C. PROJECT PROPOSALS:

1Completion plans proposal in respect of Faculty of Law and Humanities (Building no.5) South Asian university at Maidan Garhi.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. Earlier, the Commission approved the revised layout plan in respect of South Asian University at Maidan Garhi at its meeting held on June 18, 2014 and approved the building plans in respect of Faculty of Law & Humanities (Building no. 5) at its meeting held on August 31, 2016.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission's queries. The Commission also noted the letters from South Asian University (SAU), numbered SAU/9A-157/2024/Vol-I/329 dated 07.06.2024, SAU/9A-157/2024/Vol-I/335 dated 18.06.2024, and SAU/9A-157/2024/Vol-I/437, respectively.
  4. Based on the discussion held (online), and the documentation, including letters from SAU, drawings and photographs, the proposal for NOC for completion for Faculty of Law and Humanities (Building no.5) is found to be accepted.

2Completion plans proposal in respect of New Academic Block at Block-4, Gargi College.
  1. The SDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plans for additions and alterations in respect of Gargi College at its meeting held on January 17, 2018 but did not accept the NOC for Completion (New Academic block (Block 4)) at its meeting held on September 19, 2024 observations were given.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no: OL-12092458038, F.no 58(38)/2024-DUAC dated 24.09.2024 and a discussion was held with the architect, during which clarifications were provided to the Commission's queries. Based on the discussion held (online), the documentation, including drawings and photographs, the proposal for NOC for completion is found to be accepted.

3Building plan proposal in respect of Technical Professional Institute at 55 Pankha Road Institutional Area, Janakpuri for Triveni Educational and Social Welfare Society.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The building plan proposal (with two basements, stilt and G+4 structure) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The design proposal incorporates provisions for triple stack parking arrangements to meet the necessary parking requirements. Nevertheless, it is crucial for the architect or proponent to ensure the proper implementation of these arrangements on-site, which will be thoroughly examined during the proposal's completion stage. It is of utmost importance that all parking arrangements adhere to the relevant rules, regulations, guidelines, and other applicable requirements.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in,

d) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

4Completion plans proposal in respect of NDMC School Block at Redevelopment of GPRO at Nauroji Nagar.
  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plans in respect of Redevelopment of GPRA colony at Nauroji Nagar at its meeting held on June 14, 2017.
  3. The proposal for NOC for completion (NDMC School block-B+G+3) received (online) at the completion stage was scrutinised and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission’s queries. Based on the discussion held (online), the documentation, including drawings and photographs, the proposal for NOC for Completion is found to be accepted.

5Buildings plans proposal in respect of Police Post for Delhi Police near Motibagh Metro Station, Ring road.
  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal (Formal) at its meeting held on September 26, 2024 but accepted the concept of the building plans proposal at its meeting held on October 24, 2024, specific observations were given. 
  3. The building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no: OL-15102427067 dated 30.10.2024 and. Based on the replies submitted, and the submission made, the following observations are to be complied with:

a) The inner edge of basement ramp is suggested to have sufficient turning radius for vehicles by shifting center of circle further in.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations etc. 

c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in

6Building plans proposal for Addition/alteration in respect of Hahnemann CGHS Ltd., plot no. 40, Sector-6, Dwarka.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal during its meeting on April 21, 1995 and subsequently accepted the NOC for Completion at its meeting held on January 12, 2006.
  3. The building plans proposal for additions and alterations (extension of living rooms, bedrooms, addition and extension of balconies) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The proposal has been received for addition/alteration (extension of living rooms, bedrooms, addition and extension of balconies) for group housing complex. The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.

b) The submitted site photographs reveal elements such as pipes, temporary overhead sheds (blue and green), outdoor air conditioning units, and TV dish antennas prominently visible on the façade, adversely affecting its aesthetics. It should be ensured that these elements are either removed or concealed using appropriate screening mechanisms to preserve the visual and urban aesthetics of the façade.

c) The floor plans for Type A, Block A1, and A2 indicate extensions for additions/alterations to the building, where an open-to-sky shaft has been enclosed, obstructing light and ventilation for the adjacent spaces, including the toilet and a room. This results in an unsuitable design solution. The issue should be addressed by exploring improved design options that maintain adequate light and ventilation, ensuring the quality of these spaces is not compromised.

d) It was noted that setback areas designated for the fire tender movement path have been included in ECS calculations to meet parking requirements, which is not permissible. The Commission advises that setback areas or roads intended for fire tender movement must not be considered for ECS calculations. These areas should remain free from vehicular parking at all times to ensure their availability during emergencies. It is recommended to plan peripheral parking such that a 6.00 m wide setback is consistently unobstructed. All parking provisions must comply with applicable norms, guidelines, and regulations. Alternative solutions should be explored to accommodate existing and proposed parking needs without compromising areas designated for pedestrian and vehicular circulation.

e) The Commission observes that the current proposal includes additions and alterations to the existing building, such as extensions to living rooms, bedrooms, and balconies. However, temporary modifications, including balcony coverings and exposed air-conditioners, appears to have been added after the NOC for completion was issued, negatively affecting the façade of the complex. It is advised to prepare a comprehensive revamp scheme for the entire façade, addressing the residents' functional needs while improving its visual appeal and aesthetics. This strategy will help resolve visual inconsistencies between the original and new constructions/additions and discourage future ad-hoc extensions. The proposed design scheme should be submitted to the Commission for review and consideration.

f) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

g) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the submission received at the formal stage lacks clarity & is incomprehensible; thus, the Commission could not appreciate it judiciously. The architect is advised to adhere to all the above observations and furnish pointwise incorporation & reply.

7Part Completion plans in respect of (Block-C and D (D1 and D2)) Warehouse and Commercial Development for NDRAVG business Park, Sarita Vihar.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal for plots no. A, C and D at its meeting held on March 18, 2020 and accepted the NOC for Completion (Part - for plot A) at its meeting held on February 02, 2023.
  3. The proposal for NOC for completion (part-For plot C and D (D1 and D2)) received (online) at the completion stage was scrutinised and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission's queries. Based on the discussion held (online), the documentation, including drawings and photographs, the proposal for NOC for completion is found to be accepted.

Building plans proposal in respect of Residential building on plot no. 119 and 121, Block No. 171 situated at Sunder Nagar. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The proposal was deferred.

  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on December 19, 2018, where specific observations were made. The Commission accepted the Concept of the revised building plans proposal at its meetings held on July 31, 2020 and September 18, 2020. The Commission approved the proposal (Formal) at its meeting held on May 06, 2021, where specific observations were made.
  3. The Commission accepted the NOC for Completion (Part-Phase 1: Tower A, B, C and Community Club) at its meeting held on March 21, 2024.
  4. The proposal for NOC for Completion (Part-Tower D and Swimming Pool) received (online) at the completion stage was scrutinized. Based on the drawings, documentations, photographs provided, the proposal for NOC for Completion (Part- Tower D and Swimming Pool) is found to be accepted.
