C. PROJECT PROPOSALS:

1Completion plans proposal in respect of 16 Babar Road.
  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal for additions and alterations at its meeting on March 16, 2023, and specific observations were given.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised, including documentation, drawings and photographs, the following observation is to be complied with:

a) It was noted that the Commission approved the additions and alterations to the existing structure at its meeting on March 16, 2023. Considering all the aspects, the Commission accepted the NOC for completion (Part- for additions and alterations approved during its meeting on March 16, 2023).

NOC for Completion (Part) accepted.
The Commission decided to take action in the matter without awaiting confirmation of the minutes of the meeting.

2Building plans proposal for Addition/alteration in respect of Seema CGHS Ltd. plot no. 7, sector-11, Dwarka.
  1. The DDA forwarded the proposal (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal during its meeting on March 19, 2001, and subsequently accepted the NOC for Completion at its April 12, 2005, meeting. It also approved building plans for additions and alterations at its January 04, 2019, meeting.
  3. The Commission did not approve the building plans proposal for additions and alterations at its meeting held on October 24, 2024, November 07, 2024, November 14, 2024, and December 05, 2024, respectively; observations were given.
  4. The building plans proposal for additions and alterations (extension of bedrooms, dining room,  addition of store, addition and extension of balconies in blocks A, B, D and E,  and extension of bedrooms,  addition of store, addition and extension of balconies in block C and Community Facility block in open area) received at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Observation letter no: OL-22102422102, F. No. 22(102)/2024-DUAC dated 12.12.2024. Based on the replies submitted and the submission made, the following observations are to be complied with:

a) The proposal for additions and alterations to the group housing complex—including the extension of bedrooms, the addition and extension of balconies across all blocks, community facilities, and storage on all floors of all blocks—has been resubmitted. The Commission noted that the case for additions and alterations does not account for or include the existing construction on the site, as it pertains exclusively to the proposed modifications.

b) The proposed location of the community hall appears unsuitable as it has been planned at the expense of common green areas. An alternative location should be identified that ensures both accessibility and functionality of the community hall without compromising the usable spaces of the complex.

c) Also, as per observations given by the Commission vide letter no. 22(102)/2024-DUAC dated December 12, 2024, it was stated that:

“…The layout plan and 3d views show provision of a proposed community block (marked community I) which appears to have been carved out from the common green areas. In absence of any forwarding comment regarding the same from DDA, the Commission could not review the proposal holistically…”

Comments from the local body on the above matter have still not been received, thus making the proposal incomplete.

d) In addition, the location of the plumbing shafts for the toilet in the community hall is missing. Details of the plumbing shaft and a pipe screening mechanism should be provided to ensure they do not mar the aesthetics of the facade.

e) The Commission observed that the layout of the Swachh Bharat toilet shown in the site plan does not align with the design depicted in the detailed drawings, reflecting inconsistency in the submission received at the formal stage.

f) Since a structure is added to an existing construction in case of addition/alteration, the proposed structure shall be resistant to natural calamities like earthquakes, strong wind conditions, etc., to ensure the safety of the users. 

g) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

h) All water tanks, plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. Overall, the submission is ambiguous, lacks clarity, has discrepancies, and previous observations remain non-compliant. The architect is advised to adhere to all the above observations and those communicated through DUAC observation letters no: OL-22102422102, F. No. 22(102)/2024-DUAC dated 30.10.2024, 11.11.2024, 27.11.2024 and 12.12.2024 respectively, and furnish pointwise incorporation and reply.

Layout and building plans proposal with respect to DTC Group Housing at Shadipur. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not accept the layout and building plan proposal (conceptual) at its meetings held on December 14, 2023, August 29, 2024, and October 17, 2024, respectively; observations were given. 
  3. The layout and building plans proposal received (online) at the conceptual stage was scrutinised, along with the observations of the Commission communicated vide DUAC Conceptually Unsuitable letter no: OL-03102427065 dated 23.10.2024. Based on the previous observations given and the revised submission made, the following observations are to be complied with:

a) During its meeting on October 17, 2024, the Commission issued specific guidelines through memorandum no. 1(2)/82-DUAC dated October 29, 2024, for the conceptual proposal under review. It was noted that the architect's COA certificate was missing from the checklist. As the proposal is at the conceptual stage, it is imperative to provide accurate and complete documentation, adhering to the requirements specified in the checklist for conceptual proposals (available on the OPAAS login page under "Steps to Submit Proposals for Conceptual Proposals"). This will ensure that the Commission appropriately considers the proposal.

b) Besides the above, the point-wise reply to its previous detailed observations was missing. The same shall be prepared and submitted along with the submission for the Commission's judicious review.  

