- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the layout and buildings plans at its meeting held March 05, 2014, and the revised layout plan was approved in the meeting held on July 13, 2016.
- The Commission approved the building plans proposal for additions/alterations at its meeting held on March 08, 2020 and accepted the NOC for Completion of phase-I at its meeting held on March 16, 2021. Subsequently, the Commission approved the building plans proposal for additions/alterations (addition of one typical floor i.e., 44th floor in Iconic Tower, revised design scheme (form/elevations) of CSP Tower including the addition of four more typical floors (38th to 41st floor), and addition of floors (2nd to 18th floor) in one of the EWS block (comprising of G+1)) at its August 03, 2023, meeting.
- The proposal for NOC for completion (Part-Phase II: Tower A, B, C, D and E) received (online) at the completion stage was scrutinised along with the documentation, drawings, photographs etc. Based on the documentation, including drawings and photographs of the complex, the proposal for NOC for Completion in respect of (Part-Phase-II: Tower A, B, C, D and E) is found to be accepted.

- The building plans proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:
a) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3 | Building plans proposal for addition/alterations in respect of Maharaja Agrasen Hospital at Rohtak road, West Punjabi Bagh. | |
- he South-DMC forwarded (online) the proposal for consideration by the Commission.
- Earlier, the Commission approved the building plans proposal at its February 07, 1992, meeting. The Commission accepted the concept of extension of the hospital at its meeting held on January 08, 2021. Subsequently, the Commission approved the extension of the hospital proposal (Formal) at its meeting held on February 19, 2021, where specific observations were made.
- The Commission did not accept the concept of building plan proposal for additions/alterations at its April 18, 2024, May 24, 2024 and June 28, 2024 meetings, respectively, but accepted the building plan proposal for additions/alterations conceptually at its meeting held on July 25, 2024.
- The building plan proposal for additions/alterations (addition of three floors above an existing building and a new MLCP block) received (online) at the formal stage was scrutinized along with the previous observations of the Commission communicated vide DUAC Letter No.: OL-16072427044 dated July 30, 2024. Based on the compliances made, and the revised submission, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations etc.
c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
d) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

- The CPWD forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the proposal for Redevelopment of General Pool Residential Accommodation (GPRA), Kasturba Nagar at its meeting held on January 28, 2020, observations were given.
- The building plans proposal for NOC for the Completion (Primary School-Partial), received online at the completion stage, was scrutinized along with the documentation, drawings, photographs etc. Based on the documentation, including drawings and photographs of the complex, the proposal for NOC for Completion in respect of (Primary School-Partial) is found to be accepted.

5 | Proposal in respect of Development/ Redevelopment of Buddha Jayanti Park Vandemataram Marg, Central Ridge Reserve Forest, New Delhi. | |
- The CPWD forwarded (online) the proposal for consideration by the Commission.
- No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
- The building plans proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:
a) The Commission noted that according to the details provided by the architect, the total area of Buddha Jayanti Park is approximately 283,279.92 square meters. The CPWD has proposed a range of interventions, from small to large scale, including:
i) Five Toilet Block (Male & Female)
ii) Renovation of existing entrance gates 1 & 2
iii) Kiosk/Maintenance office and public shelter.
iv) Proposed restaurant near North Gate
v) Proposed pathway will create new paths for access and movement with natural materials like stone, gravel, brick and clay.
vi) Renovation of existing café
vii) Redevelopment of water body.
viii) Installation of solar panels in existing parking Shade structure at south facing gate.
ix) Retaining existing trees and modifying path layout.
x) Proposed mandala garden
xi) Proposed landscaping around temple area
xii) Wooden walkway in existing park wilderness
xiii) Elevated wooden walkway etc.
b) Although the proposal has been submitted at the formal stage, these interventions lack clarity, are not self-explanatory, and are not accompanied by adequate documentation, including 3D views, elevations, sections, materials used, drawings/documentations, etc. These interventions should be self-explanatory and supported by the necessary documentation to facilitate a judicious review by the Commission.
- Overall, due to lack of clarity & completeness for a submission received at the formal stage, the Commission could not review it judiciously and offer their observations. The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

