- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- Earlier, the Commission approved the building plans proposal at its meeting held on March 24, 2022, specific observations were given.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no: OL-1603222016 dated 30.03.2022. Based on the documentation, including drawings and photographs, the proposal for NOC for completion is found to be accepted.

- The SDMC forwarded (online) the proposal for consideration by the Commission.
- Earlier, the Commission did not accept the concept of design scheme at its meeting held on March 17, 2022 and did not approve the design scheme at formal stage at its meeting held on May 05, 2022. Subsequently, the Commission accepted the concept of the building plans proposal at its meeting held on September 05, 2024, observations were given.
- The building plans proposal for Redevelopment of Multi Level Bus depot at Vasant Vihar received (online) at the formal stage was scrutinised along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC letters no: OL-10032227021, OL-28042255027 and OL-03092427060 dated 22.03.2022 11.05.2022, and 11.09.2024 respectively and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission's queries. Based on the replies submitted, discussion held (online), the submission made, the following observations are to be complied with:
a) It was recommended that the architectural style and material selection for the proposed toilet under the Swachh Bharat Mission (SBM) be consistent with the main building to enhance visual coherence and aesthetics. Additionally, the solid wall facing the main gate should be treated with appropriate signage to avoid a blank appearance.
b) Likewise, the design and materials selected for the proposed main gate and boundary wall should be chosen to discourage poster placement and graffiti, preserving the overall aesthetics.
c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

- The SDMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the building plans proposal at its meeting held on January 13,2016 and revised building plans at its meeting held on September 19, 2018.
- The Commission did not accept the NOC for Completion at its meeting held on September 26, 2024, specific observations were given.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no: OL-24092458039, F.no 58(39)/2024-DUAC dated 3.10.2024 and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission's queries. Based on the replies submitted, discussion held (online), the documentation, including drawings and photographs, the following observations are to be complied with:
a) The Commission observed that the proposal is currently at the completion stage and has been resubmitted without satisfactorily addressing the previous observations outlined in the DUAC letter no: OL-24092458039, F. No. 58(39)/2024-DUAC dated 03.10.2024 especially related to the construction of Swachh Bharat public toilet (SBM).
b) The proposal received conditional approval at the formal stage in the Commission’s meeting held on 19.09.2018, with specific observations, including the provision of Swachh Bharat public toilets as per the prevailing Unified Building Byelaws 2016. Upon detailed review, it was noted that the required Swachh Bharat public toilet has not been constructed on-site. Since it needs to be located along the outer edge of the site facing the access road, impacting the urban aesthetics of the complex, it is advisable to obtain the Commission's approval for its design and details before construction to ensure it aligns with the architectural style of the building complex.
c) To obtain the NOC for completion, it must be ensured that the Swachh Bharat toilet is constructed in compliance with the provisions of the Unified Building Byelaws 2016 (but before its actual construction formal approval of the same be obtain from the Commission). Actual site photographs of the completed structure should be included in the next submission at the completion stage.
- Due to the previous observations remaining non-compliant at the completion stage and current submission being incomplete, the Commission could not appreciate the proposal judiciously. The architect is advised to adhere to all the above observations, and those communicated through DUAC observation letters OL-24092458039, dated 03.10.2024, and furnish pointwise incorporation & reply.

- The building plans proposal for demolition and reconstruction received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Conceptually Suitable letter no: OL-30092327008 dated 11.10.2023. Based on the submission made, the following observations are to be complied with:
a) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) The Commission observed that while considering the case for additions/alterations, it did not consider and cover the existing built construction at the site.

- The Commission approved the masterplan layout at its meeting held on October 11, 1996, specific observations were given, and also considered & approved the proposal in respect of the revised Master plan and layout plan at its meeting held on June 24, 1999, specific observations were given.
- The Commission accepted the building plans proposal in respect of Multi-Speciality and Research Centre at its meeting held on November February 01, 2024, observations were given.
- The revised building plan proposal in respect of Multi-Speciality and Research Centre received (online) at Conceptual stage was scrutinised, and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission's queries. Based on the discussion held online, and the submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case concerning the Multi-Speciality Hospital and Research Centre it did not consider and cover the existing construction at the site.
b) Some toilets lack provisions for plumbing shafts. All toilets should include plumbing shafts with proper screening to ensure all plumbing remains concealed.
c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

- The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
- The Commission did not approve the building plans proposal at its meeting held on September 12, 2024, specific observations were given.
- The building plans proposal received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no: OL-09092455119, F.No. 55(119)/2024-DUAC dated 19.9.2024 and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission's queries. Based on the replies submitted, discussion held (online), and the submission made, the following observations are to be complied with:
a )The Commission observed that the proposal is currently at the conceptual stage and has been resubmitted without satisfactorily addressing the previous observations outlined in the DUAC letter no OL-09092455119, F.No. 55(119)/2024-DUAC dated 19.9.2024.
b) Additionally, inconsistencies and incompleteness have been observed in the submission received at the conceptual stage. The basement plan drawing shows a ramp covered with a temporary sheet above, yet this ramp covering is missing in the submitted 3D views, reflecting a lack of consistency in the submission. All 3D views from each side should be revised to incorporate architectural elements, including services and their screening, as these features will directly impact the urban aesthetics of the building complex.
c) The following observations as mentioned in meeting dated September 19, 2024 have not been complied with i.e.
“…. quality of the 3D views is inadequate. The scale, proportion, and materials are unclear. The views should be revised and resubmitted with improved clarity, better visuals, and enhanced viewing angles from all sides to clearly display the materials used on the façade and to illustrate the design scheme in detail. Additionally, the 3D views should be superimposed on the existing site and surrounding context, including road networks and nearby structures, to provide a clearer understanding of the proposal within its actual environment and to highlight any existing or retained features”.
The submitted 3d views are very sketchy and do not define the materiality of the façade along with the surrounding context, thus are incomplete in nature. Revised 3d views incorporating above-mentioned details shall be submitted for clarity and completeness.
d) Turning radius of the ramp seems to be insufficient for two-way movement of vehicles. Considering that the there is ample space between the proposed ramp and the building line, the inner turning radius shall be increased sufficiently to ensure seamless movement of the vehicles to the basement and the same to be revised in respective drawings.
e) The details of the pergola seem to be inconsistent i.e. the submitted 3d view shows flat profile of the pipe members, whereas the Section GG and detail at P shows a trussed profile. It shall be ensured that co-related and detailed construction drawings including plans, sections and 3d views be submitted for coherence and clarity in the submission.
f) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
g) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

No. 55(119)/2024-DUAC dated 19.9.2024, and furnish pointwise incorporation & reply.
