- he DDA forwarded the proposal (online) for consideration by the Commission.
- The Commission approved the layout and building plans proposal during its meeting on November 20, 2001 and subsequently accepted the NOC for Completion at its meeting held on May 27, 2009. And accepted the concept of the building plans for additions and alterations at its meeting held on May 18, 2023, specific observations were given.
- The building plans proposal for additions and alterations (addition of bedroom, balcony & toilet) received at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Conceptually Suitable letter no: OL-01052327033 dated 23.05.2023. Based on the replies submitted, and the submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) In one of the replies to the previous observations of the Commission related to the removal of unauthorised covering in the society, the architect has indicated that:
“……the condition will be complied and adhered during construction….”
It must be ensured that all temporary coverings, outdoor air conditioning units, and plumbing pipes are properly screened to maintain the visual and aesthetic appeal of the area, the same shall be reviewed when the proposal is submitted at the completion stage.
c) The added structure shall be such designed that it withstands weather effects, impacts from calamities like earthquake etc. as it is an additional structure added to the existing superstructure. It shall be ensured it is braced firmly to the building and does not impact the safety of the superstructure.
d) All requisite parking shall be as per applicable norms/regulations etc.
e) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

- The NDMC forwarded (online) the proposal for consideration by the Commission.
- Earlier, the Commission accepted the concept of the Redevelopment of GPRA Colony, Sarojini Nagar at its meeting held on March 27, 2019 and approved the proposal (formal) at its meeting held on January 17, 2020, specific observations were given.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised along with the comments of Chief Architect, NDMC and the previous observations of the Commission communicated vide DUAC Approval letter no. OL-20121924039 dated 23.01.2020 and a discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission's queries. The architect presented drawings, documentation, and photographs, including those of the basement, terrace, and artwork. Based on the (online) discussion and the submitted materials, the proposal for the NOC for Completion (Commercial Block-C) is found to be acceptable.

5 | Completion plan proposal (part – WTC: Tower A) in respect of Redevelopment of GPRO, Nauroji Nagar. | |
- The NDMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the proposal for the layout and building plans with respect to the redevelopment of the GPRA colony at Nauroji Nagar at its meeting held on June 14, 2017. The Commission accepted the proposal for NOC for Completion (Part–Towers B, C, D & E) at its meeting held on December 14, 2023, NOC for Completion (Part-Tower I) on March 11, 2024 and NOC for Completion (Part-Tower F (up to 7th floor only)) on May 02, 2024.
- The proposal for NOC for Completion (Tower-A) received (online) at the completion stage was scrutinized along with the comments received from the concerned local body, i.e., NDMC. Based on the submission made including drawings/documentation/photographs/artwork etc., the proposal for the NOC for Completion (Part-Tower-A) is found to be acceptable.

6 | Completion plan in respect of DIN Co-operative Group Housing Society Ltd., Plot No.7, Sector 4, Dwarka. | |
- The DDA forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the layout and building plans proposal at its meeting held on December 22, 1995 and revised the layout and building plans proposal at its meeting held on February 29, 2012.
- The Commission did not accept the NOC for Completion at its meeting held on July 04, 2024, specific observations were given.
- The proposal for NOC for Completion received (online) at the completion stage was scrutinized along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no. F.no. 48(37)/2024-DUAC, OL-28062448037 dated 10.07.2024. Based on replies submitted, and the submission made, the following observations are to be complied with:
a) The Commission noted that the revised layout and building plan proposal was approved (formal) at its meeting held on February 29, 2012. However, the proposal for the NOC for Completion has been submitted after a gap of more than 12 years.
b) The Commission observed that the site photographs reveal exposed rainwater pipes, outdoor air conditioning units, and temporary coverings that detract from the aesthetics of the building façade. It was also observed that only a few building blocks have been photographed, the proposal being at the Completion stage, need to submit annotated photographs of the building block (for which NOC is required) from all sides for the review of the Commission.
c) The Commission emphasized that, to obtain the NOC for completion, the building must properly screen all exposed pipes, designate screened spaces for outdoor air conditioning units, and remove all temporary balcony coverings. If balcony coverings are necessary for the residents, a design scheme for these coverings should be developed and approved by the Commission to maintain the visual and aesthetic appeal of the area. However, all unsightly coverings must be removed before submitting the scheme for NOC for Completion.
d) For a better understanding of the proposal side by side photographs ‘Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks to be provided.
e) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.
- Overall, the proposal received at the completion stage lacks adequate documentation, including unauthorised covering of balconies, exposed outdoor air-conditioners units, and actual uncut photographs of the built construction at the site.
- The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

- The Commission approved the Redevelopment of WHO-SEARO building plans proposal at its meeting held on August 11, 2018 but did not approve the building plans for additions and alterations at its meeting held on May 16, 2024, observations were made.
- The building plan proposal for the additions and alteration (addition of Service Block) received (online) at the conceptual stage was scrutinized along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no. F.no. 55(92)/2024-DUAC, OL-15052455092 dated 24.05.2024. Based on the compliances made, and revised submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

- Earlier, the Commission approved the building plans proposal at its February 07, 1992, meeting. The Commission accepted the concept of extension of the hospital at its meeting held on January 08, 2021. Subsequently, the Commission approved the extension of the hospital proposal (Formal) at its meeting held on February 19, 2021, where specific observations were made.
- The Commission did not accept the concept of building plan proposal for additions/alterations at its April 18, 2024, May 24, 2024 and June 28, 2024 meetings, respectively, where specific observations were made.
- The revised building plan proposal for additions/alterations (addition of three floors above an existing building and a new MLCP block) received (online) at the conceptual stage was scrutinized along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Conceptually Unsuitable Letter No.: OL-25062427038 dated July 03, 2024. Based on the compliance made, and the revised submission, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

- The Commission approved the building plans proposal for additions/alterations (layout) at its meeting held on January 14, 2009. The Commission accepted the concept of building plans proposal for additions/alterations (addition of new super-speciality block and MLCP block) at its meeting held on March 23, 2023 and approved at formal stage at its meeting held on May 04, 2023, observations were given.
- The building plan proposal for additions/alterations (alterations in existing nursing block, addition of one floor and new extension (B+G+3 Floors) to nursing block) received (online) at the conceptual stage was scrutinized, and a detailed discussion was held with the architect (online) on Cisco Web meetings who provided clarifications to the queries of the Commission. Based on the discussion held online, and the submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) The large solid portion of the pergola on the ground floor should be reviewed and transformed into a green space. This could include providing access to this area to enhance the overall aesthetics of the site.
c) All plumbing pipes must be properly enclosed within the shafts provided in the toilets to ensure they are not visible and do not detract from the area's aesthetics.
d) All requisite parking shall be as per applicable norms/regulations etc.
e) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

This will ensure that the owner can be contacted to address any queries from the Commission.
