- The building plans proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no: OL-09072455105, F.no. 55(105)/2024-DUAC dated 16.07.2024, and a detailed discussion was held with the architect online on Cisco Webex meetings who provided clarifications to the queries of the Commission. Based on the discussion held online and the submission made, the following observations are to be complied with:
a) It was observed that one of the toilets lacks provisions for a shaft to house all the plumbing pipes. If not properly screened, this could negatively impact the visual and urban aesthetics of the façade. It shall be ensured that these provisions are made.
b) Appropriate provisions shall be made in the balconies for rainwater outlets, which shall be adequately screened to remain hidden and preserve the aesthetics of the façade.
c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

- No previous record of approval (Formal/Completion) taken has been found in the Commission's available record. The Commission did not accept the concept of the building plans proposal at its meeting held on April 25, 2024, May 16, 2024, and June 13, 2024 respectively, but accepted the concept of the building plans proposal at its July 04, 2024, meeting. The Commission did not approve the building plans proposal (Formal) at its meeting held on April 05, 2024 and July 18, 2024, specific observations were given.
- The building plan proposal received (online) at the formal stage was scrutinized along with the previous observations of the Commission communicated vide DUAC Observation Letter No.: OL-15072423004 dated 24.07.2024. Based on the submission made, the following observations are to be complied with:

- The SDMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the revised layout plan in respect of South Asian University at Maidan Garhi at its meeting held on June 18, 2014 and approved the building plans proposal in respect of Faculty of Physical & Chemical Science and Faculty of Maths & IT (Academic) Building no. 4 at its meeting held on August 31, 2016.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised and a discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission's queries. Based on the discussion held (online), the documentation, drawings, photographs and the letters from South Asian University No: SAU/9A-157/2024/Vol-I/329 dated 07.06.2024, and SAU/9A-157/2024/Vol-I/335 dated 18.06.2024, the proposal for NOC for Completion (in respect of Faculty of Physical & Chemical Science and Faculty of Maths & IT (Building no. 4)) is found to be accepted.

- The SDMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the building plans proposal for additions/alterations (layout) at its meeting held on January 14, 2009. The Commission accepted the concept of building plans proposal for additions/alterations (addition of new super-speciality block and MLCP block) at its meeting held on March 23, 2023 and approved at formal stage at its meeting held on May 04, 2023, observations were given.
- The Commission accepted the concept of building plan proposal for additions/alterations (alterations in existing nursing block, addition of one floor and new extension (B+G+3 Floors) to nursing block) at its meeting held on July 25, 2024 and specific observations were given.
- The building plans proposal for additions/alterations (alterations in existing nursing block, addition of one floor and new extension (B+G+3 Floors) to nursing block) received (online) at the formal stage was scrutinized, along with the previous observations of the Commission communicated vide DUAC Conceptually suitable letter no: OL-18072427048 dated 30.07.2024,and a detailed discussion was held with the architect (online) on Cisco Web meetings who provided clarifications to the queries of the Commission. Based on the discussion held online, and the submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) The Commission observed that the proposal is currently at the formal stage and has been resubmitted without satisfactorily addressing the previous observations outlined in the DUAC Conceptually suitable letter no: OL-18072427048 dated 30.07.2024.
c) It is reiterated that:
“……The large solid portion of the pergola on the ground floor should be reviewed and transformed into a green space. This could include providing access to this area to enhance the overall aesthetics of the site.
All plumbing pipes must be properly enclosed within the shafts provided in the toilets to ensure they are not visible and do not detract from the area's aesthetics….”
However, it appears that this issue has not been adequately addressed or incorporated in the revised submission made at the formal stage for the Commission's consideration. The proposal at the formal stage should include a coordinated and correlated submission, encompassing plans, elevations, sections, 3D views, and report.
d) All requisite parking shall be as per applicable norms/regulations etc.
e) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
f) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
g) All water tanks, rainwater pipes, plumbing pipes, service equipment, DG Set, DG exhaust pipes, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

- The Commission did not approve the building plan proposal for the additions and alteration (addition of Service Block) at its meeting held on May 16, 2024. Subsequently, the Commission accepted the concept of the same at its meeting held on July 25, 2024.
- The building plan proposal for the additions and alteration (addition of Service Block) received (online) at the formal stage was scrutinized, alongwith the previous observations of the Commission communicated vide DUAC conceptually suitable letter no: OL-16072427046 dated 30.07.2024, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.