6 | Completion plans proposal in respect of Neelanchal CGHS Ltd., plot no.3, Sector-4, Dwarka. | |
- The DDA forwarded (online) the proposal for consideration by the Commission.
- Earlier, the Commission approved the layout and building plan proposal at its meeting held on May 24, 1996 and approved the revised the layout and building plan proposal at its meeting held on March 01, 2017.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised along with the documentation, drawings, photographs. Based on the documentation, drawings, photographs etc., and the submission made, the following observations are to be complied with:
a) The Commission observed that while the initial approval for the layout and building plan was granted at its meeting on May 24, 1996, the proposal for the NOC for Completion has been submitted after a gap of over 28 years.
b) Furthermore, the Commission noted that the initial approval for the layout and building blocks was granted during its meeting on May 24, 1996, with approval for the revised layout and building plan proposal given on March 1, 2017. However, the current submission does not clearly indicate whether it pertains to partial or full completion. The proposal must be revised to clearly delineate the areas for which the NOC for Completion is being sought to ensure a better understanding of the submission.
c) The Commission noted that while the complex contains multiple residential building blocks, only a few have been photographed, and these images are cropped and lack clarity. Additionally, the site photographs show portions of the structure that are still under construction and unfinished. Since the proposal is at the Completion stage, annotated, uncut photographs of the building blocks (for which the NOC is being sought) from all sides must be submitted for the Commission's review.
d) For a better understanding of the proposal side by side photographs ‘Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks to be provided.
e) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.
- Overall, the proposal submitted at the Completion stage lacks sufficient documentation, including clarification on whether it pertains to partial or full completion, as well as clear delineation of the areas for which the NOC for Completion is being requested.
- The architect is advised to adhere to all the above observations given by the Commission and furnish pointwise incorporation & reply.

7 | Proposal in respect of redevelopment of Multi Level Bus Depot at Vasant Vihar. (Conceptual Stage) | |
- The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
- Earlier, the Commission did not accept the concept of design scheme at conceptual stage at its meeting held on March 17, 2022 and did not approve the design scheme at formal stage at its meeting held on May 05, 2022, observations were given.
- The revised building plan proposal for redevelopment of Multi Level Bus Depot at Vasant Vihar received (online) at Conceptual stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no: OL-28042255027 dated 11.05.2022, documentation, drawings etc. Based on the documentation, drawings etc., the following observations are to be complied with:
a) The overall quality of the 3D views should be improved, with particular attention to scale, proportions, and materials. Annotated 3D views from multiple angles, clearly highlighting the façade materials, must be included in the next submission at the formal stage for the Commission's review.
b) The large-scale billboard on the façade appears to be an afterthought. It should be redesigned to seamlessly integrate with the overall design, ensuring it does not appear imposing or out of scale, thus preserving the visual aesthetics of the area. It could be considered to make it a variable screen/digital display.
c) The Commission noted that it has previously reviewed the design proposal twice and provided detailed observations, communicated through DUAC observation letters OL-10032227021 dated 22.03.2022 and OL-28042255027 dated 11.05.2022. These observations must be addressed in the formal submission, with a pointwise incorporation and corresponding responses.
d) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

- The building plans proposal for additions and alterations (addition of a third floor) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Observation letter no: F.No.55(110)/2024-DUAC, OL-08082455110 dated 21.08.2024. Based on the submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) The architect is advised to explore the option of using metal or glass railings for the proposed balconies instead of GRC balusters.
c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
d) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

- No previous record of approval (Formal/Completion) taken has been found in the Commission's available record. The Commission did not approve the building plans proposal (Formal) at its meeting held on February 08, 2024, March 21, 2024, April 25, 2024, May 09, 2024 and June 13, 2024 respectively, specific observations were made.
- The building plan proposal for additions/alterations (for balconies and jaali to screen plumbing pipes only) received (online) at the formal stage was scrutinized along with the replies submitted by the Architect in response to the previous observations of the Commission communicated vide DUAC Observation Letter No.: 23(128)/2024-DUAC, OL-10062423128 dated June 18, 2024. Based on the replies submitted, and the submission made, the following observations are to be complied with:
a) The Commission noted that the building has already been constructed at site and the MCD has regularised the plans. The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This only concerns the proposal for additions/alterations (for balconies, and jaali to screen plumbing pipes).
b) The Commission noted that it has reviewed the proposal five times previously, but the responses to its earlier observations are found to be unsatisfactory. The Commission intended to discuss the matter with the owner of the property but did not find his/her credentials including mobile number & email ID’s.
c) The Commission prefers not to review the proposal in isolation. A comprehensive design scheme should be provided, incorporating provisions for screening the air-conditioning units, rainwater pipes and their discharge from the balconies, as well as their concealment, along with details for balconies and jaali used to screen plumbing pipes. These proposed elements must be superimposed on the existing structure for a judicious review by the Commission.
- The architect is advised to adhere to all the above observations, given by the Commission and furnish pointwise incorporation & reply.