  1. The Commission could not consider the proposal due to insufficient information provided at the conceptual stage (as outlined in the checklist available on the DUAC website) and the lack of a point-wise response to the previous observations communicated via various observation letters. The architect is therefore advised to furnish complete and accurate information along with a detailed point-wise reply addressing the earlier observations to facilitate a judicious review of the proposal.

Building plans proposal in respect of Senior Secondary School at MB road at Sector -IV, Pushp Vihar. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on September 12, 2024, and did not accept it at the formal stage at its meeting held on October 30, 2024; observations were given.
  3. The building plans proposal received (online) at the conceptual stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no: OL-25102427070 dated 04.11.2024. Based on the replies submitted and the submission made, the following observations are to be complied with:

a) During its meeting on October 17, 2024, the Commission issued specific guidelines through memorandum no. 1(2)/82-DUAC dated October 29, 2024, for the conceptual proposal under review. It was noted that the architect's COA certificate was missing from the checklist. As the proposal is at the conceptual stage, it is imperative to provide accurate and complete documentation, adhering to the requirements specified in the checklist for conceptual proposals (available on the OPAAS login page under "Steps to Submit Proposals for Conceptual Proposals"). This will ensure that the Commission appropriately considers the proposal.

b) The façade materials should be specified to enhance the understanding of the proposal. The submitted 3D views indicate the use of fixed glass, particularly on the southwest and northwest sides, implying the presence of air conditioning in the complex. If air conditioning is part of the design, a detailed explanation of its functioning and the screening mechanism for outdoor air-conditioning units must be included in the submission.

c) The connections between the building and the playground are not clear. The respective layout plans need to establish safe and seamless pedestrian movement without conflicting with vehicular movement.

d) The ramp turning and all parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

e) Religious figures as works of art on facades shall be avoided. The Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

f) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

g) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to address all the above observations in the next submission, i.e., the formal submission, including those outlined in DUAC observation letter no: OL-25102427070 dated 04.11.2024 and furnish pointwise incorporation and reply.

Found conceptually suitable (not limited to these observations)
'The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website. It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973

D. ADDITIONAL DETAILS:

1Building plans proposal with respect to residential building on plot no. 11, Block No. 171, situated at Sunder Nagar.
  1. The SDMC forwarded the proposal (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting on November 28, 2024; observations were given.
  3. The building plans proposal received at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter no: OL-22112455019 dated 03.12.2024 and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission's queries. Based on the discussion held (online) and the submission made, the following observations are to be complied with:

a) As seen in proforma A, filled by the architect, the owner's email ID details are the same as those of the architect; thus, a discrepancy is seen in the submission. The architect is required to submit correct information to ensure complete documentation.

b) The details of the cavity wall, including its use/purpose on the west facade of all floors, are not understood.

c) The submitted drawings do not include Plumbing shafts for the kitchen and toilet areas. Plumbing shafts to conceal plumbing and waste pipes and their screening mechanism must be provided.

d) Also, the access to the balcony attached to the bedrooms is unclear and needs to be explained in the submitted drawings.

e) The drawings do not include rainwater drainage from balconies and roofs. The details, including location and mechanism, should be marked in the respective floor plans. 

f) Details of the air-conditioning mechanism, including the location, workings, and screening of outdoor air-conditioning units, must be provided. A comprehensive scheme explaining all the above must be given to illustrate the air-conditioning mechanism in detail.

g) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), which is available on the DUAC website at www.duac.org.in.

h) All water tanks, plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels, etc., should be camouflaged appropriately (in terms of points 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

  1. Overall, the submission received at the formal stage has discrepancies, lacks clarity, and is incomprehensible; thus, the Commission could not appreciate it judiciously. The architect is advised to adhere to all the above observations and furnish pointwise incorporation & reply.

2Building plans proposal for additions and alterations in respect of Plot no.-1541, situated at Kashmere Gate, Delhi - 110006
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The Commission did not approve the building plans proposal (formal)at its meeting held on February 08, 2024 and March 21, 2024, where specific observations were made.
  4. The building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no: OL-20032423111, F.no. 23(111)/2024-DUAC dated 28.03.2024 and. Based on the replies submitted and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations, it did not consider and cover the existing construction at the site.

b) Since a structure is added to an existing construction in case of addition/alteration, the proposed structure shall be resistant to natural calamities like earthquakes, strong wind conditions, etc., to ensure the safety of the users.

c) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

d) The Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in

e) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

3Building plan proposal for addition/alterations in respect of Property Bearing No. 1564-1578, Anil Market, Ward No. V, Maliwara Katra, Cheera Khana, Nai Sarak.
  1. The North-DMC forwarded the proposal (online) for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plans proposal received at the formal stage was scrutinised, and the following observations are to be complied with:

a) The extent of the plot boundary may be checked by the concerned local body to ensure it does not encroach on public land.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All water tanks, plumbing pipes, rainwater pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.