- Earlier, the Commission approved the Comprehensive redevelopment plan of Lady Hardinge Medical college and Residential Housing Complex at Bhagat Singh Marg at meeting held on February 02, 2011.
- The Commission did not approve the building plan proposal in respect of PTC Vishram at its meeting held on July 04, 2024. Subsequently, the Commission accepted the concept of the same at its meeting held on July 25, 2024.
- The revised building plans received (for PTC Vishram Sadan) (online) formal stage was scrutinised, along with the previous observations of the Commission communicated vide DUAC Conceptually Suitable letter no: OL-19072427050 dated 30.07.2024. Based on the revised submission, the following observations are to be complied with:
a) The design proposal incorporates provisions for double stack parking arrangements to meet the necessary parking requirements. Nevertheless, it is important for the architect or proponent to ensure the proper implementation of these arrangements on-site, which will be examined during the proposal's completion stage. All parking arrangements adhere to the relevant rules, regulations, guidelines, and other applicable requirements.
b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

- The Commission approved the building plans proposal in respect of additions and alterations at its meeting held on October 12, 2011 and approved the revised the building plans proposal in respect of additions and alterations at its meeting held on January 09, 2013.
- No record of NOC for completion, if any, has been found in the available record of the Commission.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised and a discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission's queries. Based on the discussion held (online), the documentation, including drawings and photographs, the following observations are to be complied with:
a) The photographs of the built structure submitted by the architect clearly show that parts of the façade appear unfinished, with rainwater outlets protruding from the terrace and left exposed. As the proposal is at the completion stage, all works should be completed, and the façade fully finished, for the Commission's consideration.
b) The submission does not clearly indicate which part of the built structure requires the NOC for completion. This should be clearly marked on the photographs for the Commission's consideration. Any previous completion certificates issued by the NDMC should also be shared for the Commission's reference, information and records.
c) For a better understanding of the proposal side by side photographs 'Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)' of the constructed building blocks to be provided.
d) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.
- The proposal received at the completion stage lacks clarity regarding which part requires the NOC and includes unfinished portions of the façade. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

Wastewater pipes from the bathrooms have been improperly connected to rainwater pipes passing through the room. These issues should be corrected, revised with practicality in mind, and resubmitted.

- The revised building plans proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no: OL- 16072423130, F.No. 23(130)/2024-DUAC dated 24.07.2024, and a detailed discussion was held with the architect who provided clarifications to the queries of the Commission. Based on the discussion held online, revised submission made, the following observations are to be complied with:
a) The Commission observed that the proposal is currently at the formal stage and has been resubmitted without satisfactorily addressing the previous observations outlined in the DUAC Conceptually suitable letter no: OL- 16072423130, F. No. 23(130)/2024-DUAC dated 24.07.2024.
b) The proposed parking arrangements in the basement and on the surface appear unrealistic for accommodating the required number of cars. It is reiterated that alternative options should be explored to achieve practical parking solutions and then resubmitted.
c) It is reiterated that:
“………c) The separate residential units are not clearly understood in their current form. To improve understanding of the design proposal, some typical units should be detailed on a large scale, covering aspects from the basement to the upper floors. This should include functional furniture arrangements, clothing drying areas, pergola details on top, screening for outdoor air conditioners, structural framework, and plumbing arrangements for toilets and kitchens. Appropriate details should be provided to understand these aspects….”
The current submission lacks clarity, particularly in understanding the functionality and efficiency of the proposed individual units. It is emphasized that as per its earlier observation the detailed plans of some typical units should be provided at a larger scale. These should include aspects such as functional furniture layouts, clothing drying areas, pergola details on the roof, screening for outdoor air conditioners, structural framework, and plumbing arrangements for toilets and kitchens, for the judicious consideration of the Commission.
d) The elevations, longitudinal and cross-sections, and detailed sections of the sunken areas with basements need to be detailed, clearly illustrating architectural elements, sun shading mechanisms, plumbing details, etc. Additionally, detailed skin sections should be submitted to provide a clear understanding of the façade's elevation and materials.
e) It was observed that the kitchens, and toilets lacks provisions for a shaft to house all the plumbing pipes. If not properly screened, this could negatively impact the visual and urban aesthetics of the façade. It shall be ensured that these provisions are made.
f) Likewise, suitable provisions should be made in the balconies for rainwater outlets, ensuring they are properly screened to remain concealed and maintain the aesthetic appeal of the façade.
g) The screening mechanism shown in the 3D views shall be corelated with the plans for appropriate review.
h) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
i) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, DG set, DG exhaust pipes etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
