- The SDMC forwarded (online) the proposal for consideration by the Commission.
- The Commission did not approve the building plans proposal at its meeting held on October 16, 2020; specific observations were given.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised. Based on the documentation, including drawings and photographs, the following observations are to be complied with:
a) The proposal is for completion of New Annexe block compromising of two basements, G+5 floors.
b) The Commission did not approve the proposal submitted at the formal stage and returned it with observations. In the current submission, the architect has stated:
“approved from backend due to crossing threshold time limit” in proforma, namely A.
This information is inaccurate, as the proposal received at the formal stage was reviewed during the Commission's meeting on 16.10.2020, and the decision was communicated via DUAC observation letter no. OL-13102055061 dated 21.10.2020, well within the stipulated timeframe. Notably, the process for deemed approval requires 15 days. The necessary approvals from the concerned local authority should be submitted, along with a copy of the deemed sanction.
- Overall, the Commission decided not to consider the proposal at the completion stage due to the incorrect information. The architect is advised to provide accurate and updated details, address all observations made by the Commission, and submit a pointwise incorporation and response.

2 | Buildings plans proposal for Addition/alteration in respect of Bharat National Senior Secondary School, Ram Vihar, Shahdara. | |
- The EDMC forwarded (online) the proposal for consideration by the Commission.
- The Commission did not approve the building plan proposal at its meeting held on January 11, 1991, but it approved the proposal for the addition of the fourth floor at its meeting held on October 07, 2015. Specific observations were given. No record of NOC for Completion taken was found in the Commission's available record.
- The Commission accepted the concept of the building plans proposal for additions/alterations at its meeting held on November 23, 2023, but it did not approve the same at the formal stage at its meeting held on September 26, 2024; observations were given.
- The building plans proposal for additions/alterations (addition of a new building block comprising of 2B + stilts + upper ground + three floors) received (online) at the formal stage was scrutinised, along with the previous observations of the Commission communicated vide DUAC letter no: OL-23092456010, F.No. 56(10)/2024-DUAC dated 03.10.2024. Based on the replies submitted and the revised submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) The design proposal incorporates provisions for double-stack parking arrangements to meet the necessary parking requirements. Nevertheless, the architect or proponent must ensure the proper implementation of these arrangements on-site, which will be examined during the proposal's completion stage. It is important that all parking arrangements adhere to the relevant rules, regulations, guidelines, and other applicable requirements.
c) Since a structure is added to an existing construction in case of addition/alteration, it shall be ensured that the proposed structure is resistant to natural calamities like earthquakes, strong wind conditions, etc. to ensure the safety of the users.
d) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, ensure to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
e) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

The Commission did not accept the concept of the revised building plan proposal at its August 29, 2024, meeting but did not approve the building plans at a formal stage at its meeting held on October 10, 2024, where specific observations were made.
- The revised building plans proposal received (online) at the formal stage was scrutinised, along with the previous observations of the Commission communicated vide DUAC letter no: OL-05102455122, F.No. 55(122)/2024-DUAC dated 16.10.2024. Based on the replies submitted and the revised submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations etc.

5 | Layout and Building plan proposal in respect of Expansion of Supreme Court Building for creating Additional Court Rooms including Constitutional Court, Chambers for the Judges and facilities for Lawyers & Litigants at Supreme Court of India, Tilak Marg. | |
- The CPWD forwarded (online) the proposal for consideration by the Commission.
- Earlier, the Commission approved the proposal for enclosing the Southern Corridor in front of Court no. 1 to 5 with structural glazing at the Supreme Court of India at its meeting held on May 30, 2024, observations were made.
- The layout and building plan proposal for the Expansion of the Supreme Court of India received online at the formal stage was scrutinised; the following observations are to be complied with:
a) The proposal is for demolition (including the museum, annexe, main circular building, and main east-west) and reconstruction of parts of the complex in a phased manner. The proposed building includes two basements (double stack parking) and G+5 floors.
b) The building complex holds national significance and is prominently located. Since the proposal is for demolition/reconstruction of part of the complex, which is an extension of the existing building, it cannot be seen in isolation.
c) The Commission noted that the submitted proposal lacks details about the parts of the complex that would be retained, i.e., the main building. The façade of the retained parts and the proposed building, when seen from Tilak Marg and Mathura Road, would be seen as a continuous facade, and thus, it is necessary to keep the proposed architectural vocabulary similar to the existing building. Thus, the architect shall provide details, including plans, elevations, sections, 3d views and materiality of existing (to be retained) alongside the proposal (after demolition) to explain the scheme comprehensively.
d) Also, the boundary wall for both existing/retained and proposed would be common and continuous, so details, including plans, elevations, sections, and 3D views of the same, should be submitted in the proposal.
- Overall, the proposal could not be reviewed judiciously due to the lack of clarity, incomprehension, and incompleteness of the submission received at the formal stage. The architect is advised to address all the Commission's observations and submit a detailed response, incorporating each point raised by the Commission in a clear and point-by-point manner.

- The DDA forwarded the proposal (online) for consideration by the Commission.
- The Commission approved the layout and building plans proposal during its meeting on August 13, 1997, and subsequently accepted the NOC for Completion at its meeting on December 18, 2002.
- The building plans proposal for additions and alterations received at the formal stage was scrutinised, and the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) It was noted that setback areas designated for the fire tender movement path have been included in ECS calculations to meet parking requirements, which is not permissible. The Commission advises that setback areas or roads intended for fire tender movement must not be considered for ECS calculations. These areas should always remain accessible from vehicular parking to ensure their availability during emergencies. It is recommended that peripheral parking be planned such that a 6.00 m wide setback is consistently unobstructed. All parking provisions must comply with applicable norms, guidelines, and regulations. Alternative solutions should be explored to accommodate existing and proposed parking needs without compromising areas designated for pedestrian and vehicular circulation.

Work commenced on the site, and thereafter, a few changes were introduced in the design program, due to which there were revisions in the 1st and 2nd floors, and the façade was revised along with the materiality.

- The Commission did not approve the layout and building plan proposal for addition/alteration at its meetings held on June 28, 2024, and October 01, 2024; specific observations were given.
- The building plans proposal for additions and alterations (addition/extension in the balcony area, extension of toilet/WC) received (online) at the formal stage was scrutinised, along with the replies submitted by the architect in response to the previous observations of the Commission Communicated vide DUAC observation letter no: OL-24062422097, F.no. 22(97)/2024-DUAC dated 07.10.2024, and a detailed discussion was held with the Architect telephonically, who provided clarifications to the queries of the Commission. Based on the revised submission made, submitted photographs, and the discussion held, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider and cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) The Commission advises that setback areas or roads intended for fire tender movement must not be considered for ECS calculations. - The Commission did not accept the revised design scheme proposal at its meeting held on October 17, 2024; observations were made.
- The ‘Bhawalpur House and Campus' is a listed Grade-II heritage building at Serial No. 28 in the Gazette notification no. F. No. 4/2/2009/UD/I 6565 dated October 1, 2009 issued by the Department of Urban Development, Govt. of NCT of Delhi.

b) Now, the proposal for regularisation of the residential accommodation has been received. The proposal was submitted by the concerned local authority, the MCD, without detailed comments, necessary forms, or essential details for the Commission's consideration.
- The Commission did not consider the proposal because of the lack of comments from the local body and proper documentation. Thus, the architect is advised to provide complete and correct information to ensure consideration of the proposal along with the comments of the local body, i.e., MCD.
