A.   The minutes of the 1762nd meeting of the Delhi Urban Art Commission held on 30.05.2024 were confirmed and approved.

C. PROJECT PROPOSALS:

1Building plans proposal in respect of Motel Building on Khasra No. - 32/15/1/2, 32/16/1, 33/11, 33/19, 33/20, 33/21, 32/25/1, situated at Village – Samalkha.
  1. The SDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not accept the building plans proposal (conceptual) at its meeting held on December 28, 2023 but accepted the concept of building plans proposal at its meeting held on January 25, 2024, observations were made. The Commission did not approve the building plans proposal (Formal) at its meeting held on March 07, 2024, March 28, 2024 and May 09, 2024 respectively, where specific observations were made.
  3. The building plan proposal received (online) at the formal stage was scrutinized along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no: F. No. 55(82)/2024-DUAC, OL-27032455082 dated April 02, 2024. Based on the replies submitted, submission made, the following observations are to be complied with:

a) The design proposal incorporates provisions for double stack parking arrangements to meet the necessary parking requirements. The architect or proponent to ensure the proper implementation of these arrangements on-site, which will be examined during the proposal's completion stage. It is important that all parking arrangements adhere to the relevant rules, regulations, guidelines, and other applicable requirements.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

d) All service equipment, rainwater pipes, water tanks, DG set, DG exhaust pipes, transformers, air-conditioning units, solar panels etc., should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

2Completion plans proposal for additions and alterations in respect of Motel building on Khasra no. 44/22/1, 44/19, 44/22/7, 44/22/3 etc. at Village Kapashera.
  1. The SDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal for additions and alterations at its meeting held on at its meeting held on March 20, 2019, observations were made.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised, and a discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online and the submission made, the following observations are to be complied with:

a) The Commission noted that the proposal for additions/alterations was last approved (formal stage) at the meeting held on March 20, 2019, with no prior record of an NOC for Completion from the Commission. The current submission received for NOC for Completion lacks clarity regarding whether it pertains to full completion or specifically to the additions/alterations formally approved on March 20, 2019. The submission should be accordingly corrected, correlated, and modified before resubmission for the Commission's consideration.

b) For a better understanding of the proposal side by side photographs ‘Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks to be provided.​​​​​​​

c) Additionally, while approving the case for additions/alterations, double stack parking arrangements were shown in the basement to meet the car parking requirements as per the relevant provisions of the Unified Building Bye-Laws. Since, the current proposal is for NOC for Completion, an appropriate number of photographs (of the basement, double stack parking arrangements etc.) shall be provided to substantiate the actual construction of these arrangements at the site.​​​​​​​

d) An adequate number of uncut photographs of the actual built construction (including terrace, solar panels ) for which the NOC is required, along with proper labelling/delineation, have not been provided to substantiate the work executed at the site. Uncut and clear photographs from all sides of the completed superstructure (for which the NOC for completion is required) should be provided, with appropriate labelling and delineation, to substantiate the actual work executed, including the toilet under the Swachh Bharat Mission at the site.​​​​​​​

e) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.

  1. Overall, the proposal received at the completion stage lacks adequate documentation, including actual photographs of the built construction at the site, and clarity regarding whether it pertains to the full completion of the project or specifically to the additions/alterations formally approved on March 20, 2019.
  2. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

3Completion plans proposal in respect of Administration Building (01), South Asian University, Maidan Garhi.
  1. The SDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the revised layout plan in respect of South Asian University at its meeting held on at its meeting held on June 18, 2014 and approved the building plans in respect of Administration (Academic) Building no. 1 for South Asian University, Maidan Garhi at August 31, 2016, meeting.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised, and a discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online and the submission made, the following observations are to be complied with:

a) While reviewing the proposal received at the completion stage comparing with the 3D views formally approved by the Commission at its meeting on August 31, 2016, it was noted that although the provision for Solar PV panels was envisaged on the terrace area and the structural arrangements have been put in place, the solar panels have not yet been installed.

b) The installation of solar panels without an appropriate screening mechanism could mar the visual and urban aesthetics of the complex. Therefore, it was suggested to install the solar panels and resubmit the proposal for the Commission's review.

  1. In view of the inadequate information provided for a submission received at the completion stage, the proposal could not be appreciated judiciously by the Commission. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

4Completion plans proposal for Addition/Alterations in respect of Motel building on Khasra No. 51/1 min, 51/10 min, 51/26 min, 51/6 min situated at village Bakoli.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal for additions and alterations at its meeting held on at its meeting held on March 15, 2022, specific observations were made.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised, along with the previous observations of the Commission communicated vide DUAC Approval letter no: -08032223013 dated March 16, 2022 and a discussion was held with the architect (online) on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online and the submission made, the following observations are to be complied with:

a) The Commission noted that the proposal for additions/alterations was last approved (formal stage) at the meeting held on March 15, 2022, with no prior record of an NOC for Completion from the Commission. The current submission received for NOC for Completion lacks clarity regarding whether it pertains to full completion or specifically to the additions/alterations formally approved on March 15, 2022. The submission should be accordingly corrected, correlated, and modified before resubmission for the Commission's consideration.

b) Additionally, while approving the case for additions/alterations, double stack parking arrangements were shown in the side set-back and the basement to meet the car parking requirements as per the relevant provisions of the Unified Building Bye-Laws. Since, the current proposal is for NOC for Completion, an appropriate number of photographs (of the double stack parking arrangements etc.) shall be provided to substantiate the actual construction of these arrangements at the site.

c) It was noted that only nighttime photographs, most of which are cropped, have been submitted and do not provide the required information. Uncut and clear photographs from all sides of the completed superstructure (including parking areas, terraces, etc.) for which the NOC for completion is required should be provided. These photographs should be properly labelled and delineated to substantiate the actual work executed, including the toilet under the Swachh Bharat Mission at the site.

d) For a better understanding of the proposal side by side photographs ‘Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks to be provided.

e) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.

Building plans proposal in respect of Commercial/residential building at 4294-95, Gali no. 3, Ansari Road, Daryaganj. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the Commission's available record. The Commission did not approve the building plans proposal (Formal) at its meeting held on March 21, 2024 and April 18, 2024 respectively, and did not accept the concept of building plans proposal at its meeting held on May 16, 2024, where specific observations were made.
  3. The revised building plan proposal received (online) at the conceptual stage was scrutinized along with the replies submitted by the architect to the previous observations of the Commission communicated vide DUAC Unsuitable Letter No.: OL-09052427022 dated May 24, 2024. Based on the previous observations made, replies submitted, and the revised submission made, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

Found conceptually suitable (not limited to these observations).

‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.
