related with the building sections submitted.

c) Abundant spaces are available on the terraces which may be utilised for installing Solar panels. Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d) All service equipment should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in

Approved, observations given.The Commission decided to take action in the matter without awaiting confirmation of the minutes of the meeting.

3Completion plans in respect of Academic Block, Gas Manifold, 33 KV ESS, 11 KV ESS, 1 & 2, ac plant room and Pump room at Lady Hardinge Medical College (LHMC) at Shaheed Bhagat Singh Marg. 

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission approved the master plan of the overall complex of the Lady Hardinge Medical College (LHMC) and the building plans for Phase-I at its meeting held on June 23, 2010, specific observations were given.

3. The Completion plan proposal for NOC in respect of Academic Block, Gas Manifold, 33 KV ESS, 11 KV ESS (1 & 2), AC plant room and Pump room received (online) was scrutinised, the following observations are to be complied with:

a) The DUAC Secretariat informed that some of the documents/drawings related to the proposal could not open as damaged/corrupted files appear to have been uploaded by the architect/proponent. In view of the above, Commission could not examine the proposal appropriately and make comments.

b) The Commission observed that the overall Master plan of the hospital has many built structures/buildings. Since the proposal is for part completion, the buildings for which NOC is required shall be marked and indicated appropriately in the master plan for a better understanding of the completion plan proposal.

c) The proposal has been submitted at the completion stage (part) but an appropriate number of uncut photographs of the actual built construction associated with every block superstructure (for Academic Block, Gas Manifold, 33 KV ESS, 11 KV ESS (1 & 2), AC plant room and Pump room etc.) with proper labelling/delineation, to substantiate the actual work executed at site, has not been provided. An appropriate number of photographs of the completed superstructure (for which NOC for completion is required) shall be provided with proper labelling/delineation and uncut/clear photographs from all sides to substantiate an actual work executed at the site.

d) Approval received from DUAC (at the formal stage) shall be superimposed, on the plans/elevations etc., over actual built structure on the site to understand the modifications (showing existing & proposed changes) done in the design from the approval (by DUAC).

e) The proposal being at the Completion stage needs to provide the actual Artwork executed at the site which stands missing in the submission.

f) In absence of the sufficient information provided by the architect, the proposal could not be examined appropriately by the Commission.

4. The architect is advised to adhere to all the above observations given by the Commission and furnish a pointwise incorporation/reply.

4Completion plans in respect of additions/alterations in Residential building at plot no. 92, Golf links.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal for additions/alterations at its meeting held on June 26, 2020, specific observations were given. Further, the building plan proposal for additions/alterations was approved by the Commission at its meeting held on April 12, 2021, specific observations were given.

3. The building plan proposal for NOC of completion (for additions/alterations) received (online) at the completion stage was scrutinised and found acceptable.

NOC accepted.The Commission decided to take action in the matter without awaiting confirmation of the minutes of the meeting.

5Completion plans in respect of OPD, IPD, A&E and ESS Blocks Lady Hardinge Medical College (LHMC) at Shaheed Bhagat Singh Marg.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission approved the master plan of the overall complex of the Lady Hardinge Medical College (LHMC) and the building plans for Phase-I at its meeting held on June 23, 2010, specific observations were given.

3. The Completion plan proposal for NOC in respect of OPD, IPD, A&E and ESS Blocks received (online) was scrutinised and found acceptable.

NOC accepted.The Commission decided to take action in the matter without awaiting confirmation of the minutes of the meeting.

6Layout and Building plan proposal in respect of Redevelopment of residential colony for AIIMS at Ayurvigyan Nagar. (Conceptual Stage)

1. The proposal was forwarded directly by the architect (online) at the conceptual stage for consideration by the Commission.

2. The Commission accepted the concept of the layout and building plan proposal at its meeting held on March 01, 2017. The Commission did not approve the layout and building plan proposal at its meeting held on September 04, 2021, specific observations were given.

3. The revised layout and building plan proposal received (online) at the conceptual stage was scrutinised along with the modifications made in the design scheme in response to the observations of the Commission communicated vide DUAC observation letter no: OL-01092155040 dated 08.09.2021. Based on the revised submission and the modifications made in the overall design scheme, the following observations are to be complied with:

a) The Commission observed that for the convenience of users the accessibility to the upper floors/ individual residential units from the basement parking areas shall be independent and direct.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Concept accepted, observations given.The Commission decided to take action in the matter without awaiting confirmation of the minutes of the meeting.

D. ADDITIONAL DETAILS:

1Building plan proposal in respect of plot no: 4537/XI, 7/29, Daryaganj, Delhi1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
2. The building plan proposal received (online) was scrutinised, the following observations are to be complied with:
a) Inconsistency has been observed in the design scheme shown in the project report and the detailed drawings submitted. The basement plan in the project report has made provisions for parking without any provision for their accessibility, however, the detailed drawings show provisions for domestic household storage. Similarly, in one of the residential units on the second floor & third-floor provisions have been proposed for additional staircases to connect each other internally, however, the same provisions are missing in the detailed submission. The proposal is at the formal stage, the submission shall be corrected, revised and correlated drawings shall be submitted.
b) The air-conditioners could be an eye-sore to the building façade thereby spoiling the aesthetics of the facade. Innovative design provisions shall be made in the design itself to accommodate the outdoor AC units, and it shall be ensured that the pipes are appropriately screened so that they are not exposed on the outer façade.
c) The balconies need to be screened appropriately along with the provision of screening of drying clothes, dish antennas etc.
d) Outdoor AC units, water tanks on the terrace etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.
e) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
3. The architect is advised to adhere to all the above observations given by the Commission and furnish a pointwise incorporation/reply.
Not approved, observations given.The Commission decided to take action in the matter without awaiting confirmation of the minutes of the meeting.
2Completion plan proposal in respect of Campus for Department of Science and Technology at C-2, Qutub Institutional area, Shaheed jeet Singh Marg, Delhi.1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
2. The Commission approved the building plan proposal at its meeting held on September19, 2018. The NOC for completion (part) was accepted (for Block-2 only) in the meeting of the Commission held on June 25, 2021.
3. The building plan proposal of NOC for completion (part) received (online) at the completion stage was scrutinised, the following observations are to be complied with:
a) The Commission observed that the master plan of the campus has many buildings. Since the proposal is for part completion, the buildings for which NOC is required shall be marked and indicated appropriately in the master plan for a better understanding of the completion plan proposal.
b) The proposal has been submitted at the completion stage (part) but an appropriate number of uncut photographs of the actual built construction associated with the block for which NOC is required with proper labelling/delineation, to substantiate the actual work executed at the site, has not been provided. An appropriate number of photographs of the completed superstructure (for which NOC for completion is required) shall be provided with proper labelling/delineation and uncut/clear photographs from all sides to substantiate an actual work executed at the site.
c) Approval received from DUAC (at the formal stage) shall be superimposed, on the plans/elevations etc., over actual built structure on the site to understand the modifications (showing existing & proposed changes) done in the design from the approval (by DUAC).
d) The proposal being at the Completion stage needs to provide the actual Artwork executed at the site which stands missing in the
submission. Work of art of suitable scale, size and material, imparting character and identity to the complex, at the appropriate level (human eye) which is also visible from outside, to be installed.

e) In absence of the sufficient information provided by the architect, the proposal could not be examined appropriately by the Commission.
4. The architect is advised to adhere to all the above observations given by the Commission and furnish a pointwise incorporation/reply.
